Existence of a neutron source with the characteristics:Tritium in H-3 formContains up to 185 GBq (5 Ci) of tritiumProduces 14 MeV neutrons controlled and limited to 5x107 neutrons per secondLifetime between 4000 to 8000 working hoursIgnorance the need of Licensing

Fbrica de Cimento do Kwanza-SulRadiation protection regulationDecreto Presidencial n. 12/12, 25 janeiroDecreto Presidencial n. 12/12, 25 janeiroARTICLE 1. (Objectives)

The protection of people against the exposition to ionizing radiation, the safety of radioactive sources, denominated "sources", the management of radioactive waste and environments protection, is mentioned as "radiation safety" or "radiation protection".

Preventing unauthorized access and/or transfer, damage, loss or theft of radioactive sources, in order to reduce the likelihood of accidental exposure.

Article 13. (Exemption for certain sources or practices)

Exemption from notification, registration or license of radioactive material which activity of certain nuclide contained in a mass equal or less than 1000 kg not exceed exemption levels of Annex VII.

Annex VII:

Clearance levels for nuclide tritium:

Concentration of activity (Bq/g): 1.00e+06

Activity (Bq): 1.00e+09

CONCLUSION: THE SOURCE EXISTING IN THE PLANT IS NOT EXEMPT!

Decreto Presidencial n. 12/12, 25 janeiroDecreto Presidencial n. 12/12, 25 janeiroArticle 12. (Requirements for Notification)

Any responsible of a practice or possessing a radioactive source shall submit a notification to AREA (Regulatory Authority of Atomic Energy)

Sources and practices that only require notification are specified in Annex VII.

Annex III specifies the information to be provided in the notification.

Article 14. (Requirement for authorization of registration or license)

The authorization may take the form of registration or license.

License: when AREA says there is no need of registration.Decreto Presidencial n. 12/12, 25 janeiroDecreto Presidencial n. 12/12, 25 janeiroArticle 16. (Duty to inform the Regulatory Authority of Atomic Energy

Notify AREA, within 24 hours after an accident or incident that has the potential to result in serious damage.

Submit to AREA a written report indicating the causes and include information about doses, corrective measures and any other relevant information.

Article 20. (Dose limiting)

Refers to Annex IV.

Annex IV: I. Limit of occupational doses

Control exposure to not exceed the following limits:

An effective dose of 20 mSv per year as average calculated for five consecutive years and must not exceed 100 mSv in these five years.

An effective dose of 50 mSv in a single year.

An equivalent dose to eyes lens of 150 mSv in a year and,

An equivalent dose of 500 mSv in a year to the extremities (hands and feet) or skin.Decreto Presidencial n. 12/12, 25 janeiroArticle 28. (Radiation protection officers and expertes in radiation safety)

Use qualified experts in radiation safety.

Can be proposed to use an official of radiation protection in place of a qualified expert

Decreto Presidencial n. 12/12, 25 janeiroDecreto Presidencial n. 12/12, 25 janeiroArticle 31. (Inventories and records)

Mantain archive of:

Monitoring and verifications resultsInventories of sources and radioactive wasteSources transfersRadiations monitoringTesting of security systems instrumentsCalibrations and, Other verifications.10Article 31. (Inventories and records)

The registration of an individual radioactive source should include:Sources location. The radionuclide. The radioactivity on the specified date. The serial number or unique identifier. The physical and chemical form. The sources use history, registry of movements.Sources receipt, transfer or storage.Any other information necessary to locate and identify the source.Decreto Presidencial n. 12/12, 25 janeiroAnnex VI: Categorization of radioactive sources
