When will the Minister provide a recommendation as to the suitability or otherwise of the proposed commercial bore at Kurrajong Heights currently being assessed by his Department of Natural Resources?Answer—I am advised by the Minister for Natural Resources, Minister for Primary Industries and Minister for Mineral Resources of the following response:This matter is before the Land and Environment Court and it is therefore not appropriate for me to comment.

*5641 AUSTRALIAN STANDARDS—FARM MACHINERY AND WORKCOVER—Mr Steven Pringle asked the Deputy Premier, and Minister for Transport representing the Minister for Commerce, Minister for Finance, Minister for Industrial Relations, Minister for Ageing, Minister for Disability Services, Vice President of the Executive Council—

(1) What Australian standards does WorkCover use in regards to farm machinery safety?(2) What guidelines and education are available for farm machinery distributors to ensure they meet

When will traffic lights be installed at the intersection of Old Northern and Hastings Roads Castle Hill for urgent safety reasons?Answer—I am advised:The RTA is developing concept design plans and preparing an estimate of cost for the installation of traffic signals at the intersection of Old Northern and Hastings Roads.

*5646 PUTTY ROAD COLO HEIGHTS—Mr Steven Pringle asked the Minister for Water Utilities, Minister for Small Business, Minister for Regional Development, and Minister for the Illawarra representing the Minister for Roads—

In view of a recent death and serious accidents will the Minister review the speed limit for Putty Road at Colo Heights and advise what improved safety measures are proposed for this Road?Answer—I am advised:The speed limit on the Putty Road through Colo Heights is to be given a high priority as part of the Roads and Traffic Authority's ongoing review of speed limits on NSW Roads. This will include a review of the curve warning signage along Putty Road and the need for safety barriers.

*5649 ROADS AND TRAFFIC AUTHORITY ADVERTISING CAMPAIGNS—Mr Andrew Stoner asked the Minister for Water Utilities, Minister for Small Business, Minister for Regional Development, and Minister for the Illawarra representing the Minister for Roads—

(1) How much money to date has been spent on advertising campaigns by the Roads and Traffic Authority (RTA), itemised?

(2) How much money has the RTA spent on sponsorship, itemised?(3) What benefits has the RTA received as part of sponsorship packages and how have these been used?Answer—I am advisedFor the current financial year up to 30 March 2006, the RTA spent $8,960,684 on gross media for campaigns.

The RTA undertakes a range of advertising and sponsorship activities to support the RTA's objectives including safety and improved traffic flows.

*5650 SAFETY BROCHURE—Mr Andrew Stoner asked the Minister for Water Utilities, Minister for Small Business, Minister for Regional Development, and Minister for the Illawarra representing the Minister for Roads—

(1) Was the Roads and Traffic Authority brochure Safety in Sydney's Major Road Tunnels, printed April 2005, distributed to Sydney residents?

(2) If yes,(a) How many distributions have occurred?(b) In what suburbs was the brochure distributed?(c) How many residences received the brochures?(d) When did the distribution or distributions occur?

(3) If not, why not?Answer—I am advised:The Safety in Sydney's major road tunnels brochure and postcard were developed to provide basic tunnel safety procedures and health information.500,000 postcards were printed and distributed in the Sydney, Newcastle⁄Central Coast and Wollongong areas from 1 May 2005.50,000 brochures were printed in April 2005 and were made available to the general public through motor registries, customer call centres and transport management centres in Sydney and Newcastle.I am advised the information contained in the brochure was made available on the RTA's website as at 1 May 2005.The brochure was also distributed via direct mail to a wide range of stakeholders including relevant government agencies, industry and community groups.I am advised the brochure is available to order free of charge on the RTA's website.

*5651 URUNGA FORESHORE CROWN LAND—Mr Andrew Stoner asked the Attorney-General, Minister for the Environment, and Minister for the Arts representing the Minister for Justice, Minister for Juvenile Justice, Minister for Emergency Services, Minister for Lands, and Minister for Rural Affairs—

In relation to Crown Land on the Urunga Foreshore on Atherton Drive:(1) Is your Department preparing a management plan for land other than the caravan park? (2) If so, what is the progress towards such a plan? (3) Will such a plan address community views regarding provision for a swimming area (formerly

known as "the Lido")? (4) If not, why not? Answer—(1) The Department of Lands has engaged Integrated Site Design (ISD) to carry out a master plan and

business development strategy for Morgo Street Reserve, incorporating the Urunga Heads Holiday Park.

(2) A public meeting was held relating to this work on 7 December 2005 and the consultant is expected to provide a draft report to the Department in the near future.

(3) The Department has been advised by Bellingen Shire Council that it is proposing to site a new tidal swimming facility on Crown land known as Morgo Street Reserve where the Urunga Heads Holiday Caravan Park is located. The views of the community will be addressed by Council as part of the normal planning process when Council's Development Application for the facility is being considered. The Department is not aware of any such application being lodged at this time.

*5652 SUSTAINABLE AQUACULTURE STRATEGY—Mr John Turner asked the Minister for Water Utilities, Minister for Small Business, Minister for Regional Development, and Minister for the Illawarra representing the Minister for Natural Resources, Minister for Primary Industries, and Minister for Mineral Resources—

(1) Were members of the public able to make comments in relation to the sustainable aquaculture strategy when the first draft was released in 2001?

(2) If so, has the document been revised?(3) If so, what discussions have been held with persons or organisations that originally lodged

submissions in relation to the draft of the document and in relation to the revised draft?(4) If none, why not?(5) Has any section of your Department held discussions in relation to the strategy with any aquaculture

industry representative?(6) If so, will members of the public have an opportunity to make comment on those discussions prior to

them being incorporated, if they are to be incorporated, in any further copy or draft of sustainable aquaculture strategy?

(7) If so, how?(8) If not, why not?Answer—(1) Yes - The Draft Natural Waters Sustainable Aquaculture Strategy. (2) to (8) The NSW Oyster Industry Sustainable Aquaculture Strategy (OISAS) that focuses exclusively

on the edible oyster industry superseded the Draft Natural Waters Sustainable Aquaculture Strategy and took into account the results of the consultation process. OISAS was developed with extensive input from the oyster industry and is on public exhibit for six weeks commencing 10 April 2006. All members of the public are invited to make a submission during this period. Written submissions on OISAS received during the consultation period will be considered by a government taskforce preparing the strategy. A final OISAS will be prepared for review and recommendation for NSW Government approval.

*5656 TRAIN PATRONAGE NUMBERS—Mr Malcolm Kerr asked the Deputy Premier, and Minister for Transport—

What was the train patronage for the morning and afternoon⁄evening peak hours, Monday to Friday, at Caringbah Railway Station in each of the following calendar years: 2002; 2003; 2004 and 2005?Answer—I am advised that as passenger counts were not conducted at Caringbah Station for the full period requested, the information is not available.

*5659 ASSAULTS AT GSAHS HOSPITALS AT GOULBURN—Ms Katrina Hodgkinson asked the Minister for Education and Training representing the Minister for Health—

(1) How many (i) physical assaults and (ii) verbal assaults on staff have occurred at (a) Goulburn Base Hospital, (b) Chisholm Ross Hospital and (c) Bourke Street Medical Centre during 2004?

(2) How many assaults on staff occurred at these hospitals during 2005?(3) How many assaults on staff occurred at these hospitals to date during 2006?(4) Were all these physical and verbal assaults reported to Police by Hospital management?(5) Were each of the staff who were the subject of these assaults offered counselling following the

incident?Answer—The Minster for Health advises me:I am advised(1) to (4) inclusiveIn 2004 it was agreed by the Department of Health and the Bureau of Crime Statistics and Research (BOCSAR) that BOCSAR would produce quarterly reports to the Department against a set of predetermined criteria.In accordance with this agreement the Department receives quarterly reports from BOCSAR on incidents of assault, robbery, sexual offences, selected theft offences, malicious damage and offensive behaviour recorded as occurring on health premises at a Statistical Division and Statistical Sub-Division level only. It is important to note that the health premises category as recorded by BOCSAR includes the following facility types: dentist's surgery, doctor's surgery, hospital, nursing home, psychiatric centre and statistics do not differentiate between public and private health facilities.Statistical data on the number of assaults, (and other reported incidents) at Statistical Division and Statistical Sub-Division level, are available and can be accessed through the BOCSAR website at www.lawlink.nsw.gov.au⁄bocsar.(5) Yes. A zero tolerance response to violence has been adopted in our hospitals to ensure that all patients

and staff are able to work and be cared for in a secure environment.

*5660 SUPPORTED ACCOMMODATION—ALBURY—Mr Greg Aplin asked the Deputy Premier, and Minister for Transport representing the Minister for Commerce, Minister for Finance, Minister for Industrial Relations, Minister for Ageing, Minister for Disability Services, Vice President of the Executive Council—

(1) What long-term supported accommodation vacancies exist in departmental group homes in Albury?(2) What long-term supported accommodation vacancies exist in non-Government services in Albury?(3) What is being done to address the need for supported accommodation?(4) Specifically, will the Kimberley Court facility be returned to respite and staffed appropriately?Answer—(1) There are currently no vacancies in the Department of Ageing, Disability and Home Care's Group

Homes in Albury.(2) There are currently no supported accommodation vacancies in non-government services in Albury.(3) The provision of accommodation support to people with disabilities is a key area for the New South

Wales Government. Group homes and large residential centres have been the main supported accommodation options available to people with a disability. These models of support have met the needs of many people but have not been flexible enough for everyone.An Accommodation and Support Paper was released early this year and articulates the New South Wales Government's intention to deliver a more responsive and workable disability support system that compliments the informal support being provided by families and carers; delivers help for families and carers before they reach a crisis; provides more options for people unable to live at home; and promotes independence and skill building.The New South Wales Government is developing a ten-year plan for disability services that will ensure that the large financial resources dedicated to disability services provide the greatest possible support for the people who need it. The plan will be released shortly.

(4) The Kimberley Court facility is being used to provide accommodation support to three adults. Alternative premises to Kimberley Court are being used to continue to provide a respite service for children on weekends and during school holidays.

*5661 LAVINGTON PROPERTIES—Mr Greg Aplin asked the Minister for Education and Training representing the Minister for Health—

(1) Further to advice in June 2004 that a committee of stakeholders was developing a plan for the Lavington site owned by the Health Administration Commission, what options have been developed and what progress has been made?

(2) What is planned for the former Woodstock buildings and the recently closed independent living unit?Answer—The Minister for Health has advised:(1) and (2) I refer the Honourable Member to the response provided to a similar Question on this issue -

see response to Question 5445 asked in the Legislative Assembly.

*5662 DELAYS IN MEDICAL REGISTRATION—NEW PHYSICIAN—Mr Greg Aplin asked the Minister for Education and Training representing the Minister for Health—

(1) Are you aware that delays in processing a medical registration by NSW Health and the NSW Medical Board could result in serious disruption to services at Albury Base Hospital after Easter?

(2) Why has advice been given that the process will take over three months when it is usually completed in half that time?

(3) Are you aware that the new physician obtained Victorian registration in January and can therefore provide services at Wodonga Hospital?

(4) Will you ensure that this border anomaly is rectified by expediting the registration process so that Albury Base Hospital can continue to function with an on-call physician during the April school holidays?

(1) The NSW Medical Board has not received an application from an overseas doctor seeking registration to take up specialist physician services in an Area of Need position at Albury Base Hospital. Greater Southern Area Health Service also reports no impact on services at Albury Base Hospital associated with recruitment of a specialist in general medicine to an Area of Need position in that hospital after Easter.

(2) While the NSW Medical Board has not received an application, it should be noted that to protect patients, other staff, and the community from potentially fraudulent situations NSW maintains a high standard relating to assessment of doctors that are not Australian graduates or have not passed the necessary Australian Medical Council exam. Where all necessary documentation is available and appropriate, the Board advises an average six weeks processing time.

(3) Recognition of specialist qualifications is a matter for the Australian Medical Council. It includes assessment by the relevant specialist medical College and requires the provision of various documents and forms in addition to a face-to-face interview.

(4) NSW has repeatedly called on the Commonwealth government to ensure a quicker national assessment process for overseas trained doctors and indeed this has been progressed through the Australian Health Ministers Conference and more lately through COAG where the Premier called for a single national assessment process. In the interim it is suggested the doctor apply to the NSW Medical Board where under current mutual recognition arrangements, it would be quite straightforward for him to register in NSW to work in an Area of Need position subject to meeting identification, English language and good standing requirements.

*5663 GRAFFITI INCIDENTS—Mr Richard Amery asked the Attorney General, Minister for the Environment, and Minister for the Arts—

(1) During the years 2004 and 2005 how many cases of malicious damage caused by the spraying of graffiti were reported to Police in the State of New South Wales?

(2) During the same period how many such incidents were reported to the Mount Druitt Police?Answer—(1) NSW Police recorded a total of 6,340 criminal incidents of graffiti in 2004 and 9,094 in 2005.(2) The Mount Druitt Local Area Command recorded 91 criminal incidents of graffiti in 2004 and 175 in

2005.

*5664 RAILCORP TRAIN DRIVERS—Mr Barry O'Farrell asked the Deputy Premier, and Minister for Transport—

In relation to RailCorp train drivers:(1) How many hours and⁄or days of sick leave have RailCorp train drivers taken since 4 September

2005?(2) What is the total monetary cost of this accumulated sick leave taken since 4 September 2005?(3) What were the total number of hours and⁄or days of sick leave taken by RailCorp train drivers in each

of the past three financial years (ending 30 June 2003, 2004, and 2005)?(4) In each of the past three financial years, what was the total monetary cost of this accumulated sick

leave taken in each year?Answer—I am advised:(1) to (4) RailCorp train drivers have taken 6,675 days of sick leave from September 2005 to 31 March 2006, with an average of 4.73 days per driver.The total number of days sick leave taken by RailCorp train drivers in each of the past three financial years (ending June 2003, 2004 and 2005) are as follows:

*5669 NURSING HOMES AND RESIDENTIAL CARE—Mrs Judy Hopwood asked the Minister for Education and Training representing the Minister for Health—

(1) (a) What NSW Government nursing homes are there in metropolitan Sydney? (b) What community residential care facilities are there?

(2) Where are these homes and facilities located?Answer—The Minister for Health advises me:(1) and (2) I refer the Member to the website of the Aged Care Standards and Accreditation Agency, the

independent body appointed by the Federal Government's Department of Health and Ageing.

(5) Will the Government introduce a pay-by-instalment mechanism for low-income earners to pay the fines for Infringement Processing Bureau penalty notices, before they are referred to the SDRO?

Answer—I'm advised.The number of penalty notices transferred to the State Debt Recovery Office from the Infringement Processing Bureau in 2005 was approximately 634,000.Clause 5 of the Fines Regulations 2005 prescribes the amount of these costs to debtors when an unpaid fine is sent to the State Debt Recovery Office.The State Debt Recovery Office can extend the time to pay a fine and enforcement costs, or allow the fine and costs to be paid by instalments, in accordance with section 100 of the Fines Act. Approximately 4 percent of the penalty notices referred by the Infringement Processing Bureau in 2005 were subject to such a time to pay arrangement.0.06% of enforcement orders were written-off in 2005 under this section of the Act.The Government continues to monitor the ability of low-income earners to pay fines and penalties.

has the Government cut this service?(4) Given community concerns about these cuts, will the Minister reinstate cancelled night and weekend

this community?Answer—I am advised:(1)-(3) Route 311 and 312 services were modified due to low passenger numbers and the close proximity of both services. No changes have been made to the timetable of Route 311 during peak hours or during the daytime, when passenger numbers are highest.(4)-(5) The level of service provided by the revised timetables is considered to be sufficient to satisfy current customer demand for the Route 311.Service levels are continually monitored and where changes in demand are detected, appropriate adjustments are made to ensure that timetables provide suitable levels of service throughout the week.

Answer—I am advised by the Minister for Natural Resources, Minister for Primary Industries and Minister for Mineral Resources of the following response:(1) As at the 12th April 2006, there had been over 640 landholder enquiries to Catchment Management

Authorities regarding Property Vegetation Plans, resulting in over 120 site visits. Details of finalised PVPs can be accessed by any member of the public through the native vegetation public register.

(2) As above.(3) As above.(4) The Environmental Outcomes Assessment Methodology sets out the circumstances in which

broadscale clearing is to be regarded as improving or maintaining environmental outcomes. It provides the scientific underpinning for, and the logic used in the assessment of both clearing and offset proposals.

(2) Of those workshops held how many have been held in country New South Wales?(3) In which country towns and cities have they been held?(4) Of those towns and centres what was the number held in each centre?(5) If workshops are not held in country New South Wales, do you intend to introduce these educational
