The two storey 9852m2 Austin O'Brien High School was built in two phases in 1962 (6395m2) and 1967 (3457m2). The last reported student count was 793 in grades 10, 11 and 12. Overall the condition of the school is acceptable.

General Summary:

Structural Summary:The foundation system consists of poured concrete belled piles for the 1962 section and concrete impact piles for the 1967 section. 1950mm, 1800mm and 1650mm. The piles carry poured concrete perimeter grade beams and precast concrete interior beams. The structure of the 1962 section consists of precast concrete Tees spanning precast concrete beams. The structure of the 1967 section consists of open web steel joists spanning concrete block walls. The structure is in an acceptable condition.

Envelope Summary:The building envelope consists of built up membrane roofs with rigid insulation and vapour barrier, brick skin exterior walls and precast and poured concrete spandrels with back walls of concrete block with insulation. There are steel windows throughout the school. The roofs and windows are in a marginal condition and have reached the end of their design life. Overall the building envelope is in an acceptable condition.

Interior Summary:Typically floor finishes are resilient tiles, wall finishes are painted concrete block and ceilings are acoustic tiles in a T-bar grid. Glazed concrete blocks are used in high traffic areas. There are ongoing renovations to the school to provide appropriate spaces for the library, special needs, fitness centre, music room, science class rooms and other areas. Overall the interior of the school is in an acceptable condition.

Mechanical Summary:A 6" cast iron branch water main from the municipal service water in Austin O'Brien Road enters the facility at the northwest face and metered in the Metering Room. Services from this room extend throughout the facility via the the ceiling spaces to service the domestic and process loads. Plumbing fixtures are wall hung and floor mounted flush valve water closets, wall mounted urinals, countertop lavatories, and stainless steel sinks. Waste from the various plumbing fixtures drains to cast iron piping under the main floor slab and a 6"sanitary service exits the building at the northwest face, connecting to the municipal combined storm and sanitary 27" main under Austin O'Brien Road. Storm drainage from the various roof hoppers drain via a 12" cast iron storm drainage main located under the floor slab where it exits the building at the northwest face, connecting to the municipal combined storm and sanitary 27" main under Austin O'Brien Road. A municipal fire hydrant is located at 95th Avenue immediately south of the south face of the building. Natural gas is metered in the Metering Room at the northwest face of the building where it is routed via the corridor ceiling spaces to the Boiler Room and extended to serve the various natural gas fired equipment and Science Room

gas outlets. The 1962 and 1968 portions of the building are heated by three hydronic heating boilers located in the 1962 Mechanical Room and pumped to the various perimeter radiation zones. Five air handling units and one make-up air unit provide ventilation to the various areas and phases of the facility. Fire protection consists of a hose and standpipe system, and sprinklers for the basement of the building. Fire extinguishers are also provided throughout. Overall, the school is well maintained, and the mechanical systems are currently in an acceptable condition, although they have reached their life expectancy. An exception is the main BMCS front end system that is obsolete and new spare parts are no longer available.

Electrical Summary:The Service and Distribution Switchboard, fed from the Utility's pad mounted transformer adjacent to the building, is rated 1200A, 120/208V, 3 phase, 4 wire, with a 1200A main air circuit breaker and distribution breakers 100A to 225A to branch circuit panel boards and power distribution centres of motor starters throughout the school. Interior lighting is predominantly fluorescent with T8 lamps. Emergency lighting is provided by battery packs with connections to the exit lights. Exterior lighting is incandescent, metal halide and high pressure sodium, photoelectric cell controlled with manual override. The single stage fire alarm system has manual and automatic detection devices and audio-visual signaling devices. Security is provided by a video surveillance system and an intrusion alarm. Communication systems include a new telephone system which interfaces with the public address system, a local area network for computers and cable television distribution system. Classrooms are provided with television sets, projection screens and Smart Boards. The overall condition of the electrical systems is acceptable.

The foundation system of the 1962 original school consists of poured concrete belled piles with shaft diameters of 600mm and 900mm and bell diameters of 1950mm, 1800mm and 1650mm. The pile caps are typically 750mm x 750mmsquare and 450mm deep. The piles carry poured concrete perimeter grade beams and precast concrete interior beams. The foundation system of the 1967section consist of concrete impact piles with spiral reinforcing cages and diameters of 350mm, 400mm and 500mm. The piles carry poured concrete perimeter and internal grade beams.

The 1962 section has a poured concrete structural slab on grade at the basement level in the mechanical room and change rooms. This section of the school also has a 175mm thick structural slab on poly vapour barrier and 100mm pit run gravel under the gym and vocational area as well as 150mm reinforced concrete slab on grade in the main entrance area. The 1967 section has a 125mm poured concrete slab on grade on 50mm sand on 150mm pit run gravel.

There is a crawl space with an earth floor under the main corridor in the north section of this part of the school. It is accessed from the basement mechanical room and has a precast concrete beam along one side and a poured concrete wall along the other.

The building frame of the 1962 section consists of precast concrete double Tees spanning precast concrete beams carried on poured concrete columns. The precast pretensioned concrete double Tees are 400mm and 250mm deep with tile infill in some locations. The building frame of the 1967 section consists of open web steel joists spanning reinforced concrete block walls. There is a 62mm concrete topping with 150mm x 150mm wire mesh reinforcing on metal deck spanning the open web steel joists.

The floor and roof structure in the 1967 wing are supported by reinforced concrete block walls.

The floor decks in the 1962 section are the upper surface of the precast concrete Tees which require a 50mm concrete topping or ceramic tile on bedding. The floor decks for the 1967 section consist of the trowelled concrete topping over the metal decks. There are signs of movement between the precast Tees in the floor structure in the general office and class rooms 221 and 119 which is being monitored by facility staff.

The mezzanine floor in the boiler room in the 1962 section is a concrete slab spanning concrete block walls with steel checker plate stairs with steel pipe hand rails. The mezzanine floor in the 1967 section boiler room consists of steel grate floor spanning steel beams and columns with vertical steel ladder access.

There are poured concrete exterior stairs from the basement mechanical room to grade.

There are sections of floor and roof structures with sprayed on fire proofing on the underside. There was no missing floor fire proofing observed or reported at the time of the building audit.

There are precast concrete vertical louvres over the main entrance area. There are also precast concrete spandrel beams above windows. The precast beams at roof level have geometric designs cast in. The precast spandrels have an interior finish of gypsum board on 50mm x 50mm strapping with batt insulation.

The 1962 section has a brick skin consisting of 100mm face brick, 37mm rigid insulation and a back wall of concrete block. The upper section of the gym wall consists of 100mm brick on 200mm concrete block (no air space)with an interiorfinish of fir battens at 200mm centres with 75mm cavity tiles on strapping with batt insulation and vapour barrier. The staircase walls consist of 100mm brick, 50mm rigid insulation and a back wall of 150mm concrete block. The 1967 section has a brick skin which typically consists of 100mm face brick on 200mm concrete block wall with loose fill insulation and no air space.

There is a galvanized metal fascia around the school at roof level.

Domestic hot water is provided by a Raypak Model 489WTD boiler with 489,000 btuh input on natural gas. There are twovertical tanks (approximately. 4' round x 12' high each) for hot water storage. Only one tank is used as it provides sufficient hot water.

The domestic cold, hot and recirculation piping insulated. Due to the age of the facility, there is a likely chance that the insulation covering the fittings contains asbestos. Proper hazmat procedures must be followed should there be any renovations to this piping system.

Cast iron bell and spigot waste piping is used mainly throughout and vent lines are copper. Some of the newer minor renovations use plastic waste and vent lines.

Floor drains are provided throughout the facility as required.

There are four condensing units installed on the roof. One is an LG Model LS240CP and serves the fan coil unit in Computer Room 236. Two are Mitsubishi Model PUY-A36NHA3 and serve Computer Rooms 126 and 127 fan coil units. One is a Mitsubishi Model PUY-A18NHA3 and serves the Server Room fan coil unit. All four units operate on R410A.

There are two main air handling units for the 1962 portion of the school, one dedicated for the Gymnasium, and one serving the Classrooms and ancillary areas. The Gymnasium air handling unit consists of two Woods Aerofoil axial flow return air fans, each rated at 2.0 HP, a mixed air plenum, heating coil, 2" disposable filter section, and a main supply air fan. A new shaft and bearing were installed on the supply air fan in December 2009. It was noted during the inspection that the filters were in need of servicing prior to the 2010 fall start-up of the unit. The Classroom air handling unit consists of two direct drive Woods axial return air fans with inlet silencers, an open mixing plenum (airlock vestibule entrance to the room), an automatic roll filter section, two heating coils (one for each supply air fan), supply fan #1 rated for 25,935 cfm, and supply fan #2 rated for 19,980 cfm. There is one air handling unit for the 1968 addition located in the main floor 1968 Mechanical Room This unit consists ofan axial return air fan, mix air plenum, automatic roll filter, Westinghouse Model 16257 sprayed coil with pump (not used),heating coil section, and a 25 HP main supply air fan. A new sheave was provided for the supply fan bearing in March 2006.

In the 1962 portion, there are two small air handling units installed above the Office and Multimedia Rooms between the CTS area and the Lecture/Drama Room. The north air handler (labeled AHU-1) was upgraded in 1994 to serve the main CTS Lab 132 and adjusted to provide 4215 cfm supply air with 760 cfm of fresh air to this area. The south unit (labeled AHU-2) provides 4030 cfm of supply air with 1025 cfm of fresh air to the Drama Room and the Prototype Room. Each unit is provided with a mixing plenum, disposable filter section, heating coil, and a supply air fan. A separate reheat coil isincluded in the discharge ducting to the Prototype Room zone. The air handling system for CTS and the air handling system for Drama were upgraded in 1994. However Facilities Management report that there is insufficient airflow to these areas even though the drawings indicate adequate capacity. Also, it is reported that excessive dust enters the system for the CTS and that filters are difficult to maintain. This could partially be due to the fact that the door between the Prototype Room and the main CTS Lab remains open when power wood working tools are used in the Prototype Room, and partially due to the sawdust collector not being operated when it should be.

Consequences of Deferral:Insufficient airflow and air quality will persist causing discomfort to the occupants.

An Andover 256M DDC system with I/P transducers is installed. This system is obsolete and spare parts are no longer available. Facilities Maintenance staff salvage parts from other systems in their region that have been upgraded in order to maintain the system.

A wet sprinkler system is provided in the basement area of the 1962 portion of the school.

Consequences of Deferral:Past experience has dictated that a failure is imminent and if no parts can be found the system will not provide the necessary monitoring and control of the facility.

The wiring method is cables in conduit, surface mounted in utility areas and concealed in finished areas. Although installed in 1962 and 1968, most of the wiring has been upgraded throughout the years, especially the addition of receptacles for use with computer and related equipment. The upgrades have some surface conduits and wireways in finished areas as well as pac poles.

The interior lighting system is controlled locally using line voltage switches. Some recent renovations utilize low voltage switching systems for local and group controls.

The fire alarm system is a single stage, addressable system, manufactured by Simplex. Replacing the original control panel located in the Boiler Room, the addressable Simplex 4100U control panel is reconnected to the same zones as before and is annunciated. The system uses manual stations, heat and smoke detectors as detection devices and audio/visual (combination bell/strobe units) as signaling devices. An alphanumeric annunciator is located at the front Lobby with a colour coded passive graphic.

The intrusion alarm system is a DSC Power 832 Security system using infrared motion detectors located throughout the school including corridors, offices and perimeter rooms. The custom-designed clock system includes a master clock and self-correcting digital clocks throughout the school in corridors and classrooms.

A PABX Hybrid telephone system, the Nitsuko telephone exchange serves the school connecting telephone sets from different eras. Classrooms are provided with telephone sets for communications with the General Office and outside.

Located in the Server Room on the main floor of the renovated section of 1968 wing, there are primary and secondary servers, including CDD which provide data to the local area network. 3 switchers are strategically located throughout the facility. The servers have their own UPS units. The facility has a wireless SuperNet entry. Cat 5 cables are used for horizontal distribution and fibre optic cable for backbones.

The library is equipped with adjustable wood books shelves, laminated control desk with cabinets under, study carrels and an electronic scanner at the exit.

There are front of house lights in the gym for projection onto the stage and side and back drop curtains over the stage.

Science class rooms are equipped with plastic laminated student benches and demonstration benches with stainless steel cup sinks and goose necks and gas outlets, fume cupboards, glass fronted storage cabinets, eye wash stations.

There is a school kitchen for the preparation of hot lunches for students. The kitchen is equipped with 2 microwave ovens, Moffat range and Moffat griddle with ovens, 4 compartment steam table, Moyer Diebel commercial dish washer, pot wash station with wand, 5 display coolers, coffee maker, slush machine, chocolate milk dispenser. There are also 4 chest freezers in the kitchen storage room. The kitchen has a Richards-Wilcox wood roller shutter to separate it from the servery line. The staff lounge has 2 kitchenette counters each equipped with a stainless steel sink, dish washer, microwave oven and a shared fridge. The Home Economics department on the second floor has 5 work stations withy laminate counter with cupboards above and below each equipped with Frigidaire ranges, double stainless steel sink, exhaust hoods. There4 is also a shared Curtis double upright freezer. The demonstration counter has an overhead mirror, gas hob with wall ovens on the wall behind.

There is a Fitness Centre on the main floor equipped with a Universal gym, free weights, 3 stationary bicycles, hand and wrist exercisers. The gym is equipped with 6 basket ball hoops and back boards, 2 electronic score boards and marking for floor games.

There is no cooling for the computer class room and the language lab. The Computer Room and Language Lab get very warm when occupied.

There is a barrier free route from the parking lot to the north entrance. The main entrance has 50mm step up to the concrete entrance slab.

The north entrance has an automatic door with push plate for barrier free entrance to the school.

Circulation throughout the school is barrier free with the exception of the stage area.

There are barrier free wash rooms in the school.

Consequences of Deferral:The rooms will remain hot and uncomfortable to the occupants.

A consultant's hazardous materials survey report indicated the presence of asbestos in ceiling and floor tiles, pipe insulation, acoustical insulation for air supply diffusers. School division staff advise that asbestos abatement is carried outas part of the ongoing renovation and upgrading projects in the school.

There were no PCBs observed or reported at the time of the building audit.
