Justine Reisinger Senior Policy Advisor to the Secretary

Justine Reisinger recently joined the Illinois Department of Transportation (IDOT) as a Senior Policy Advisor to the Secretary in February 2015. She will oversee implementation of the Secretary’s policy priorities, including efforts related to increased transparency, performance-based programming and decision-making, and long-range planning, among others. Prior to IDOT, Ms Reisinger worked in communications for the Chicago Metropolitan Agency for Planning, where she was involved in a variety of policy-driven and agency-wide efforts. She served as project manager for plan preparation and communications aspects of the GO TO 2040 comprehensive regional plan update from 2013-2014, and also lead day-to-day project management operations of the FUND 2040 campaign for a regional infrastructure fund in 2014. She uses her project and program management, strategic planning, and communications skills to improve people’s lives through development and implementation of better public policy. Ms. Reisinger graduated with a Bachelor’s Degree in Journalism and Political Science from Northwestern University. She received her Master’s in Public Administration from the University of Illinois at Chicago.

Matthew Magalis Chief of Staff

Omer M. Osman Director of the Division of Highways Omer Osman serves as the Director of Highways/Chief Engineer for the Illinois Department of Transportation. As the Director of Highways, Mr. Osman is responsible for the overall planning, design, construction and operation of the existing roadways and bridges infrastructure within the state of Illinois. Mr. Osman is responsible for the overall development of both short and long term sound technical policies and procedures effecting the diverse activities of the Division of Highways, direct the implementation of the annual highway letting program, direct the maintenance and operation of the statewide highway system including snow and ice removal activities, and emergency responses to natural and man-made disasters statewide. Mr. Osman places special emphasis on ensuring that an efficient project delivery system is scheduled and adhered to especially in light of the recently added $1B 2014 Capitol Program to the annual program making it one of the largest annual programs in recent history. Mr. Osman has also placed a special emphasis on steering the technical work of the Department toward the vastly changing technological field in order to maximize efficiency and maintain leadership as one of the premier agencies in the nation. Mr. Osman received his B.S. in Civil Engineer in 1989 from Southern University in Baton Rouge, LA followed by a M.S. in Civil Engineer from Bradley University on Peoria. Prior to serving as Director of Highways, he served as Deputy Director of Region 5 and was responsible for the assessment, development and implementation of the region’s transportation program which includes engineering, management and budgetary responsibilities. Before becoming the Deputy Director of Region 5, he was the IDOT District Four Project Implementation Engineer, Operations Engineer and the District Construction Engineer along with several mid-level positions at various Bureaus within District Four in Peoria.

Steve Young Interim Director of the Division of Aeronautics Mr. Steven M. Young has been appointed Interim Director for the Department of Transportation, Division of Aeronautics which encompasses four bureaus: Air Operations, Airport Engineering, Aviation Education and Safety, and Administrative Services. This includes oversight of 827 land facilities in Illinois, which is comprised of airports, heliports and restricting landing areas. Steve attended SIU-Carbondale and earned a bachelor’s degree in Technical Careers (Aviation Systems). He has experience working in both the flight and maintenance portion of the industry for over thirty five years. He holds an Airline Transport Pilot Certificate with both multi-engine airplane and helicopter ratings with over 12,000 hours of aviation flight experience. He holds an Airframe and Power Plant Mechanic Certificate and an Inspection Authorization (IA) maintenance certificate. He is experienced in corporate, 135 Charter, air ambulance and government flight operations. He has also worked with general aviation maintenance including FAR 145 Repair Station management. Steve also serves as the primary aviation liaison to the State Incident Response Center.

John E. Oimoen Interim Director of the Division of Public & Intermodal Transportation As Interim Director of Public and Intermodal Transportation of the Illinois Department of Transportation, John is responsible for developing and administering comprehensive public Transportation programs which contribute to effective public Transportation services. His division oversees grant programs that are awarded, the state railroad freight and passenger programs and coordinates division activities with federal government and local transportation. Before coming to IDOT John was the Passenger Rail Manager for the Wisconsin Department of Transportation. John attended the University of Wisconsin and studied civil and environmental engineering.

Jeff Heck Interim Director of the Division of Transportation Safety Director of the Office of Quality and Compliance Review Jeff Heck started his career at the Illinois Department of Transportation in 1980 as an Audit Trainee. His 35 year career has seen advancement from Supervisory Auditor of Internal Audits to Chief Contract Official and then Documentation and Compliance Review Officer for the Office of Quality Compliance and Review. He currently serves as Director of the Office of Quality Compliance and Review and, concurrently, since February 2015, as Interim Director of Traffic Safety. During his tenure, he received the IDOT Secretary’s “Outstanding Service Award” and a letter of appreciation from the FBI in consideration for work performed on transportation fraud. Additionally, he was recently named the Governor’s Representative for Illinois Highway Safety.

William M. Barnes Chief Counsel William Barnes assumed the role of IDOT’s Chief Counsel in 2015, having served in a similar fashion for several State agencies, including the Department of Corrections. Having received undergraduate and law degrees from Northwestern University, Mr. Barnes practiced at a large Chicago-based firm where he focused on complex litigation and regulatory compliance. Mr. Barnes is excited to work within IDOT and with outside stakeholders to improving Illinois infrastructure.

Jeff South Interim Director of the Office of Planning and Programming Jeff South has been with the Illinois Department of Transportation since 1984. His first 16 years at IDOT were spent with the Bureau of Materials and Physical Research where he worked on operations research studies related to roadways and structures. He moved to the Bureau of Statewide Program Planning in July of 2000 as the Program Development Section Chief where he was responsible for development of IDOT's multiyear highway improvement programs and for developing other special highway programs like ARRA, and the Illinois Jobs Now bond program. He was appointed Bureau Chief of Statewide Program Planning in January 2010 where he is responsible for long range state transportation planning, annual and multi-year highway program development and management, and various data collection and reporting functions. He was appointed interim Director of the Office of Planning & Programming in March 2015. He is a professional engineer and holds a Bachelor’s degree in Aeronautical Engineering and a Master’s degree in Theoretical and Applied Mechanics from the University of Illinois.

Stephen Kirk Chief of the Office of Internal Audit Mr. Kirk is currently the Director of the Office of Internal Audit and Chief Internal Auditor for the Illinois Department of Transportation. Mr. Kirk has served in this position since August 16, 2010. He has worked for the State of Illinois since 1987 and previously held the position of Senior Auditor for the Illinois Securities Department, Chief Internal Auditor for the Capital Development Board, and Audit Manager for the Illinois Office of Internal Audit. Mr. Kirk holds a bachelor’s degree in economics from Eureka College and is a Certified Internal Auditor and Certified Government Auditing Professional. Mr. Kirk has served as the Illinois representative on the AASHTO Internal/External Audit Subcommittee since 2011 and is currently co-chair of the Internal Audit Guide Task Force. He is a member of the State Internal Audit Advisory Board, of which he is currently Vice-Chair, having previously served as Chair, Vice-Chair and Guidance Coordinator. He is also a member of the Board of Governors for the Springfield Chapter of the Institute of Internal Auditors, having previously served in various leadership positions including Chapter President.

Roger Driskell Acting Director of the Office of Innovative Project Delivery Deputy Director of Highways/Region 4 Engineer Roger Driskell is the Acting Director for the Office of Innovative Project Delivery (OIPD) for the Illinois Department of Transportation (IDOT). The objective of the this office is to advance major high profile transportation infrastructure projects that are some of IDOT’s most complex and expensive, many of which have statewide significance. OIPD leads the department’s work with public private partnerships such as the Illiana Project and South Suburban Airport, and efforts with innovative project delivery methods such as Design-Build and Construction Manager / General Contractor. In addition, Mr. Driskell is the Deputy Director of Highways/Region Four Engineer for IDOT. Region Four consists of District Six and Seven. Mr. Driskell began his employment with IDOT in 1985. He was the Central Bureau Chief of Construction prior to his appointment as Regional Engineer. He is a graduate of Southern Illinois University at Edwardsville with a Bachelor of Science Degree in Engineering and he is a Licensed Professional Engineer in Illinois.

Scott Dworschak Director of the Office of Legislative Affairs Scott Dworschak was named as the Director of Legislative Affairs in February, 2015. Mr. Dworschak brings over 20 years of federal and state government experience to this new role, including work on the staff of the United States Senate and Illinois Secretary of State’s office. He also has both public and private infrastructure experience serving in key positions at the Illinois Tollway Authority and a construction industry trade association.

Dianna Taylor Bureau Chief of Personnel Management Dianna Taylor was appointed as the Bureau Chief of Personnel Management with the Illinois Department of Transportation on January 16, 2015. Ms. Taylor holds a Bachelor’s of Arts Degree in English and Economics from Eureka College. She has worked in the human resources field for twenty-seven years, serving the past fifteen years at the Department of Transportation.
