SAFETY TIPS

When it comes to lifting pallets, unloading trail-ers, moving materials around the docks and transporting materials throughout a facility, pallet lifts are a materials handling mainstay. Also known as transporters, pallet lifts come in manual and powered varieties, including walkies,

riders and walkie-riders.Pallet lifts are smaller than most other lift trucks, but don’t be

fooled. Pallet lift operators can suffer severe crushing or pinching injuries if any body parts strike against objects or if the lift drops unexpectedly. Other, more common, problems include:

▪ Overexertion from pushing and pulling;

▪ Jammed wrists and hands from the lift stopping abruptly or hanging up due to uneven work surfaces;

▪ Jarred joints or spines from driving powered pallet lifts over irregular surfaces; and

▪ Fractures, contusions and cuts from striking against other objects when maneuvering in congested areas.

As with other types of lift trucks, keeping employees safe around pallet lifts means focusing on three key functions: training, pre-use inspections and correct operational practices.

TRAININGEven though pallet lifts are relatively straightforward devices, all employees must receive proper training before using them as well as undergo retraining every three years. For guidance, turn to OSHA 29 CFR 1910.178, Powered Industrial Trucks. Note: Although this standard addresses industrial trucks powered by electric motors or internal combustion engines, including manual pallet lifts in your training program is also a best practice.

According to OSHA 1910.178, all operators should participate in classroom and hands-on instruction that includes quizzes and performance demonstrations. Another best practice is to coach

PALLET LIFT BASICS▪ Manual pallet lifts must be pulled when transporting loads.

▪ Common operator injuries include overexertion, back and joint stresses, fractures, cuts and contusions of the hands and feet.

▪ The potential still exists for crushing and striking injuries, despite pallet lifts’ smaller size.

▪ Pallet lifts have small wheels that can jam on any irregular sur-face. Good housekeeping is vital.

▪ Pallet lifts are narrower than other lift trucks, so they may be less stable.

▪ Two main standards cover pallet lifts: OSHA 1910.178, Powered Industrial Trucks and OSHA 1910.132, Personal Protective Equipment (for safety footwear).

The simplest and least expensive lift

trucks are non-powered pallet trucks,

also known as hand pallet trucks or

hand pallet jacks. Powered pallet

trucks come in two versions, known

as “walkies” and “riders.” The walkie

is designed for the operator to walk

along with the truck, while the rider

has a platform on which the operator

can stand.

employees regularly in all areas of operations, including powered industrial trucks.

Additionally, many companies employ a “vesting period,” a training best practice in which new operators are required to wear an orange vest to signify that they’re not yet licensed. During this time, operators are still productive, but they must demonstrate they are capable of operating the equipment safely.

The vesting period is especially important for the powered walkie-riders and riding pallet lifts, which are more complicated to drive. Require the vesting period to last at least two weeks for pal-let lifts before the new operator becomes fully licensed. This way, you can give structured one-on-one coaching during the vesting period to reinforce critical skills.

INSPECTIONSJust like any other powered industrial truck, each operator should inspect his or her pallet lift—including manual models—before each use and document this inspection on a standardized check-list. Important areas include:

2. Wheel condition, including their ability to roll smoothly

3. Hydraulic seal on the lifting mechanism

4. Handle condition and ability to turn easily

5. Fork condition

6. Overall cleanliness

Powered Pallet Lifts*

1. Operator’s standing area or compartment

2. Battery and cables

3. Hydraulics/mechanics

4. Brakes

5. Horn* Note: These are in addition to the above items.

OPERATIONSFinally, safe operating practices are where the rubber meets the road, so to speak. Although pallet lifts’ safety requirements are comparable to those for other lift trucks, their wheel size merits special attention. Since they’re small, these wheels are especially susceptible to substandard floor conditions.

To operate pallet lifts safely and easily, all floors should be smooth and free of debris, cracks and foreign matter. You’ll also want to lessen any abrupt changes in the floor’s surface levels at the dock plates or expansion joints and repair all heaved concrete promptly.

Vehicle orientation is another important matter. Manual pallet lifts should be pulled to move their loads safely. No matter which type of pallet lift they’re using, employees must ensure that their forks are always trailing when transporting loads. They must also always keep in mind that pallet lifts are not as wide as other types

of lift trucks and therefore may be less stable. And manual lifts, of course, should never be ridden as a skateboard!

Operators may be required to wear protective footwear, espe-cially those who use manual pallet lifts. Conduct the Required Personal Protective Equipment Assessment found in OSHA 29 CFR 1910.132, Personal Protective Equipment.

Pallet lifts are frequently transported in delivery vehicles to assist with loading and unloading at destinations.

It is imperative to properly secure and block the pallet lift in the truck to prevent it from rolling out and striking the delivery opera-tor when opening the box truck/trailer door. Also, storing the lift properly will prevent it from falling off the truck during transit, which has seriously injured or killed motorists driving behind the delivery truck.

Otherwise, many rules of the road that apply to conventional lift trucks also apply to pallet lifts. Make sure all operators know:

▪ How much stopping distance is needed;

▪ To keep all body parts inside the perimeter of the vehicle;

▪ How to place loads safely;

▪ Who has right of way at corners and intersections;

▪ How to park or store the pallet lift properly;

▪ When and how to enter and exit trucks and trailers;

▪ How to assess whether a pallet is sound for lifting or stacking; and

▪ When and how to charge and/or replace the battery.
