Hello to all! Hideki Matsuzaki, Mayor of Urayasu

In the afternoon of August 26, after attending the City Assembly Admin-istrative Committee meeting, I headed toward Omachi City in Nagano Prefec-ture.

The purpose was to meet with the attendees of the Hometown Urayasu Independence Program, which began this year, for six-graders of elementary school.

This year marks the sixth year of the Hometown Urayasu Risshi program for second-year junior high school students, and the results are definitely improving, with the student association president of six out of nine junior high schools in our city graduating from the Risshi program. This year, we have broadened the range to sixth graders as well, and I went to observe with my own eyes the five-night, six-day mountain village study abroad program conducted in Omachi City.

I arrived on the night of the third day. The class was divided into two groups—the group that made their own meals, based in an elderly care facility, and the survival group that was camp-ing outdoors with no electricity or gas.

Although my time with the children lasted for only half a day, I imagine that this five-night, six-day program away from parents caused the children some anxiety, as outdoor excursions held at schools usually only last for two nights. However, as I watched the children eating the rice that they made them-selves—though a bit burnt—without complaining, I felt that I had caught a glimpse of the strong spirit of kids from Urayasu. The teamwork in dismantling the tent the following morning was also commendable, and watching them communicate with one another while working together made me feel like I was watching the Urayasu of tomorrow.

Additionally, the day I headed out to Omachi City was also the first day of training for Urayasu City public health nurses and related companies in Uraya-su City that work with people with de-velopmental disabilities, before the start of the Early Detection/Early Treatment of Developmental Disabilities Program, which is our new highlighted program for FY2016.

The training session, titled “Program for Deepening Ties between Children and Adults,” began at 9 a.m. I was orig-

inally scheduled to leave after giving a greeting, but as this is the first time that a unified program for the detection, consultation, and treatment of develop-mental disorders has been conducted in Japan, we stayed around for as long as time allowed. Additionally, since the entire program first began after we were sparked after listening to the lecture of Dr. Tomoko Haramaki—who visited our city all the way from Saga Prefecture—at the Developmental Sup-port Seminar held last November 27 and sponsored by Urayasu City, we felt obligated to witness its first steps.

As a result, although I had to leave in the middle, I think I understood the gist of the training session, but moreover, I felt that I could see the importance of conducting this training session before the actual program began.

The participants for this training session were all people who work with children with developmental disabilities on a regular basis. Following a program based on developmental psychology and behavioral science that was successful in the United States, the participants practiced using realistic role-playing for three hours.

Through this training session—which targeted children two years of age to the lower grades of elementary school—we learned that the bond be-tween a child and surrounding adults, including the parents, is very important when beginning treatment for develop-mental disabilities, so as to raise effec-tiveness.

The morning session involved how to make very early treatment from two years of age, which was unthinkable until now, even more effective. The afternoon session was the first training session for early detection and consulta-tion for developmental disabilities.

Until December of this year, we hope to invite leaders in the field, such as Dr. Haramaki, and continue thorough train-ing in early detection, the treatment of children, and the support of parents, for developmental disabilities, using the Gazefinder facial recognition device when conducting the health checkup for 18-month-olds—before the actual program begins in January of next year.

It was a day that filled me with re-newed determination to do my utmost for the future of Urayasu’s children.
