I am so thrilled to be working with this year's committee and the QU Board. Both are made up of dedicated and talented quilters who volunteered from each of the chapters. February 3, 2016

President Denise Racz was unable to attend the meeting. Vice President Pat Price led the meeting in her place and called the meeting to order at 6:35.

Minutes from the November 4, 2015 meeting were read. Vice President Pat Price stated the attendance from the previous meeting should be reflected in the minutes. The minutes were read, amended and approved as amended.

Officer’s Reports:

* President: Denise Racz – absent

* Vice President: Pat Price (acting President) recommended attendance should be reflected in our minutes. The November minutes are already updated.

* Secretary: Chariese Adams – no report

* Treasurer: Janet Tasker – Discussed budget sheet showing approved and year to date figures. She did not get the notebooks from Joanne. T Carter is the person to go to for QU Pins. Christine Shaefer, Centreville, has the skills for pin design. We need a simple design for the pins. Still working on this issue.

* Nominations: Kath Helsep – Proposed slate as: President – Joyce Bounds (Annandale) Vice President - Christine Shaefer (Centreville) Secretary – Trudi Sommerville (Arlington) Treasurer – Janet Tasker (Vienna) QU Show – Betsy Stone (Burke) Newsletter – Karla Vernon (Vienna) Nominating - Linda Keithley (Centreville)

Quilt Show 2016: Betsy Stone – February 29th is the deadline for quilt registration. The photography deadline is March 9th. . The Reston chapter will provide an update to the chapters on the photography deadlines. Nancy Fulton –Springfield, was to be the Boutique chair. She is moving to Kansas City in March, and Springfield members Lisa Langlais and Patrice Mull have stepped up to take over for her. Class registration is coming up soon. Four teachers are booked – Susan Carlson, Pat Sloan, Cheryl See and Vikki Pignatelli. Discussed the possible use of a program called “eventbrite” that will print out (pre) ticket from website using PayPal for the entry fee. This was not resolved and will need further discussion.

Additionally, there was discussion surrounding the need to have the Quilt Show Chair and Newsletter as “elected” positions. One obvious issue was the term limit (2 years) imposed on elected persons. This is an impediment to these two somewhat complicated jobs where expertise learned is lost at the end of two years. The second issue was one that would hamper QU as an organization if we were unable to find persons to fill these elected positions. If QU is unable to seat its executive board the organization would come to a standstill. The board decided that a minimal number of elected positions would be more expedient.

After lively discussion, Christine Shafer – Centreville, made a motion to amend the by-laws at the annual meeting in June 2016, to convert the Newsletter & Quilt show Chair from elected positions to be appointed positions. Beth Richardson (Arlington) seconded the motion. Kath Heslep volunteered to write the proposal for the April newsletter. Further discussion ensued on the need for timely appointment of these positions. It was agreed that the outgoing board should propose names for these positions to be appointed for the upcoming year. Committee Reports: * Newsletter: Lynn Gayer stated the deadline from February 8th, April 11th and June 27th.

* Membership: Judy Impellizzeri – discussion about aging population and reduced income amount.

* Web Master: Jeanne Coglianese – (not present) – Sent e-mail that we will need to consult attorney about listing of quilt stores on our website since we are deleting the list of services. Should they be removed too?

* Fall Event: (Haymarket) – Guest speaker Mark Lipinski. Mark’s health is a concern, so Haymarket is looking for a backup speaker.

Old Business: 1: Taxable Events – after the November meeting a question came up about chapters holding a fourth fundraising event. President Denise Racz spoke to attorney Libby Fritsche about the consequences of holding this event. Ms. Fritsche stated the chapters could have a fourth event but the chapter would have to pay taxes on any money made at this event.

2: Use of PayPal at the Boutique – also discussion about having a credit card reader at the front desk for people who don’t want to use cash. Needs further discussion and research.

3: Second term for QU President – this needs to be added to the agenda for the annual meeting. Reston President will write up proposed amendment for April meeting and newsletter. This needs to go out in the April newsletter.

New Business: 1: Mount Vernon bylaws changes for approval. Mount Vernon President provided two copies of her new bylaws that are signed. They need board signature. Board passed its approval. 2. Reconcile Mount Vernon membership numbers versus QU. (This was remedied before the meeting). 3: 2016-2017 Mount Vernon QU show obligation for quilt layout. Discussion about the matrix jobs and making some positions such as quilt layout a two-year position. Fairfax President will discuss with her chapter to swap responsibilities with Mount Vernon at her next chapter meeting. Centreville President stated she would discuss with her members if Fairfax was unable to swap. Need further discussion. Update in April. 4: Challenge Quilt Exhibit with Virginia Quilt Museum – According to Denise Racz, our challenge quilt exhibit is on hold until another time. 5: Term Limit for Newsletter Chair position – Proposed it change from an elected position to an appointed position. Kath Heslep will draft and amendment for the annual meeting vote.

Chapter President Reports were made by chapter representatives in attendance.

Any other business to bring before the board: * Reston encouraged other chapters to share their newsletters with her and she will advertise their events at her  meetings.  Others  agreed to add the QU address for each chapter in their e-mail distribution to help share information with each other.

* Reston President will look at the QU bylaws and will report at the April meeting on any other changes needed since we were looking at changing the Newsletter term. This should be discussed at the April meeting.

Quilters Unlimited (QU) is a non-profit organization of quilters, with all chapters and activities in Northern Virginia. Founded in 1972, it has grown to approximately 1,200 members in 11 chapters, unified by a central Board of Directors. Members include women, men and children of all ages; traditionalists and contemporary quilters; beginners to renowned experts. Each chapter has its own scheduled events and functions. All chapters come together for a variety of functions throughout the year. Visitors are welcome to attend a meeting of any chapter, as well as other QU activities. Annual membership is $20. Please read the following and be prepared to vote at the annual meeting on June 4, 2016. Motion  to  the  Membership  

   The following motion was made to the Executive Board at its regular Board meeting on February 3, 2016, and following discussion, the motion was accepted by the Executive Board for presentation to the general membership, for a vote of approval, at the regularly scheduled Annual Meeting on June 4, 2016. The President of the Reston QU Chapter volunteered to draft the language of the Motion, based on the discussion and amended language. WHEREAS all current positions on the Executive Board for officers are limited to no more than two (2) consecutive terms in the same office, except for the President, which is limited to one full term, and

WHEREAS the experience for the positions adds value for each term served, and WHEREAS there is no known basis for the existing 1 full term limit exception for the President’s office, BE IT RESOLVED THAT the term limit for the President’s office be set to no more than two (2) consecutive terms in the same office, consistent with all other officer positions. Current: 5. A member shall hold no more than one elected Board of Directors position at a time. The Nominating Chair made the following Motion to the Executive Board at its regular Board meeting on February 3, 2016. After discussion by the Board, the Board voted to accept the Motion and to present the Motion to the general membership, for a vote of approval, at the regularly scheduled Annual Meeting, on June 4, 2016. The Nominating Chair volunteered to draft the language of the Motion, based on the discussion and amended language from the Board.

WHEREAS the current slate of elected officers for the Quilters Unlimited [hereinafter ‘QU’] Executive Board numbers seven (7) persons [President, Vice President. Secretary, Treasurer, Nominating Chair, Newsletter, and Quilt Show Chair], and

WHEREAS the duties of the Quilt Show Chair and the Newsletter have little day-to-day involvement of the general membership, and require little to no input from the general membership to perform their duties, except as approved through the Executive Board, and

WHEREAS the inability to find candidates to fill these elected positions in any year would disable the membership from seating a board, and

WHEREAS the consequence of being unable to seat a Board would cause Quilters Unlimited to abandon its 501c3 tax status and dissolve the QU organization,

BE IT RESOLVED THAT the elected officers be reduced in number to five (5) essential officers: President, Vice President, Secretary, Treasurer and Nominating Chair, and

BE IT FURTHER RESOLVED THAT the positions of Newsletter and Quilt Show Chair become Ad Hoc appointments of the incoming president, with non-binding recommendations by the Nominating Committee for said positions, and

BE IT FURTHER RESOLVED that said Ad Hoc positions retain the right to one vote each, in all business that comes before the Executive Board, during their appointment, and

BE IT FURTHER RESOLVED THAT there shall be no term limit on said positions, though each shall require re-appointment by the incoming President, and

BE IT FURTHER RESOLVED that these appointments shall be made, by the President, within 3 days of taking office, so that no time is lost in continuing the duties of these positions.

The meeting will be held in the newly constructed classrooms just to the left of Dulles Expo entrance. The doors will open at 5 p.m. and the QU meeting will start at 5:30, Saturday June 4, after the Quilt Show closes at 5 p.m. The Burke guild will be providing appetizers and beverages. QU members and show vendors are free; non-members are $5.

There will be a short Big QU meeting with election of officers for next year and recognition of the current slate, and voting on two motions, followed by a trunk show and lecture, Fabric Images, by Susan Carlson.

Virginia’s Beautiful Waters, QU Quilt Show 2016 PLEASE HELP!

The QU Show Set-up/Take-down Team is Hiring— Both Volunteer and Paid Positions Available!

Yes, that’s right!! While we have used all paid workers for the physical part of set-up and take-down in recent years, we are hoping to save a bit of money this year by welcoming those who are willing and able to volunteer, so that we do not have to hire as many workers. Since we last made this appeal in the winter newsletter, we’ve had very few takers.

The details on the two categories of workers are: • Paid workers will be young people, 18-28 years of age, who will do the majority of the heaviest lifting, climb

the ladders, etc. We are especially interested in those who have worked in this capacity in the past, as their experience is invaluable. They will be paid $12.00 per hour. Those who0 work the one shift on Wednesday, at least one of the shifts on Thursday, and the one shift on Sunday will receive a bonus of $25.00. Lunch will be provided on Thursday, and cold water plus a few snacks will be provided for all shifts.

• Volunteer workers can be any of any age (spouses, friends, significant others—any who want to contribute to the success of the show) who are comfortable with the more moderate physical exertion that is needed to get the show hung and taken down. Especially needed are QU members who have helped in the set-up process before, to supervise and direct the younger folks who will do the actual lifting and building!

Both the paid and volunteer workers for set-up and take-down will be covered by the same insurance, as are other volunteers for other portions of the show. Both paid and volunteers will be provided and expected to wear hard hats and ear protection, and must wear sturdy, closed-toe shoes—no flip-flops or sandals. Steel-toed work boots are good if you have them!

The work shifts are as follows, for both volunteer and paid workers:

Wednesday, June 1st, 4:30 pm to approx. 6:30 pm Load the truck.

Thursday June 2nd, 7:30 am to 12pm Unload the truck; assemble poles and drapes..  

Thursday June 2nd, 12:45 pm to approx. 5:00pm Hang quilts.

Sunday, June 5th, 2:45 pm to approx.. 8:00pm Take down quilts, equipment @ Expo Center; load truck; transfer all to storage facility, unload truck.
