    ALMOST 40!!!

    Thank God we've reached this far...almost four decades of sterling service to the communities.All possible club histories shall repeat themselvesas we start anew. The Rotary Club of DagupanEast on its 39 th Induction Ceremony vows touphold tradition in focusing not only on high-impact community outreach projects but also oninspiring club activities that promotesexceptionally stronger relationships between andamong Rotarians and Rotary Clubs.

    We've invited as many fellows and friends that we can reach in this very specialInaugural ceremonies because we want to announce that the District Conferencein April will be held and shall take place right here in Dagupan. To stay ahead wehave to start ahead. Every Rotarian in our District and elsewhere MUSTexperience DISCON 2011 a celebration of life. It will coincide with the world-famous Bangus Festival and the Region's Festivals of the North that completes thecolorful sparkle and acoustic beat of a very elaborate and most well-attendedevent in this part of the Rotary world.

    The sights and sounds of DISCON 2011 starts right here and right now. Wewill create an energized bonding with all Rotarians and their clubs here present tostart preparing, working, participating, and contributing their share to make Discon2011 a truly meaningful and successful event conceptualized by Rotarians for Rotarians. In the sonic world we live in, there is an unseen energy that immersesour minds with vibrations that incites us to be IN THE MOOD. Like a strain of comforting music or an information-laden presentation we become suspended ona higher plain of awareness and inspiration. Let us set ourselves in this samemood to experience the philosophy and the magic of DISCON 2011.

    Building Communities Bridging Continents

    As we celebrate the achievements of our clubsand districts, and the resounding success of Rotary, we need to pause and remember that weowe a great debt for the legacy left to us bycountless Rotarians who have labored in the pastto raise Rotary to its current place on the worldstage.

    We stand on their shoulders, and this meeting provides an opportunity to meet thepast presidents and the other past officers who have led the way for Rotary duringthe 50 years I have been attending Rotary meetings. Yes, I am proud to say that Ihave 50 years of Rotary experience, because I was a Rotary Scholar. Myhometown club in Unionville, Missouri, wisely and generously invited me to attendall of its meetings, at the clubs expense, from the time I was selected as a scholar until I left for my year of study in South Africa. I was the first student from my smalltown to study abroad, and it would never have happened without Rotary. Now stopto think that almost 50,000 other scholars have enjoyed the same opportunity andthat 60,000 Group Study Exchange team members have spent time in countriesand continents other than their own. Add to that the more than 100,000 RotaryYouth Exchange students who have lived with host parents in countries andcontinents far from their homelands. And then think about the fact that Rotary hasbeen the catalyst to reduce the number of paralytic polio cases in the world from500,000 in 1979 to less than 2,000 cases last year a 99.9 percent reduction and that we are about to eradicate one of the most dreaded diseases in the historyof the world. And then remember the estimate that Rotary clubs and their m embersspent about 10 times more on local community projects than they contribute to TheRotary Foundation each year, which places the annual expenditures for community

    service projects in the billion-dollar range. With this amazing record, is there anydoubt this a wonderful time to be a Rotarian? In fact, can you think of any other organization in which you could make better use of your time and talents to makethe world a truly better place? But as we reflect upon our mutual pride in Rotary, beaware of a major shift in your responsibilities.

    You are about to become the new class of Rotary governors, and in justfive months, it will be our mutual responsibility not only to maintain Rotary as apremier organization but to move it to an even higher level. Much of our success

    will be dependent on the time, talent, and persistence that each of y ou is willing tocommit as a friend, counselor, and cheerleader f or the clubs in your district. Rotaryneeds the full commitment of each and every district governor-elect in this room,because a convoy can only move 4 International Assembly Speeches 2010 at thespeed of the slowest ship! Please dont fall behind and thereby slow the Rotaryconvoy as we move into the new century of service for Rotary International, whichoriginated 100 years ago with the first convention of Rotary clubs in August of 1910! If all of us in this room are willing to be the leaders we have the ability to be,is there any doubt the best days of Rotary are still ahead? We can do it, if we arewilling to pay the price with our time and sweat! Our membership of 1.2 millionmembers is relatively small in numbers, when we consider the global population of six billion. But bear in mind the priceless advice of noted anthropologist MargaretMead: Never doubt that a small group of thoughtful, committed people canchange the world. Indeed, it is the only thing that ever has. Yes, we have changedthe world, and will continue to change it, in a positive way! Can we do it evenbetter in these financially troubled times? Yes, we can do it! Yes, we will do it together! The formula is simple. For us to succeed next year, all we need to do isto focus our best efforts on encouraging our clubs and districts to do whatRotarians are passionate about, and what Rotarians are the best in the world atdoing, which is Building Communities Bridging Continents!

    It has been my honor and privilege to serve aspresident of the Rotary Club of Dagupan East, and tolead this club that has become close to my heart. Aspresident, I have enjoyed the rare opportunity to gainor renew the friendships of many fellow clubmembers who are truly making a difference in their own unique ways. I have been deeply moved andinspired by their dedication and commitment toRo ary and RCDE.

    As I reflect on my term, I am flooded with memories of individual officers, directors, committeechairmen, and even rank-and-file members who have shown so much readiness to cooperate andassist us in our programs and projects. I remember their outstretched hands, their ready smiles,their acts of kindness and goodwill. I remember even more vividly those who benefited from thatkindness. To me, all of these have eloquently demonstrated RCDE members unerring faith in the2009-2010 Rotary International t heme, THE FUTURE OF ROTARY IS IN YOUR HANDS.

    I have never been prouder to be a member of RCDE, much more as president during the justconcluded term. We must continue to find the courage to make a difference, and I have no doubtthat as we entered the new Rotary Year 2010-2011 term, we will be ready to take on new challengesand touch new lives.

    Comes our induction ceremony, I shall be very pleased to pass the torch of leadership to our newPresident Nicanor Niknok Aquino, and urge all our fellow club members to extend their full supportas he leads our club to even greater heights of meaningful and constructive service.

    As my term draws to a close, I would like to express my heartfelt gratitude and appreciation to all myfellow Rotarians in RCDE for giving me the mandate to lead our club in 2009-2010.     Our induction ceremony marks a new beginning, adedication within our Rotary club, and a new amongst its members. As club president, I may sense

    proclaim that new spirit, but only the membersthinking and serving as one - can provide it.

    Thirty eight years ago, our club's birth was a milestthe long quest for genuine service in our communitythe bold and brilliant dream which excited our foundcharter members still awaits its consummation. I hanew dream to set forth this year, but rather urge a aith in the old dream.

    My fellow club members have given me a great responsibility - o stay close to them, to be wtheir trust, and to exemplify the ideals that they represent. Together, I hope we can createspirit of unity and trust. Our collective strength can compensate for our weakness, and our cwisdom can help to minimize our mistakes.

    Let us learn together and laugh together and work together and pray together, confident thaend we will triumph together in doing what is right and called for.The RCDE dream endures. We must once again have full faith in our club - and in one anbelieve our club can be better. We can be even stronger than we are now, as we draw inspifrom the 2010-2011 theme of Rotary International President Ray Klinginsmith, BuildCommunities Bridging Continents .

    We cannot afford to do everything, nor can we afford to lack boldness as we meet the fututogether, in a spirit of individual sacrifice for t he common good, we must simply do our best.These are not just my goals - and they will not be my projected accomplishments - but the affof our club's continuing moral strength and our belief in an undiminished, ever-expandindream.

    NICANOR D. Niknok AQUINOPresiden

    Now 50 years old, with a height of 5 feet and 8 inches and weighing220 pounds, Niknok is still athletic looking due to his love for sports andphysical fitness. He plays badminton, cycling, and target shooting, worksout at the gym, and sometimes engages in airsoft gun shooting with hisRotary and Jaycee buddies.

    As he prepares to lead RCDE through the 2010-2011 term,Niknok humbly observes, There are many guys out there in our club whocould have served as president this year, adding wryly, and probablybetter than I could. But dont be fooled. He has high expectations for himself and his club, including the launching of impact projects onenvironment, basic health care, literacy, and others.

    With its place firmly established in the civil society community,RCDE can make a significance difference, according to Niknok, addingthat the theme chosen by Rotary International President Ray Klinginsmith Building Communities Bridging Continents is a challenge for usto achieve our potential. Every RCDE member can make a difference,theres just no question about that. This is a very exciting and challengingtime to be a Rotarian and to be president of RCDE.

    Many of his RCDE buddies admire his warmth, caring attitude, andterrific sense of humor. His ability to remain utterly down-to-earth even ashe assumes the 2010-2011 club presidency probably stems from his rootsin Pantal, a place in Dagupan City where common sense, modesty, and astrong work ethic are among the most prized virtues.

    Its those traits that have carried Niknok from his humble beginningsas a son of a middle-income couple, Teodoro and Elena - both retired from thethen Bureau of Lands as District Officer and Administrative Officer,respectively, and now both deceased, too - to the pinnacle of RCDE.

    After graduating with a bachelor of Science in Commerce (major inAccounting) from the University of Pangasinan, he followed the footsteps of hisparents by working at the Bureau of Lands (now the Department of Environment and Natural Resources) for 19 years.

    Sometime in the 1980s, he joined the Junior Chamber Internationalthrough its local chapter (Local Organization Member, in Jaycee parlance), the

    Dagupan Bangus Jaycees. Even as an ordinary member, he becamerecipient of the Most Outstanding New Member award from the JCIPhilippines (Philippine Jaycees) during the Area I Conference of the nationalorganization. For several years in succession, he was an officer of thechapter, until year 2000, he was elected DBJ president.

    Getting to know President Niknok

    President Nicanor D. Niknok Aquino: anordinary Rotarian serving at an

    extraordinary time

    Nicanor D. Aquino Niknok to hisfellow Rotarians and close friends is the39 th president of the second oldest Rotary clubin Area II (Pangasinan). He likes to projecthimself as the grassroots president, alwaysshunning VIP treatment and preferring to bejust a regular Rotarian.

    During his presidency, DBJ received many national awards,including the Most Outstanding LOM President, Most Outstanding LOM,and Efficiency Award, the last as one of only 100 of the more than 6,000chapters throughout the world that got this award. It was also during thistime that the JCI Philippines national convention was held in DagupanCity, with Niknok serving as convention director and this convention seta precedent unbroken until now as the biggest in delegate attendance! Heis also a JCI senator of both the JCI Philippines and JCI (the worldorganization).

    Due to his Jaycee years, he gained the friendship of one of thestrongest pillars of DBJ, Benjamin Saplan Benjie Lim, who was its firstpresident and later became National President. So much so that in 1998,when Benjie ran for and won as congressman of the 4 th congressiondistrict in the House of Representatives, Niknok served as political officer and campaign coordinator. In the 2004 local election in Dagupan City, hewas elected city councilor under the ticket of Benjie as second-termmayor. As a local lawmaker, he is credited with the authorship of impact-bearing ordinances, mostly on environment-protection or enhancement,and served at one time or another as hermano mayor of the city fiesta andthe Dagupan Bangus Festival.

    Niknok joined the Rotary Club of Dagupan East as a recruit of fellow Councilor-Rotarian Luis Chito Samson, Jr., sometime during theterm of Pres. Brian Balingit. In 2008, he was elected President-Nominee of RCDE to serve in 2010-2011. He is a Paul Harris Fellow of The RotaryFoundation and has attended most of the lined up district and other external activities of Rotary, such as district conferences, assemblies,institutes, and seminars. His spouse, Marianne, describes him ascompletely passionate about Rotary. I think he sees what hes doing asso important.
