Customs ClearanceAll shipments crossing the borders of the Russian Federation need to be cleared at customs. DHL offers a full range of customs services in accordance with the applicable Russian customs legislation while making this process as fast and easy for you as possible.

Receiver PaidIf you need to receive a shipment and pay for the delivery yourself we can offer you our Receiver Paid service. Please pay attention: minimal chargeable weight for this service is 0.5 kg.

GOGREEN Carbon NeutralDeveloped as a part of DHL’s corporate climate change protection program, this service allows customers to offset the carbon emissions produced directly by the transportation of their shipments. An internationally certified carbon accounting system allows DHL to calculate the emissions associated with individual shipments and to make corresponding investments in environmental protection programs, such as the development of alternative fuel technologies or forest restoration projects.

Packing list verificationThis service means that DHL Express employee will check the match between documents you are shipping with those that you mention in the packing list. The packing list should be prepared by you. As a result you will get packing list verified by DHL Express as shipper. This service is provided in DHL Express offices and can be applied to domestic shipments only.

SURCHARGES*Fuel Surcharge

Fuel surcharge is applied to all international and domestic

shipments. The surcharge is adjusted at the beginning of

each month and is published at dhl.ru.

Remote Areas

If you need to send a parcel or a document to a remote

location within Russia or anywhere else in the world or to

pick up a shipment in a remote location abroad, DHL will

deliver the shipment you need. Special tariffs apply. The list

of remote locations is available at http://raslistus.dhl.com/jsp/

first.jsp or on pages 28-39 of this Guide.

Over Size Piece / Over Weight Piece

If the standard restrictions for weight or dimensions of

a piece are exceeded, DHL applies an additional surcharge

to cover the additional transportation costs associated with

carrying that shipment. The surcharge for processing of non-

standard shipments is applied when:

At least one piece is larger than 70kg for international

shipments/50kg for domestic shipments

The length, width or height of at least one piece

exceeds 120cm

For some services, the restrictions on piece weights and

dimensions may vary.

Shipping Lithium Batteries**

DHL offers transporting of lithium batteries regardless of

whether there are they recharged(Lithium Ion) or non-re-

chargeable (Lithium Metal), but only at adherence of rules of

transporting of domestic and international transportations,

managed by International Air Transport Association IATA.

Address Correction

A fixed surcharge is applied to any shipment that has an

incorrect delivery address at the time of pickup and the

delivery cannot be fulfilled after making efforts at the

destination to determine the correct address. The Address

Correction surcharge applies to domestic and international

shipments.

Premium 9:00/10:30

A fixed premium charge applies to the service DHL Express

9:00/10:30 for all international and domestic shipments.

Premium 12:00

A fixed premium charge applies to the service DHL Express

12:00 for all international and domestic shipments.

Restricted destination

A surcharge applies when shipping to a destination country

that is subject to trade restrictions imposed by the UN

Security Council.

Elevated Risk

A surcharge is applied when shipping to a destination

country, DHL is operating at elevated risk due to continuous

state of war, civil unrest, or continuous threats from

terrorism.***

Data Entry

This fixed surcharge applies for each shipment consigned

with non-electronic, paper based manual waybills. Electronic

shipping documentation incurs no additional charges. Will

not be applied when ordering some of additional services.

invoice or a proforma invoice.

Our customs specialists are ready to provide advice

based on about 30 years experience in customs clearance

procedures in accordance with Russian customs

legislation. For more information on customs services

Customs-related terminal handling services are available

on request.

Customs services rates for DHL IMPORT EXPRESS service

are lower than our standard customs services rates.

An electronic customs clearance solution is available.

Customs Declaration Services and the Range of Terminal

Cargo Handling Services including Loading and Unloading

The whole range of tasks related to arranging customs

declaration, including analysis of shipping documentation,

establishing of HS Codes, compiling of sets of documents,

assistance in drawing up standard letters on behalf of the

client, drawing up of customs declaration and customs value

declaration forms, as well as the range of services related to

terminal cargo handling, including loading and unloading,

and registration and logging of cargo at bonded warehouse

storage facilities. Arrangement of customs declaration

also includes submission to customs authorities of customs

declaration forms, and the full set of documents and records

for the goods, and attendance at both customs inspections

and clearance, and at the release and return of goods from

storage.

Arranging Preliminary Inspections

This is carried out where applicable for the purposes of

identifying the load, ascertaining the quantity, weight,

name and intended use of the goods. The preliminary

inspection is necessary for the assignment of the correct

HS Code for declaration of the goods to the customs

authorities. It is applicable in instances where accompanying

documentation lacks sufficient information required for

customs declaration of the cargo, where discrepancies with

the goods records declared in the shipping documents have

been previously discovered.

Adjustment of information in Customs Declaration

(per Customs Declaration)

Drawing up of this document is initiated by the customs

authorities. DHL provides the service of compiling the

adjustment to customs values document.

Specialised Forms of Inspection (veterinary, phytosanitary,

DRM, health and safety)

Veterinary, phytosanitary and health and safety inspections

are carried out in cases where HS Codes correspond to the

relevant control measures. These are obligatory for all goods

of vegetable and animal origin, as well as those goods in

direct contact with humans capable of causing harm to

health.

DRM – is the control of fissile and radioactive materials. This

service consists of the receipt of the requisite documentation

from the state supervisory authorities.

Representing of customer within additional control of

functional departments of Customs if available

Representation of client’s interests at conducting of

inspections of declared records by customs authorities

departments. Required in cases where terms for approval,

or of a decision taken, have been entrusted to specialised

customs departments. For example confirmation of goods

code or approval or determination of goods’ customs value

etc.

Obtaining certificates and permits by authorized

organizations

Preparation of the set of necessary documents and their

submission to authorized organizations on behalf of the

client. Applicable according to the agreement made with

the client for those goods where presentation of such

documents is required by law.

Preparation of the set of documents (beyond the scope of

standard documentation), required for declaring goods to

the customs authorities.

n Compiling invoices and translating their contents.

Preparing customs related paperwork

DHL can prepare customs related paperwork on base of

information and documents provided by Represented Entity:

n Translation of invoice;

n Preparation of technical description on base of

information and documents provided by Represented

Entity in a format pre-agreed by Parties;

n Preparation of drafts of annexes for a trade contract or

other similar documents of Represented Entity , where

needed (e.g. drafts of specifications, additional annexes)

Receipt of Confirmation from Border Customs Officials of

De Facto Goods Exportation

Presentation of goods to border customs officials, receipt

and dispatch to client of written confirmation of de facto

exportation in cases of export.

Applicable on request of the client only for cargo subject to

individual goods declarations.

Arranging of Customs Declaration According to Bonded

Transit Procedure*

The range of tasks needed to receive permission for

the application to goods of the internal customs

transit procedure, for submission of transit declaration,

presentation of goods records and documents to the

customs authorities, and for arranging of goods customs

clearance, and release of goods from bonded storage. This

service is to be preagreed.

Storage of Goods at Bonded Storage Warehouse

There is a single tariff throughout Russia for all cargo

moving through DHL network. Payment is not applicable to

goods storage on the first weekend or public holidays after

arrival, if they fall earlier than on the fourth working day

after the cargo has been placed in storage.

HOW TO SHIPWITH DHL EXPRESS

PREPARING YOUR SHIPMENTVolumetric weight

You may be sending a large, light weight shipment where

its volumetric weight exceeds its actual weight. If so, the

cost of the shipment is calculated based on the space your

consignment takes up on the aircraft. This is a standard IATA

method.

To calculate the volumetric weight of your shipment simply

multiply the length (cm) x height (cm) x width (cm) of the

shipment package and divide the result by 5000.

DOCUMENTATION REQUIRED

Waybill

All shipments sent with DHL Express need to have a fully

completed DHL waybill or label securely attached to each

piece. This will enable the successful movement of your

shipment through the DHL network. Each waybill or label is

individually numbered to allow you to track your shipment

from collection through to delivery. Your shipment

may also need to be accompanied by required customs

documentation, such as a commercial or proforma invoice,

as well as additional paperwork depending on the contents

and value of the shipment and the country you are sending

to.

Commercial invoice

A commercial or proforma invoice is required when sending

goods to countries and territories outside your origin

country or customs union. All non-document shipments

must be accompanied by an invoice. This is essentially

a declaration containing all the details of a transaction and

is used by customs authorities to assess if duties or taxes

are payable. A commercial invoice is used when goods are

part of a commercial transaction or intended for resale.

A proforma invoice is used when sending goods of no

commercial value (for example, when sending samples).

HOW TO FILL OUT AN INVOICEYour invoice will require the following details:

1 Payer account number and insurance details.

Please choose the method of payment. For transport charges

to be paid by the receiver or 3rd party, specify the payer’s

account number. If this is not specified, the invoice will be

sent automatically to the sender. To insure your shipment,

please specify the value of your shipment.

2 Description

Generic or broad descriptions are no longer permitted and are

likely to cause delays. Descriptions should include the items,

how many there are, what they are made of, and what they

will be used for. For example, describing items as ‘samples’,

‘parts’ or ‘spares’ is not acceptable for customs classification,

safety and security reasons.

3 Commodity code

This is the product identification code used by the exporting

country to classify the goods to be exported. It assists clearance

and avoids delays.

4 Country of manufacture/origin

This relates to the place of manufacture, not the country of

export. If items are manufactured in more than one country,

please list the origins.

5 Total declared value

This is the total value of the transaction for customs purposes

based on the Incoterm selected. The total declared value

should include freight and insurance charges if the seller is

responsible for these two elements.

6 Type of export

The options are: (1) Permanent; (2) Temporary; and (3) Repair

& Return.

7 Incoterms

Insert the Incoterm that best describes the terms of the

transaction. For example, DAP (Delivered At Place).

8 Reason for export

This could be: For Sale; For Repair; After Repair; Gift; Sample;

Personal Use Not For Resale; Replacement; Intercompany

Transfer; or Personal Effects.

PACKAGING YOUR SHIPMENTDHL Packaging

To ensure that your shipments travel safely and securely

through the DHL EXPRESS global network, it is important that

they are packaged and labeled correctly.

Packaging Guidelines

n If you are re-using envelopes or boxes, please ensure that

old labels and markings are removed.

n Securely fix the waybill to the shipment. The waybill can be

thought of as the shipment’s airline ticket and it will delay

delivery if it becomes separated from your shipment.

n The barcodes on the waybill are scanned at numerous

points during your shipment’s journey. Please ensure the

barcode is flat and not covered by tape, shrinkwrap or

strapping.

n Place the waybill on the top or side of your shipment and

please ensure it does not overlap the corners or edges of

boxes.

n Use adequate protective wrapping for fragile or delicate

items and ensure they are packed as far away as possible

from the corners of boxes.

n To prevent injury to our employees, please pay special

attention to the packaging of sharp items. There should not

be any possibility of the contents piercing the packaging.

n Any individual pieces over 70kg should be placed on

a pallet. If you are sending a multi-piece shipment, it is not

PROHIBITED AND RESTRICTED GOODSWhenever possible DHL Express will provide service to you

by transporting your shipments. However, a variety of laws

and regulations, as well as common-sense safety and security

measures, prevent DHL from accepting certain commodities

for transport.*

1. Animals, fish, birds (live) (Including mammals, reptiles,

spiders, fish and birds)

2. Human remains or ashes.

3. Bullion (of any precious metal) (Usually, but not limited

to gold or silver in mass e.g. gold bars or ingots). Loose

precious stones. Articles of precious metals and stones.

4. Cash (current legal tender) (bank notes, currency notes

and coins).

5. Complete firearms, steel, ammunition, explosives /

explosive devices.

6. Ivory and illegal goods. (Any goods considered to be

illegal (as determined either by the exporting country,

transit points, importing country or international law)

are prohibited for carriage. E.g. pornography, pirated

goods, goods certain narcotics (heroin, cocaine), counter-

feit products, smoking blends containing the following

ingredients: sage predictors (Salvia divinorum), hawaiian

rose (Argyreia nervosa), blue lotus (Nymphaea caerulea).

7. Electronic cigarettes and components.

Restricted

1. Antiques and works of art (insured or uninsured, valued

in excess of €500,000*). Regardless of value, if insured,

customers must provide an independent proof of value

in advance of collection.

2. Banderols / tax stickers.

3. Cigarettes (both smoking and pipe tobacco, cigars,

cigarillos).

4. Dangerous Goods (Necessary coordination with the

department of Additional Services)

5. Negotiable instruments in bearer form (whether cash-like

or not). E.g. activated SIM cards for mobile telephones,

blank or activated credit or cash dispenser cards, blank

checks, event tickets whether cash-like or not, lottery

tickets, money or postal orders, pre-paid phone cards,

tickets (blank stock), Traveller’s Cheques, vouchers/

tokens, unused stamps etc.

6. Furs.

7. Jewellery without precious and semi-precious stones and

metals for delivery within the country. Jewellery with-

out precious and semi-precious stones and metals for

international delivery if the price of the individual item is

not more than € 5,000* total party value – not more than

€ 100 000*, not limited for transportation and accepted

according to the custom regulations of the Russian Fed-

eration and DHL rules.**

8. Watches without precious metals. Individual items with

values in excess of €5,000* and consignments in excess of

€100,000* are restricted for carriage.

If the assessed value does not exceed specified limits, the

watches are accepted without restrictions.**

9. Toy guns, air guns.

10. Imitation or replica firearms, ammunition, explosives/

explosive devices. Firearms parts. (Including all parts

of firearms (e.g. rifle butts, sight, trigger mechanisms,

screws/bolts etc.) manufactured for the sole purpose

of creating a functional firearm).

Objects that may potentially be used as a weapon, but

this is not their direct purpose (kitchen knives), including

decorative products (sabres, swords, etc.) are accepted

for carriage without restrictions, but the sender shall

attach the certificate /passport (with stamp), that the

given object is not a cold weapon.**

1 DHL’s shipment charges are calculated according to the higher of actual or volumetric weight. The weight shall be rounded up to the value divisible by 0.5 kg (for weighing less 30 kg) and 1 kg (for shipments weighing more than 30 kg).
