Letter from the Director I am very excited to join the staff of the Cromwell Recreation Department. A little background on me; I graduated from UCONN in 1992. I started in the field of Recreation with the Shelton Parks & Recreation Department as Program Supervisor from 1992–1994. I then moved to the Wilton Parks & Recreation Department as Program Coordinator from 1994–2004; then promoted to Assistant Director from 2004–2018. I am looking forward to meeting the residents of Cromwell and working together improving the offerings our department has to offer.

As you review our brochure, we hope you register for as many programs as possible. We always look for new program ideas so please contact our office with your suggestions. We also encourage you to attend our department’s special events we proudly offer. This summer we will once again be offering concerts at Riverport Park. The Recreation Department relies a great deal upon sponsorship, so please consider donating. The more money contributed, the more concerts and special events can be provided. If you have any suggestions of bands and/or event ideas, please contact our office.

Policies and Procedures

Registration ProcessRegistration for all programs will begin on April 2 (unless otherwise noted).Registrations will be processed in the order in which they were received: online, in person, or by phone. Full payment is due at time of registration. A receipt will be emailed to you or printed at your request. In the event a program is full you will be placed on the wait list and notified.

Photo PolicyBy attending or participating in a program, you give us permission to take and publish photos of you.If you do not wish to be photographed, you must include this request in writing.

Non-residentsWhile we do welcome non-residents to register for our programs (except where noted), Cromwell residents will receive priority in the registration process. An additional non-resident fee may be applicable.

Pavilion Rentals The Department will accept reservations for Cromwell residents who wish to hold a family picnic at Watrous, Pierson or Frisbee Landing beginning February 1. Non-residents may book starting April 1. Please refer to our Request for Pavilion use form on our website.

Paymentn Payment may be made by cash, check, or credit card.n All checks should be made payable to: “Town of Cromwell.”n Returned checks are subject to a $20 service charge.

Financial AssistanceFunding is available on a first-come, first-serve basis to those who qualify. For further information visit our website.

Refund PolicyAs Cromwell Recreation Department strives to provide excellent customer service, we make all attempts to provide top-quality programs at reasonable costs. Program costs are based on participation numbers. Refunds can only be given when requested in advance, or when a program’s budget allows.n If a program is cancelled by Cromwell Recreation a full

refund will be given.n Registration may be cancelled up to 5 business days

prior to a program starting date. NO REFUNDS on tickets or trips.

n No refunds will be given once a program has begun unless a substitute can be found by this department or there is a medical emergency. A physician’s note will be required.

n Absolutely no refunds will be given for any unused portion of a program.

n All refunds are subject to a $10 processing fee. Anyone registered for programs with multiple sessions (i.e. Summer Camp), the fee would apply to each individual session (7 weeks x 10 = $70) per child.

n When a program is run by a third party vendor (i.e. Mad Science, etc.) no refunds will be given 5 business days prior to start of the program.

n In the case of summer camp, no refunds will be given once a session begins, without a physician’s note.

Cancellations Due to WeatherIf Cromwell Public Schools are cancelled or dismissed early, all recreation programs will be cancelled. If schools have a delayed opening, programs will continue as scheduled, except for programs starting before 11:00am.Please note: If the BOE cancels their evening activities it is at our discretion to keep evening programs on at Town Hall. MissionThe department is charged with providing a variety of leisure time activities for the residents of Town. These activities are for all ages ranging from preschoolers through adults; programs include sports leagues, instructional sports, fitness, toddler activities, music introduction, arts and crafts, special events, summer concerts and many other classes.

Compliance with the Americans with Disabilities Act (ADA)We strive to accommodate all participants in all of our programs. If you require special services in order for you to participate, please contact our department, and give us a minimum of 20 business days advance notice prior to the program.

Special Needs/Therapeutic RecreationCamp Sunrise Special Needs Camp A summer recreational program for special needs children ages 3–21 with physical, intellectual, developmental, and/or other health impairments. Open to residents of Cromwell, Glastonbury, Newington, Rocky Hill and Wethersfield. Camp runs for seven one week sessions from the end of June

to the beginning of August, Monday–Friday, 9:00am–3:00pm at the Smith Middle School Cafeteria. Special registration procedures are required – applications available on our website. For specific questions, please call Glastonbury Parks and Recreation at 860-652-7679. This program is partially subsidized by the Town and through the generosity of the Knights of Columbus until donations run out.

Cromwell TOPSoccer ProgramCromwell Chill Soccer extends and invitation to all athletes – come play with us!Cromwell Chill Soccer will be offering “The Outreach Program for Soccer” for children ages 4 years and older with either intellectual or physical disabilities. TOPSoccer provides exposure, fun and instruction to children who may or may not have had the opportunity to be included in organized sports before.This program is open to any child who would like to play soccer or soccer-related activities. The program will develop activities based on each athlete’s abilities. All children are welcome to participate and parents are encouraged to be involved.The program, which runs from mid-September through mid-November and April through June, takes place Saturdays from 10:00am–11:00am at the Cromwell High School varsity soccer field, 34 Evergreen Road, Cromwell.The cost is $35.00 for the year – 7 fall and 7 spring sessions. Challengers BaseballRocky Hill Little League is committed to running a Challenger Division for the youth of Rocky Hill and neighboring towns. Qn Open to any school age player with a physical or developmental

challenge or other disability. Qn No baseball knowledge required. We welcome and encourage all

children to participate, learn some baseball skills, HAVE FUN, and become part of a team and their community.

Qn Players will participate in both home and away games as well as skills clinics and other Little League activities.

Qn Home games are usually played on Saturday mornings at Elm Ridge Park on the Miracle Field in Rocky Hill.

Qn Only requirement we ask is that at least one parent stay for the whole clinic or game. Additionally, to help the player have the best possible experience, we may ask a parent to be with the player and assist them on the field and/or in the dugout.

Qn A hat and a uniform shirt will be provided.Qn Players should provide their own glove. Bats and batting helmets

will be provided. Qn There is a $25 fee to join the league that will go toward the cost

of uniforms, equipment, and field maintenance. Please forward proof of payment to the Cromwell Recreation Department for reimbursement.

Please note: Campers must bring their own drinks and snacks for pre and post camp. They will not be provided by the camp.

LATE PICK UP FEES

Any child picked up after 4:00pm and not registered for Post Camp will be charged a $25 late fee per day. In addition, this fee will also apply to any child picked up after 5:00pm who is enrolled in Post Camp.

Registration Procedures

➢ Register online at cromwellrec.com.

➢ Please download the Parent Handbook on our website. Permission to treat and field trip waivers must be completed by the parent/guardian. If your child(ren) is bringing medication, the Authorization for the Administration of Medication form must be filled out by a physician. All of these forms are due on the first day of camp.

➢ Campers requiring special accomodations, please refer to the ADA section on our website.

➢ ABSOLUTELY NO REGISTRATIONS will be taken after 12:00pm on Thursday for the following week’s camp.

➢ Any camper(s) showing up to camp will be turned away if forms are not up-to-date, medication does not meet state requirements or camper(s) are not registered for the week (See Parent Handbook on our website for more info).

➢ Space is limited on a first-come, first-serve basis for day camp and pre and post camp programs so it is recommended you register early!

➢ Registration for non-residents begins May 1.

Junior Counselor (JC)

The Junior Counselor program has been designed to give students in Grades 9–11 experience working with children in a camp environment. Upon their completion, participants will have had the opportunity to work closely with some of our camp counselors and Director of JC’s. In this role, participants will assist counselors in leading a group of campers which includes directing activities such as sports, arts & crafts, swimming and archery. Participants will be evaluated on a weekly basis.

QualificationsAll applicants must have the desire to work with children, be energetic, have an appreciation of the outdoors, work well in groups and be able to follow directions.

Application Process: PLEASE READ CAREFULLYQn Fill out a Volunteer Application. The application can be found

on our website, cromwellrec.com. Indicate available session dates: Weeks 2–3, 4–5 or 6–7. Space is limited on a first-come, first-serve basis based on registration date and acceptance into the program. If available for any of the sessions please indicate that as it increases your chances of acceptance. Applicants will be contacted for an interview in June.

Cost: $50 for JC program per two week session (includes field trips)

Tiny Hawk Camp (Soccer & Basketball) (Ages 3–4)In Tiny-Hawk camps, the essentials of sports are introduced in a fun and safe environment with lots of encouragement. Campers must be toilet trained in order to participate. Children will learn balance, body movement, hand/eye coordination, and skill development through a series of sport-specific games tailored to their attention spans. Multi-Sport Camp (Soccer, Baseball, Basketball and Flag Football) (Ages 7–12)Our multi-sport camp is designed to introduce young athletes to a variety of different sports in one setting. For this program we combine 2–3 sports into one fun-filled week. Athletes will learn the rules and essentials of each sport through skill-based games and scrimmages. By the end of the week, your child will walk away with knowledge of 2 or 3 new sports along with vital life lessons such as respect, teamwork, and self-discipline.

DEEP Safe Boating / Personal Watercraft Certificate CourseA Safe Boating Certificate/Personal Watercraft Class (SBC/CPWO) is required by individuals 10 years of age and older to operate any recreational vessel registered in Connecticut except a personal watercraft (“Jet Ski” type vessel) on Connecticut’s waters (additional regulations apply.) Take this 8 hour Safe Boating/Personal Watercraft Class just in time for the upcoming spring/summer boating season. Upon completing this course and passing the exam, which is given during the last class, the participant will have satisfied the DEEP’s requirements and will be able to apply for their Certificate of Personal Watercraft Operation (CPWO). Youth Services Cromwell Youth Services is committed to the development of a coordinated system of services and programs for youth and their families in the Town of Cromwell. These offerings foster positive youth development, assist in social and emotional growth and strive to prevent substance abuse and anti-social behavior. Youth Services provides educational and positive youth development programs which support and promote healthy children, youth, parents and families. Mandated by Connecticut General Statutes Section 10-19m, we are the lead local agency for community planning, coordination and evaluation of primary, secondary and tertiary prevention and treatment services for at-risk youth and provision of opportunities for all youth to develop positively and function as responsible members of our community.

COMMUNITY SUPPORT AND SERVICES PROVIDED

Youth Services Bureau Advisory Board This board is mandated by state statute and constructed via Town ordinance and made up of community members and key sector appointments that help guide the Youth Service Bureau in addressing community issues related to youth and families. Monthly meeting on Tuesday evening – join us! Contact Cromwell Youth Services for the schedule.

Service Review Team (SRT)Our mission of the SRT is to bring together families and providers to develop a focused action plan. We work with families to identify services in their community that will promote emotional wellness. To assist families with children struggling with emotional or behavioral issues in gaining access to community services or supports. Referrals can be made by families, schools, community members or providers. SRT process is a free service, completely confidential and open to families in Cromwell.

Crisis InterventionWhen things go wrong for young people or their parents, there is a place to turn to for referrals. Administrator is available for child advocacy and networking with outside community resources.

Juvenile Review Board (JRB)A community-based program that provides first time juvenile offenders – who admit such crime – with an alternative to Juvenile Court. The JRB process requires a formal assessment and then a panel meeting with youth professional providers and community members.

Advocacy Provides support for young people and their families in matters such as court proceedings, PPT’s, family concerns, employment, and family contracts.

Babysitter Safety TrainingDesigned for middle school aged students to develop babysitting and “Home Alone” skills. A series of topics are presented by professionals such as the Cromwell Police Department, Fire Department and a Registered Nurse who share and teach their area of expertise to help the student develop the skills needed to care for younger children. (Summer Session information to be announced.)

Kin Care Support GroupA support network group with other caregivers who are raising a relative’s child. This group offers a place to come together with other relative care providers to discuss the challenges as well as the joys of parenting a second time. Group members also give and receive support from each other to cope with the challenges of raising a relative’s child. Presentations are given by community resources such as speakers on the laws, insurance, education, Department of Children and Families (DCF), and parenting support services to answer questions on issues faced. The Kin Care Group currently meets the second Thursday of the month, 12:00pm–1:30pm in the Activity Room at the Town Hall. Open to all. No fee.

Youth Development/Community Service Positive Youth Development (“PYD”) refers to intentional efforts of youth, adults, communities, government agencies and schools to provide opportunities for youth to enhance their interests, skills, and abilities. PYD is used in scientific literature and by practitioners who work with youth to refer to programs designed to optimize developmental progress. When someone performs an action which benefits his or her community, it is known as community service. Some people associate community service with punishment, since it is often offered to small-time offenders as an alternative to fines or jail time. However, community service can also be altruistic, and it is a vital part of many small communities. Getting involved in your community makes it healthier and livelier, and numerous organizations around the world support community service activities.
