    RE:Analysis Impacts on Water Resources of Rainwater Harvesting on San Juan Islands

    Ecology Contract: C0500008; Work Assignment #GA10

    The Washington Department of Ecology (Ecology) commissioned Golder Associates Inc (Golder) to

    evaluate potential impacts of rain harvesting in the San Juan Islands (Water Resources Inventory Area[WRIA] 2 [San Juan]) on runoff and recharge. The analysis considered:

    Distribution of rain harvesting systems: A 2,000 square-foot roof-top rain harvesting systemon every currently-zoned parcel on Lopez, San Juan, Orcas and Shaw Islands;

    Storage constraints: Harvest of rain limited on every currently existing parcel by a 5,000gallon storage tank, or harvest of all rain, falling on a 2,000 square-foot roof per parcel;

    Quantification of impacts: Impacts quantified by a hydrologic model developed by the

    United States Geological Survey (USGS, 2002), called the Deep Percolation Model (DPM).

    unmarked boundaries. Notes regarding the mapping of PODs with respect to government lots areprovided within the GIS database. Government lots that were available for download were

    georeferenced in the mapping shape file. The lots were used to help determine the POD location for

    68 surface water rights, certificates, applications, and claims.

    As part of the POD mapping, Golder populated database files with fields specified by Ecology:

    Spatial ID number (SID),

    Document number (Document); Point Type code (HW, PM, or RD);

    Point Location code (U, UA, UD, UM, or UX);

    Point Association Code (Y); and,

    Point Position code (M, Q, S, or T).

    These files were provided to Ecology in electronic format as two tables named SIDDoc.dbf and

    pnt.dbf. In addition, Golder provided table Comments.dbf, which provides notes on specific

    PODs regarding mapping, document errors, assumptions, and/or limitations. All comments are linked

    to the POD locations via the associated SID numbers.

    Golder was unable to map the POD of the following four documents:

    Document S1-25955 did not provide a Township for the POD, and no permit or map wasavailable to confirm the POD location.

    Document S1-164969CL is located in Township 36 North, Range 05 West, Section 22, and isoutside of the geographical area provided to Golder by Ecology.

    Document S1-031286CL is in Township 37 North, Range 03 West, Section 27. Golder wasunable to locate Section 27 on the GIS layers provided by Ecology or on topographic maps

    4.0 SCENARIOSFour scenarios were evaluated, each of which assumed a 2,000 square-foot roof-top collection of rain

    per parcel:

    Scenario 1: Irrigation use - Full capture of rain falling on the roof.

    Scenario 2: Domestic use - Full capture of rain falling on the roof.

    Scenario 3: Irrigation use - Capture of rain falling on the roof limited by storage in a 5,000 gallontank.

    Scenario 4: Domestic use - Capture of rain falling on the roof limited by storage in a 5,000 gallontank.

    Baseline conditions assume no active rain management (e.g., rain runoff from roofs discharges to the

    ground and is incorporated into the hydrologic cycle in the same manner as rain falling on the

    ground).

    Water use in the irrigation scenarios (Scenarios 1 and 3) was considered fully consumptive (no return

    flow).

    Domestic use with full capture (i.e., unlimited storage tank size, Scenario 2) assumed average daily

    use is equal to the full capture of rain during the simulation period. The quantity was divided evenly

    by days in the simulation period.

    Domestic use with capture limited by storage tank size (i.e., 5,000 gallons, Scenario 4) assumed an

    average daily use of 85 gallons per parcel (Mayo, 2004). In this scenario, demand is sometimes not

    met during summer dry periods when storage is drawn down and not replenished.

    Actual impacts to the hydrologic system from rain harvesting include not only the harvest of rain, but

    also how the captured rainwater is used, including the assumed discharge of wastewater to septic

    Septic systems are the dominant form of wastewater discharge in the drainages assessed. Return flowfrom domestic use is assumed to be 85% of total use. The remaining 15% of harvested rain is

    assumed to be consumptively applied to irrigation use. Return flow for Scenario 2 is constant year-

    streams as baseflow. Nor does the model consider routing of runoff across cells to a stream channel.

    These considerations do not invalidate the assessment of rain harvesting at the resolution of a cell, assimulated by the DPM model.

    The model code was modified to reduce precipitation according to the number of rain collection

    systems within each cell and the storage capacity. The resulting runoff and recharge from each cell

    was then calculated by the model.

    6.0

    FINDINGS

    The model simulated the effects of reduced precipitation per parcel as a result of rain harvesting. Use

    of the USGS DPM model simulated the effects of depleted soil moisture as a result of rain harvesting

    during the summer. Although it may be perceived that rain harvesting during the summer has no

    effects on hydrologic cycle water availability (because under natural conditions there is no immediate

    runoff or recharge), rain harvesting during the summer results in depleted soil moisture, and delayed

    runoff during the fall rains (e.g., October), as a result of the replenishment of depleted soil moisture.

    Changes in monthly runoff, recharge, and net total of runoff plus recharge, for the baseline conditionand the four scenarios evaluated are presented for each subbasin in Tables 2 through 33. Change in

    average annual groundwater recharge between the baseline conditions simulated by the USGS (Orr

    and others, 2002, revised 2007) and the rain harvesting scenarios are shown in Figures 5-8. The

    changes in monthly runoff, recharge, and net total runoff plus recharge between the baseline

    conditions simulated by the USGS (Orr and others, 2002, revised 2007) and the rain harvesting

    scenarios are included in these tables and plotted in Figures 9 through 40.

    6.1

    Impacts of Rain Harvesting for Irrigation

    Rain harvesting for irrigation use (Scenario 1 full harvest of rain; and, Scenario 3 harvest limited

    by a 5,000 gallon tank) reduces runoff and recharge. The largest impacts are in Scenario 1, where all

    harvest, and the discharge to septic systems of rain harvested earlier in wetter months. A net increase

    in runoff plus recharge occurred in the wetter months.

    Impacts of rain harvesting for year-round domestic use, when combined with discharge of used water

    to septic systems, are: 1) reduced winter runoff; and, 2) enhanced groundwater recharge. The net

    effect on the hydrologic cycle is to shift stormwater runoff during the winter to groundwater recharge

    and baseflow during the summer. This decreases peak winter streamflows and increases summer low

    streamflows. These effects, generally considered beneficial, are proportional to the size of an

    associated storage tank. A larger tank will also provide interannual storage to allow water collected

    in wetter years to be used in drier years, providing a more reliable water supply for out-of-stream use.Therefore, the larger the storage tank for domestic use in conjunction with a septic system, the greater

    the environmental benefits and water supply.

    Rain harvesting for year-round use provides environmental and water supply benefits regardless of

    the size of the storage tank, when combined with discharge of used water to septic systems.

    The above analysis is most applicable to rural areas where rooftop runoff of rain is discharged to the

    ground. Where stormwater management consists of directing runoff to streams, rain harvesting will

    have a greater positive effect by reducing peak winter streamflows and positive impacts by increasingsummer stream baseflow where used water is discharged to septic systems. Where stormwater

    management consists of directing runoff to Puget Sound, rain harvesting will have positive impacts

    by increasing summer streamflow where used water is discharged to septic systems.

    7.0 ASSESSMENT OF IMPAIRMENTA comparison of gaged streamflow, and simulated runoff and recharge is presented in Figure 41illustrates the ability of the model in representing streamflow. The baseline conditions of annual

    simulated [Runoff + Recharge] represents approximately 94% of the total annual streamflow,

    compared to runoff alone that represents 79% of the total annual streamflow. Therefore, [Runoff +

    Total water balance analysis, including quantification of the reduced proportion of

    evapotranspiration and concurrent increase in terrestrially available water (i.e., the amount ofreduced evapotranspiration that is additionally made available for recharge, streamflow and

    out-of-stream use);

    Analysis of individual cell water balance and comparison with the conceptual model tofurther evaluate the simulation of hydrological processes;

    Differences of rain harvesting effects on areas underlain by bedrock or unconsolidatedsediments;

    Impairment analysis considering seasonal use of water rights; and,

    Representation of the relative changes in water balance components (e.g., runoff andrecharge).

    Additional analysis, possibly including the collection of field data, could be considered to assess the

    following;

    The contribution (quantity and timing) of groundwater recharge to streamflow as baseflow;

    Effects of reduced groundwater recharge on potential saline intrusion; and,

    Other processes.

    9.0 LIMITATIONSThe analysis was conducted using the United States Geological Survey (USGS) Deep Percolation

    Model (DPM; Orr and others, 2002, revised 2007). The USGS will be reissuing the report to correct

    errors in the original analysis (Marijke van Heeswijk, USGS, personal communication).

    Several errors were identified by Golder in the original data provided:

    A thorough review of the original data provided to Golder was not conducted. Comprehensive

    review of the work presented in this technical memorandum was not completed due to limitations ofthe baseline data provided to Golder.

    Ecology directed Golder to provide this report with the understanding of the limitations of the original

    data. For this reason, the analysis as presented in this report will not delivered as a final product

    without substantial correction, and will remain in draft format.

    Changes in the baseline condition data provided to Golder may change the results of the analysis

    presented in this report.

    All work has been conducted according to generally accepted professional practices at this time and

    place within the limitations of the data provided and available time and budget.
