Outgoing co-President Nancy Martinelli was

master of ceremonies. She acknowledged the

work of the 2014 directors, committees, spon-

tive to serve as co-president with Melissa Petti-

nella. Ms. Martinelli expressed gratitude for the

number of toys the attendees donated to the

Toys for Tots program underscoring one of the

Women’s Council of Realtors® tenets, the im-

portance of supporting the community.

Ms. Crozier administered the installation of

You pull up to a house andyour Realtor opens the frontdoor. They then tell you thatthis house is a foreclosure.Youreyes instantly light up because inyour mind a foreclosure equalsa bargain. But is it? Some timesis it is but keep in mind the say-ing “you get what you pay for.”The former owner didn’t havethe money to pay for theirmortgage so of course theydidn’t have the money to takingcare of the house and make thenecessary repairs that poppedup. Therefore a foreclosure canbe riddled with problems thatyou might have to pay for thoserepairs in the future. Some ofthese homes are in pristinecondition but this is the excep-tion to the rule. Most homeshave deferred maintenanceissues from being neglectedfor a long time. Some hom-eowners are so frustrated withtheir situation, that they take itout on the house. They punchholes in the sheet rock, throwpaint on the carpeting, pull outall the garden beds, etc. Thatis why it is imperative to hirea very qualified home inspec-tor with a foreclosure who willpoint out the repairs requirednow and what might needed inthe future.When I was a Realtor back I

the 1990’s, I was involved withthree banks marketing their

foreclosure listings after a biground of layoffs in our area.The one thing I learned wasyou never knew what youwere going to get until you pullup to the house. Some were inmove in condition while othersneeded TNT instead of TLC.Most were neglected withlawns being three feet highand broken windows. Someof the strange things I encoun-tered was a snake aquariumwith missing snakes. When Isaw this it took less than fivesecond to run out the houseand call the police. The policecame with their guns drawn asthey entered the house. Theycame back out and called theanimal control departmentwho came and removedthree pythons.The next adventure was whenI walked into a home and therewere plates on the table thatstill had food on them and potsand pans on the stove thatwere half full. It appeared thatthe house was locked up fora year. I don’t want to tell youwhat happened when I openedthe refrigerator door. I can stillremember the odor I smelledfrom 30 years ago.

When I approach anotherhome I unlocked the door andopened it to find people sittingon the couch watching TV.Weshocked each other that morn-ing. The people knew they hadbeen evicted from the housebut were staying there until thelast possible minute.

Another time I dr ove intoa high-end neighborhood andpulled up to a beautiful home.

To my surprise they left every-thing behind. The wife left herentire wardrobe behind, includ-ing dresses, shoes, leather coats,fur coats and more shoes.Mostof the bedroom furniture wasleft behind as well as a univer-sal gym in the master bedroomsuite. I did find some informa-tion on the owners in some pa-pers left behind. I made somecall to her co-workers so Icould meet them at the houseto get their belongings butthey never reach out tocontact me.My job was to have all the

items removed from the houseand hire people to repair theproblems. Most of the homeswere not winterized (turn offand drain all the water fromthe house) so pipes burst dur-ing the winter. This caused allsorts of problems like the hardwood floors buckled, water-logged carpets, wet sheet rockwhere it met the floor, etc.The homes sit for months oreven years closed up so therewas always a mold issue. Somehome were beyond repair andwere sold as a “handyman spe-cial.” This meant that it was insuch bad shape, a bank wouldnot write a mortgage on thehouse. This also meant it wasa cash only deal. Contractorswould purchase home, repairit and put it on the market toflip it. I noticed one thing thatwas standard with a foreclo-sure was that the bank thatowned the property wantedto put as little money as pos-sible repairing a house beforeit could be sold to the average

buyer. They only did what wasnecessary to get it on the mar-ket and sold.I was at a Realtor event overthe summer and I ran into DonMaher of Berkshire HathawayHome Services Hudson Val-ley Properties and he claimedhe was busy working with abank selling their foreclosures.During our conversation Ifound out that foreclosuresare handled much differentlynow compared to when I didthem in the 90’s. In the 90’s theforeclosures were a local issuedue to layoffs and not a nation-al issue. The first wave camearound 1994 and the industrydidn’t know how to handle thevolume of foreclosures. It wasnew to the banking industry inour area and they used a ban-daid approach to repairing thehouse so they could get themoff of their books as fast as pos-sible. Due to the circumstancesof the “Great Recession”, thehousing crisis was not local is-sue but a national one. Banksnow want to work with thepotential buyers.This is what Don Maher said

on how foreclosures are han-dled these days.

Purchasing a foreclosedhome, or as they are called inthe industry REO (Real EstateOwned) properties, is muchlike buying from a private seller.When a corporate entity ownsa property all they want todo is to get it off their books.They are a financial institutionand not in the business of sell-ing properties. a bank will only list a property witha Real Estate agent and even moreto the point, a REO agent like myself.Banks do not know one market areafrom another and they rely on a verydetailed BPO (brokers price opinion).Much like a CMA (competitive mar-ket analysis) an agent would do for aprivate seller, the BPO delves a littledeeper into the areas in which the as-set is located. Things like employmentconditions, general market conditions,percent of renters vs owners in aneighborhood, how many homes inthe neighborhood are REO or evenboarded up, range of values in thearea. All these factor into a decisionon pricing the home. The BPO alsotakes into consideration every prop-erty condition. When I first arrive ata property I have to assess and pho-tograph anything and everything that

gives the bank information regardingthe asset. Roof, windows. Siding, me-chanicals, walls, floors and anythingthat can be visually assessed. Valuesare adjusted accordingly and I give myprice opinion both in “as is” and “asrepaired” condition. Immediately af-ter my BPO,a bank appraiser is sent tothe house for a 2nd opinion. Both re-ports are reviewed and a price pointis set by the bank. The bank knowswhat is wrong with the property andthe cost to repair it. The bottom lineis that the bank knows what they haveand it’s worth. Buyers coming in to“low ball” the house will soon know

that the bank is not as desperate tosell as some people think.

Financing companies require thehouse to be in livable condition to se-cure a mortgage. FHA loans are verypicky with the homes condition. Theycan’t have cracked windows, peelingpaint, rips in the carpet or holes in thewalls. These must be repaired beforeclosing. If a house is being marketedin “as is” condition, a FHA 203K loanmight be necessary. They will put themoney needed to repair the houseinto the mortgage so there will bemoney to repair the house after theclosing. They themselves can be com-plicated since you have to get contrac-tors estimates before the loan closesand money is released as the work isfinished. Conventional mortgage, de-pending on the lending institution,willallow some work to be finished afterthe home closes. Money to make the

repairs is kept in an “escrow account”and the money is released after therepairs are complete. Of course withcash you can strait out purchase theproperty no matter it’s condition. Iwill say cash is not a pressure point toreduce the price further. All closingsend with the seller getting cash or theequivalent (mortgage).As with any Real Estate purchase theold adage of“caveat emptor” or buyerbeware is common but it’s even moreimportant with buying a foreclosure.Although there are deals to be found,bank foreclosures are priced for theircondition and the market they are lo-cated in.We here in the Hudson Val-ley do have some things in our favor,employment locally is doing well anddue to our relatively short commuteto Westchester and NYC, our localReal Estate market is growing.

(BPT) - You know that moving into a new home

can be one of life’s biggest stressors - the pack-

ing, the paperwork, the unpacking and of course

finding the nearest coffee shop.Making your new

house feel like your home can help alleviate some

of this stress and provide a safe-haven for some

much needed relaxation.

“Everyone has a different sense of what home

is,” says Elizabeth Lindmier of The Art Institute

of Colorado. So while the same aesthetic won’t

work for everyone, she offers her top five tips to

start you in the right direction.

1. Texture and textiles - Instead of having a

bunch of hard surfaces, cozy up your home with

something soft or textured.This could be a blan-

ket, curtains or area rugs. These items will also

provide some acoustical value so noises aren’t

echoing in an empty space.

2. Comfort - Have some place in your home

where you can relax, recharge and feel at ease.

“Make a space where you would like to spend

time,” Lindmier says.

3.Color - A monochromatic scheme with pops

of colors can bring you into a place where you

feel comfortable and happy. “Do your research

on color theory before painting any space,” says

Lindmier. “Different colors can spark different

moods, emotions and even behavior. Discover

what you’d like a given space to accomplish, and

use colors as a tool to create such environment.”

4. Lighting - There should be aesthetically pleas-

ing lighting. Look at the difference between

warm and cool lighting colors to decide what

helps achieve the look you want. Also consider

task, ambient and accent lighting for your space.

“Lighting plays a key role in any home,” Lindmier

says. “Through lighting design you can highlight

design and architectural features, create lighting

which is more useful to the human eye, and work

with natural light while keeping energy use to a

minimum.”

5.Clutter/stuff - “Less is more,but make it more

meaningful,” says Lindmier.Get rid of your clutter.

When sitting in your space, make sure you can

look around and adore the things you see.

“Mies van der Rohe’s old adage,‘less is more,’ cer-

tainly holds true here,” says Jackie Barry, Interior

Design instructor at The Art Institute of Hous-

ton - North.“Select significant pieces of furniture

and art to move.You don’t need to have or show

everything you have all in one room.”

Barry also advises incorporating a concept called

biophilic design, which recognizes the inherent

need of humans to interact and affiliate with

nature to achieve and maintain optimum health

and well-being.“Bring the outside in;don’t neglect

good views to the outside, accentuate them,” she

says. “Let your garden and landscaping work for

you on the inside. Connecting with nature can

also have a calming and a comforting effect.”

New homebuyers checklist to ID costly repairs(BPT) - When you’re about to buy a house, it’s easy

to get excited about its great location, spacious floor

plan or beautifully decorated interior. Yet the old say-

ing, “beauty’s only skin deep” can apply to any home,

especially if you’re considering an older, previously

owned property. Before signing on the dotted line,

use this checklist to help avoid some potentially costly

surprises and anticipate repairs or upgrades that may

be needed.

Start at the top: the roof

Ask when the current roof was installed. Is it the origi-

nal roof, or has it been replaced, repaired, or covered

over with new shingles in certain spots? Are there

known leaks,and if so,where are they? Have any of the

leaks caused damage to the attic or interior? Also look

at the chimney to see if it’s properly sealed around the

edges and whether the gutters need repair.

Windows and doors

Next, take a look at the windows to see if there is any

condensation between the glass panes. If so, it could

mean window replacements are in order. Once you

get inside the house and close the front door, see if

any light is coming through between the edge of the

door opening and the wall. This gap is an indicator

that the door may need to be replaced since air can

escape through it and cause higher energy bills.

Lighting and electrical

Throughout the interior rooms, many homes are

“staged” to appeal to buyers with attractive lighting

that shows off the space to its best advantage. You

may love the way the lamps look in the bedroom, of-

fice or kitchen, but more importantly, check out how

many electrical outlets there are and whether they

are in convenient locations.Also,make sure you check

to see if the lamps are masking the fact that there are

no ceiling fixtures in each room.Will you need to rig

up extension cords or invest in electrical work in or-

der to support all the lamps, ceiling fixtures, appliances

and electronics you wish to use?

Get to the bottom of furnace efficiency

At the basement level, be sure to check out the heat-

ing system. If the current furnace is more than 10

years old, it may be operating at a much lower level of

efficiency than the latest manufacturing standards re-

quire, resulting in higher energy costs.Newer models,

such as Trane’s XC95m gas furnace, for example, can

operate at nearly 20 percent higher efficiency than

the government minimum standard, for the ultimate
