Summary of Residents’ Comments

There were two major concerns breaking down into traffic problems and over development of the village. TRAFFIC PROBLEMS Parking Difficulty in getting a parking space in the village centre at the Co-op, Community Centre and the Doctors. Parking during school deliveries and collections in The Street, Thorney Road, Rembrow Road and the various cul-de-sacs. People parking on the pavement, which as one person pointed out is forbidden

in the highway code. One comment said it should be banned. People parking on verges. People parking close to junctions. In some cases blocking views and causing drivers to come out of a junction on the wrong side of the road. People parking in Friars and London Road for the Playing Field especially when football matches were on. People parking near the bus stop in London Road. Some comments were made about general bad parking including blocking peoples driveways. People double parking. People parking in The Street and people visiting the Methodist Church were a problem. People parking in the turning places in cul-de-sacs. Lay bys caused some comment for two reasons, one that they were not used and two that they were overflowing. One comment was made that householders should be responsible for ensuring that visitors and residents to that house should park responsibly, not on pavements and in road. One comment complained of HGVs parking in the village. It was stated that there were not enough parking spaces in the village, and more were needed. One suggestion was that the play area outside the Community Centre should be used for extra parking spaces. It was suggested that yellow lines should be introduced to solve some of the problems. Stop turning garages into rooms. Parking in street near school. Speeding Lorries and cars going too fast through the village. Cars and buses speeding down Thorney Road. Vehicles going too fast through the narrow road outside the newsagents. Two reductions to the speed limit of 30 m.p.h in parts of the village were suggested being 25 m.p.h. and 20 m.p.h.

Other Traffic Comments The roads are too narrow in and around Capel St Mary for the heavy lorries. Speed awareness signs needed. The crossing at the newsagents is dangerous especially for the elderly. Can there be a zebra crossing?

There is no consideration given to pedestrians and cyclists. Speedwatch is in the wrong places and therefore inefficient.

Too much traffic to Copdock Mill. Better traffic management required. Roads overcrowded and dangerous. Better roads for traffic. One person did not feel safe with a pram. Minimise noise from A12. Better roads required in and out of the village. Too many lorries going through the village to Raydon/Hadleigh. Better cycle routes required. Safer slip roads onto the A12. Mud on road from tractors

Mill Hill joining the street is a dangerous corner. Needs to be a danger sign there as traffic speeds down the hill. Alternative transport or improved cycle routes/paths. Better traffic calming near shops. Increasing traffic on country roads. Weight restrictions required on heavy lorries following sat nav through country lanes.

New Housing Developments

A call to stop further developments. Concern that the countryside will disappear. Rural character of village will be destroyed. Keep village the same size. It must not become an outpost/suburb of Ipswich. The existing facilities are right for the village as it is. Extra traffic would add to our problems and cause noise/air pollution. Keep the unique identity of the village. Keep Capel St Mary a garden village. Infrastructure cannot cope with more housing. No new large estates. More bungalows required to free up the larger houses. More housing will lower the values of the existing homes. New housing should have water harvesting. New housing should have solar water heating. With new housing we will lose footpaths, bridleways and views. No new houses more than two storeys. New developments must have green spaces. Minimum of two parking spaces per house excluding garage. Provide plenty of parking spaces on developments.

The new houses are too expensive to buy. There should be a footpath to the entrance to the Hopkins Homes development Days Road. Developers must plant more trees. There should be deposit schemes to help young people get on the property ladder. Green spaces being built on is pushing boundaries further away. New developments will worsen congestion at the shops. How will the village cope if it is doubled in size? The new houses aren’t selling so why should there be more? Proposed developments will be a strain on existing facilities. Any new housing should have a mix including houses for young people. Any new developments must have access onto the A12. Why aren’t developers building a new shop?

Why aren’t builders washing lorry wheels before they leave the site?

No houses to have access into Rembrow Road. Too much traffic in area of Scott’s development will reduce house values. Why no flats, apartments and studios. Build on brownfield sites. More apartments needed for the elderly. New build must allow for off road parking. Smaller affordable properties for the elderly. Moderate developments provided the infrastructure and facilities are improved. Make contractors repair cracks in the street. No mention of multi purpose buildings in developments e.g. surgeries, clinics. Amenities not keeping pace with growth. New developments should be aesthetically and modern architecturally. Village already too large. Stop building on farmland. New developments will worsen congestion at shops. Compensation should be paid to households disrupted by builders. Infrastructure inadequate. PC needs to give support to this being developed. Roads too narrow in new developments. New developments should cater for ethnicities, professions and interest groups. No infrastructure to support new housing. Developers must consider traffic volume and access points. Developers must allow space for wheelie bins.

FACILITIES AND INFRASTRUCTURE

Shops

The most popular request for a shop was for a butchers. Other suggestions were for a greengrocers, cafe as a meeting place, D.I.Y., craft, and charity. There was also a request for a community pub and also a pub which served good food that you could take guests to. There was also a request for a weekly market. A post office separate from the Coop. One person said it wasn’t a good idea to put it in the Coop. Shops to be bought/rented by local people not majors. Clubs

There were suggestions fora skate park, and clubs for pool, tennis, craft, table tennis, gymnastics, keep fit, running, bridge, and roller skating. There were several comments requesting various clubs for young people. Daily lunch group for older residents. Playing Field, Play Areas,and Green Spaces

A new pavilion is required. Football pitches are disgusting. Enlarge playing field. Add more parking spaces. Add keep fit area to playing field. Play areas the bane of our life. More play equipment to the west of the village required. Improve and upgrade playgrounds. All weather football and hockey pitches required. Gym trail for teens. Medical Facilities

Larger doctors surgery needed. Getting doctors appointments is a problem. Upgraded surgery required to include essential specialist clinics and minor injuries. A pharmacy open 6 days a week. Pharmacy to be separate from the doctors’ surgery was mentioned. A larger dentists. One person who moved into the village couldn’t register with the dentist in the village as a NHS or private patient. Primary School Build an extension to the school to cope with a larger village. Build a new school.

Green spaces, Paths, Bridleways and Trees

Keep fields around the village. The fields are not for building on. Do everything possible to preserve rural environment. New developments should keep links to bridleways/paths. Paths and bridleways need to be maintained and kept clear. There is a loss of footpaths with developments. Details of local walks needed. Footpaths poor in some closes. Footpaths must be properly maintained. More drop kerbs for elderly with disability apparatus as existing footpaths not suitable. Also problem for mobility scooters. Map of walkways required. More than one person did not know where the nature reserve is. Nature reserve needs better promotion. Nature reserve needs maintenance. More nature reserves needed. Litter at maintenance reserve. Duck pond needed. Overgrown hedges/shrubs onto footpaths a hazard to pedestrians. Too many protected trees with overhanging low branches. Maintain existing trees. Upkeep of trees left too long. Falling leaves a hazard to the elderly. Leaves getting into gutters. There are limited areas to sit and enjoy weather and surrounding farmland. Overgrown public rights of way. No seats or litter bins in green spaces. Footpath maintenance poor and overgrown. More housing will mean more hedgerows disappearing affecting wildlife. Village needs to take ownership of trees and greens. ENVIRONMENT

Litter around the shops. Drink cans etc dropped . More bins required.

Reduce fly tipping by not charging at recycling centres. Too much fly tipping. Litter at entrance to London Road. Litter on playing field bad. Lads riding scooters over seats on playing field creating mess to sit on. Awareness scheme for dropping litter. Teens dropping litter. Pollution

Too much from the A12. Pollution from delivery lorries. More trees to be planted to absorb CO2. Queueing traffic adding to pollution. Especially at shops. New chimneys being built despite government saying they add to pollution. Concern over land west of Capel St Mary. We need to be more environmental friendly. Concern that more developments will add to pollution. Environment is over polluted. Noise and pollution from A12. Dog fouling

Warnings should be displayed warning against dog fouling. Some lazy dog owners allowing dog fouling. Awareness scheme for dog fouling. There is too much. Risk of disease from dog fouling on playing field. Dog fouling occasionally. Dog mess on pavements. Recycling

Bypass recycling too far from village centre. Skip required for larger items. Noise from Bypass bottle bank at all hours. Bypass recycling used for fly tipping. Larger clothing bin required. If village grows the recycling facilities will need to be emptied more often. I do not want to see end of recycling facilities. Merge the shopping precinct and Bypass recycling facilities. Businesses

Where are people going to work. No more small business units. There are enough at Churchford Farm. Businesses being run from private homes. With expansion would like to see small local businesses.

Encourage local businesses to reduce commuters. Crime and anti-social behavour

Burglaries a worry. CCTV on playing field to catch people responsible for dog fouling and anti-social behaviour. Too many self employed people cause disruption whilst working in the village during the day. Noise from barking dogs. Young people are rude at shops and on playing field. Problems at Bypass during the evenings. No police presence. Rarely see police. Lack of police patrols. Police need to crackdown on problem teenagers. People should be allowed to replace hedges with fences to protect from burglars. Anti social behaviour at shops, playing field and on greens. There should be stiffer penalties for offenders. Bus Services

More bus shelters as buses unreliable. BT Exchange mentioned as one. More buses needed to run later and on Sundays. Buses not to run down Thorney Road but to use Rembrow Road as originally planned. Buses travelling too fast through the village. Better and cheaper bus services required. OTHER CONCERNS

Electric Charging Points

With the growth in electric car volumes there was a request for electric charging points in the village. Churches There were no questions relating to churches. Religious needs not catered for. Churches essential to village. N.B There was no intention to ignore churches which are a vital part of the community with their activities. Spaces were provided for residents to add comments not covered by the questions, but other than those above none were received.

Misc. Elderly are not listened to. Neighbourhood Plan should have been produced earlier. Extend Park and Ride to Capel St Mary. Taxi service needed in Capel St Mary. Lack of street lighting after midnight. In old part of village there is no fibre broadband, drains not cleaned and road subsidence from heavy lorries. Garden village being spoilt by gardens being enclosed. Aircraft noise of planes going to Stansted. People not respecting our community.
