e-Health Potential

e-Health potential is perceived as high within Veneto Region’s health service organization, but applications are still fragmented and scarcely interoperable among the 23 Local Health Authorities in charge of care delivery on the regional territory.

Moreover, exhaustive comprehension is still to be gained about benefits and limits of e-Health in general – and of Telemedicine in particular – for the various stakeholders in the care delivery process.

The Veneto Region’s priorities for e-Health in the period 2007-2009 – as established by the Regional Plan for Health and Social Services 2007-20091 – can be stated in terms of three fundamental Action Plans:

Adoption of best practices in management and organization, in line with the social and epidemiologic evolution and the development of scientific knowledge and health treatments (Organizational Innovation)

Introduction of information and communication technologies capable of fostering the qualitative growth of the services provided (Innovation in ICT)

Research & Innovation

To govern the technological process, it is deemed appropriate to introduce and develop capabilities of Health Technology Assessment (HTA), intended as that area of procedural methods for global and multi-disciplinary assessment of any technology that can be used for healthcare.

2) From an organizational perspective:

1. Strengthen the Regional Administration’s decision processes on long-, medium- and short-term investments for innovation in ICT, by means of systematic adoption of HTA procedures

2. Set up a reference structure about ICT standards for e- Health applications at regional level.

3. Build up a knowledge management infrastructure on ICT for Health at regional level.

4. Boost the existing capabilities of Veneto’s healthcare organization in designing and deploying successful eHealth initiatives by fostering the aggregation of local capabilities into a single regional Centre of Excellence for ICT for Health.

The Consortium Arsenàl.IT

Founded in 2005 as “Telemedicine Consortium”, it currently groups all the 23 Local Health Authorities afferent to the Veneto Region.

Has acted as Observatory by performing systematic surveys on Telemedicine applications developed over time by the member Health Authorities.

Has succeeded in highlighting the critical issues of interoperability, standardization and organizational impact as key factors for driving Telemedicine applications to the mainstream of the care delivery process.
