Some buyers are denied mortgages because the properties they want to purchase have been appraised for less than the agreed upon price. Many owners trying to refinance are being rejected because lower ap- praisals are eliminating the equity they need to qualify for new loans. I recently received a letter from a homeowner whose house appraised at $187,000 two years ago. Three weeks ago, the same property ap- praised for just $127,000. The homeowner wanted to refinance a first and second mortgage into a single primary loan. The owner is seven years into his first mortgage (a 15-year fixed rate mortgage at 5.375 percent), and four years into the second mortgage (a 15-year fixed rate loan at 7.84 percent) The homeowner still has enough equity to qualify, but the new loan- to-value ratio is 81 percent, and the lender has offered a 30-year loan at 4.78 percent and wants to charge the borrower private mortgage in- surance (PMI). W hether you're moving into a newly constructed home or buying pre-owned, there are some things you should know about your heating and cooling system. How do you know if you have a viable, economic heating or cooling system, or an energy hog that will eat a hole in your budget? Look at the upgrades in HVAC equipment that you can pur- chase at time of design. NEW HOME HVAC INSTALLATION TIPS • Where will the thermostat be located? On an inside wall with plenty of air circulation is best. • Is there plenty of access space around your heater or air-conditioner? If they are behind a door, is there adequate ventilation? Can they draw air easily, or is their air intake impeded? • Are the systems equipped with insulated pipes? If not, is there easy access to drainage pans to avoid condensation build up that can lead to household mold and mildew affecting your in- door air quality? • Are your heating and cooling systems equipped with easy to locate filters that you can change? Dirty filters diminish your system's effectiveness and energy efficiency — and increase energy costs. • Make sure the heating and cooling systems you install are adequate for your home. Home buyers and ownersacross the country are hav-ing appraisal problems.

Some buyers are denied mortgagesbecause the properties they want topurchase have been appraised forless than the agreed upon price.Many owners trying to refinance arebeing rejected because lower ap-praisals are eliminating the equitythey need to qualify for new loans.

I recently received a letter from ahomeowner whose house appraisedat $187,000 two years ago. Threeweeks ago, the same property ap-praised for just $127,000. Thehomeowner wanted to refinance afirst and second mortgage into asingle primary loan. The owner isseven years into his first mortgage(a 15-year fixed rate mortgage at5.375 percent), and four years intothe second mortgage (a 15-yearfixed rate loan at 7.84 percent)

But his appraisal problems are about toget worse. As he explained: “My neighbor,who bought his home in 2006 for$170,000 has decided to stop paying hismortgage because his house is now a liabil-ity instead of an investment. His house isnow appraised for $104,000. If the bankforecloses on him, that will make my prop-erty value go down even more.”

My reader wants to move, but he can’tget any equity out of his property becausethe appraisal is so low and local propertyvalues keep dropping. He earns a good liv-ing and has a credit score of 780. He want-ed to know what he could do to improvehis refinancing odds and beat the appraisala l b a t ro s s .

The problem is that you usually can’t

beat a bad appraisal. You can ask thelender to reappraise your property, but ifyou live in a neighborhood full of foreclo-sures and strategic defaults, it is going todrive down the value of your home — andof all of the homes in the neighborhood.

The loan deal my correspondent was of-fered is a bad one all around: The lender isoffering to replace two 15-year loans with anew 30-year loan. The interest rate, while abit lower than what the homeowner is cur-rently paying, is significantly higher thanthe 4.2 percent many homeowners withhigh credit scores and ample equity aregetting.

The only reason to take this deal is be-cause you simply can’t afford the two loanpayments you have. But over the term of anew 30-year loan, you’ll pay tens of thou-sands of dollars in additional interest overkeeping the two loans that you have. Pay-ing private mortgage insurance might evenmitigate any savings you’d have, so thisnew loan could be all pain and no gain.

Unfortunately, there’s not much I can sayin a situation where a neighbor is consider-ing strategic default. For all the grumblingabout how we’re “bailing out homeown-ers,” I’d think that every homeowner whodoesn’t want to see his or her equity disap-pear should welcome every opportunity tokeep homeowners in their properties, pay-ing their mortgages.

The appraisal problem will continue forsome time to come. The Home ValuationCode of Conduct (HVCC) rules, which gov-ern what appraisers can and cannot dowhen appraising property, have recentlybeen rewritten. Many of the details are yetto be known, but hopefully the new ruleswill make appraisals friendlier to homeown-ers located in communities with a largenumber of foreclosures or strategic de-faults.

If this is happening in your community,you can help out by being neighborly andencouraging homeowners to feel that theneighborhood still brings value to every

family that lives there. Maybe you can helpyour neighbor try for a loan modification,or perhaps the homeowner will be able toarrange a short sale. Either option is betterfor the rest of the neighborhood than an-other strategic default or foreclosure.

As values decline, more borrowers thatcan walk from their mortgages may do so.We can only hope that lenders see this situ-ation as a downward spiral and work withas many borrowers as possible to keepthem in their homes and keep neighbor-hoods vibrant with at least stable pricing.

That will certainly help the so-called ap-praisal problem.

Unfortunately, it seems that lendersthese days aren’t very willing to work withborrowers on their home loan modifica-tions. Some lenders are making short salesdifficult for their borrowers. And lenders asa group appear willing to continue with await and see attitude while the housingmarket continues to slide or bounce alongthe bottom.

The City of Fort Collins be-gan offering the series twice ayear beginning in Novemberof 2006 after the city saw aneed for it and landownerswere consistently interestedand available, said GinnySawyer, Neighborhood Ad-m i n i s t r a t o r.

Topics covered in the up-coming series include presen-tations from a property man-ager, various attorneys dis-cussing fair housing, the evic-tion process, leasing prac-tices; city staff on buildingcodes and a brief section oncrime prevention and safeproperties, Sawyer said.

The series is a good placefor landlords to share storiesand ideas on dealing with dif-ferent issues that come up inthe industry.

In this economy, homeowners are watching ev-ery penny. Just because money is tight doesn'tmean every renovation plan has to be cast

aside. Smaller projects can revitalize a room with-out a big investment.

Homeowners who don't have much to spend stilldon't want to compromise quality with smaller im-provements. Therefore, they're often thinking ofbig appeal, albeit on a smaller scale.

To get started, homeowners should look at therooms they use the most and begin there. What'sthe point of starting in a guest room or renovatingthe basement if it's rarely used? Put available fundsto work on the rooms that get seen.

For example, the kitchen is a popular room inmany homes. If budget doesn't allow for a rehaul ofappliances or cabinetry, think about less expensiveways to modify the space. A new faucet can give theroom a different look, as can replacing cabinethardware and hinges. Revitalize the appearance ofthe room with new flooring, such as laminate thatmimics the look of stone, wood or other naturalsurfaces. Change the accessories in a china hutchor hang some different artwork for an instantchange.

Bathroom makeovers are often high on the list ofimprovements. But many improvements can bebudget-busters. Think about improvements thatchange what is disliked. Maybe outdated wallpapercan be removed and replaced with paint. Clean upthe grout around a bathtub by redoing to freshenthe room. Go with a new color scheme achieved byreplacing the old linens, bath mat and shower cur-tain.

Living room re-dos can be achieved with some ac-cessory changes and perhaps a new piece of furni-ture. Change a glass coffee table for an earthyleather ottoman that can also store toys or throwpillows. A simple swap of window treatments candramatically change the look of the room. If seat-

ing has seen better days -— but a new set is not anoption -— form-fitted slipcovers are a quick, andgenerally low-cost, fix.

Kids' rooms often can be improved with somemuch-needed storage space. Clear up clutter fromthe floor by installing a closet organizing system,which can hang clothes within reach for children.Older children may appreciate a room that reflectstheir maturity. Now is the time to change princessprints for bolder graphics or dump trucks for so-phistication. All it often takes is a little paint andsome new bed linens to achieve the look.

For a dramatic change in a home with hardwoodfloors being hidden by carpeting, take the weekendto pull up the carpeting and reveal the floors be-neath. A little sanding and resealing is often all ittakes to bring out the beauty of the wood. And thatwill instantly provide value while increasing aes-thetic appeal.

Another simple and very inexpensive way to reno-vate a home is to reduce. By removing clutter anditems that are simply collecting dust, homeownerscan breathe new life into spaces. Rearranging fur-niture is also another option.

They’re everywhere,filling books, air-waves, and cable

shows with their tooth-some tales. Seductive,beautiful and irresistible,they’re a perfect exampleof how good public rela-tions can take the deadand turn them into super-stars. If you’ve been any-where near pop culture re-cently, you know the na-tion’s been bitten withvampire fever.

And if you’re anythinglike my monster-puristson, you’re probably wish-ing these sparkling, soft-hearted, new-age-fiendwannabes would grow apair of fangs and start act-ing like the archfiendsthey’re supposed to be.Yet if they do return totheir bad boy roots, gar-deners will be ready for

defense, planting bulbsthat give these ghoulsnightmares.

The one, sure way tokeep a bloodsucker at bayis with garlic, a belief thatmight have sprung fromthe Romanian tradition ofcrushing and smearinggarlic on everything fromdoors and windows to live-stock horns to repel dis-ease. A known antibacteri-al, garlic is also shown tohelp prevent blood clots,some cancers, and reducec h o l e s t e ro l .

While wearing braidedbulbs is certainly a fashionstatement, the Romaniansknew that to get the mostfrom garlic, you have tobreak the clove. Garlicholds two compounds, al-liin and alliinase, in differ-ent cells and you don’t getthe pungent, sulfurous fla-vor of garlic until the cellsare damaged, allowing thetwo to mingle. The prod-uct they create is allicin,

which researchers creditwith the most health ben-efits.

Leave the clove whole,and allicin isn’t created;the garlic is mild, nutty,and well behaved. Chop orcrush it, and the allicinactivates, imbuing the airwith the odiferous tangthat vampires, and lovers,find offensive.

Garlic thrives in Col-orado, and if you want togrow your own protectionfrom vampires, there’sstill time to pop some inthe ground if you actquickly. Because grocerystore garlic might betreated with a growth in-hibitor, purchase garlic forplanting from garden cen-ters or on-line suppliers.

Softneck garlic (Alliumsativum var sativum) has asoft, flexible stem at thetop of the bulb that makesit THE choice for braidinginto ropes and necklacesfor warding off vampires.Commonly sold in grocerystores, they grow readily.

Hardneck garlic(Allium sativum varophioscorodon) producesa curled, flowering stem,called a scape, whicheventually turns woody.Rich with flavor, they havefewer, but larger, easy-to-peel cloves. Use hardnecksearly; they don’t store aslong.

Elephant garlic (Alliumampeloprasum) won’thelp protectyou fromDracula andhis fiends be-cause it’smore of aleek than gar-lic. But thebig clovesand subtleflavor make

this giant a cook’s gardenfavorite. For best size,plant these three inchesdeep.

Plant now, while we stillhave four to six weeks be-fore the ground freezes, ina sunny spot with welldrained soil. Plant onlythe largest cloves, savingthe smaller ones for eat-ing. Push cloves root enddown, one to two inchesinto the soil, about sixinches apart.

Mulch to keep the soilmoist and prevent heavingduring winter. Water thegarlic if we’re having a dryspell in winter, then planto harvest in mid-summer,after foliage browns anddies back. Cure in a dry,warm, dark, airy place fora few weeks, then cutstalks one inch above thebulb for storage.

If you didn’t grow garlicand still want to keep thevampires off your neck,don’t worry. According tolegend, they’re also com-pulsive counters, stoppingto tally anything in theirway. An old trick is tostrew millet or poppyseeds around, so that thevampire spends the nightcounting until dawn ar-rives and it’s forced to re-turn to the grave.
