This Quick Reference Guide for Returning OFWs is intended for returning overseas Filipino workers who are HIV-positive.
The Guide lists essential legal, social, medical, spiritual, educational and financial assistance provided by government and non-government welfare organizations.
The Philippine AIDS Prevention and Control Act of 1998 (RA 8504) articulates the principles of HIV prevention and control, respecting the rights to confidentiality and holistic health care of persons living with HIV (PLHIVs). The AIDS Law extends to every person with HIV full protection of his or her human rights and civil liberties and ensuring their right to privacy.

UP OLA provides free legal services to indigent litigants in Metro Manila except Las Pinas, Malabon, Muntinlupa, Navotas, Pateros and Taguig. Free services include consultations, interviewing, investigating, drafting of documents, researching on law and procedure, handling cases in court, preparing appeals, reviewing petitions and seeking legal and other appropriate non-judicial legal remedies. The free legal service does not include the shouldering of docket fees, court costs, transportation and out-of-pocket.

Vocational or technician’s course for OFWs and their dependents under the Skills-for-Employment Scholarship Program (SESP).
Long-term
Sponsorship of 4-to-5-year college degrees to qualified beneficiaries of OFWs in any Commission on Higher Education-accredited college or university. Application is open to graduating high school students.
Financial assistance to poor but deserving dependents of OFWs. Qualifiers enroll in a 4-to-5-year baccalaureate or associate course leading to a baccalaureate or associate degree in a state college or university.

A program for the member-OFW’s economic and social reintegration through business counseling, community organizing, financial literacy semi-nars, networking with support institutions, social preparation programs and livelihood loans.
The National Reintegration Center for OFWs (NRCO) takes charge of the Reintegration Pro-gram for OFWs upon their return. It facilitates access to entrepreneurial development oppor-tunities and credit facilities to OFWs, their fami-lies, and organizations.

SSSSocial Security System (SSS)Coverage of Self-Employed Members regardless of trade, business or occupation, with at least a P1,000 monthly income and not over 60 years old.
Coverage of Separated Members for members separated from employment or ceased to be self-employed/OFW/non-working spouse and would like to continue contributing.
Coverage of OFWs upon first payment of contribution, in case of initial coverage. Minimum monthly salary credit (MSC) for OFWs was increased from P3,000 to P5,000 beginning 1 January 2004.
Housing loans for repairs and improvements secured by a first mortgage on the lot and house proposed to be repaired and/or improved.
Individual housing loan program that provides funds thru SSS-accredited participating financial institutions

Death benefit, a cash benefit either in monthly pension or lump sum paid to the beneficiaries of a deceased member. Primary beneficiaries are the legitimate dependent spouse until the person remarries and the dependent legitimate, legitimated, or legally adopted, and illegitimate children of the member who are not yet 21 years old.
MEDICALSUPPORT
Sickness Benefit, a daily cash allowance paid for the number of days a member is unable to work due to sickness or injury.
SSS pays the sickness benefit directly to the unemployed member.
Offers benefits for hospital confinement.
Maternity benefit paid for first 4 deliveries or miscarriages starting May 24, 1997 when the SSS Act of 1997 (RA 8282) took effect.
SSS Disability Benefit Program ensures that the right cash benefit for disability is paid to truly deserving members; includes medical and functional assessments.

Death benefits:
monthly pension granted only to the primary • beneficiaries of a deceased member who had paid 36 monthly contributions before the semester of death.
lump sum amount granted to the primary • beneficiaries of a deceased member who had paid less than 36 monthly contributions before the semester of death. The secondary beneficiaries shall be entitled to a lump sum benefit.
Funeral grant of P20,000 (effective September 1, 2000) is given to whoever pays the burial expenses of the deceased member or pensioner.
Employees Compensation Program assists workers who suffer work-connected sickness or injury resulting in disability or death.

The UGAT staff members have counseling experience or background. They undergo continuous training on online/mobile counseling mentored by Fr. Nilo Tanalega, SJ. They are also willing to do face to face counseling when necessary, and are available 24/7 through the Hopeline.
