Action Requested Adoption of Resolution R-18-154 authorizing the submittal of a Service Development Grant Application to the Florida Department for Transportation (FDOT). This application is for Fiscal Year 2019/20 implementation of the Beach ConneXion Shuttle, which is programmed in the Board adopted 2018 "Major" Transit Development Plan (TDP) update. Background Discussion

● The Florida Legislature enacted the State Public Transit Service Development Program to provide time-limited "start-up" funding to eligible applicants for special projects. This competitive program provides FDOT funding for new or innovative projects  which improve public transit usage or effectiveness. Transit Service Development Projects specifically include projects involving new services, routes, improved vehicle frequencies, new technologies, etc. for increasing service to the riding public.

● For Transit Service Development projects that improve system operations, FDOT is authorized to fund up to 50 percent of the net operating costs of the proposed project during the three (3) year start-up period.

● The Manatee County Service Development project proposal is to utilize Florida Department of Transportation (FDOT) funding to implement a new Beach ConneXion Shuttle service operating between Manatee County Public Beach/Anna Maria Island (AMI) and the underutilized parking areas at the intersection of Manatee Avenue West/75th Street.

● The Shuttle service would operate only on Saturdays, Sundays, and Holidays during the peak season for travel (i.e., December 1 through April 30) between the hours of 9 AM and 7 PM. Connections and feeder service to the new Beach Shuttle will be provided by Manatee County Area Transit (MCAT) via Route

3/Manatee Avenue corridor service Monday through Saturday, and the Beach Express on Sundays. ● As proposed, the project will meet the following objectives:

❍ Pilot the viability of park-and-ride public transportation services to Anna Maria Island. Underutilized parking areas at commercial shopping centers at the intersection of Manatee Avenue West and 75th Street would serve as informal parking areas and would complement the Beach ConneXion Shuttle service.

❍ Increase the capacity of public transportation services operating between the mainland and barrier island communities; and increase the overall through-put for the congested Manatee Avenue corridor during peak season travel.

❍ Reinforce the core network of fixed-route services in Manatee County. Specifically, enhance connections and accessibility to the barrier island via the Manatee Avenue/SR 64 corridor.

❍ Support economic development efforts in Manatee County by improving access to employment and recreational activities on AMI.

● The total three-year project budget, including marketing and administration costs, is estimated to be $159,000 ($53,000 annually). If funded by FDOT, the annual Manatee County share will be $26,500. If a grant is awarded to Manatee County, the Beach ConneXion Shuttle project would be funded in FDOT Fiscal Year 2019/20, which starts on July 1, 2019.

● The initial grant application deadline occurred during the summer 2018 Board recess. Now that FDOT is making project  selections for Service Development Program funding, the FDOT District I office is requesting  Board action (i.e., approving  the Beach ConneXion as a candidate Service Development Project).

SERVICE DEVELOPMENT PROJECT PROPOSAL – BEACH

CONNEXION SHUTTLE

Recipient: Manatee County Government Contact Information: William Steele Public Works/Transit Division Manager 2411 Tallevast Road Sarasota, FL 34243 (941) 747-8621 [email protected] Existing Service Profile: Route 3/Manatee Avenue provides line-haul, cross-county bus service linking eastern Manatee County and the Gulf Beach communities on Weekdays and Saturdays. A limited-stop Beach Express service provides similar mainland to beach connections on Sundays and Holidays. In the Holmes Beach area, the Route 3 and Beach Express services connect to the Anna Maria Island Trolley service which operates 7 days a week/365 days a year. When combined, all three services provide viable travel alternatives to beach areas and support community efforts to relieve traffic congestion issues from, to, and on Anna Maria Island, especially during the peak visitor season, December through April. No formal park and ride facilities exist along Manatee Avenue. Proposed Enhancement/Project Description: The proposal is to utilize Florida Department of Transportation (FDOT) funding to implement a new Beach ConneXion Shuttle service between Manatee County Public Beach and the underutilized parking areas at the intersection of Manatee Avenue W/75th Street W. The Shuttle service would operate only on Saturdays, Sundays, and Holidays during the peak season of travel (December 1 through April 30) between the hours of 9 AM and 7 PM. Connections and feeder service to the new Beach Shuttle are provided by Manatee County Area Transit (MCAT) via Route 3/Manatee Avenue and the Beach Express on Sundays. Duration: Three-year Service Development funding period. Project Location: The Manatee County Transit Division Administration Office is currently located at 2411 Tallevast Road, Sarasota, FL 34243. FDOT District: 1 Project Initiation/Completion Dates: Execute Joint Participation Agreement (JPA) by August, 2019 and initiate service December 1, 2019. Evaluate annually with review by the Technical Advisory Group (TAG) comprised Manatee County Public Works, Convention and Visitor’s Bureau, and FDOT staff. Project Objectives:

Operational Responsibilities: MCAT will operate and supervise Beach Express services and manage the project. Ridership and financial reports will be prepared by the Manatee County Public Works/Transit Division including any recommendations and/or service modifications. Planning Requirement: The Beach ConneXion Shuttle service is identified as a priority in the Manatee County 2018 Transit Development Plan (TDP). Table 9-4, the 10-Year Service Implementation Plan, in the TDP is attached to this application and represents the phased service improvement program developed through the TDP process and is based on extensive public outreach and technical analysis. Criteria for Success: This project will demonstrate the importance and viability of park-and-ride shuttle services between the mainland and Anna Maria Island. Underutilized parking areas on Manatee Avenue/75th Street W. will serve as ad hoc parking areas for travelers using the Beach Shuttle service. Techniques to measure project effectiveness include: average daily and total ridership, average cost per trip, and parking area utilization. Project Budget: This project is funded by FDOT at 50% of net operating costs.

Three-Year Budget: $159,000 Total Project Cost with a $79,500 FDOT share. Benefit to Other Systems: This project benefits other transportation systems by demonstrating the applicability of park-and-ride services specifically designed to connect barrier island visitor areas with mainland communities, especially during peak season travel. The project will also demonstrate the importance of alternative travel modes for congested urban corridors serving major tourist destinations like Anna Maria Island.
