Record Notes of the Special Meeting with KPTCL on prolonged issues held at SRPC, Bengaluru on 24.10.2016

As decided in the 32nd Meeting of Commercial Committee Meeting of SRPC held on 17.10.2016 at Hyderabad, a Special Meeting with KPTCL to sort out the long pending SEM issues was convened on 24.10.2016 at SRPC, Bengaluru. The List of participants is attached as Annexure I.

Shri S.R.Bhat, Member Secretary (MS),SRPC welcomed all the participants to the meeting. He also welcomed Shri M.G.Suresh Babu Additional Director, PCKL and Shri Hanumantharayappa ,CEE (P&C), KPTCL to the meeting. The agenda items were taken up for the meeting.

1. Non Availability of SEMs as per CEA metering regulations As per CEA Metering regulations , KPTCL has to provide SEM in the following

locations. The issue was raised in various forums/meetings of SRPC. KPTCL was requested to install SEMs on the following locations on priority basis.

KPTCL informed the forum that they were finding difficulty in procuring the

SEMS as per the specifications of SRLDC/PGCIL. KPTCL also stated that they had to go by tendering procedures and it may

take a few months. SRLDC stated that by not installing SEM on the above locations KPTCL

may be losing money in terms of payment towards Deviation Settlement Mechanism Charges, etc.

SRPC suggested that KPTCL may take up the procurement / purchase of SEMs with SRTS II,PGCIL on priority basis to install the SEMs.

It was informed to the forum that SRTS,PGCIL may provide SEMs to KPTCL on Chargeable basis or returnable / loan basis.

The forum requested KPTCL to take up the issue with SRTS II,PGCIL with in a week, to install the SEMs on the above locations latest by 15th November 2016.

KPTCL informed that they would take up the issue with PGCIL and install the SEMs at the earliest.

2. Non-compliance / Pending Issues as per Meeting of Nodal Officers for SEM Data Coordination and prevailing SEM issues.

The following issues were raised by SRLDC in connection with SEM with KPTCL

SRLDC informed to the forum that SEMs issues with respect to Karnataka was discussed in the various Nodal Officers Meeting for SEM data coordination, Commercial Committee meetings etc ,but the response from KPTCL was not encouraging.

SRLDC informed that SEM data needs to be received at SRLDC by every Monday 17:00Hrs and SEM data is not being received from most of the KPTCL stations.

EE, KPTCL informed the forum that with in a day or two the Nodal officer would be nominated and informed to SRLDC and SRPC Secretariat.

It was informed that SEM workshops were conducted regularly by SRLDC to sort out the SEM coordination issues in SR.

It was informed that if any special SEM workshop needed by KPTCL the same would be organized to train/educate the KPTCL substation personnel w.r.t to SEM issues.

3. Replacement of SEMs with more than 5 Min time drift

SRLDC informed that Every station has to meticulously monitor SEM time with GPS time and ensure time drift of SEM is less than 30 Seconds and Time drift statement needs to be sent to SRLDC on every first of the month along with SEM data.

SRLDC informed the forum that Time drift statements are not being received from any of the stations in Karnataka.

In the 31st Meeting of CCM it was decided to replace the Meters having more than 5 Minutes as time Drift. Accordingly the list of meters to be replaced was circulated in the minutes of the meeting.

Karnataka drawl is being computed using the Guttur end SEMs, which have huge time drift of ~30 Min as listed below: and the meters need to be replaced by KPTCL on priority basis.

In the Meeting, SRLDC informed that huge commercial implications may be involved, due to time drift and advised KPTCL to replace the SEMs having time drift of more than 5 Minutes.

KPTCL responded positively and assured that they will take up with their higher management to replace the above SEMs on priority basis.

4. Delay in SEM Data receipt during May, 2016 to September, 2016

SRLDC informed that in the following stations of KPTCL, SEM data was not received in time.

In the meeting it was informed that the nomination of Nodal officers would resolve

the many SEM and SEM coordination issues. The forum once again requested KPTCL to nominate the Nodal officer for SEM

data coordination and inform to SRLDC and SRPC secretariat at the earliest.

5. Non Receipt of Time Drift Statements SRLDC informed the following stations the Time drift statements were not received

by them during the months of May 2016 to Aug 2016.

The forum requested KPTCL to send the time drift statement regularly to SRLDC .

6. Nomination of Nodal officers from KPTCL and KPCL

SRLDC expressed concern that despite the assurances from Karnataka in 31st CCM and 3rd Nodal officers meeting, there is no nomination of Nodal officer to coordinate the metering issues.

KPTCL agreed to Nominate the Nodal officer for SEM data coordination with in a day or two and communicate the same to SRLDC and SRPC Secretariat.

7. Submission of PoC Data for every Quarter

As per Regulation 16 of the Sharing Regulations 2010 and subsequent amendments thereof, the designated ISTS Customers (DICs) are required to submit the data for computation of PoC charges and Losses for the Application period. The data required are: 1. Yearly transmission Charges 2. Technical details of new transmission elements and Generating Units which are

expected to commence CoD during the period. 3. Details of Long term and Medium term contracts 4. Node wise forecast maximum injection and withdrawal data 5. Maximum injection and withdrawal data for corresponding quarter of last three years.

The details for the period of January, 2017 to March, 2017 are requested to submit latest by 25th October, 2016 to Implementing Agency.

In was informed that proper due diligence to be done by the utilities while sending the data which involve huge commercial implications.

KPTCL agreed to send the data for the period of January, 2017 to March, 2017.

8. Outstanding Dues between Karnataka, Kerala and Tamil Nadu PCKL informed that the pending issues with KSEB was settled and the payment for

TANTRANSCO was approved by the board and would be settled shortly.

9. Operationalization of 220 kV Chikodi- Kolhapur line

POSOCO vide letter dated 15-09-2016 (Annexure II) requested that necessary action may be taken to operate the lines such as 220kV Chikodi-Talangade and 220 kV Chikodi- Mudshingi D/C, 220 kV Ambewadi- Ponda and 220 kV Ambewadi- Xeldom lines in closed loop mode, so that these transmission assets can be effectively utilized.

PCKL / KPTCL informed the forum that they have to conduct load flow studies to decide on operationalization of the 220 KV Chikodi-Kholapur Line in closed loop mode.

SRPC informed the forum that the Inter Regional power flow / Constraint issues were monitored closely and seriously at higher level.

The forum requested KPTCL to respond to the NLDC letter at an early date.

KPTCL agreed for the same and informed that they will respond to NLDC letter at an early date.

Member Secretary, SRPC thanked KPTCL ,PCKL and SRLDC officers for attending the meeting and requested KPTCL to sort out the SEM issues in coordination with SRLDC and PGCIL.
