Scope :as far as workers may be exposed
to a risk due to ionising radiation coming from :
•Registered or authorised nuclear activities •Nuclear installations •Radon, NORM Industries •Emergency situations •Existing exposure situations
Under the responsibility of the employer
Radiation protection enforcement

EFFECTIVE DOSE = The sum of the effective doses received
through external and internal exposure must not exceed 20 mSv
over twelve consecutive months
EQUIVALENT DOSE
SKIN, EXTREMITIES = 500 mSv
LENS = 150 mSv
over twelve consecutive months
(Methodology for dose calculation :ministerial order 01/09/2003)
Principles and implementing provisions
Limits for workers for usual conditions of work
IAEA RPP Itinerant workers, 21-24 November 2011
6 ML Perrin, ASN/DIS
Risk assessment at worplace, under the responsibility of the employer
NON EXPOSED workers
CATEGORY B workers
Effective dose > 1 mSv in a year or Equivalent dose >1/10 of the relevant limit in a year
CATEGORY A workers
Effective dose > 6 mSv in a year or Equivalent dose > 3/10 of the relevant limit in a year
Categorization of Workers
IAEA RPP Itinerant workers, 21-24 November 2011
7 ML Perrin, ASN/DIS
Medical examination : every year at minimum for category A and B workers Individual medical file : Ability form Results and dates of the examinations Dosimetric results : operationnal, passive and internal dosimetry The occupational physician issues an individual form of the medical follow-up for any exposed worker
Medical surveillance by Occupational Physician
Under the responsibility of the employer
IAEA RPP Itinerant workers, 21-24 November 2011

External dosimetry •Supervised area
Individual passive dosimetry •Controlled area
Individual passive dosimetry Individual operational dosimetry (Managed by the qualified expert under
the responsibility of the employer) Internal dosimetry : Bioassays, anthroporadiametry
Dosimetry organisms approved by ASN
Dosimetric monitoring
Under the responsibility of the employer
IAEA RPP Itinerant workers, 21-24 November 2011
9 ML Perrin, ASN/DIS
Results of : •Individual external passive dosimetry •Individual internal dosimetry
are directly sent by the approved dosimetry organisms to the national dose register (SISERI) managed by the Institute of radiation protection and nuclear safety (IRSN)
Results of individual operational dosimetry are directly sent by the qualified expert of the employer to the national dose register (SISERI) managed by the Institute of radiation protection and nuclear safety (IRSN)

Internal exposure monitoring calculated dose in air crew Operational dosimetry
Operational dosimetry
Dose registration at each exit
Radiation protection officers (RPO)
transmit all the individual results on
a weekly basis
Passive dosimetry Aircrew doses Internal exposure monitoring
The individual dose is monthly calculated by
each company (with SIEVERT) taking into
account the individual flight plan
Each company transmits all the individual
results on a monthly basis
In vivo and/or in vitro measurements performed
by accredited labs approved by the authority
Each lab transmits all results on a monthly basis
Internal dose is calculated and transmitted by
occupational doctor
Measurements performed by 9 accredited
labs approved by the authority
Each lab transmits all the individual
results on a monthly basis
Radiation protection officer rights
Effective dose on the last 12 months
All active doses on the last 12 months
Occupational doctor rights

Training to radiation protection for exposed workers entering supervised or controlled areas
Periodically repeated At minimum every 3 years Notice on the risks related to an operation in a controlled area
Worker training Under the responsibility of the employer
IAEA RPP Itinerant workers, 21-24 November 2011

•Each empoyer is responsible for his workers radiological protection
•Undertaking insures coordination between its own prevention actions and the ones taken by the employer of ouside workers
•Undertaking must give to the employer of the outside workers all the informations and instructions relevant to radiological protection •Formal agreements should be concluded between undertaking and employer of the outside workers concerning the supply of individual protection devices and individual exposure instruments
In nuclear facilities :
operator and employer of the outside workers shall define jointly prevention actions Operator shall make sure that these actions are implemented before, during and up to the end of the work.
Requirements concerning employers of outside workers and undertaking
IAEA RPP Itinerant workers, 21-24 November 2011
13 ML Perrin, ASN/DIS
•Concern companies providing maintenance services, intervention works
•List of activities set up
•Certification for carrying out works in ionising radiation
•Certification provided by approved organisms
•Graded approach to the implementation of the system, applying requirements that are commensurate with the ionising radiation risks
Ministerial order in preparation
Requirements for companies providing services
IAEA RPP Itinerant workers, 21-24 November 2011
14 ML Perrin, ASN/DIS
•National dose register / centralised national network
•Issuance of individual radiological documents for outside workers (Radiation passbook)
•Electronic information exchange between countries to guarantee a protection of cross-boarder outside workers (web-based)
