This is revolutionary and very exciting for the future. The Unique Cancer Laboratory, which is nearing completion, is on schedule to be open and operational during August/September of this year, and will take up a large section of the top floor of the new building QA building. One of our readers has recently written to Mr Mates, our MP, expressing his concern about the growing phenomenon of ‘garden grabbing’ by property developers. Here is a short extract from his letter: “Our own back gardens are under threat and after three years of campaigning against it, developers have succeeded in obtaining permission to build in back gardens very close by. The developers have already included ours and neighbouring properties as potential sites for further development. Other groups of homeowners near by have also been campaigning against a number of plans for inappropriate, damaging and unwanted infill.” The next reading of Caroline Spelman’s Bill in Parliament on Land Use calling for the removal of gardens from the definition of brownfield sites will be on Friday 15 June. The text of the plaque which used be above the door ofthe former Cowplain Cricket Pavilion on Padnell RecreationGround reads as follows:“This pavilion was provided from funds contributed partlyfrom the profits of The County Pie Scheme, organised in thisarea by Mrs P Herriott during World War 2 and partly by theHavant and Waterloo Urban District Council. Mrs P Herriottperformed the opening ceremony on October 16, 1954.”What was the scheme that paid for this work? Therein mostcertainly lies a story!Rationing Arrives

During and after the last war, a number of measures weretaken, apart from direct rationing, to enable food suppliesto be controlled. One such measure resulted in substantialfunds being raised, which were ploughed back into thecommunity following cessation of rationing.From the very beginning, all farming came under the controlof the Ministry of Agriculture and Food. Plans of each arablefarm were issued to the farmer showing the size of each field;cropping; rotation and expected yield. The supplies of animalfeedstuffs were also strictly controlled.Similar restrictions applied to dairy and poultry farming.Farmers were told where to send their milk and those notbelonging to the Egg Marketing Board before the War wereprevented from joining during its duration.The average country dweller was encouraged to “Dig forVictory” and grow as much fruit and vegetables as possible.The keeping of pigs; chickens and bees (for which extrasugar was provided) and the making of home made jam;honey; bacon and sausages became an important part ofthe War effort. Thus the wheels were set in motion for theallocation and control of main food supplies.

THE COUNTY PIE SCHEME AND THE COWPLAIN CONNECTIONBY DAVID PINK

With spring upon us, Hampshire County Council’s roadsafety team is asking bikers to wear the appropriate gearand check their bikes are ready for action on the roads -last year motorcycles represented just 1 per cent of roadtraffic nationally but accounted for 18 per cent of all roadfatalities.The road safety team is reminding bikers who’ve taken abreak from the roads over the winter months to take extracare, to spend time checking tyres for the correct pressures,wear and damage, and consider servicing or repairs beforereturning to the roads. They also want to encourage bikersto consider taking an Edge44 assessment, which is run inpartnership with Hampshire Constabulary.The Edge44 assessment lasts around four hours and isshared with another biker. During that time you’ll coverabout 80 miles on the road as well as swapping ideas andexperiences.The latest edition of Biker Insight is now available, full ofuseful tips for bikers on safety and local events, andpromotes the Edge44. The road safety team will bedistributing copies to all motorcycle dealerships and keymeeting places for bikers.

This was achieved early in 1940 by a system of couponsand points – the rationing system – every person wasallocated a ration book.45 million new books had to be distributed at short notice.Many volunteers assisted with this task. The W.V.S. bore thebrunt of this work, just one of the many ways they were tobecome involved in the War effort.As rationing got under way each family had to be registeredwith an appropriate supplier who could supply only rationedgoods to those who were registered with him.A typical food ration per person was:

Weekly: 4ozs bacon and ham, 8ozs sugar, 2ozs tea, 1dto 2d worth of meat, 2ozs cheese, 2ozs butter, 4ozsmargarine, 2ozs cooking fat, 2 pints liquid milk.Fortnightly: 1 shell egg.Four weekly: 1 packet dried egg, 12 ozs sweetsAlso a quantity of dried milk.Coffee, cocoa and by products were available from ‘underthe counter’.Whale meat (a kind of fishy steak); spam and other madeup products were fairly available and the housewife whohad to juggle with budget and coupons had Wartimerecipes available from Lord Woolton, Minister of Food.

If you stick too closely to the kerb, drivers will try topush past• Ride defensively - Remember other road users may nothave seen you. Give yourself time and space to assess whatis going on• Watch out for the weather - Visibility can change with theweather and the time of day. If conditions worsen, you maybe harder to see.

Waterlooville Music Festival has a full and variedprogramme. Last year the standard of performers was sogood that we had an avalanche of people contacting usasking to be included this year. Thus we have an entirelynew programme. This was not without it’s heartache as weall wanted last years performers to come again but it wasdecided that two weeks might be too long to sustain interestfrom our loyal audiences!

Our new influences include a couple of workshops for childrenin flowers and the organ, an Easter Musical, a scratch Faure,a steel band, a Rock band and a special Last Night of theProms with all the old favourites to sing along to.Lunchtime concerts will be free and the evening concerts willbe £5. There will be a passport ticket for all the concerts at adiscounted price.Please direct any enquiries to Jane on Tel: 9226 3576.

Therapeutic massage is being launched in a bid to helpreduce stress and promote a sense of well being in vulnerableolder people and their carers.Hampshire County Council’s Older People’s Well-being Teamhas teamed up with the British Red Cross to roll the idea outacross the county.The free massages will take place at day centres and clubsand no appointments are necessary. Each client will get ahand care, neck and shoulder massage, over their clothes,for around thirty minutes, from trained volunteers.The treatment provides a gentle, comforting treatment for thosewho are anxious, tense, or ill. It can assist relaxation, andpromote a sense of well being.

LOOKING GOOD, FEELING GOOD!

There is mounting evidence that simple massage techniqueshave very beneficial effect for individual under stress or in pain.Early research shows that even 10 minutes simple massagecan reduce stress levels, and relieve pain and symptoms whereappropriately used.The volunteers delivering Therapeutic Care are recruited andselected for the training because of their skills in being ableto communicate early and compassionately with strangers,without judgement or criticism.
