POSITION DETAILS: Position: Recreation Centre Manager CONDITIONS OF EMPLOYMENT: Award: Local Government Officers' (WA) Interim Award 2011 Annual Salary: Contract Position: Annual Leave: Four (4) weeks paid annual leave each year. Long Service Leave: In accordance with the Local Government (Long Service

Leave) Regulations. Other Leave: The Officer is entitled to: a. Sick leave b. Family leave c. Bereavement leave d. Parental leave e. or other leave as set out in and in accordance with the Award. Superannuation: The Council will contribute to the Local Government

Superannuation Scheme and Occupational Superannuation. The total contribution is negotiable up to 15%. Any increase in the Occupational Superannuation percentage will not be automatically absorbed by the Council.

Salary sacrificing of superannuation is available.

Recreation Centre: Free use of indoor pool & gymnasium in accordance with

Council policy. Conferences: Attend Conferences with approval from Manager Health

and Building Services/Director Development Services Uniform: Rec Centre employees – Policy 2.19 applies (4 printed

shirts, 2 pairs black shorts, shoes to the value of $100 per annum (full time staff).

Other: Prior to employment, the application will be required to:

� Undergo and pass a pre-employment medical examination at Council cost.

� Provide a satisfactory and current National Police Clearance.

programs and initiatives relevant to operating a Recreation Centre • Sound written and verbal communication skills • Sound level of computer/IT literacy • Sound knowledge of the provisions of the Health Act, Regulations and Local Laws

applying to the maintenance and operation of public swimming pools. • Sound knowledge of the conduct of water chemistry tests • Sound knowledge of the operation and maintenance of water treatment. • Sound knowledge of the safety procedures and requirements for the handling of

hazardous chemicals used for water treatment. • Current “C” Class Drivers Licence Desirable: • Diploma in Sport and Recreation or at least 5 years’ experience in a similar

• Ensure the effective delivery of day-to-day recreation & aquatic services to the community

• Ensure a high level of customer service is maintained in all operations • Ensure verbal and written information provided to the customer is correct, factual,

timely, customer focused and in line with the Customer Charter and other relevant guidelines and standards

• Assist with the management of staff, resources, and equipment within defined budgets to meet specified performance standards

• Respond to customer feedback in a timely manner • Make recommendations to Senior Officers on improvements to ensure effective and

accurate service is given to the customer

Staff Management and Support

• Supervise and provide direction to all subordinate staff in the day to day operation of the Centre

• Assist with the management of individual staff performance and team performance as a whole

• Ensure staff compliance with relevant workplace legislation and the policies and procedures of the organisation

• Assist with the induction process for new members of staff & volunteers • Assist in the preparation of staff rosters ensuring adequate staffing levels at all times • Assist with the recruitment of permanent, temporary and casual staff members

Administration

• Process all admittance charges and maintain records of attendances and income for the whole entre

• Prepare banking daily for collection by a Shire of Waroona employee • Assist with the requisitioning of goods and services in accordance with Council

policies and procedures • Assist with the preparation of reports and correspondence as requested. • Undertake regular stock control

• Assist with the review and development of new policies, programs and procedures for marketing and public relations, customer services, staffing, and centre management

• Create & maintain records that evidence business activities in accordance with requirements of State Records Act and the Shire of Waroona Record Keeping Plan & Policies

Program Delivery

• Assist in the planning, development, implementation and monitoring of all programs and activities within the Centre

• Work with the community to support and facilitate the establishment of programs, facilities and services that increase the range of opportunities available

• Survey customers and evaluate programs to ensure relevancy • Ensure that all programs and activities are conducted in accordance with the

objectives and strategies of the Council

Centre Supervision

• Supervise customers in all areas of the Centre, especially the swimming pool area. • Responsible for controlling any emergency situations that may arise. • Ensure that all the facilities within the Centre are in a clean and tidy condition and

available for use at all times.

Pool Operations, Cleaning and Maintenance

• Assist with the development of cleaning and maintenance schedules for the Recreation & Aquatic Centre.

• Assist with the coordination and ongoing maintenance and cleaning of the pool, concourse, equipment, change rooms and Centre environment.

• Ensure that the pool filtration, circulation and chemical water balance is maintained in accordance with the relevant legislation.

• Ensure correct and up-to-date signage for all pool areas and activities. • Ensure the standards set by the Health Department are maintained at all times.

Safety

• Take all reasonable care to ensure own safety and health at work. • Take all reasonable care to ensure the safety and health of other employees,

contractors, the public and any other person or persons. • Ensure the safe handling, use and storage of all chemicals and material safety data

sheets. • Report any unsafe conditions or incidents that occur within the workplace or

surrounding areas. • Ensure employee compliance with all Council policies and procedures relating to

Occupational Safety and Health. Teamwork

• Liaise and communicate with all Centre staff to ensure an integrated approach to work outputs

• Manage conflicts and differences and contribute to the resolution of problems to maintain an effective working environment

• Demonstrate commitment to working individually and as part of a team to achieve the strategic goals and actions of the Waroona Recreation & Aquatic Centre Management Plan

Organisational Support

PHYSICAL DEMANDS CRITERIA

Standing: • Frequent standing is required throughout the day, for periods of up to 45-60 minutes.

Sitting: • Required during the performance of desk/office/computer duties, while driving a Council vehicle.

Walking: • Regular walking throughout the natural environs of the Recreation Centre and in particular over many variables of underfoot condition, eg. Wet floors, floorboards, lawn and rubber matting.

Bending or Stooping: • Frequent bending or stooping is required whilst performing normal duties of a Duty Manager

Carrying • Carrying of chemicals and equipment to and from pool to storage locations.

Lifting: • Lifting of small to medium items of equipment and chemicals, eg 25 litre containers

• Lifting/placement of pool equipment and swimming aids. • Loading of vehicle on an occasional basis. • General handling of furniture, eg. Chairs and tables.

Pushing • Regular pushing is required in the performance of the duties and is an essential capability, especially when using furniture-handling trolley.

Reaching: • Frequent reaching is required during the normal utilisation of equipment, and the placement of swimming aids at the poolside.

• An ability to provide emergency assistance to swimmers.

Neck Flexion and Rotation

• Frequent spinal rotation is utilised during daily duties.

Handling/Dexterity: • The safe operation of a range of equipment, the need to operate high pressure cleaning equipment, hand operated power tools and general cleaning equipment.

Arm and Hand Movement • Must have full dexterity of both hands and full arm movements to enable repetitive use of a wide range of work- related items.

Hearing • A good level of hearing capability is required. Eyesight: • Good peripheral vision and good hand-eye coordination

is essential at all times. • All other functions require a general standard of vision

eg. reading, clerical duties and the use of computer based equipment

• Must have correct colour perception for Pool water chemical calibration tests.

Swimming Ability • Must be able to safely enter pool and retrieve a person from a water depth of up to 2 metres.

• Maintain a level of fitness that ensures compatibility with the requirement of Pool Lifeguard Certificate

Physiological • Must be able to safely use Air Supplied Breathing Apparatus (Hooker).

Psychological Factor: • An ability to work with autonomy and as part of a team. • Be able to maintain excellent observation and

concentration skills, particularly when observing large

numbers of patrons. • Good coping skills are important in the interaction with

members of the public, and in potentially aggressive situations.

• Must be capable of effectively handling diverse emergency situations.

Literacy Skills: • Must have good reading, numeracy, analytical and comprehension skills, along with good verbal communication skills especially when dealing with a diverse clientele

Along with the standard uniform/clothing issue.
