Item

Wichita Workforce Center Update

Background

At the January 16, 2014 LWIB meeting, the Board approved a lease agreement for space for the Wichita

Workforce Center at New Leaf Plaza, located at the south west corner of the shopping center at the

intersection of 21st and Amidon.

The construction is currently underway – dry wall has been installed and finish carpentry is underway.

Flooring, paint, and finishes for surfaces have been selected. At the direction of the Executive

Committee, staff issued an RFP for furniture purchase and a security system for the facility. Following

the RPF process, furniture vendors were selected and pieces have been ordered to furnish the new

building.

Construction should be complete near the first of May, and WA anticipates moving into the facility

shortly after that date. A tentative grand opening and ribbon cutting ceremony have been scheduled for

Friday, June 6, 2014. Details and formal invitation shall be sent out in the next few weeks.

Large building plans will be available for review at the meeting, but a small floor plan is included on the

following page.

January 16, 2014

1. Welcome, Introductions and Announcements

Rod Blackburn welcomed attendees, asked for self introductions, and called the meeting to order at 10:00

a.m.

2. Public Comment There was no public comment.

3. Presentation: Exports and Economic Development

The Wichita Region of South Central Kansas was selected to participate in the Brookings Global

Cities Exchange (GCX) program after a competitive & extensive application process. Participation

in the program will produce a data-driven Regional Export Plan with the guidance of the Brookings

GCX team, JP Morgan Chase and the U.S. International Trade Administration. Seven other

cities/regions were selected and form a peer group: Atlanta; Upstate South Carolina representing the

Greenville-Spartanburg-Anderson CSA; Indianapolis; Jacksonville, FL; Milwaukee; Phoenix; and

Sacramento, CA. The year-long planning process began in December 2013 with the convening of

the newest eight cities/regions at the Brookings Institution in Washington, DC, and will culminate

with the release of the Wichita Region’s Export Plan and Investment Strategy in the fourth quarter of

2014.

Tim Chase, GWEDC and Karyn Page, Kansas Global Trade Services, presented information on the

importance of exports to the regional economy, noting that exports represent about 1/3 of

manufacturing jobs in South Central Kansas.

4. Approval of Lease Agreement for the Wichita Workforce Center

On September 18, 2013, the Workforce Alliance released a Request for Proposals (RFP) to seek leased

space for operation of the Wichita Workforce Center. The RFP closed on October 2, 2013. An LWIB

member and staff task force reviewed the proposals and selected a finalist, with direction from the LWIB

Executive Committee, began negotiating for improvements and final costs for the leased space.

WA staff have negotiated with Bruce Harris with H&C Investments, also known as New Leaf Plaza, at

the southwest corner of 21st and North Amidon. The WA negotiated for approximately 15,000 square

feet of leased space in the southwest corner of New Leaf Plaza.

The lease will be for five (5) years, ending June 30, 2019. The leased rate agreed upon is $14.35 per

square foot for an annual cost of $216,484.10. This cost will be shared by the MOU partners or

subleases. The lease has provisions for pay for increased costs in years two through five. The lease

includes three option annual lease extensions and includes:

80 staff/employee parking spaces in the rear of the building

Access to over 90 customer parking spaces

Maintenance, landscaping, snow removal and pest control

Construction of the property (currently an empty shell)

Clauses for termination for breech, financial reasons, or convenience.

The space at New Leaf Plaza will contain the public access functions of the Workforce Alliance.

Administration functions will stay at their current location, the R.H. Garvey building downtown, until

May of 2015 when an adjoining space at New Leaf Plaza will be vacated and available for potential

expansion by WA.

The total estimated annual cost for space at both New Leaf and Garvey is $350,000, an annual savings of

$50,000 over the previous lease agreement at 150 N. Main.

Jeff Longwell (Robyn Heinz) moved authorize the Chief Executive Officer to enter into a lease for space

at New Leaf Plaza for the Wichita Workforce Center, pending final legal review. Motion adopted.

5. Approval of On-the-Job Training Contracts

A. Approval of addition to the Eligible Training Provider List for On-the-Job Training

Q Automation, located in Derby has applied for funding for On-the-Job Training for Engineers. The

company manufacturers and designs robotic equipment. The company anticipates hiring 15 new

engineering over the next two years of the contract. WIA funds will pay for participant training up to

a maximum of $4,500 per person.

Heinz (Jennifer Hughes) moved to approve the addition of Q Automation to the eligible training provider

list for on-th-job training and to approve an exception to the OJT contract with Q Automation,

authorizing the Chief Executive Officer to approve as many placements and training plans funded with

non-WIA dollars as grant funds allow. WIA funded OJT placements will remain limited to a maximum of

five placements and/or $40,000. Motion adopted.

6. Consent Agenda and Committee Reports

Chad Pettera reported that a finance report was provided as a handout. Expenditures and revenues are on

track overall. Dislocated Worker funding was expended faster and Adult funding slower than anticipated

for the semester. The audit is being finalized and will be presented to the LWIB Finance Committee for

review in the next few weeks. No findings were reported during the audit process.

Lawing reminded the LWIB that the 2014 Jobs FORE Youth golf tournament will be held on Friday,

April 25, 2014, at Auburn Hills Golf Course in Wichita. WA is seeking sponsors for the event overall

($1,000), prizes and beverage carts ($500) and holes ($150). The cost for a team of four to enter is $300.

Registration is open on the WA website as well as sponsorship forms.

Lawing announced that the WA is the lead applicant of a consortium applying to the Department of

Labor for a Youth Connect Grant. A summary of the partner agencies and the application was included

in the packet. If awarded, the grant could total $10 million over four year, starting in August 2014.

The Workforce Alliance is hosting a Congressional Staff member site visit to Wichita on Friday, January

17th sponsored by the Joyce Foundation and Jobs For the Future (JFF). The visitors are staff from 11

congressional offices and the HELP committee and will tour NCAT, NexStep Alliance, Spirit

AeroSystems, and Kaman Composites before returning to Washington DC that evening.

Approval of Lease Extensions

Background

1. 1220 E. First Street (Temporary Wichita Workforce Center)

The temporary location of the Wichita Workforce Center was leased in December 2013 for the period

of January 2014 through April 30, 2014. It has a provision to carry over on a month to month basis

while the construction of the new Wichita Workforce Center at 21st and Amidon is completed. The

Workforce Alliance is requested the extension into the month to month lease agreement with plans to

vacate soon after the new Wichita Workforce Center opens at New Leaf. The monthly rental cost is

$4,500.

Recommended Action

Approve the extension of the lease of 1220 East First Street on a month to month basis until the new

Wichita Workforce Center is open.

2. Butler Workforce Center (El Dorado)

The Butler Workforce Center lease was bid in June of 2011. The lease was for 24 months with two

annual extensions. The current lease was extended to June of 2014. The lease is for 1,777 square feet

at a cost of $2,396.25 a month. The WA would like to extend this lease for the last available annual

term with the understating that WA will use the termination for convenience clause at some point

during the next year, as the building owner is putting the building up for sale and WA will have to

vacate. Butler Community College is moving all of its activities from the facility by the end of June

2014.

Recommended Action

Authorize the Chief Executive Officer to execute a one year lease extension of the Butler Workforce

Center and the release of an RFP for new space.

3. Cowley Workforce Center (Winfield)

The Cowley Workforce Center, located in Winfield, was initially leased from August 2010 through

July 2013. There are two annual extension options available. The current lease was extended

through July 2014, with one remaining one year extension available. The lease is for approximately

1,000 square feet at a cost of $1,500 per month.

Recommended Action

Authorize the Workforce Alliance Chief Executive Officer to execute a one year extension of the

Cowley Workforce Center Lease.

Background

The Workforce Alliance is contracted to Allen Gibbs and Houlik L.C. (AGH) for accounting services. This

contract was bit in 2011 and expires on June 30, 2014. The contract has two annual extensions. WA is

requesting the execution of the first annual extension of the contract, from July 2014 to June 2015 at the

below agreed upon costs:

o $4.30 per check/deposit

o $1,700 per month for required reporting

o $200 plus $5 per form for 1099

o $1,800 for 990 (Tax Return)

o $2,950 Annual Closeout Reports

o $250 reporting to State Treasure

o $80 for each payroll process up to 50 FTE’s $1.60 for each FTE above 50

Since the January 16, 2014 Local Workforce Investment Board (LWIB) meeting, the LWIB Committees

received information or acted upon the following issues and projects.

Executive Committee

The Executive Committee met on March 19, 2014 and acted on the following items:

Received updates on the Wichita Workforce Center, authorizing staff to purchase furniture for the

facility and a security system for both the new leaf plaza facility and Garvey Center offices.

Created the Jack Jonas Memorial Scholarship to honor Jack Jonas, father of LWIB member Pat Jonas,

and the founder of CPRF.

WIA Oversight/Youth Council

The WIA Oversight/Youth Council met on April 9, 2014 and acted on the following items:

Received an update on the Wichita Workforce Center.

Discussed the 2014 Youth Employment Initiative.

Requested the creation of the 2014 Demand Occupations Task Force.

Added two new diploma programs to the ETP list from Heritage College for Hospital and Health

Services Management and X-Ray Medical Technician Medical Assistants.

Approved an On-the-Job (OJT) contract and addition to the ETP list for Aerospace Systems and

Components.

Finance Committee

The Finance Committee met on February 12, 2014 and acted on the following items:

Background

Staff submits the following staff reports for review and consideration.

1. Financial Update

A financial update will be provided to the LWIB as a handout at the meeting.

Creation of the Jack Jonas Memorial Scholarship

One of the key community partners of the Workforce Alliance (WA) is the Cerebral Palsy

Research Foundation (CPRF). One example of this partnership is the nearly 100 young people

that have participated in the Business Fundamentals for Youth program, all receiving either or

both a high school diploma and certification in a Microsoft software tool (Word, Excel, Power

Point). This is one of the many ways the WA and CPRF work together to leverage Workforce

Investment Act (WIA) resources in the region.

CPRF was founded in 1972 by Jack Jonas. His son Pat currently leads the organization and Pat

serves on the WA Executive Committee and Local Workforce Investment Board (LWIB).

The WA wanted to recognize the recent passing of Jack Jonas by creating an annual scholarship

in his name awarded to help a youth with disabilities achieve their academic and career goals.

Mr. Jonas was an unsung hero in this community for over 40 years, and his vision that barriers

can be overcome and his commitment to creating a culture of understanding and success has

impacted the lives of thousands of people not only in Wichita but across the country. It is critical

that the legacy he helped create continue, and this annual scholarship is one modest way the WA

can do this.

In coordination with CRPF, the WA Executive Committee directed staff to develop criteria and a

selection process with plans to award the first annual Jack Jonas scholarship in the summer of

2014.

2. Upcoming Events

A. Jobs FORE Youth Golf Tournament

The 2014 Jobs FORE Youth Golf Tournament is scheduled for April 25, 2014 at Auburn

Hills Golf Course in Wichita. The draft schedule for the day is:

11:00 a.m. to noon: Registration Open

11:00 a.m.: Lunch

Noon: Tournament tee-off

5:00 p.m.: Awards Ceremony

There are currently nine event sponsors ($1,000), four prize sponsors ( $500), two beverage

cart sponsors ( $500), and nine hole ( $150). Ad Astra Print is the sign sponsor and Butler

County is sponsoring the 19th hole refreshments.

As of May 15th, 24 teams are registered for the tournament. The course will allow up to 34

teams in the tournament. The cost to register a team of four is $300, or $75 for an individual.

Registration includes lunch, drink tickets for the beverage carts, unlimited warm up on the

driving range, carts, 18 holes of great golf at Auburn Hills, and the potential to win a huge

trophy and $400 cash as the grand prize.

B. Wichita Workforce Center Grand Opening and Ribbon Cutting

The Workforce Alliance is scheduling a community grand opening and ribbon cutting for the

new Wichita Workforce Center on Friday, June 6, 2014. Details and formal invitations will

be sent out in the next few weeks.

3. 2014 Youth Employment Initiative

There are currently 316 participants enrolled in the WIA Youth Program. Planning for the 2014

Youth Employment Initiative began in February 2014.

A total of 88 current participants have confirmed interest in participating in employment over the

summer in 2014. Of those 88, 53 are participants from last year’s program. There are an

additional 25 current youth participants still undecided if they are interested in participating in

summer employment.

Of the 88 participants, 20-25 of them are located in Butler County. Staff is working with the

school districts and businesses in Wellington and Winfield to identify eligible Youth for this

year’s program.

High Touch Technology has agreed to take three youth placements for the summer, subsidizing

the wages of those youths that will be screened and assessed through the Workforce Alliance.

In the month of March, the Workforce Centers assisted with job fairs for 7 different organizations over 21

different days. The events were attended by a total of 764 job seekers. The biggest event was the Cowley

County Job Fair, in which saw 380 jobseekers, additionally the LAIV Workforce Centers received 101

applications for Plumbers and Pipefitters, up from 98 received in 2013. See chart below for more

WIA/WP Performance Update

Background

WIA Adult and Dislocated Worker

As of April 7, 2014, Local Area IV is exceeding the goals for Adult Entered Employment Rate, Retention

Rate, and Average Earnings. Local Area IV is exceeding the Adult State Average Earnings by $3,697

and the performance goal by $4,410.

For Dislocated Workers, Local Area IV is meeting the sanction for Entered Employment Rate, and

exceeding the goal for Retention Rate and Average Earnings. Local Area IV is exceeding the Dislocated

Worker State Average Earnings by $1,848 and the performance goal by $2,293.

WIA Youth

Local Area IV is currently meeting the sanction levels for Placement in Employment and Education and

Attainment of a Degree or Certificate, but not meeting the sanction for Literacy and Numeracy Gains.

Staff continues to monitor the outcomes of the measures and work with individual clients to address the

issues.
