We only ask that Mr. Franchino recognize that county government must abide by specific procedures, regulations and laws.” Franchino is fed up with the games and the misleading information. The partnership with the Hi-Tor Animal Shelter and the County of Rockland began over 35 years ago. The population of the county has grown over this period but the shelter has not kept pace with this growth. In their response, the County offers one acre of swampland behind the shelter and insists the present shelter be demolished. ‘Hi-Tor can explore the possibility of placing the animals in temporary structures behind the existing shelter’. What structures??? It is apparent based on this statement and the condition of the building, neither Allan Beers nor Scott Vanderhoef has ever been to the shelter. Franchino is fed up with the games and the misleading information. He replied to the County’s statement with the response below, copying a large group of news outlets:

proposing. Assemblyman Ken Zebrowski has offered to sponsor the necessary legislation at the state level. He waits along with the volunteers, people of Rockland, staff and animals of the shelter. The existing shelter would be renovated for free by apprentice students. The new shelter would be built with donated funds, materials and services. The new shelter would operate at no cost to taxpayers other than the fee the County pays currently. The County has been dragging its feet since April 2012.The Hi-Tor Animal Shelter serves not only the abandoned, abused and malnourished animals of

Rockland, the shelter teaches volunteerism to both young and not so young people of Rockland. A modern shelter

will only increase this spirit among Rockland citizens. It is not the responsibility of Hi-Tor to locate an adequate location, nearly impossible in Rockland. The shelter must be located away from residential areas. The present location

serves that purpose and allows volunteers to walk the animals in the adjacent park. Rockland County has 161,000 acres of parkland, we seek 1-1/2 acres deparked in exchange for the swampland behind the shelter, so 161,000 remains intact.

Since there is a ‘whole team of professionals looking into this’, start by contacting Assemblymen Ken Zebrowski. We are approaching one year of ‘working on this’ and we are no closer to a solution.The hurdles being placed on this new shelter by the County belies their statement that ‘nothing would please us more than to see them open a new facility’.”

Please join us for our next meeting at Clarkstown Town Hall in New City – hear the latest on Rebuild Hi-Tor and discuss the progress of the Rebuild.

One of the key items to be discussed will be the County Executive’s careless response to the dire situation of a county-owned building that houses the Hi-Tor Animal Care Center. Lack of basic upkeep and repairs on a 40-year old building have resulted in near collapse of the facility. This county is the 5th richest in New York State but ranks at the bottom with regards to our animal shelter. The county has been led into a budget deficit of over $100 million, projected to be over $150 million by the time he vacates his post this year. The community has come together to raise the necessary funds to build

a modern, adequate facility to handle the animal population of Rockland County. Our proposal which requests one and a half acres of parkland has been ignored. The abandoned, abused and neglected animals of all kinds need our help for a second chance at a forever home. No animal is refused by Hi-Tor.

On a more positive note, there are many other items to be discussed:

• New shelter location

• Committees that need volunteers: Grants, Tabling, Fundraising, Construction, Media/PR, Events, Social Media and many more.

• Volunteer architects and proposed shelter design

• Tabling Events and Volunteers

• Walk-a-thon scheduled for June 23, 2013 at Rockland Lake State Park

• Concert – Site and date TBD

• Learn more about our partnership with Ambit Energy

• Ongoing financial support once the shelter is built

• Future events: Bowl-a-thon, Dinner/Dance, Levity Live, etc

• Dine-N-Donate Events

• Local celebrities lending their support to the Rebuild

We would love to see your face at our meeting on March 13th. If you’ve been thinking about getting involved, now is a great time to join our efforts. We have a fantastic momentum going and so many wonderful volunteers.

Entertainment Industry Veterans Paul Borghese and Dale Kolarek have agreed to volunteer their services as Co-Producers and Co-Directors of the Rebuild Hi-Tor television PSAs, and Paul has acquired good friend and fellow actor Vincent Pastore of Soprano’s fame to appear. Paul’s company is Tappan Films located in Rockland County and Dale’s is Set To Go, Inc. Studios located in NJ.

Rebuild continues to be blessed with awesome animal lovers such as these to get the word out in a massive way to the public so we can raise the money we need to build our beautiful new shelter.

On February 5th, portions of our soon to be aired PSA were shot at the Hi-Tor Animal Shelter in Pomona, NY. The purpose of the PSA will be to bring awareness to the condition of the 40 year old shelter and to reach out to viewers to contribute to our Relocation, Rebuild and Expansion efforts. Borghese and Kolarek spent the day at the shelter with Videographer Frank Kolarek and their crew, Jillian DiBlasio and Anthony Puglia, who are also volunteering their services. The

production team captured not only what they set out to, but also some unexpected and very impromptu pet surrendering and adoption activity, as well as our dedicated Animal Control officers bringing stray pets to safety at our shelter. This production team is working hard to capture the footage necessary to produce a captivating PSA. Longtime friend of Hi-Tor, Linda Greenfield, has worked diligently and has been successful at getting air time donated by many cable venues in order for this PSA to gain the visibility that it will need to bring more awareness to the shelter and to hopefully help raise the funds necessary to reach our goals. Arlene Kahn, Rebuild Vice Chair, is spearheading our PSA endeavor.

AMBIT ENERGY AND HI-TOR ANIMAL SHELTER PARTNER

orange & Rockland is the overall utility maintenance organization in Rockland County. The public will soon have to make a choice for an energy provider. Hi-Tor has researched the available parties and decided to do business with ambit energy. We hope our reasons will convince others to get on board!

1 – ambit is not a broker but a direct energy supplier.2 – No contracts are signed, and you can leave at anytime.3 – an immediate $200 energy credit monthly for the shelter (forever)4 – each customer that signs onto ambit through our dedicated

awesome dining events and tabling in february!Rebuild Hi-Tor’s Dine-N-Donate events are held by local eating establishments on specific dates where they donate a portion of their proceeds to Rebuild. These events continue to raise funds and bring supporters together for good fun and great food!

Diners had a blast at Jimmy’s on main in Nanuet, and look forward to the next event at this fantastic restaurant!

Those who supported the Rebuild Hi-Tor day at Just buns in Congers last month were treated to some delicious human treats as well as doggie treats! look at these awesome dog biscuit buns created especially for Rebuild!

Tabling continues to be huge for Rebuild, with more volunteers signing up each day, and more locations signing on. Volunteer Kathy schimpf is pictured below with Hi-Tor alumni sampson Kostellas (sampson’s mom maria is off camera) Kathy raised awareness for Rebuild Hi-Tor at Petco in February.

on saturday and sunday 2/23-2/24, Hi-Tor and Rebuild Hi-Tor were at the Rockland Community College Field House for the Rockland County Kennel Club Dog show. Volunteers set up tables and spoke with attendees about the future plans of the new shelter and other information on how Hi-Tor works to improve the lives of Rockland’s homeless pets. Founded in 1973, Hi-Tor Animal Care Center, Inc. is a privately incorporated, nonprofit organization dedicated to preserving and improving animal life, promoting responsible pet adoption and ownership, and providing humane treatment for all animals in its care. The facility is the only animal shelter in Rockland County and takes in approximately 2,500 animals annually.

The current shelter has long outlived its usefulness, and a county-wide effort to build an adequate facility, for the animals that look to us for protection, is underway.

With the help of residents, local businesses and corporate donations from the top businesses in the Rockland County area, we hope to raise approximately $700,000 to fund the cost of building a new shelter with modern facilities for the abandoned and unwanted animals throughout the county. To help pay for the completion of the new building we are asking you to purchase a brick paver. These bricks will be used in a special walkway around the new shelter, so in the future, you can bring your children and grandchildren to visit the animals and see their names and yours as permanent legacies.
