EXECUTIVE SUMMARY Project: Rancho Pueblo Center, Parcel Map 30797, recorded in Riverside County. Development Area Total (Acres): 14.5 acres Project Location: Temecula, CA Project Description: Located within Specific Plan Area designated as PDO-6 in Temecula. The site sits between Jedediah Smith Road and Margarita Avenue on north side of Hwy 79. It is adjacent to and to the east of the newly completed Rancho Community Church. The property is relatively flat and drains gently to the south west. Development Plan and Current Status: The project is planned for the development and construction of 8 parcels on approximately 14.5 acres. Parcel 1 is a self storage facility, Parcel 2, 4, 5, 6, and 7 are 2 story class-A office buildings; Parcel 3 and 8 are restaurant pads. Construction of the Super Storage facility, which began in 2005, was completed by June, 2006. Offices on Parcels 5, 6 and 7 began in Winter 2005 with the site improvements are fully completed shells in Spring 2007, ready for interior build-outs for tenants and suite owners. Construction of the office on Parcel 2 which began in May, 2006 is now completed. The restaurant pads are currently on the market for interested restaurant operators to purchase. Parcel 5 is sold and its buyers are scheduled to begin construction in march, 2007. The streets and infrastructure are complete and signalized. Site and street landscaping is nearly complete. Market Opportunity: To the east of Rancho Pueblo Center is the approved and entitled UHS hospital currently undergoing plan check processing at the city of Temecula. To the west of the site are the Rancho Community Church schools and offices. Soon there will be a new worship center and high school facilities, playing fields, parking structure and a high level of daily activity. The opportunity for the project is the proximity to two activity generators that attract a consistent flow of people. This proximity is what creates the long-term highest and best use value for the different aspects of project.

Building C: Exterior tile wainscoting being applied. Next will be yard clean up,

windows, doors, trellises and landscaping.

A wide view of Building C as seen from Rancho Pueblo Road. The “lines” seen on the

building facades over the first story windows are where the trellises will be installed.

When completed these buildings will have a good “presence” and project an excellent image of care and value.

Operations Statement

Site: 8 acres approximately at NE from intersection of Rancho Pueblo road and SR-79. Site is flat with slight slope from North to South. Site houses both office and restaurant uses with related parking.

Hours of Operation: Office use: Typically 7 a.m. thru 6 p.m. Some weekend uses, usually

Saturday morning and very light Sunday use with just the occasional person catching up on paperwork. Janitorial work will occur during off-hours in early evening with some “during hours” policing of the grounds. Restaurant pads will have heaviest uses in evenings and weekends most days and at lunch hours.

Employees: Site Operations: None on site. All services for operations of the

buildings will be outsourced. The outsourced work will involve janitorial services, landscape maintenance and building maintenance and repair.

Tenant and Office owner operations: Estimated 100 through 200 people in the offices during regular hours and 40 to 60 people in the restaurants 7 days per week.

Required Parking: Per code: 1 stall per 300 sf of office building area, or approximately

291 stalls total plus 10 stalls per 1000 sf of restaurant space or 120 stalls for a total required parking of 411 stalls. Parking is designed to provide complete access around the building complex for patrons and for emergency access.

Provided: 483 stalls, including required handicapped stalls. Traffic: All traffic will be off of Rancho Pueblo Road as well as the as yet un-

named “Avenue A”. No traffic will enter or exit the property directly to or from SR-79.

Equipment: Roof-top HVAC heat pumps and elevator machinery. Hazardous Material: None on site at the present and, outside of normal office and medical

office use, none will be used or manufactured on site.

Project: A premier office complex of five buildings totaling approximately 97,000 sf in gross area with shared courtyards and parking. The design is 2 level professional office buildings with a Tustin/Montecieto flavor to the architecture. Users of the building will be typical office user businesses including medical/dental and laboratory users and their visitors.

Design Guidelines: Buildings are designed in accord with the guidelines of PDO-6. Landscape: Buffering effect towards residences to the north and west augmented

by drainage channel which will be treated as grassy slopes. Shade trees in parking lot and selected display specimens at courtyards.
