Business is growing in every direc- tion and each month that mountain of legacy debt that was left to us by past leadership becomes more and more manageable simply because we are withstanding the pain of the simple Dave Ramsey financial plan; pay the smallest off, whittling the whole list down to the final major players and all along neither a borrower nor lender be. I will be the first to tell you that it has been a struggle and I think there are oth- ers out there who know all too well what I am talking about. But, what matters is where we are and where we are going, not so much where we have been as we are not the ones that made the errors and brought this challenge upon us, but we are going to be the ones to clear the ledger and return Raydar to the company that it once was as is indicated by the work we have ongoing and all that is being devel- oped. All Business Units, IT, Battery, Engineering & Logistics and Training are performing at highest levels and customers are very pleased, as they are with the Production Facility as well and at the PF, recent Business Development is trending upward at a steep spike. We are looking forward to a banner summer at the PF, with an expanded and robust staff, fully applied to multiple tasking under our Prime Con- tract as well as Subcontracted work and ever expanding Shop Work. As the old Chinese proverb says, “a man grows most tired while standing still.” We have no time or inclination to stand still and it is showing in all of us that are Raydar. We welcome the triumphant return to Raydar of Corbett Wolf & Josh Fegan from Pearl Harbor and Chris Russell from Bahrain. These three have taken us to the pointed end of the spear and shown our commit- ment at the most important point of attack; where the real mission of national defense is played out every day. Team Raydar is truly per- forming at the highest levels on the base, at the PF, at the corporate, at NAS Whidbey Island, WA and Philadelphia, PA, as well on-site, alongside our Warfighters in the Pacific and the Persian Gulf. President comments continued:

From the west coast of Africa, Joe reports tremendous progress on the Central Bank of Liberia (CBL) renovation project; all work is on schedule and on budget. So much so that we are now a finalist in the competition for an $80M, three phase construction of an international sports com-plex in Monrovia. Our CBL past performance is growing by the day and puts us in a very posi-tive light with evaluators who not only have our proposal to evaluate but every day they get an up close look at our capabilities when they pass our job site in downtown Monrovia. This par-ticular new project may require funding through the US OPIC (Overseas Private Investment Cor-poration) and Gordon has been working with that office over the last month as a financial supple-ment to our proposal in Liberia. We also recently won a subcontract with Northrop-Grumman’s CNTPO Division. A few years ago the US DoS Counter Narcotics Terrorism Program Office (CNTPO) issued a multiple award Prime Contract to Northrop-Grumman, Raytheon, Lockheed Martin, AIRINC and Academic (FKA Blackwater). A construction task order in Senegal was re-cently issued to Northrop-Grumman to be assigned to a small business international construction company and as we had been added to their list of potential companies and we had a large on-going job in West Africa (Liberia) already, we were selected. TCV of this project is $1.8M and we expect more CNTPO work as we demonstrate our capabilities in this project’s 90 day PoP. This new work brings RaydarInt’s gross TCV to over the $20M mark and makes us more capable to support the recovery efforts of RaydarIN. Right now Joe has been moving between Liberia, Italy and Senegal, while Gordon is off to Albania to work a merger with an export manufacturing group. Gordon may end up running the job site in Senegal on the CNTPO project as well. A suc-cessful completion of this Senegal job will assure us of more work on the Northrop-Grumman team, with one prospective subcontract follow-on already in the pipeline. Back here at RaydarIN we continue to work with Senator Brent Waltz and his merger & acquisi-tion team at the Baron Group to isolate integration and management solutions for sustaining and assuring our growth. A Senior Financial Analyst, Greg Hannan, has been working with us re-cently to identify leverage opportunities “inside” of our numbers. Thus far all is working at high-est synergy levels, with the most recent development being the incorporation of Raydar Exports. As we have just completing licensing for Export/Import business as well as being awarded a cor-porate Federal Firearms License, cleared as both for commercial sales domestically and interna-tionally as well as authorized to bid on Foreign Military Sales contracts as purveyors of weaponry and non standard ammunition. Raydar Exports will become a very viable entity in the comple-ment of Raydar Businesses. Congratulations to all of you who are doing it for us every day by putting your oar in the water to make us the best we can be and finally congratulations to the Raydar basketball team for winning the Crane League Championships defeating Anderson in a real barn burner Championship Game; 69-66. David Burkett & Steve Fougerousse put on full display the Raydar “refuse to lose” spirit by leading a second half comeback from being down 50-41 in the second half and dominat-ing the game’s final ten minutes to claim the title. David’s all round floor play, poise and leader-ship was typical of his leadership at the PF; standing at the free throw line with 2 seconds remain-ing and a one point lead, David calmly made the first free throw and then confidently turned to me and asked if he should make the second as well or miss it intentionally so that Anderson would be denied the opportunity to set up an ensuing in-bound play. When I said go ahead and make it, he did just that and the title belonged to Raydar. Whatever it took to come out on top for Raydar, he did and did Steve, despite dragging his “rehab” knee, was a power inside on the low block and outside raining three balls for which Anderson had no answer. Raydar has now won the two biggest athletic titles at Crane; the softball championship and now basketball. Many thanks go out to Kelly, Kris, Treva and Gordon for joining me in support of our team. Winning is an attitude and once learned it is ingrained in all that is Raydar. As long as we give our all and have no concern for where the credit goes, we win and we will always win. Just as we are doing at Raydar, our basketball team did as well; they had one focus, winning. A profound thank you to all from your “old man” I assure you I will do my part for you every day. I will work harder and make every effort to work smarter and together as the whole of T3S, we will make Raydar all that it can be. Happy April! I cannot believe the month of March passed by so quickly! It has been an extremely busy month on several levels but also very exciting. March Madness was in full effect with the NCAA tournament and all those late games! As many of you know, I love the game of basket-ball whether it is grade school, high school or college level and try to catch as many games as possible. A BIG congratulations to the Loogootee Lions for wining the 1A State Champion-ship! My family along with many other Loogootee fans were in attendance for the history making event as this was the first state championship for Loogootee. Congratulations! Congratulations to the Raydar basketball team also on a successful season in the Crane league! Speaking of Raydar, I want to take just a moment to wish John Hodges the very best on his retirement. I have enjoyed the years I have worked with John and appreciate his dedication to Raydar. I want to remind you that I need you to send me your completed training certificates. Safety Highlights: Distracted Driving

Distracted driving involves any activity a person en-gages in that has the potential to distract him or her from the primary task of driving and increase the risk of a crash. There are three main types of driving distraction: Visual — taking your eyes off the road Manual — taking your hands off the wheel Cognitive — taking your mind off what you are doing Distracted driving activities include: While all these distractions can endanger a driver's safety and that of others on the road, texting is the most dangerous because it involves all three types of distraction — visual, manual and cognitive. Reduce driving distracted by adhering to the follow-ing basic suggestions: Limit interaction with passengers — Limit talking while driving, keep your eyes on the road and both hands on the wheel. Avoid driver fatigue — Stay focused on the road and don't drive if you are tired .If necessary, share driv-ing responsibilities on long trips. Don't drive when angry or upset — Emotions can interfere with safe driving. Wait until you have cooled down or resolved problems before getting behind the wheel of a car. Avoid gawking — Don't take your eyes off the road to look at a crash or other activity If you need to use your cell phone — Pull off the road and stop in a safe place to use your phone.

Technical Terminology– Top 10 Pointers for Family Computer

Safety 1. First educate yourself, then your child. Banning a child from certain sites may only motivate them to spend more time on them, whereas educating your child on how to keep safe will give them the tools they need to navigate their online world without being hurt; from not posting personal information to a site to understanding that people they are talking to may not actually be who they are. If the parents know the dangers themselves, this sets an example to the child to understand them as well. 2. Teach children the obvious identity rules. Tell your children NOT to put photos of themselves on the Internet or to give out their names, addresses, phone numbers, schools, or other personal information online. 3. Install an Internet filter or family safety software. Family safety software is becoming extremely advanced and an effective way to filter dan-gerous content. Additionally, this software usually comes with tools like time manage-ment, remote monitoring and reporting, and keystroke recognition, giving families greater peace of mind and manageability. 4. Know the dangers associated with sites your children frequent. An ounce of prevention is worth a pound of cure. Whether it's MySpace, Facebook or an-other social networking site, by knowing what people are doing on your children's favor-ite sites that could put them in harm's way, parents can educate their children and show them the warning signs of potentially dangerous situations. 5. Teach children what to do if they encounter pornography on a home or public com-puter, such as at a school or a library. In a similar fashion to the fire warning of "stop, drop and roll," you can teach children to quickly turn off power to the computer monitor and go to get an adult. This can prevent a child from attempting to stop the situation by clicking more buttons (and thereby spread-ing the attack and being exposed to more porn). 6. Manage your children's time on the Internet. Scheduling times when a child can be on the Internet and the amount they can be online ensures that you know when they are on the Internet and how long. By not allowing them to have free reign reduces their chances of being exposed to inappropriate content. 7. Set specific Internet guidelines for your children to live by and consistently enforce consequences, if they are not being followed. Giving your children specific guidelines to follow will ensure they know where they stand when it comes to how they use the Internet as well as the consequences when they breach the rules. If a parent enforces consequences consistently, their children will be more likely to follow the rules. 8. Keep computers out of children's bedrooms and in open areas. With PCs in the open, children will be less inclined to view and access material that may not be acceptable. 9. Create a relationship with your children that is conducive to open communication. Open communication and trust is extremely valuable. By letting children know what is expected from them and that their safety is a top priority, they will feel that if something happens --whether they are approached by a cyber stranger or bully or receive an inappro-priate e-mail - they can approach a parent to resolve the issue without feeling they are in trouble. 10. Understand Internet Privacy Policies as they apply to your child.

You may be expected to explain why you need to know it. U.S. claims 12 Chinese groups are behind cyber attacks (Cyberwarzone, 3/14/12) U.S. cyber security analysts and experts have reported that 12 groups are behind the bulk of China-based cyber attacks stealing critical data from US companies and government agen-cies. According to the Associated Press, the US often gives the attackers unique names or numbers and can tell where the hackers are, and even who they are. Targets have broadened from the US government to private industry defense companies to critical infrastructure in the last ten to 15 years; according to Jon Ramsey, head of the counter-threat unit at Dell SecureWorks, hackers in China have different digital fingerprints which are often visible through the computer code they use, or the command and control com-puters through which they route their malicious software.
