R-S Central Classic Drill Meet Instructors – We look forward to having a great turnout for this year's R-S Central Classic. Like last year, we will recognize the best of service in six categories of regulation drill. We hope to see strong representation from each service. The drill routines will be the same as those used at several other MCJROTC drill meets this year including Daniel Boone and South Iredell. SUBJECT: LETTER OF INSTRUCTION (LOI) FOR R-S CENTRAL CLASSIC DRILL MEET 1. GENERAL: a. Purpose: To provide information concerning the administration and conduct of the R-S Central Classic Drill Meet on Saturday, 10 December 2016. b. Scope: This Letter of Instruction (LOI) is applicable to all participants. Senior instructors should ensure their JROTC Cadets are familiar with its contents. Questions should be directed to the Drill Advisor, GySgt Currington [email protected] or (828) 286-8909. 2. ADMINISTRATION: a. Location: The primary location is R-S Central High School is located on U.S. 221. Some events will be conducted at off-site locations (about an 8 mile round trip). It is the

responsibility of competing units to provide their own transportation; bus guides will be

provided. (Weather permitting, we will hold these events outdoors on the R-S Central

campus.) b. Lodging: Overnight lodging is available close to the school however, they fill up fast. Get your reservations early! Attachment (1) lists those motels and phone numbers. c. Meals: There are many "fast food" restaurants near all motels. A snack bar will be available during the drill meet. d. Registration:

(1) Fees are summarized on the registration form. Registration forms and event fees must be received prior to 1 November 2016. There is a fee of $2.00 per cadet per event for (armed/unarmed) knockout or a combination ticket for both for $3.00. Knockout tickets may be purchased in advance or upon arrival at the concession stand. The first eighteen schools to return their registration fees will be the schools to compete at the “R-S Central Classic”.

(2) In the event a school cannot compete after prepaying registration and event

fees, the event fees will be refunded to the school by check; however, the registration fee is NONREFUNDABLE. Event fees will not be refunded for any cancellations that are brought up after 15 November 2016. Checks should indicate the name of the school and be made payable to "R-S CENTRAL HS (MCJROTC)" and mailed to: R-S Central High School (MCJROTC), 641 US Hwy 221 North, Rutherfordton, North Carolina 28139.

(3) A matrix showing event times for each school will be sent in advance of the

drill meet.

e. Event Requirements: Attachment (2) lists the events which will comprise the R-S Central Classic Drill Meet. f. Gender Specific Competition: There are NO events that require participants to be only one gender. Males and females may participate in any event as team members or individuals. g. Commanders’ Caucus: There will be a meeting of all Drill Team Instructors and Cadet Commanders at 0800, in the Supply/JROTC classroom. h. Awards: There are three categories of awards: Event Awards, Overall Championship Awards and Knockout Drill Awards.

(1) Event Awards for individual events are summarized in the following table.

(2) Overall Championship Awards. The Meet Grand Champion will be selected from the top-scoring school .The following table lists events contributing to the overall championship. Events are weighted commensurate with complexity and the number of cadets involved. Event weights are also shown on the table. If a team enters two or more teams/individuals in an event, only the top scoring entry will count toward the championship. A team must compete in at least eight of these events to be considered for an overall championship trophy.

(3) Best of Service Championship Awards. Best of Service Championship trophies will be presented to the top scoring school from each service; the Meet Grand Champion team will not receive a Best of Service trophy. All of the items listed above will count toward the Best of Service Championship. A team must compete in at least six of these events to be considered for the Best of Service Championship trophy. (4) Knockout Drill Awards. Medals will be presented to the top ten finishers in both Armed and Unarmed Knockout Drill.

i. Weather: There are facilities available for all events to be held indoors as noted in paragraph 2a. Should weather permit, the squad events will be held outdoors at R-S Central to eliminate the need for off-site travel.

j. Miscellaneous: (1) Weapons and Security: Weapons security is the responsibility of each visiting school. R-S Central High School and its instructors will not accept responsibility for weapons security. (2) Personal Property: Locker rooms for visiting cadets to change their clothes will be available. Once changed, cadets are asked to remove all their personal property. There is no way to secure individual property; therefore, it is recommended that visiting schools bring lock boxes for their valuables or use their respective buses for this purpose. As with weapons, R-S Central High School accepts no responsibility in the event of loss or theft of personal property. (3) Classrooms. Classrooms will be provided to each school as a meeting place for their team. These are provided as a courtesy by classroom teachers at R-S Central. Please take care of them. No food or drink is allowed in classrooms. Please ensure that the room is left in as good condition as you found it. k. Operations:

(1) Officials’ Post: The Officials’ Post will be located in the main JROTC

Classroom and is off limits to all personnel other than judges and meet officials. Scores in all events will be posted in the cafeteria throughout the competition. Instructors WILL be provided a copy of all scoresheets at the conclusion of the meet.

(2) Awards Ceremony: The awards ceremony will start after completion of the

meet and will be held in the auditorium. All events and overall awards will be presented during this ceremony.

(3) Weapons: Lightweight/facsimile weapons will not be used in any event;

the Daisy Springfield 03 is not in this category. Bayonets or weapons firing are not allowed. Rifles must have padded buttplates for exhibition events.

(4) Uniforms: Only military uniforms will be worn by participants. Service or

dress uniforms may be worn at the discretion of the particular school. Bearing and appearance will be judged on neatness and uniformity and not the types of uniforms worn. (NO COMBAT STYLE UNIFORMS ALLOWED)

(5) Unit Size and Competition:

(a) Regulation Platoon: Will consist of at least thirteen (13) individuals

including the platoon leader. (b) Regulation Squad: Will consist of at least seven (7) individuals including

the squad leader. (c) Color Guard: Will consist of four (4) individuals. (d) Inspection: Ten cadets will be inspected in the personnel inspection.

There is no commander for this event. (e) First Year Events. The first-year armed/unarmed squads must be

comprised entirely of cadets who are 1st year members of the drill team, with the exception of the commander who may be an experienced member of the unit.

(6) Judges and Scoring:

(a) Judging will be conducted by experienced military service personnel and

each Judging Team will consist of two to three individuals for squad, platoon and color guard events; individual and exhibition events will have one or two judges. Judges, scorers, timekeepers or runners are not to be consulted concerning scores.

(b) In the event of a scoring tie in an event, predetermined tiebreakers will be

applied.

(c) Cadence timing will be kept in color guard and all regulation platoon and squad events. Points will be deducted per attachment 3.

(d) The overall meet champion is the highest total championship points. It is

possible for a unit to win or place in the overall category without winning an individual event. Exhibition events will NOT count in overall scoring.

(7) Waiting Areas: Waiting areas are marked in each drill area. (8) Event Procedures: See attachment 13. (a) Drill sequences and scoresheets: See attachments (4) through (12) (b) Drill deck dimensions and locations: See attachment (13). (c) Penalties: See attachment (3).

(d) Timeliness. For each event, in accordance with the final competition matrix, unit commanders will report to the event registration area to check in at least five minutes prior to the start of the event. The drill unit commander will then move his/her unit into the drill waiting area, and when directed by the head judge move their team into the drill area. Any team not reporting to the registration area on time will be disqualified from that event. Judging is in accordance with the respective score sheet and terminates when the unit has exited the drill area.

(e) Platoon and Squad Regulation Drill (ARMED/UNARMED/FIRST-

YEAR): All movements must be on the order of the drill unit commander and must conform to this LOI and respective score sheet. This is Regulation Drill therefore; any fancy moves will be penalized. Score sheets list only the required movements but not necessarily the correct vocal command. All drill sequences and commands must be committed to memory by the drill unit commander.

(f) Color Guard: All movements must be on the order of the color guard

commander and must conform to this LOI and respective score sheet. All drill sequences and commands must be committed to memory by the drill unit commander. Schools may enter up to two color guards, however there is a maximum of 24 color guards allowed. Only the first

six schools requesting two color guards will be given two spaces. (g) Personnel Inspection: See attachment (14)

(h) Individual Drill:

(1) Each school will provide their own cadet to call commands for armed individual drill. Commands need NOT be memorized by the caller, however, any mistakes made by either cadet will be deducted. Cadet calling commands must be in the ready area with the

competing individual. Under no circumstances will an instructor or other adult leader be allowed to call commands.

(2) There is a maximum of 30 slots for this event. A school may enter up to 4

entries per event. These will be filled on a first-come first-served basis.

(i) Exhibition Drill (Dual/Individual):

(1) The clock will start when a competitor crosses the boundary and steps into the Drill Area, and the clock will stop upon reporting out. The competitor may tell the head judge where to stand to receive these reports. Time limits for both exhibition events is a minimum of two minutes and a maximum of four minutes. A 10 point deduction will be assessed for every 15 seconds (or portion thereof) over the maximum time limit for any school not staying within time constraints.

(2) There is a maximum of 28 slots for each for both Individual and Dual

exhibition. A school may enter up to four (4) entries per event. These will be filled on a first-come first-served basis.

(3) In addition the following rules apply: - Rifle butts must be padded - No pyrotechnics or rifle firing - No bayonets - No music - No participant may be elevated off the floor. - No blindfolds of any kind

Any violation of the above may result in immediate disqualification.

Personnel Inspection

1. General. a. Team Composition. Teams will consist of ten cadets. There will be no unit commander for this event.

b. Uniform. Service or Dress uniform appropriate to the JROTC service.

c. Event sequencing: This will be the first event of the day.for all teams. ALL TEAMS ARE INSPECTED SIMULTANEOUSLY.

d. The event is an unarmed event.

2. Inspection Procedures

a. Cadets to be inspected will form in squad formation at the end of the inspection deck. Cadets will report to a pre-assigned location so that they are interspersed with cadets from other schools. For example:

e. The judge will inspect the cadet’s uniform, grooming, bearing and knowledge. The judge will not remove the cadet’s cover other than to inspect the cadet’s haircut.

f. The judge will ask each cadet 3-4 questions, depending on question complexity. A

judge will ask the same questions (specific to the cadet’s service) to each cadet in his/her line. Each judge will have a different set of questions.

g At the conclusion of each inspection period, cadets will face and march out on

command, exiting the drill deck. The next group of cadets will move to the judges when given the command, “forward, march.”

h. This method will result in both an efficient and fair inspection.

3. Inspection Knowledge a. Cadet knowledge is an important component of the personnel inspection and serves as a measure of poise, bearing, knowledge and preparation. b. Though the inspection period may be intense and involve rapid fire questions, judges will not intentionally “stress” cadets during the inspection.

c. In addition to the official questions, judges will be given the latitude to ask “unofficial” questions such as cadet’s age, how many years in JROTC, year/grade in school and questions regarding ribbons, devices and rank insignia on the cadet’s uniform.. d. Cadets should answer in a clear, distinct voice but should NOT shout the answers. Since all cadets at a particular station will be getting the same question, shouting the answer may aid the competition. e. Cadets will be responsible only for knowledge regarding their particular service, i.e. only MCJROTC cadets will be required to know the Commandant of the Marine Corps. f. Answers below are accurate at time of publication, however, if something changes in the Chain of Command, schools are responsible for updating this information.
