KENYA NUCLEAR POWER PROGRAMME

1.The National Economic and Social

Council (NESC), recommended in

April 2010 adoption of nuclear power programme as a national priority.

2. Nuclear power

incorporated in the country’s

energy blueprint

3. A NEPIO, NEPC was

established in 2010 and elevated

to KNEB

4. KNEB carried out PFS

and other preliminary

technical studies

5. Energy Act 2019, Establishes Nuclear Power

and Energy Agency

Mandate is to oversee the implementation of

Nuclear Power Programme and Coordinate

Energy R&D Issues.

Why Nuclear?

Additional increase in electricity demand from

Kenya Vision 2030 flagship projects

Diversification of power generation

sources for efficient supply

Reliable and adequate supply of electricity at

reasonable prices

National and Economic Social Council in 2010 recommended inclusion of nuclear power in the

country’ energy mix

Legal and Regulatory Framework

NuPEA established an Inter-Ministerial Working Group mandated to the development

of a comprehensive legal and regulatory framework for the NPP

Draft National Nuclear Regulatory Bill 2018 has been developed.

The draft Bill has been reviewed by IAEA legal experts

The Bill has been approved by the Cabinet and is at the National Assembly for

Enactment

Ascension of International Treaties (The plans are ongoing )

Convention on Nuclear Safety (the CNS) ;

The Convention on Early Notification of a Nuclear Accident (the Early

Notification Convention) ;

The Convention on Assistance in the Case of a Nuclear Accident or

Radiological Emergency (the Assistance Convention); and

Joint Convention on the Safety of Spent Fuel Management and on the Safety of
