Procurement Framework• Under Section 190 of the City of Brisbane Regulation
2012, Council must prepare and adopt a formal
procurement framework each year. This framework must
outline the principals and policies that Council will apply
in purchasing goods and services, carrying out work or
disposing of assets.
• The framework is applied via the Contract Manual and
Annual Procurement Policy and Contracting Plan
(APPCP).

Council's Contract Manual is the
basic framework for Council
procurement. It includes the
thresholds for requesting quotes
and tenders. It also includes some
exemptions from the requirement
to quote or tender.
Council's Annual Procurement
Policy and Contracting Plan
(APPCP) provides more detailed
information about Council's
procurement activities.
It includes a list of the significant
procurements (worth $10M+)
planned for the financial year and
also many other large
procurements worth $1M+.

Exemption 2
from APPCP 2015/16
• The exemption provides a framework to address the
public interest test when delegates consider procurement
directly from or restricted tender processes with:
Microenterprises (MEs), Social Enterprises (SEs) and
Community Enterprises (CEs).

Public interest test• When making an assessment in relation to the public
interest test, delegates of Council should consider the
following issues:
• The basis on which the organisation is considered to
be an ME, SE or CE;
• How the contract will develop the capacity &/or
capability of the ME, SE or CE or otherwise
contribute to Council’s procurement objectives;
• Consideration given to commercial enterprises
operating in the sector and whether they would be
unduly prejudiced by the award of such a contract;

Public interest test• Consideration of other known MEs/SEs/CEs and
whether it would be appropriate for those
organisations to compete with each other for the
contract;
• How quality of the goods &/or services is to be
ensured;
• How reasonable value for money will be achieved by
Council; and
• Past performance of the supplier where a contract
renewal or award of a similar contract is being
considered.
