EDITORIALLeigh’s front cover this month is drawing our attention to the plightof the insect population. A global review has stated that more than40% of insect species are declining and a third are endangered.“Unless we change our ways of producing food, insects as a wholewill go down the path of extinction in a few decades,” they write.“The repercussions this will have for the planet’s ecosystems arecatastrophic to say the least.” A sobering thought.

The poems sent in by the Year 5 and 6 children (inside cover andpages 29 - 31) at Uplowman School entitled ‘Rainforest’ also show akeen awareness of the state of the world by these young people - Ifound them moving and inspiring, as were the drawings.

There seems to be plenty to do in July if you are not on holiday, fromPeace Day Sports in Sampford to the Handicraft and Flower Show inUplowman - something for everyone. And if you have a view on theSP2 development in Sampford there is also the Planning Meeting toattend.

Housing at Higher Town – recent events

1 - Mid Devon Local Plan Review

The Inspector still has not produced his final report on the Mid DevonDistrict Council (MDDC) proposed new Local Plan. On 25 May,however, he published an ‘advice-note’ to the Council. This says that

● he believes that too few houses will be built in Mid Devon inthe early years of the plan. He calls this a ‘significant con-cern’.

● MDDC must send him a report to show how enough houseswill be built in the first five years of the plan period.

It will take MDDC some time to respond to the Inspector.

Within his advice note, the Inspector has said that changes shouldbe made to Policy SP2 (60 houses at Higher Town). The changeswould allow development of the site at Higher Town to go ahead ifand when planning permission is granted. There should be nowaiting for eg work to begin on a development at Junction 27.

The Inspector still agrees that there must be no more than 60houses on the site, that improved (safe) access is needed and thatthere should be no development on the highest land. This land isshown on the plan below as ‘GI’ – Green Infrastructure.

At some point,MDDC will haveto consult thepublic on thesechanges to itsproposed plan.This means wewill have thechance to giveour views againin a few monthstime.

2 – Place Land’s application to build 60 houses at HigherTown

The MDDC website has published its latest target date for the PlanningCommittee to decide on the Place Land application. This is shown as 31July at 2.15 at Phoenix House, Tiverton.

Some points to note:● It was in July 2018 that the Planning Committee voted 10-0 to

show that it was ‘minded to refuse’ permission. (Ten were op-posed and one abstained).

● The Committee was told to expect to make their final decision inAugust 2018. They are still waiting to be asked to do this a yearlater. This is highly unusual.

● Following the local elections in May 2019, the membership of thePlanning Committee has changed greatly. Only four of the elevenCouncillors who voted in July 2018 are still on the Committee.

Please attend the Planning Committee meeting on 31st July if youcan. We know that this is simply impossible for some people. But we doneed to show this new Planning Committee just how seriously thevillage takes this application. It will help to have good numbers there.

We advise you to telephone MDDC on 01884 255255 before attending. Itis best to do this soon after 24 July 2019. By then the agenda for 3 Julyshould have been published. Ask whether application 17/01359/MOUT isbeing decided at the Planning Committee meeting on 31st July. If theanswer is ‘Yes’, please do come to Phoenix House, Phoenix Lane,Tiverton for a 2.15pm start.

If the application is heard on 31st July, several residents will be makingplans to ask questions about the application during ‘Public Question time’.This is at the very start of the meeting.

Thought for the MonthI have been reflecting on the differentways we find ourselves to be inpositions of waiting. I am writing thisarticle whilst in a waiting room. Amember of my family had anappointment at a certain time and wewere directed to a place - a waitingroom - to be called for theappointment. Several other peoplewere also waiting. We were all waitingin different ways. Some were reading,some were using their phones, otherswere just looking around. People mayhave had differing emotions as theywaited for their appointment.

Whilst on a holiday recently I had a verydifferent waiting experience. I wassitting on a village railway station underthe shadow of Corfe Castle waiting fora steam train to arrive. It was a verypeaceful setting and I sat inanticipation of the arrival of the engine.When it did, there was the usual hustleand bustle of people boarding andalighting the train, then, when it movedoff, peacefulness descended which wasvery calming as I continued to wait.

My third experience of waiting was invery slow traffic on a motorway; wewere in a tailback of at least 20 miles.The consequence was we arrived overan hour late for an appointment. Thiskind of waiting created a tension and afrustration through lack of progress a40 minute journey stretched to overtwo hours.

Each experience brought out differingemotions which arose from waiting,from apprehension in the waitingroom, to frustration in a traffic queueor the calm and well-being that camefrom appreciating the stillness of aquiet railway station. For each of uswaiting in various situations will createa mixture of emotions.

We live in a society of ceaselessactivity, a 24/7 culture of busynesswhich can create an impatience withlife and with each other. Some waitingcan be frustrating at times, but waitingmay also create an opportunity to stepback and reflect on events that we arefacing, or how we have treatedsomeone else. Waiting is like taking adeep breath before moving on, it helpsto gain a perspective to step aside fromour agenda and see a bigger picture.

We may wish for quick answers andeasy solutions to particular problems,but often the reality is different and likethe Psalmist we might cry ‘How long, OLord?’ (13:1). When faced with adifficult situation the writer of Psalm130 said, ‘I wait for the LORD, my soulwaits and in his word I hope’. Whetherit be through faith, or throughsomeone journeying with us, waitingcan be the space where the strengthand the grace to sustain us can bediscovered.

Monday 13th May

Eight of us met this month at West Pitt Farm. Katy Drew came to talk tous about the MU in Melanesia. First she showed us where Melanesia is onthe map - to the North East of Australia - and Katy had visited Honiarawhich is the capital of the Solomon Islands. She told us that life thererevolves around the Church and the call to prayer is at 5.00am. There is alot of unaccompanied singing which sounded wonderful. Katy gave a veryinteresting talk about the history and modern day life on the island.

Unfortunately the islands are very vulnerable to extreme storms andclimate change is making this much worse.

Walande Island was filmed by “Blue Peter” before it was tragically washedaway in 2002.

Monday 3rd June

Nine members and guests went to the CreditonFlower Festival at Crediton Church. The theme was“Colours of the Wind” and this was interpreted inmany interesting ways.

After we had a look round we had a very goodlunch in the Boniface Centre.

BOGUS PHONE CALLSVictims receive a phone call fromsomeone claiming to be either apolice officer or banking official.

The bogus official, a fraudster, will say either:

• There has been fraudulent activity at the victims’ bank and the staff at the bankare involved. The victim is then asked to withdraw money to either keep it safeor assist the police with their investigation.• A business such as a jewellers or currency exchange is fraudulent and theyrequire the victims’ assistance to help secure evidence by purchasing jewelleryor exchange a large amount of currency to hand over to the police.• The victims’ card has been compromised and used to purchase goods by asuspect. The victim is requested to withdraw their money to keep it safe or handover their bank card to the police.Occasionally the victim will be told to dial a non-emergency extension of ‘161’to receive confirmation of the fraudster's bogus identity. This phone line willalso be answered by the fraudsters.

The bogus official will advise the victim to lie about the reason for thewithdrawal/purchase if challenged by staff at their bank, as the staff are involvedin the fraud. A courier then attends the victim’s home address to collect themoney and / or bank cards the same day. Often the victim is given a code wordfor the courier as a way of authentication...this is all completely fake.

REMEMBER, and pass it on - Your bank or the police will NEVER:

• Phone and ask you for your PIN or full banking password.• Ask you to withdraw money to hand over to them for safe-keeping.• Ask you to transfer money out of your account.• Send someone to your home to collect cash, PINs, cards to cheque books

Although “Summer” was not too clearly in evidence, the day didbrighten up for 21 Twinners and friends to enjoy our Summer Safari onSaturday 8th June.

We started by visiting various homes to enjoy various Starters to ourevening meal. Accompanied, of course, with wine in the best Frenchtradition.

We then progressed to the home of another Twinner, who has a largeupstairs room with magnificent views (fortunately the weather hadimproved enough to see them) and where all 21 could beaccommodated for a cold buffet and desserts. This was a change fromour previous pattern of splitting up again for a main course and seemedto work well as people who felt unable to host could still be involved bybringing a contribution to the buffet. And an excellent spread it was.

Perhaps we will have another similar event next summer. Why notcome and join in?

Our next event is this year’s visit toFrance at the beginning of August. Allthe participants are looking forward tovisiting new places, renewing theiracquaintance with well known placesand, most of all, meeting up withfriends old and new.

Peace Day Sports EventSaturday 13th July

100 years ago, in July 1919, towns and villages across Britaincelebrated the return of their fathers, sons and brothers byholding a family sports day as part of the celebrations for

Peace Day…As part of Sampford Peverell’s commemoration of the WW1 cente-

nary, we are hosting our own sports day on 100 years on.

All ages welcome to join in from 2-5pm!

The day’s events will include:Tug of War – Scarecrow Race – Wheelbarrow Race – Egg and

Spoon Race – Sack Race and an Obstacle Course Stretcher Race.

There will also be a licensed bar and cakes!

CHERNOBYL CHILDREN

The children arrived on Friday evening 21st June after a very longday. The children and all the host families enjoyed a BBQ the nextday.

During their first week they are taken to the dentist and opticiansfor check-ups and treatment if needed. Then later in the week atrip to Pecorama and Lynton/Lynmouth.

In the weeks to follow they will do swimming, craft days, trips toMilky Way, Tropiquaria, Seaton Tramway as well going intoSampford Peverell School and visiting Bristol Explore with UffculmeSchool.

The children are from Belarus and the experience of being out ofthe country for four weeks will be a great benefit to their health aswell being the experience of the lifetime.

Watch out for the children in their distinctive red baseball caps and sayhello.

SAMPFORD PEVERELL SOCIETYVisit to Beer Caves

Monday 8th July 2.30 pm

The SP Society has booked places on the 2.30 tour of thesefascinating caves which are man- made. The stone from thesecaves was used to build Exeter Cathedral amongst other things.The guided tour takes about an hour and costs £9.00 for adults and£7.50 for over 65s. The caves are a little cool so you may needsome warm clothing. Although the flooring in the caves is flat,there is a steep slope leading into the caves and so not suitable forwheelchairs or mobility scooters.

It is recommended that you arrive 15 minutes before the tourstarts.

SUMMER PUDDING RECIPEThis quintessentially British pud, packedwith juicy summer berries, is so mucheasier than it looks, perfect for beginnersINGREDIENTS300g strawberry 250g blackberry100g redcurrant 500g raspberryOR 1¼kg mixed berries of your choice175g golden caster sugar

7 slices day-old white breadMETHOD1. Bring out the juices: Wash fruit and gently dry on kitchen paper – keepstrawberries separate. Put sugar and 3 tbsp water into a large pan. Gentlyheat until sugar dissolves – stir a few times. Bring to a boil for 1 min, thentip in the fruit (not strawberries). Cook for 3 mins over a low heat, stirring2-3 times. The fruit will be softened, mostly intact and surrounded bydark red juice. Put a sieve over a bowl and tip in the fruit and juice.

2. Line the bowl with cling film and prepare the bread: Line the 1.25-litrebasin with cling film as this will help you to turn out the pudding. Overlaptwo pieces of cling film in the middle of the bowl as it’s easier than tryingto get one sheet to stick to all of the curves. Let the edges overhang byabout 15cm. Cut the crusts off the bread. Cut 4 pieces of bread in half, alittle on an angle, to give 2 lopsided rectangles per piece. Cut 2 slices into4 triangles each and leave the final piece whole.

3. Build the pud: Dip the whole piece of bread into the juice for a few secsjust to coat. Push this into the bottom of the basin. Now dip the wonkyrectangular pieces one at a time and press around the basin’s sides sothat they fit together neatly, alternately placing wide and narrow ends up.If you can’t quite fit the last piece of bread in it doesn’t matter, just triminto a triangle, dip in juice and slot in. Now spoon in the softened fruit,adding the strawberries here and there as you go.

4. Let flavours mingle then serve: Dip the bread triangles in juice andplace on top – trim off overhang with scissors. Keep leftover juice forlater. Bring cling film up and loosely seal. Put a side plate on top andweight down with cans. Chill for 6 hrs or overnight. To serve, open outcling film then put a serving plate upside-down on top and flip over. servewith leftover juice, any extra berries and cream. (BBC Good Food)

SPORT AND LEISURE

10 adults and Lizzie the dog set off fromHandy Cross to walk to Wiveliscombe.We were hoping that the drizzle wouldgo away and not turn into heavy rainand we were lucky, although it drizzledon and off throughout the walk.

We started offon the road butsoon climbed over a rather high stile to walkthrough three fields before entering GauldenWoods. Following the track and then goingthrough a field with horses we crossed a road tofollow a lane down to Gaulden Manor. Havingadmired the house we took a track which wentover a stream before going uphill and following abridleway. As we were about to turn a cornerBrompton Ralph Church was pointed out and the

lunch stop. We then travelled in the opposite direction before reachingGlebe Farm (where they had a wide selection of rusting cars) and theVillage of Tolland.

We passed the Old Manor House and then reached a busier road whichwe travelled uphill for a short way. We took the turning to BromptonRalph and followed this lane all the way to the Church.

After a lunch break at the Church and a quicklook at the inside of the church we then madeour way through the village and past thevillage shop which is still in use and then tooka footpath towards Combe Lane. Travellingthrough more fields we then made our wayinto Ollery Wood where many of the trees

been cut down. Crossing another stream we then walked through longgrass and over a stile onto Combe Lane. Many of the stiles on this walkwere very unfriendly to larger dogs and they would have had to havebeen lifted over. However Lizzie had no problem. Some were notfriendly to people with short legs either but we all managed it in theend. On this stretch we walked down hill with a small stream runningthrough it, but due to the lack of rain it didn’t present much of aproblem .Crossing more stiles and walking through more fields we thenmet a boggy patch and crossed two culverts and another stile. This tookus into an enclosed path which brought us out in Wiveliscombe.

A short walk up Golden Hill and the walk was complete - about 6 ½ mileswith several hills and many different terrains with beautiful views.

Sampford Peverell Tennis ClubCourt re-surfacingWe are really pleased that the court re-surfacing was completed lastmonth with the painting of the courts. We now have a vastly im-proved playing surface – many thanks to Rachel Jasinska for all herefforts.

Alongside the new fencing and the improvements to the path, the courts are now areal asset to the village and we look forward to more people getting involved withtennis. This will start with children from the school getting to use the courts duringtheir sports week at the end of June.

2019 summer seasonWe are now half way through our summer season and the teams have all had a goodstrong start to the 2019 season:● Our mixed team are 2ⁿd in division 2 of the East Devon league and have only lost

one match all season.● Our men’ A team are currently 3rd in division 1 but are within touching distance

of 2ⁿd place with a game in hand.● The men’ B team continue their strong form. The are currently 2ⁿd in division 2

but have two games in hand over the current leaders, Torquay.● The ladies A team have remained consistent this year and are currently 2ⁿd in

division 3, but in a tightly packed league with five teams who could still win.● Our ladies B team are continuing to score some good points and are currently 4th

in division 6 and enjoying some tightly contested matches.

There has been no meeting of Uplowman PC this month but we've beenbusyin other ways. I'm pleased to say that Nicky Branton has offered to beco-opted as a councillor. Her offer has been welcomed and Nicky willjoin Ross Adcock, Kevin Baugh, Sarah Floyd, Alasdair McCombe, RobNorman and Trevor Milner to make up a complete complement ofcouncillorsfor our next meeting.

The first products manufacturedwere horse-drawn implements, wheelbarrows and domestic items suchas mangles. We would like to locate examples of such artefacts and anyother equipment that would have been made in Halberton beforeproduction moved to Tiverton in the mid-1940s. Maybe there is one suchitem at the bottom of your garden or in the corner of an outbuilding!
