BOARD OF EDUCATION PUBLIC MEETINGS All Board of Education meetings are advertised.

Regular Meetings are generally held the second (work session) and third (business meeting) Tuesdays of each month. These are the Board's formal meetings to discuss Board and committee business and to vote on agenda items. Special Meetings are scheduled throughout the year to allow additional time for Board discussion or to hold a formal vote on agenda items when needed to meet deadlines or take action between Regular Meetings. If action may be taken, the meeting will be so advertised. (These may or may not have a public comment session.)

Closed Sessions are advertised but not open to the public. These meetings are for Board discussion of personnel, negotiations and other items which need not be discussed in public view, in accordance with the Open Public Meetings Act.

DISTRICT INFORMATION

BUS RULES AND REGULATIONS School bus safety is everyone’s concern. All students who ride a school bus have responsibilities which help to provide for the comfort and safety of other students as well as themselves. Please take a few minutes to ensure that your child or children understand the guidelines for school bus safety:

1. Be at the bus stop five minutes before the scheduled time. 2. Never run to or from the bus. 3. Wait on the sidewalk or shoulder, never on the roadway. 4. Be respectful of private property at or near bus stops. 5. Do not push or shove while in line to board the bus. 6. Wait for the driver’s signal before crossing the road. 7. Always cross at least ten feet in front of the bus. 8. Never cross the roadway behind the bus. 9. Never crawl under a school bus. 10. All district school buses are equipped with seat belts. Their use is State mandated. 11. Stay in your seat, always facing forward. 12. Keep head, arms and legs inside the bus at all times. 13. Always obey the driver. 14. Do not yell, shout or do anything else to distract the driver. These actions could endanger lives. 15. Do not deface the bus seats or other equipment. 16. Do not eat or drink on the bus. 17. Avoid leaving articles on the bus. 18. A student may ride only the bus to which he/she has been assigned, unless prior approval has been

granted by both the school and the transportation office. 19. All students will have assigned seats on the bus for to and from transportation and must remain in

their assigned seat for the duration of the school year, unless change is made by the transportation bus driver.

20. Student items left on the bus will stay on the bus for next day pick up.

Students who fail to comply with the above regulations may be deprived of the privilege of using the bus and will be subject to disciplinary action.

LEAVING SCHOOL GROUNDS Every effort is made by school personnel to safeguard your child while in school. The school must know where your child is at all times in order to ensure that he/she is under proper supervision. Students are not permitted to leave school grounds during the day unless written permission has been secured from home and approved by the administration. If a student must leave before regular dismissal time, only a parent, relative or authorized adult may take a child from school. At the time of departure, the person making the pickup must sign out in the office in the presence of school personnel.

SCHOOL VISITORS The following security measures are in place at all six schools. Visitors/parents should bring identification when visiting the schools. Upon arrival, visitors/parents are to press the call button on the outside of the building. This will signal the office of their presence. Visitors/parents are to identify themselves and state their intentions for entering the building before doors are opened. Upon entering the building at all schools, visitors/parents must report to the main office and/or visitor sign-in table and/or Lobbyguard machine where they will receive identification and instructions before going to any part of the building. At no time should a staff member transact business with a person in the school who does not possess a visitor’s pass. Staff members have been instructed to escort any person in the building without proper authorization back to the main office or lobby. No visitor may confer with a student in the school unless it is with specific approval of the principal. A student is never permitted to leave the school with anyone who is not clearly identified as his/her parent or person authorized to act on behalf of the parents/guardian. The principal may prohibit visits by persons whose reasons for visiting are in doubt or whose past activity has proven disturbing to the school program. [Policy No. 9150, Regulation No. 9150]

HEALTH SERVICES A full-time registered nurse is on duty in each school during the school day. By state law the nurse can only administer first aid and follow written doctor’s orders. In case of a serious accident, parents will be notified immediately. If it is necessary for the child to go home, parents must make provisions to pick up the student. The nurse is not permitted to transport students.

Physical examinations conducted by a healthcare provider chosen by the student's parent/guardian at the provider's facility are required upon entry into the school district and prior to participation on high school athletic teams. A full report of the examination (documented on an approved school district form, dated and signed by the medical provider) must be presented to the school. In order to ensure that the learning potential of each student is not diminished by a physical disability, additional physical examinations are strongly encouraged at least once during each of the student's developmental stages: early childhood (preschool through grade 3), pre- adolescence (grades 4 through 6) and adolescence (grades 7 through 12). Vision screening is done by the school nurse in grades pre-K, K, 2, 4, 6, 8, 10, for new students, and as needed. Auditory screenings are conducted on students pursuant to the state regulations. By state law, every child ten years of age and older must be examined biennially for scoliosis.

Students requiring medication at school, including such things as acetaminophen and cough drops, must present written orders from the nurse practitioner or physician and the parent detailing the name of the medication, dosage, time of administration and period of time over which medication is to be given. The medication must be brought to school by the parent/guardian in the original container appropriately labeled by the pharmacy.

ATTENDANCE Regular attendance is essential if your child is expected to be successful in school. Absence can be a major cause of student failure. If a student is absent, parents must call the school within one hour of the school start time. Written notice must be filed with the homeroom teacher prior to religious absence. Students will not be excused during the school day except for important reasons. Parents should make every effort to schedule medical, dental, and other appointments at times when school is not in session. Special permission to take

children out of school for a long absence must be secured from the office. Student absence for extended periods is strongly discouraged. Copies of Board Policy 5200 on attendance are available at each of the Randolph public schools and also on the school website (www.rtnj.org). [Policy No. 5200, Regulation No. 5200]

SCHOOL RECORDS A pupil’s records will be made available to the parent or legal guardian of a student under the age of 18 or to a student who has attained the age of 18. A parent or adult student may challenge records on the grounds of inaccuracy and irrelevancy in writing to the Superintendent. If the matter is not satisfactorily resolved, the parent or adult student may appeal the decision to the Board of Education within ten days. A copy of the Board Policy 8330, Pupil Records, is available at each of the Randolph public schools and also on the school website (www.rtnj.org). [Policy No. 8330, Regulation 8330 ]

SCHOOL LUNCH PROGRAM All children may purchase a complete hot lunch including entree, bread, vegetable, fruit and milk. A variety of other foods is sold separately such as milk, cold beverages, ice cream and other dessert items. Lunch may be purchased with cash or our computerized point of service system. The point of service system allows parents to deposit money into their child’s account by either cash or on-line. Menus and complete instructions on our point of service system are posted on the district website (www.rtnj.org). [Policy No.8540, Regulation No. 8540]

LOST AND FOUND Each year hundreds of items are lost by students. All inquiries about lost articles should be directed to the main office in all schools. It is urged that identification markings be put on such items as coats, eyeglass cases and calculators. Periodically and at the end of the year, all clothing not claimed will be donated to charity. Students are discouraged from bringing valuables to school.

FIELD TRIPS The outside community contains many opportunities for pupils to experience real-life situations. The regular classroom can be extended through field trips, speakers, resources and on-site visits. All field trips are supervised by classroom teachers. Students are required to return a signed permission slip and completed emergency healthcare plan in order to attend a field trip. Students may be asked to bear the cost of some field trips including the cost of transportation and admission. [Policy No. 2340, Regulation No. 2340]

TRANSFERS If you plan to transfer your child to another school district, please notify the office several days before you leave. In this manner, all necessary clearance for forwarding records and information can be adequately arranged.

SCHOOL INSURANCE Occasionally students are accidentally injured while taking part in school activities. In order to limit medical bills as a result of injury suffered in the school, the Board has purchased a supplementary insurance policy, covering all students during school hours, which takes effect once personal insurance is exhausted. This insurance covers up to 70% of the amount not covered by personal insurance. Extended coverage may be purchased from the insurance carrier by parents. Injuries occurring during sports practice/events are to be reported to the coach immediately. Insurance forms are available electronically at www.rtnj.org

MONEY AND VALUABLES Valuables (rings, electronic devices, watches, necklaces, money) which students bring to school should always be safeguarded. We cannot assume responsibility for the safety of valuables left in classrooms or lockers. In grades where lockers are assigned, locks should be fastened shut at all times when the locker is not in use. Lockers assigned to students remain the property of the Board of Education and are subject to

periodic inspection. Students are discouraged from bringing valuables to school. If items are lost/stolen, parents have the option of completing a police report. Students will need to provide a lock for gym lockers.

POLICY ON DISCIPLINE If children are happy and interested in their school activities, discipline problems rarely occur. The maintenance of discipline is a cooperative task between the home and the school. If difficulty occurs with an individual pupil, we will first try to find the cause of the problem. Many times the underlying cause of the problem is minor and can be remedied without parental involvement. In more serious cases requiring disciplinary action, parents will be contacted immediately to help work out a school/home solution. Suspension from school may occur if deliberate acts of a pupil cause injury to the health, morals or welfare of other children; if there is a serious violation of school regulations; or if the conduct of the pupil interferes with the education of other pupils in the classroom. In the event of a suspension, the pupil may not return to school until the parents have contacted the principal. The high school has instituted an In-School Detention Program for violations that do not involve violence or drugs, as well as out-of-school suspension. [Policy No. 5600, Regulation No. 5600]

INTERVENTION AND REFERRAL SERVICES (IR&S) Comprehensive and well-coordinated prevention and early intervention approaches have proved to be effective in enabling school communities to decrease the frequency and intensity of youth behavior problems. Approximately five to twenty percent of students, however, will need more intensive interventions to decrease their high-risk behaviors. Many of these students can be detected and helped through the I&RS process.

Intervention - Intervention is a proactive process that interrupts, alters or prevents the progression of a condition. The intervention process is comprised of all of the actions and steps a team takes to intercede with a problem. An intervention event is only one step in the process of intervening with and ameliorating an identified concern.

One of the keys to success for both I&RS team interventions and operations is the maintenance of an emphasis on the dynamics of the intervention process. The I&RS model is specifically referred to as a process because it is a continuous operation. [Policy No. 2417, Regulation No. 2417]

COUNSELING SERVICES In the Randolph Township Schools, we have thirteen school counselors. Each is a highly trained student advocate dedicated to the academic, social and emotional growth of all students. In each building and at all levels, the school counselors work closely as a member of the academic team. Each has the unique ability to effect student growth and excellence through:

− assisting in developing an academic self-concept.

− enhancing feelings of competence and confidence as learners.

− teaching and reinforcing academic and personal motivation.

− enriching communication skills and character values.

− developing partnerships with families, students and staff.

− demonstrating active and consistent support of every student.

As our students’ challenges and expectations change, the school counseling program evolves in an effort to provide ongoing support and help our students achieve their fullest potential.

At all levels, our school counselors embrace the relationships they develop with their students and families. Our school counselors understand that knowing students well is essential in helping them achieve academically. ELEMENTARY-DRESS CODE We all agree that an academic environment is best supported by apparel that is not distracting, and not inappropriate. High expectations of achievement and behavior are an integral part of the elementary culture. An extension of these high expectations to good grooming and appropriate dress enhances and improves student responsibility and self-esteem.

The Randolph Township Dress Code Policy requires that clothes should not cause a disruption to the teaching/learning environment.

Specific items of apparel that are inappropriate include:

• Halter-tops, belly shirts, thin (spaghetti straps), and bare midriffs; • Any clothing or personal items that depict violence, profanity or offensive illustrations; • Shorts, skirts and dresses that do not reach the individual's fingertips when his/her arm is at their

side; and

Hooded sweatshirts; may be worn to school, but at no time during the school day may the hood be worn up. All headgear, including hats, will be stored in the classroom during the school day. Baseball caps cannot be worn in school.

A dress code is only as effective as the personnel enforcing it. The entire staff, not just teachers, needs to be responsible for reporting to the office infractions of our dress code. The key to effectiveness is intervention. The final decision rests with the building administration. [Policy No. 5511]

ELEMENTARY-PROGRESS REPORTS This is one of the ways the school keeps parents informed about their child’s progress. Parents are encouraged to monitor student progress through the Genesis Parent Portal and their child’s teacher(s). ELEMENTARY-COUNSELING SERVICES Randolph Township Schools have two elementary school counselors working within our four elementary schools. Ms. Meghan Ingman works with families in Ironia and Center Grove Schools while Ms. Deborah Hessels works in Shongum and Fernbrook Schools. Each elementary counselor assists students as they begin to develop their academic self-concept and helps them to gain confidence as learners. In grades K-5, students are beginning to develop decision-making and communication skills. It is a critical time to help them foster positive attitudes toward themselves, their peers, their social groups and their family. RMS-SCHOOL COUNSELING In the Middle School each youngster is assigned to a team of teachers. As a member of the team, the homeroom teacher functions as a first-level counseling component. Problems of a serious nature may also be referred to the school counselor. Each school counselor has been specially trained to deal with the unique social, educational and emotional situations confronting middle school youngsters. Parents/guardians are welcome at any time to discuss special concerns with the school counselors, homeroom teacher, or team of teachers. Additionally, parent conferences and team meetings are scheduled throughout the school year to address specific concerns related to students' academic and emotional growth in school. RMS-TARDINESS TO CLASS AND DETENTION Any student detained by a teacher between classes should ask for a hall pass to the next class. It will be the student’s responsibility to have a pass while in the halls after the late bell rings. Tardiness to class will be handled by the classroom teacher. Under some circumstances, a youngster’s behavior may make it appropriate for our teachers/administrator to assign an in-school or after-school detention. The parent will be contacted prior to a student serving a school detention. Late buses are available; please check with your school’s main office for departure times. RMS-CO-CURRICULAR ACTIVITIES The school believes that co-curricular activities contribute to the overall development of your child. All youngsters are eligible to participate in clubs, dramatics, creative writing and student council. Periodically dances, picnics, concerts and field trips are conducted during and after school hours. On occasion, the privilege of attending these functions may be withheld from a student for inappropriate conduct or failure to fulfill school obligations. This decision is based on the fact that such students may require extraordinary supervision due to their inability to demonstrate responsible behavior. RMS-DANCES/SOCIALS During the course of the school year, the Randolph Middle School sponsors dances and socials for the student body. Please make an effort to pick up your youngster promptly at the end of the dance. NOTE: Attendance at school dances is a privilege. The privilege may be rescinded in situations where a student requires extraordinary supervision or fails to demonstrate proper social behavior. Dances are only open to RMS students. RMS-LOCKERS Each student will be assigned a hall locker. Students may be required to obtain a lock for their locker so that they may store and safeguard their books and personal property. The school cannot assume responsibility for personal articles. Items of extraordinary value should never be brought to school or stored in lockers. Locks should always be fastened shut to provide effective security. Students are to use lockers at various times during the day providing these visits do not cause them to be late to any class. Lockers should be kept as orderly as possible—free of loose papers and extraneous pictures or items that may litter the corridors. Students should be aware that lockers are the property of the school and are subject to periodic inspection.

RMS-DRESS CODE The guidelines for the middle school dress code were developed after careful consideration. The philosophy behind them has always been that a strong relationship exists between the clothing a child wears and his/her general attitude and behavior in school. We feel strongly that the casual nature of certain attire could generate an indifferent attitude toward the student’s real purpose of being in school. It will remain our policy to discourage and limit outlandish or questionable attire which negatively impacts the educational process. Examples of inappropriate dress include, but are not limited to, the following:

• Clothing items that display graphics or slogans that are deemed suggestive, offensive, or include drug-related or alcohol-related messages are not acceptable;

• Halter tops and low-cut tops are not acceptable for school, nor are bare midriff tops or see-through mesh shirts;

• Undergarments should not be visible when dressed appropriately; • Skirts and shorts should be of an appropriate length. Baseball hats, other types of headwear, and

sunglasses are not permitted in the building; and • For safety reasons, appropriate footwear should be worn.

RMS-PHYSICAL EDUCATION All students, unless medically excused by a physician, are required to participate in Physical Education. It is required that each student, grades 6-8, change into appropriate attire for Physical Education class. Athletic shorts, t-shirts, sweatpants, sweatshirts, white socks, and sneakers comprise the acceptable “uniform”. Changing clothes promotes activity involvement, safety during performance and personal hygiene. Students are required to obtain a lock for their gym locker so they may safeguard their personal property, physical education clothes and sneakers. Personal fitness, skill development, and individual and team sports are areas of focus. [Policy No. 2422]

RMS-HOMEWORK Homework is an important part of your child’s school life. Written assignments should be done completely and accurately if your youngster expects to benefit from these assignments. Even when there is no written assignment, parents are urged to encourage the student to engage in related reading and review. [Policy No. 2330, Regulation No. 2330]

RMS-LATE BUSES There are late bus runs starting September 9th for students who remain after school. Middle School late bus runs take place on Tuesdays, Wednesdays, and Thursdays. Any student who rides a late bus must have a definite appointment with a teacher or be involved in an extracurricular activity. Late run bus stops might be different from regular bus stops. RHS-COLLEGE AND CAREER SPECIALIST Randolph High School enjoys an additional resource as part of our school counseling department, the College and Career Specialist. Ms. Jennifer Huey, the College & Career Specialist will provide students and parents or guardians of Randolph High School with more focused and personalized career and college attention.

In addition to partnering with each counselor to bring added resources to every student's academic and professional future the College and Career Specialist will provide Naviance Group Workshops, College Essay and Application Assistance, Career Planning Programs, College Fairs, Parent Workshops, and One-on-One instruction as requested.

RHS-POLICY ON DISCIPLINE In the event of an out-of-school suspension, the pupil may not return to school until the parents have a re-entry meeting with the administration. RHS-HONOR ROLL To be on the honor roll is an important achievement for any student. The high school has two honor rolls for each marking period. The marking period Grade Point Average (GPA) is used in calculating the honor roll.

Standardized Testing Requirements: Students must complete the New Jersey Student Learning Assessment (NJSLA) in both mathematics and English. The NJSLA English is given to all students in English I, English II and English III while the math assessment is administered to all students enrolled in Algebra I, Algebra II and Geometry. Students must pass the NJSLA English, Math or an acceptable substitute.

A student who fails to meet all requirements for graduation may not actively participate in graduation rehearsals or in the graduation ceremony. [Policy No. 5460]

RHS-SELECTION OF VALEDICTORIAN AND SALUTATORIAN Randolph High School shall recognize outstanding academic achievement and publicly acknowledge those students whose efforts and accomplishments distinguish them among their peers and within their community. A valedictorian and salutatorian will be selected using the traditional process of determining the student with the highest Weighted Cumulative GPA for valedictorian and the second highest Weighted Cumulative GPA for salutatorian. In case of a tie, there will be co-valedictorians but no salutatorian. In case of a tie for salutatorian, there will be co-salutatorians along with the single named valedictorian

The Randolph High School Valedictorian and Salutatorian shall be selected according to the following guidelines:

− The valedictorian shall be the student with the highest, Weighted Cumulative GPA in the graduating class.

− The salutatorian shall be the student with the second highest, Weighted Cumulative GPA in the graduating class.

− Students with Cumulative Weighted GPAs within 1/100th shall be considered a statistical tie. In the event that there is a statistical tie for the valedictorian or salutatorian appointment, the students shall each be awarded the honor and serve as co-valedictorian or co-salutatorian.

− The Cumulative Weighted GPA will be run after the posting of the third quarter grades in the senior year. In order to be eligible for consideration, a student must have a history of continuous enrollment at Randolph High School for at least their junior and senior years.

− The Cumulative Weighted GPA will be calculated to four decimal places (thousandths). − The valedictorian and salutatorian shall speak at the RHS commencement ceremony in June. In the

event of a tie for salutatorian, all three honorees will speak at the ceremony. Speeches are to be made available for approval by the Principal.

RHS-ATHLETIC ELIGIBILITY REQUIREMENTS The Board of Education holds as paramount the welfare of students participating in interscholastic athletics and the protection of their health and scholastic advancement. The district has adopted the rules and regulations of the New Jersey State Interscholastic Athletic Association. Randolph students must earn 30 credits each year in order to participate in interscholastic athletics in the fall semester and must have earned 15 credits in the first semester to participate in the spring. The maintenance of a GPA in good standing will be consistent with the eligibility requirements set out by the State of New Jersey. [Policy No. 2431]

RHS-EXTRA HELP - MAKE-UP WORK Teachers will be available after school for extra help and assistance. Appointments for this service must be initiated by the student. In this manner your child can make up work, obtain extra help, use the library and prepare for future assignments. The entire high school staff stands ready to help your student obtain the fullest benefit from his/her high school years. We hope that as parents, you will encourage your child to take advantage of this service. Late buses are available; please contact the High School Main Office for more information regarding late buses.

At no time should a student remain after school without the prior knowledge of the appropriate staff member. The student will remain with the staff member for the duration of the activity and then board the late bus or be picked up by a parent/guardian. Athletes with a late practice cannot remain after school unsupervised.

RHS-MEDIA CENTER The Media Center is open all day. Students may visit the Media Center before school and during any study period. The Media Center is adequately stocked to fulfill almost any conceivable student need; it is highly curriculum oriented. There is a full-time media specialist to assist your child in finding material for research papers, project work and enrichment activities.

RHS-LOCKERS Each student will be assigned two lockers: a gym locker and a hall locker. The fastening of locks and securing of lockers are student responsibilities. Please caution your child not to bring valuables or large sums of money to school. The school cannot assume responsibility for the safety of these items. Lockers are the property of the Board of Education and are subject to periodic suspicionless search/ inspection. Students will be required to supply a lock for their gym locker.

RHS-DRESS CODE The high school’s objective is to foster pride and good taste in clothes and grooming for all members of the school community. The school recognizes that students have a right to exercise judgment so long as choices do not cause an interference with schoolwork and/or create a classroom disorder, and/or present a danger to health and safety or the health and safety of the staff and student body. In keeping with this objective:

• any accessory that may cause injury is unacceptable, such as studded accessories and chains • Footwear must be worn at all times. • The school discourages outfits that are too revealing of the anatomy and those that do not cover

undergarments when students are standing or sitting. • Bare midriffs, tube tops; backless garments, one shoulder tops, tops with spaghetti straps, mesh

and/or see through tops, and skirts and shorts that are exceedingly short are not acceptable. • Garments meant to be worn as undergarments may not be worn as outerwear. • Hooded garments may be worn as long as the hood remains down and does not cover the head. • Clothing and accessories with slogans, symbols or displays about (or suggestive of) inappropriate

language, sayings, weapons, logos, racial implications, sex, and which is disruptive to the educational environment is also unacceptable and prohibited.

• Any garment promoting alcohol, tobacco or drugs is strictly forbidden. Teachers have the prerogative to require students to remove coats, hats and other headdress during instructional time.

If students appear to be in violation of this policy in addition to parent(s) and/or legal guardian(s) notification the following consequences will be applied:

• First Offense - A school-approved tee shirt will be lent to the student to be worn for the remainder of the day.

• Second Offense - An after-school detention will be assigned. • Third Offense - A Saturday detention will be assigned. • Fourth Offense - Student will be suspended, a parent(s ) and/or legal guardian(s) conference will be

necessary before reentry.

Final decisions regarding dress and grooming rest with the building administration. [Policy No. 5511]

RHS-ATTENDANCE In addition to the statement on pages 7-8, it is emphatically stressed that student absences resulting from trips and other activities that are not considered legal reasons under the state statute do not warrant special academic consideration before or after the absence. Teachers are not obligated to provide assignments and/or assessments in advance. Students who exceed the allowable number of cumulative absences are subject to a loss of credit as per BOE policy. RHS-CO-CURRICULAR ACTIVITIES The school operates a full program of co-curricular activities. All students are eligible to participate in clubs, forensics, dramatics, newspaper, yearbook and Student Council. The school believes that co-curricular activities contribute to the development of pupils. Students should make an effort to participate in those activities that interest them most. RHS-LEAVING SCHOOL GROUNDS

Every effort is made by school personnel to safeguard your child while in school. The school must know where your child is at all times in order to ensure that he/she is under proper supervision. Students are not permitted to leave school grounds during the day unless written permission has been secured from home and approved by the administration. If a student must leave before regular dismissal time, only a parent, relative or authorized adult may take a child from school. At the time of departure, the person making the pickup must sign out in the office in the presence of school personnel.

Students in the senior class may apply for parking permits through a lottery system allowing them to park on school property. Driving authorization is subject to revocation as a result of abuses stated on the authorization application. The Randolph Police Department may issue tickets for improper parking, speeding, and reckless driving.

In addition, at its April 2015 meeting, the Randolph Township Board of Education amended its Pupil Parking policy (#5515) to require that student applications for parking permits "must include written proof that at least one of the student’s parents or guardians has attended a Board-approved safe driving program within four (4) calendar years prior to the date of the application."

Members of the senior class have the opportunity to leave campus during unit lunch. Seniors wishing to take advantage of this privilege must secure parental/guardian permission and abide by the RHS Code of Conduct as well as the following rules: obey all driving rules on and off campus to include those imposed by the State of NJ regarding provisional drivers, refrain from driving any underclassmen students including family members, and return promptly before his/her next block class. RHS-DRIVING TO SCHOOL Student drivers leaving campus during school hours must submit a note signed by the parent or guardian to the attendance office. Administration will verify the note prior to departure.

Students who have acquired parent/guardian permission to drive off campus during open lunch must sign-out/in by having his/her ID scanned through the Genesis turnstile. [Policy No. 5514, Regulation No. 5514, Policy No. 5513, Regulation No. 5513]

DEPARTMENT OF SPECIAL SERVICES The Randolph Township Special Services Department offers comprehensive programs of specialized services and related services to meet the needs of students with varying disabilities. The goal of the department is to create meaningful learning experiences that accentuate students’ strengths. Through hands-on learning, community engagement, and global connectedness, students are afforded opportunities to create and lead in a thoughtful and purposeful manner.

PROJECT CHILD FIND The Special Services Department of the Randolph Schools, as part of Project Child Find, seeks referrals from township residents with children three to five years of age who have developmental skills that appear below age expectations. These children may require a Child Study Team evaluation to determine if they require and would benefit from special education services. Children who qualify for special education services may participate in the district’s Preschool Disabled Programs.

The Randolph Community School operates the following child care programs for Randolph elementary school students. Preregistration is required for all programs. For information, call 973-361-0808, ext. 8603.

EARLYBIRDS AND AFTER SCHOOL KIDS (ASK) Before and after school care is available on all school days at each Randolph elementary school cafeteria. These programs provide quality, reasonably-priced, reliable child care for working parents. The activities are enriching and recreational. The staff members are trained childcare professionals. EarlyBirds and ASK children may be enrolled for any number of days per week as long as there is a set daily schedule. All programs open the first day of school and end the last day of school in June. When there is an emergency delayed opening, the EarlyBirds program opens at 8:30am. When there is an emergency early dismissal the ASK program is closed.

HOLIDAY FUN (Randolph Community School Childcare Program Offered to Elementary School Children)

The Randolph Community Schools offers childcare on certain days when schools are closed. The program is available to children in grades K-5. Holiday Fun takes place at one of the four elementary schools and offers enrichment activities, organized games, field trips, guest performers and other entertainment. Holiday Fun is open from 7:00 a.m. to 6:00 p.m. It is staffed by our trained childcare professionals.

Randolph Community School follows all Randolph Township Board of Education policies and regulations.

STATE-RECOGNIZED RELIGIOUS HOLIDAYS Any student absent from school because of a religious holiday may not be deprived of any award or of eligibility or opportunity to compete for any award because of such absence. Students who miss a test or examination because of absence on a religious holiday must be given the right to take an alternate test or examination. To be entitled to the privileges set forth above, the student must present a written excuse signed by a parent or person standing in place of a parent. Any absence because of a religious holiday must be recorded in the school register or in any group or class attendance record as an excused absence. Such absence must not be recorded on any transcript or application or employment form or on any similar form. The Commissioner, with the approval of the State Board of Education, is required to:

1. Prescribe such rules and regulations as may be necessary to carry out the purposes of this act

2. Prepare a list of religious holidays on which it shall be mandatory to excuse a pupil. The list, however, is to be a minimum list. Boards of education, at their discretion, may add other days to the list for

On days when inclement weather is causing hazardous conditions which may clear up, a 90-minute delayed school opening will be instituted. The delayed school opening will be announced between 4:30 a.m. and 6:30 a.m. All schools will begin 90 minutes later than their regular scheduled opening. If hazardous conditions have not improved by 8:00 a.m., a school closing will then be announced. In general, all afternoon and evening activities will be canceled on days when schools are closed because of an emergency.
