    Project Constraints

    Noise • Potential decrease in noise levels near downtown off-ramp to be removed.

    Environmental Justice (EJ) • Temporary construction impacts.

    Floodplains • Evacuation route infrastructure designed to be above 50 year FEMA flood zone while accommodating for sea level rise during project service life

    Wetlands • 0.2 acres of wetlands impacted

    Visual Impact• Elevated highway remains• New loop ramp

    Right-Of-Way • None

    Oil and Hazardous Materials

    • The project will need to go through the RIDEM Site Remediation process, including completion of the Site Investigation, public notices, a remedial action work plan, and a remedial action closure report.

    • The proposed remedy will be to cap the area (with roadway, sidewalks, and landscaped areas). Any excavated material that cannot be re-interred beneath capped portions of the project will need to be properly managed, stockpiled, sampled, and shipped off-site for proper disposal.

    Traffic Pattern Impacts

    • JT Connell Highway reconnected to Farewell Street. No need to use freeway segment. • Downtown traffic rerouted to flyover ramp

    Alternative - 1

    Traffic

    • Eliminates congestion on Pell Bridge during typical peak periods.• Allows for traffic management during special events • Travel time decrease to Naval Station Newport and point North.• Park and Ride with Future Shuttle removes vehicles from traveling downtown.

    Environmental Justice

    • Enhanced pedestrian and bicycle facilities• Neighborhood connectivity and walkability

    Safety/Connectivity

    • Mitigates crashes on bridge due to congestion• Provides off-ramp pedestrian and bicycle facilities, connecting North End to Downtown• Allows for pedestrian crossings throughout small portions the interchange area with the local street network

    Developable Land • 8.2 acres made available for potential redevelopment. Actual developable land within these area still to be determined
