Our proprietary software, CMELMS™ (Construction Materials Engineering Laboratory Management System) makes detailed reporting and tracking a great experience for your design and construction team. Utilizing laptops equipped with wireless communication technology, we can transmit testing and inspection information to all parties in real-time. As a result, you are provided with timely reporting of test results and field observations. Our project budget and invoice tracking system allows each testing task to be summarized individually and compared to the task budget.

STRONG PROJECT LEADERSHIP AND SENIOR MANAGEMENT: Experience, leadership, and management are essential when providing services for school projects to confirm that the project is being built to perform as expected. Mr. Aaron C. Layne, P.E., will serve as the Project Engineer, Project Manager and Principal-in-Charge, providing oversight and supervising the project services and staff from Terracon's Raleigh, NC, office. He has over 17 years of experience and specializes in the management of major projects involving multiple design and construction tasks. Mr. Layne possesses excellent coordination and communication skills and will be dedicated to Bladen County. He fully understands the administrative, engineering, and field aspects required for this type of contract, and especially, the responsibilities of the field staff. Supporting Mr. Layne will be the Field Engineering Representatives for each Service Line; Levi Denton, P.E. (Geotechnical); David Carver (Materials); and Michael Jordan, P.E. (Environmental).

2. Project Understanding

It is our understanding that Bladen County requires the services of an experienced and qualif ied professional engineering firm to provide geotechnical, environmental and Special Inspections/Materials Testing Services for the new 65,000 square foot Detention and Law Enforcement Center in Elizabethtown, North Carolina.

Bladen County will require the firm to provide services throughout the site selection process and construction phases of the project.

Services will include:

• Geotechnical Subsurface Investigation and Recommendations • Environmental Assessments • Special Inspections • Construction Materials Testing

The county will also require a laboratory having the equipment, personnel and procedures necessary to perform the required evaluations and testing. Our Raleigh laboratory meets the requirements of ASTM C 1077, E 329, D 3740 and D3666, is accredited through AMRL and CCRL fo r AASHTO R18, and is certified through the United States Corps of Engineers (USCOE) and North Carolina Department of Transportation (NCDOT).

Mr. Layne has sixteen years of experience as a Project Engineer, Project Manager and Field Inspector on construction projects. R. (LEVI) DENTON II, P.E. PRINCIPAL GEOTECHNICAL MANAGER

PROFESSIONAL EXPERIENCE Mr. Denton is the Geotechnical Department Manager in the Raleigh office and a regional transportation specialist for Terracon. He has more than 15 years of construction materials engineering, geotechnical engineering, and project management experience. Areas of expertise include on-site and laboratory materials testing, exploratory field investigations, pavement thickness design, shallow and deep foundation design, slope stability analysis, ground improvement and retaining wall design. Mr. Denton has project experience in utility and roadway construction and improvement projects, transportation infrastructure development, large port facilities, residential and commercial developments, and mid- to high-rise buildings. •

He has provided recommendations for drilled pier, driven steel pile, rammed aggregate pier, spread footing, post-tensioned slab, and structural slab foundations. Specialized areas of work include mitigation of expansive soil and bedrock conditions and soft/saturated soil remediation. He has assisted developers and contractors with groundwater seepage control/diversion, excavation of hard bedrock, and slope stability analysis/monitoring during construction phases of several projects. Mr. Denton has design experience in cast-in-place concrete retaining walls and has performed mechanically stabilized earth (MSE) retaining wall and slope designs for general site development and roadway support. He is proficient in full-scale pile/pier load testing, packer permeability testing, and other in-situ testing methods.

5. Project Team Aaron C. Layne, P.E. will be our central point of contact for this contract. As Project Engineer, Project Manager and, Principal-in-Charge his general duties will include budget development and management, coordination of engineering, inspection and testing services, and technical consulting and oversight and support for field personnel. Mr. Layne currently manages Terracon's Raleigh office and has over sixteen years of experience as a Project Engineer, Project Manager and Field Inspector on construction projects. His project experience includes both public and private facilities, new construction, renovations and roadways.

Levi Denton, P.E. will serve as the Field Engineering Representative for Geotechnical services. Mr. Denton is the Geotechnical Department Manager in the Raleigh office. He has more than 15 years of materials engineering, geotechnical engineering, and project management experience. Areas of expertise include exploratory field investigations, pavement thickness design, shallow and deep foundation design, slope stability analysis, and retaining wall design. Mr. Denton has project experience in transportation infrastructure development, large port facilities, residential and commercial developments, and mid- to high-rise buildings. As a Field Engineering Representative, he will ensure that the subsurface investigations are conducted and reports issued within the appropriate schedule and budget and will provide geotechnical over-sight during the construction phase of projects.

Lori Denton, P.E. will serve as the Field Engineering Representative for Environmental services. Ms. Denton has over fourteen years of experience with geotechnical and environmental projects, and serves as a Senior Environmental Engineer in Terracon's Raleigh office. Ms. Denton performs Phase I and Phase II environmental site assessments, UST Closures, Environmental Assessments under North Carolina Environmental Policy Act, soil and groundwater investigations, and develops environmental assessment reports. She has managed and prepared reports for numerous environmental projects involving public schools, universities, industrial facilities, commercial developments, institutional properties, and transportation facilities. As a Field Engineering Representative, she will ensure that all environmental projects are appropriately staffed and completed on schedule and within the authorized budget.

David Carver will serve as the Field Engineering Representative for Materials services. Mr. Carver is the Materials Department Manager in the Raleigh office. He has over 28 years of construction project management, special inspections and materials testing experience in North Carolina and Virginia. Mr. Carver has provided senior project management and oversight of several larger commercial buildings and public projects. His experience includes construction over-sight, Special Inspections, shallow and deep foundation evaluations, concrete construction, floor flatness and levelness, structural masonry, reinforcing steel, post-tension concrete slabs and asphalt pavement investigations and laboratory/roadway testing. As a Field Engineering Representative, he will provide Project Management and construction over-sight.

PROFESSIONAL EXPERIENCE Ms. Denton has over 14 years of experience with environmental and geotechnical projects, and currently manages the Environmental Department in Raleigh, North Carolina. Additionally, she serves as the national account manager for BB&T. Her primary responsibilities include client development, technical review, project execution and personal supervision of environmental staff. 7. Current Workload Terracon's backlog projections are based upon a few large projects that can be projected over a period of a year. However, the majority of our projects are small to medium sized, consisting of individual projects valued at less than $10,000 with durations less than two months. Terracon's ability to quickly expand our capacity relies on two practices that provide significant competitive advantages for the company.

• First, we have built-in systems to share work between all of our offices. This is accomplished by rewarding both the office supporting projects and the office requesting help, creating a culture that supports a seamless sharing of employees.

• Second, in short-term periods of heavy workload, our employees are willing to work overtime hours. Terracon offers pay incentives to professional employees for working overtime hours, making it possible to expand our capacity.

Normally, Terracon operates at a capacity represented by approximately 65 percent chargeability on a company-wide basis. With our structure and company philosophy of sharing available resources, we have the ability to increase our capacity to approximately 80 percent chargeability. Based on Terracon's current workload and backlog, we project continuing at approximately 65 percent chargeability through the second quarter of the year.

8. Proposed Schedule Each of the projects described in prior sections represent examples of Terracon's performance on projects where meeting demanding budgets and schedules were of significant concern to the client. Our goal is to meet or exceed the level of services needed to properly design and construct projects in a timely manner and within the budgetary constraints of the project. The variety of projects that we have been involved in allows us to respond quickly and design and implement cost effective solutions. The representative projects described previously in this submittal were all performed under demanding schedules and tight budgets.

Terracon is sensitive to the fact that time of year, project phasing, and design complexities are all factors that can influence project costs. We have a long track record of not only completing projects within budget, but also of finding innovative ways to reduce the overall project costs for the client. All of the team members have a high percentage of repeat business, a good indicator of our ability to deliver on-time and on-budget services.

Our current workload is consistent with our normal operations and will in no way hinder our performance on this project. We have capacity to handle this project.

9. Technology

Construction Materials Engineering Laboratory Management System (CMELMS™)

In order to provide our clients with real-time field and laboratory data management and reporting, Terracon developed and maintains an automated application that we call CMELMS™. The acronym stands for Construction Materials Engineering Laboratory Management System. Having developed the system ourselves allows us to customize the application as needed to meet the needs of our clients and project demands.

CMELMS™ is a complete and comprehensive field and laboratory data and report tracking, management, and distribution system used by Terracon. The application can manage an unlimited number of reports and data for ease of reporting and documentation purposes. Features in the application include accessing and distributing test results and field observation reports by the push of a button.

Inspection and Test Data Collection, Report Preparation, and Distribution Once construction is underway, all field technicians and inspectors are responsible to provide a daily report identifying what work was found to be in compliance with the project specifications and drawings and report any non-conformances.

Terracon's Project Manager maintains non-conformance logs and lists for all testing and inspection services performed. The list will be maintained digitally in our CMELMS™ application and can be updated and e-mailed or printed at any time. We will include the non-conformance log in our distribution to the Project Team and will provide them at any other time as requested.

Report Turnaround Time

Our Project Manager and Lead Inspectors will report failure tests or non-conformance items immediately to the designated parties and will have digitally-signed reports distributed within 24 hours of service. Using our CMELMS software and our field reporting and communication services and capabilities, the test results and inspection information is quickly entered into the system and reports produced.

Litigation or Arbitration Statement for Last Five (5) Years Terracon is a large engineering firm specializing primarily in geotechnical, environmental, and construction materials testing and we perform tens of thousands of projects nationwide. Given the large volume of projects we perform annually, we are subject to periodic claims and litigation. The number of claims received annually is a very small percentage of the overall number of projects performed, well less than 0.5% of the total.
