That this consent to operate is being issued for operating a stone crusher plant
having production capacity of Crushing of Lime Stone @ 1800 TPH on M. L. No.-
24/92 in an area measuring of 760.6920 hectares at/ near Village- Sawa-
Shambhupura, Tehsil & District- Chittorgarh.

That the total production of all Stone Crusher plants (Unit- I, II and III) on M. L. No.
- 24/92 in an area measuring of 760.6920 hectares at/ near Village- Sawa-
Shambhupura, Tehsil & District- Chittorgarh shall not exceed 10 Million
Tonnes/Annum.

That the unit shall install dry extraction system for control of air pollution. The
measures shall be:-
1. Crusher: 3 no. bag filters and one dust suppression system
2. Screen House: 1 no. bag filter
3. Transfer points: 5 no. bag filters
4. Surge hopper: 2 no. bag filters

That all vibratory screens shall be totally enclosed in rigid and reasonably dust
tight housing.

That all grizzlies shall be enclosed on top and from three sides and sufficient water
sprayers shall be installed at their feeding and outlet areas.

That except for those transfer points which are placed within a totally enclosed
structure such as a screen house, all transfer points to and from conveyors should
be enclosed. If the dust does not remain confined within the enclosure water
spraying system should be installed.

That opening for any enclosed structure for the passage of conveyors should be
fitted with flexible seals. Wherever feasible, free falling transfer points from
conveyors to stockpiles should be fitted with flexible curtains or be enclosed with
chutes designed to minimize the drop height.

That the stockpiles of aggregates 5 mm in size or less must be suitably covered to
ensure that the same is not carried away by the wind.

That the approach road to site of stone crusher and active haul roads inside the
premises must be paved or hard surfaced.

That the total water consumption shall not exceed 10.0 KLD. Industry shall not
extract Ground Water. Entire water requirement shall be fulfilled through tankers.

That the pollution control measures should be installed as per details contained in
Guidelines for Abatement of Pollution in Stone Crusher Industry issued by the
Board vide letter dated 15.10.2014. The guidelines are available on website of the
Board (www.rpcb.nic.in).

That proponent shall employ the best available technology and physical
infrastructure capable of controlling the air pollution during crushing operation.

That the adequate pollution control measure shall be provide at all crushing units,
vibratory screens, grizzlies, belt conveyors, storage pile & bins, transfer points and
during transportation so as to ensure the compliance of the standards prescribed
under Environment (Protection) Rules, 1986.
17
That the raw material should be obtained from legal sources only. In case at any
stage raw material procured from illegal source is found to be used, the sole
responsibility will be of the project proponent.
18
That the water storage facility must be provided at the stone crusher site and its
capacity shall not be less than 3000 liters.
19
That minimum 33 % of the area for the stone crusher industry should be covered
by plantation and at least two rows of tall trees of suitable species should be
planted within and along the boundary of premises to develop a green belt.

That the water used for spraying/ sprinkling/ irrigation of vegetation planted as
green belt should preferably be treated waste water.

That a sign board showing the name address and capacity of crusher shall be
maintained at the entrance of the premises.

That the premises of the stone crushing industry must be clearly demarcated by
fencing/ wall.

That no discharge of the trade effluent shall be made within or outside the
premises the domestic effluent shall be dispose of into soak pit through septic tank.

That the hazardous waste generated shall be managed, handled & disposed in
accordance with the Hazardous Waste (Management, Handling and
Trans-boundary Movement) Rules 2016 and daily record of sludge generation and
its disposal shall be maintained.

That the water cess shall be deposited under the Water (Prevention and Control of
Pollution) Cess Act, 1977, as applicable.

That the industry shall not install/ operate D.G. Set without obtaining prior
Consent to Establish & Consent to Operate from the Board under the provision of
the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention &
Control of Pollution) Act, 1981.

That industry shall furnish quarterly compliance report of consent conditions to
the Regional Office, Chittorgarh.

That the total capital cost of the project shall not exceed to Rs. 120.16/- crore
which includes the capital investment made in land, building, plant & machinery
and other miscellaneous assets.

That unit shall maintain Wind Breaking Wall & other requisite pollution control
measures as required under Environment (Protection) Rules, 1986.
30
That any incorrect information submitted in the consent application form or
declaration shall make the industry liable for legal action under section 42 of the
Water Act and under section 38 of the Air Act.

That emission/effluents found to be discharged in excess of the standards
prescribed shall be punishable under section 43 of the Water Act and under section
37 of the Air Act.

33 That, not withstanding anything provided hereinabove, the State Board shall have power
and reserves its right, as contained under section 27(2) of the Water Act and under
section 21(6) of the Air Act to review anyone or all the conditions imposed here in
above and to make such variation as it deemed fit for the purpose of Air Act & Water
Act.
That the grant of this Consent to Operate is issued from the environmental angle only,
and does not absolve the project proponent from the other statutory obligations
prescribed under any other law or any other instrument in force. The sole and complete
responsibility to comply with the conditions laid down in all other laws for the time-being
in force, rests with the industry/ unit/ project proponent.

That the grant of this Consent to Operate shall not, in any way, adversely affect or
jeopardize the legal proceeding, if any, instituted in the past or that could be instituted
againt you by the State Board for violation of the provisions of the Act or the Rules made
thereunder.

This Consent to Operate shall also be subject, besides the aforesaid specific conditions, to
the general conditions given in the enclosed Annexure. The project proponent will comply
with the provisions of the Water Act and Air Act and to such other conditions as may, from
time to time , be specified, by the State Board under the provisions of the aforesaid Act(s).
Please note that, non compliance of any of the above stated conditions would tantamount to
revocation of Consent to Operate and project proponent / occupier shall be liable for legal
action under the relevant provisions of the said Act(s).

That proponent shall obtain and submit amended copy of Environment Clearance
including stone crushing activities within six month to the State Board, failing
which this consent to operate accorded will be treated as revoked without further
intimation to the unit.

That this consent to operate is being issued for M/s. Ultratech Cement Ltd. (Unit
Aditya Cement Works) operating stone crusher plant having production capacity of
850 TPH (1 No.) and 1600 TPH (1 No.) at M.L. No. 24/92 near Village – Sawa
Shambhupura, Tehsil & District Chittorgarh.

That this consent to operate is for following sources of air pollution:
i. Lime Stone Crushing Plant (1 No.) 850 TPH.
ii. Lime Stone Crushing Plant (1 No.) 1600 TPH.

That if the project cost exceeds Rs.66.63 Crores, the unit shall take / obtain
modification in consent to operate after paying fee as applicable.

That this consent to operate is being issued for " Lime Stone Crusher @ 850 TPH (1
No.) and 1600 TPH (1 No.)" for any change in production & its capacity unit has to
seek prior consent to establish from the State Board.

That all vibratory screens shall be totally enclosed in rigid and reasonably dust
tight housing. If containment of dust within the screen house structure is not
satisfactory, then a dust extraction and collection system should be provided.

That all grizzlies shall be enclosed on top and from three sides and sufficient water
sprayers shall be installed at their feeding and outlet areas.

That except for those transfer points which are placed within a totally enclosed
structure such as a screen house, all transfer points to and from conveyors should
be enclosed. If the dust does not remain confined within the enclosure water
spraying system should be installed.

That water spraying arrangements shall be installed and operated at all strategic
locations such as, at the feeding inlet of stone crushers, at transfer points, on
surface of all surge piles and stockpiles of blasted rocks or aggregates, all open
stockpiles for aggregates of size in excess of 5 mm, active haul roads inside the
works etc.

That the industry shall ensure utilization of complete crushed lime stone from
these crushing units for in house purpose only for making end products in terms of
clinker & cement.

That the stockpiles of aggregates 5 mm in size or less must be suitably covered to
ensure that the same is not carried away by the wind.

That total water consumption shall not exceed 16 KLD (including industrial &
domestic). Industry shall maintain the record of total water consumption & waste
water generation & its disposal for both industrial & domestic purpose.

That the industry shall meet out their complete water requirement by utilizing
surface water collected in mining pits only.

That the industry shall install flow measuring devices / meters on intake source of
the water and daily record of water consumption shall be maintained.

That the pollution control measures should be installed as per details contained in
Guidelines for Abatement of Pollution in Stone Crusher Industry issued by the
Board vide letter dated 15.10.2014. The guidelines are available on website of the
Board (http://environment.rajasthan.gov.in).

Shambhupura, Tehsil Chittorgarh, Distt. Chittorgarh only and compliance report
shall be submitted periodically to the State Board.

That unit shall not install D.G. Set of any other Source of Air Pollution without
obtaining prior Consent to Establish & Consent to Operate from the State Board.

That the industry shall not abstract ground water without prior permission from
the CGWA.

That unit shall comply with all the condition imposed vide this Consent to Operate,
failing which the said Consent shall be treated as revoked without further
intimation to the unit.

That the premises of the stone crushing industry must be clearly demarcated by
fencing/wall.

That the domestic effluent shall be disposed of in scientific manner to avoid ground
water pollution in & around the area.

That unit shall maintain Wind Breaking Wall & other requisite pollution control
measures as required under EP Act.

That the industry shall not install any other Source of Air Pollution without
obtaining prior Consent to Establish & Consent to Operate from the Board under
the provision of Air (Prevention & Control of Pollution) Act, 1981.

That industry shall furnish quarterly compliance report of consent conditions to
the Regional Office, Chittorgarh.

That the industry shall carryout ambient air quality/stack monitoring from the
laboratory recognized by Ministry of Environment & Forests and climate change
(MoEF&CC), Government of India or laboratory of Rajasthan State Pollution Control
Board. Analysis report shall be submitted within 30 days to the State Board from
the date of issuance of this letter.

That the total capital cost of the project shall not exceed to Rs. 66.63 Crores which
includes the capital investment made on building, plant & machinery and other
miscellaneous assets.

That the industry shall submit application for renewal of consent to operate at
least 4 months before expiry of this consent.

That any incorrect information submitted in the consent application form or
declaration shall make the industry liable for legal action under section 42 of the
water and section 38 of the Air Act.

That emission/effluents found to be discharged in excess of the standards
prescribed shall be punishable under section 37 of the Air Act and under section 43
of the water Act.

That this consent to operate shall be subject to compliance of any direction or
order passed by court of law in the matter.
