RECOMMENDATION

That the RCC Board recommend that the MTA authorize the EMC to awardcontracts as listed above for Specialty Consultants for Landscape Design on theMetro Pasadena Line.

_BACKG R____OUND

The RCC Board approved a subcontracting plan for EMC Specialty Consultantservices at its 7/13/92 meeting. In accordance with this approved plan, RCC Boardapproval is required to award this contract for Specialty Consultant services.

The Request for Qualifications was advertised January 31, 1993. A pre-submittalconference was held in the EMC offices on February 5, 1993. The submittal due

date was March 22, 1993.

A total of 18 qualification submittals were received. A short list of firms wasestablished and approved by RCC. The interviews with the short listed firms wereheld June 2, 1993 with EMC and RCC Staff represented in the interview panel.

Authorization to negotiate with Specialty Consultants for this Scope of Work(attached) was approved by RCC on May 10, 1993. The Summary of Negotiationsis attached.

The EMC has completed negotiations with Lee Andrews Group to provide planningof a job training program for EMC and its subcontracts, to comply with the MTAjob training program. The job training proposal will be incorporated into thesesubcontracts. The job training proposals will be consistent with the EMC program.

Each firm was selected based on the following: professional qualifications; experience and technicalexpertise in the type of work required, location of work; M/WBE utilization; design philosophy; andadministrative capabilities. The selection process included advertising in local newspapers, conductinga pre-submittal conference, review/evaluation of submittal documents by a Selection Committee andinterviews with the short-listed firms. The Selection Committee included both EMC and RCC/MTAstaff members. During the interviews, each team was asked for their preference for a landscapecontract, if chosen. Each team has been matched with their preferred design segment. For yourreference, we have enclosed a detailed selection report.

Within the next five (5) days, each of the above-referenced teams will be notified of their selection.The firms will then be required to meet with designated EMC staff members and begin the negotiationprocess. Following successful completion of negotiations, EMC will submit a recommendation to MTAfor the award of each contract.

Negotiation Process

The negotiation process involved three primary tasks in establishing contractual agreements foraccomplishment of work by the Landscape Designer. Those primary tasks were (1)identification of drawings required (2) assignment of personhours/drawings and (3) determination of costs. The tasks were accomplished as follows:

(1) Drawing List

The Landscape Designer was requested to prepare an index ofdrawings. The drawing list reflected the Landscape Designer’sunderstanding of the scope of work as well as the componentsrequired to prepare construction contract drawings.

The Landscape Designer’s drawing index was compared withEMC’s prepared drawing list. EMC assisted the LandscapeDesigner in refining the drawing list and recognizing conditionsunique to the design segment.

Agreement was reached on the list of required drawings.

(2) Personhours

The Landscape Designer assigned personhours to each drawing.Hours were allocated for design time and drafting time.Additional hours were included for management, clerical,scheduling, specifications, estimating, reports and coordination.

EMC compared the Landscape Designer’s personhour allocationsto EMC’s In-House estimate. Subsequent dialogue between theLandscape Designer and EMC led to an agreement on the totalnumber personhours needed to complete the design.

(3) Costs

Costs were developed by the Landscape Designer for the workelements. A cost proposal was prepared by the LandscapeDesigner which reflected detailed description of the following costestimates: (a) payroll costs -- wages, salaries. These costs wereconsidered actual costs verifiable by payroll records; (b) indirect

(3) Costs

Costs were developed by the Landscape Designer for the workelements. A cost proposal was prepared by the LandscapeDesigner which reflected detailed description of the following costestimates: (a) payroll costs -- wages, salaries. These costs wereconsidered actual costs verifiable by payroll records; (b) indirectcost -- established on the basis of FAR guidelines and acceptableaudit determination by Landscape Designer’s cognizant governmentaudit agency or MTA (c) Other direct costs -- recoverable directcost in accordance with FAR Subpart 31.2 (d) a fixed fee (profitallowance) that does not vary with costs.

Final Negotiated Price

The final negotiated price for each station design contract is indicated below. The final pricehas been determined fair and reasonable for the scope of services.
