2016 Presidents ReportAn Olympic year, and there was so much action going on all over the country. Athletes preparing for the games and the Queensland Olympic Council (QOC) raising funds to send the team. So many highs and lows on and off the field for our athletes and the same for us in the fundraising stakes. We had a very successful Olympic Quadrennial raising our target of $1million, and we are very thankful for the generous donation of $450,000 from the Queensland Government.

QUEENSLAND PREMIER’S ATHLETE FAREWELL DINNER 2016 This Event was preceded by the Rio 2016 Cocktail Party and we are eternally thankful to Mark and Tracy Stockwell for hosting this event at “Wanganui”. This served as a warm up for the main event.

It was finally upon us. 21st May 2016…Oh what a night! The red carpet was laid at the Royal International Convention Centre and lined with Brazilian dancers and drummers. There was a stella line up of Olympians in attendance. We had 68 Olympians in the room in addition to this were some of our Rio selected athletes. There was an amazing display of Team Uniform Jackets (1936-2016) and a unique complete collection of Torches (1936-2012) kindly loaned to us for the evening by Victor Hoog Antink. The entertainment was continuous throughout the night. Choir, Five Rings, Panel of Legends - James Tomkins, Susie O’Neill, Ian Thorpe and Natalie Cook (self proclaimed) and Laurie Lawrence. Our final dance was to Sheppard, in our limited edition Qantas PJs, which were a gift for everyone that attended the night. We were joined by IOC Vice-President and AOC President John Coates AO and Australian Team Chef De Mission Kitty Chiller.

A fabulous night was had by all. We could tell by the smiles, chatter and willingness to contribute to the Australian Olympic Team.

We are just so proud of our athletes, their families, the many Rio officials and volunteers and the Nation of Brazil as host for these amazing and inspiring Olympic games.

PIERRE de COUBERTIN AWARDS The Pierre de Coubertin Awards are a highlight on the QOC calendar every year. Our panel of Olympians provide many insights that we hope will inspire the recipients onto their own greatness. To see the looks on the students and parents faces when presented with their Awards continues to be a favourite time of the year.

The presentation was held on Saturday 9 July 2016 at Somerville House in South Brisbane. 89 Recipients attended out of 185 Nominations received this year. This year was our 21st year of the Pierre de Coubertin Awards, a number of recipients from previous years attended, including 3 Olympians. Our past recipients together with myself and Joan Pease MP Member for Lytton, representing the Honourable Annastacia Palaszczuk MP, Premier of Queensalnd and Minister for the Arts, presented the Awards and Pins to students.

Olympians were also involved in the Ceremony. I interviewed 5 Olympians. Duncan Free – Rowing, past Pierre de Coubertin Recipient Brittany Elmslie – Swimming, past Pierre de Coubertin Recipient, Angela Lambert – Hockey, past Pierre de Coubertin Recipient, Nicholas Sprenger – Swimming and Paul Gonzalez – Baseball. They spoke about their journey and experiences at the Olympics. This was a great insight and inspiration for all the students.

This presentation was a group effort and could not have been so successful without the help of all involved. Lara Davenport Chair Education Commission, Lisa Zoomers, and five Griffith University students, through Dr Caroline Riot from the Griffith Business School, Troy Godfrey, Samara Camilleri, William Rosewell, Emma McCarthy and Ashleigh Needham. Ashleigh organised for the past Pierre de Coubertin Recipients to attend. Also volunteers this year again were Maressa Calthorpe-Croft, Stephen Butterworth and Lachlan Beckingham. Maressa, Stephen and Lachlan continue to give their time to ensure the day is a success.

As 2016 also marked the PDC Awards 21st Birthday, some students and parents stayed back and celebrated with us.

OLYMPIANS CLUB OF QUEENSLAND Julie McDonald gathered Olympians for breakfast to watch the Opening Ceremony in the Cricketers Club. Olympians always love it when Games time comes around and it is great to see them all reminiscing about their experiences. A great bond is forged between Olympians and every 4 years the Games brings them all together to celebrate their achievements.

PARTICIPATION PIN PRESENTATION In November, His Excellency the Honourable Paul de Jersey AC hosted a number of our 2016 Queensland Olympians at Government House to present them with their IOC Participation Pin and AOC Framed Pocket. In attendance was our Board and we took the opportunity to take a photo.

THE YEAR AHEAD Recover from the year that was! Our focus will turn towards PyeongChang 2018 and Tokyo 2020. The closing ceremony in Rio gave us a glimpse of what to expect in Japan in 4 years time and I can’t wait. I do know that with the blink of an eye it will be upon us, especially with the Commonwealth Games on the Gold Coast fast approaching.

In closing, 2016 has been an amazing year of sport, action and fundraising. I would like to take this opportunity to thank the QOC Board, special mention to Trevor Beckingham and Paul Gonzalez who worked tirelessly with Lisa Zoomers to ensure the dinner was a huge success. Thanks also must go to Mark Stockwell and his Team Appeal Committee for all their hard work and getting bums on seats. I am very proud of our team and the quality of the event delivered. We are excited about the next one… in 4 years. It is just a long time between drinks.

2016 Secretary General’s Report2016 is crunch time, that’s when it all happens its when everything comes together it’s the end of 4 years work and this was certainly the case this year. It was a year that presented us with a number of challenges least of which was the Games. We delivered our Gala Dinner, our Education Initiatives, moved the office and started preparations for 2020.

In education we again conducted a very successful Pierre de Coubertin Awards program and a full report of this can be found in the Education Commission Report. This event remains our flagship education event and 2016 saw us celebrating our 21st Birthday of delivery here in Queensland.

The Queensland Premier’s Athlete Farewell Dinner was held on Saturday 21st May 2016 at the Royal International Convention Centre, RNA Showgrounds, Brisbane. Further reports on this event can be found throughout other reports. This event was a total team effort from the QOC with input from all of the various sections within the organisation and our external partners. Without this co-ordinated effort it would not have been the great event that it was. The primary focus of our combined efforts delivered a successful event.

ADMINISTRATION REPORT Lisa Zoomers our Operations Manager continues to work tirelessly and diligently attending to the day to day operation of the office. Without her efforts especially her attention to detail and her exuberant disposition the work of the Board and its various committees would not be as enthusiastically attended to.

The Board formally met 5 times during the year and these were well attended by Board Members. There were also a significant number of informal interactions between various members of the Board to progress various activities of the QOC. The results of our deliberations and effort are evidenced by the progressing of the QOC Strategic Agenda.

On the AOC front we continue to build this relationship to deliver the range of initiatives that we undertake on their behalf. In May Natalie, Lisa and I attended the AOC AGM and SOC meetings where all continued to make a significant contribution to proceedings.

Throughout the year we have continued to be active in our Olympic education programs and in working with athletes to spread our key messages on the Olympic ideals and active healthy lifestyle choices.

Work has continued on the process to review our Memorandum and Articles of Association (Constitution) and we have continued the process to upgrade and update these documents so that they may better service our needs. The result of this work is the proposed changes that will be presented to the 2017 AGM before our membership and we would ask that you give them your due consideration.

During the year we were forced to re-locate office as the arrangement that we did have for provision of this was terminated. We are grateful to Damien Zoomers and Wild Frontier for taking over the provision of admin services. We have re-located the office to Oxley and hopefully are in a position where we are settled for a significant time to come. This will remove the necessity to be forced to re-locate on an ongoing basis.

The Centre of Olympic Studies that was previously housed at the University of Queensland, these arrangements were similarly terminated and our office re-location has allowed us to re-locate this facility within the office as well, thus consolidating the home of the Queensland Olympic Council.

THANKS We have continued to support a number of activities throughout Queensland with Olympians when requested and again I thank all of them for their continued support of our activities as they have a huge role to play in promoting our activities.

Similarly 2016 again saw the QOC supported by some wonderful volunteers across all our operational areas. Outside of fundraising activities we had numerous volunteers assist us with the Pierre de Coubertin Awards and a number of students from Griffith University undertook work experience placements with us. We thank them for their support and the work that they perform.

Our flagship education program, the Pierre de Coubertin Awards, was again a wonderful success with over 500 guests attending the Awards Ceremony in July. To all the hardworking Education Commission members and volunteers thank you for your continued effort in helping us promote the Olympic ideals through our education program. Our particular appreciation is also extended to Somerville House for hosting the Awards Ceremony again this year and Outward Bound for facilitating the Leadership Program at the Awards and the A.S.P.I.R.E. program that we run following the Awards.

Before I conclude I would like to restate last years comments and pay tribute to the efforts of our Operations Manager, Lisa Zoomers. Her enthusiasm and zest for life is only rivalled by that of our President Natalie Cook. Lisa is a bright effervescent personality who has revitalised the administrative operation of the QOC. Her commitment and attention to detail has resulted in a revitalised approach to many of our initiatives. She makes my job so much easier and as a result I believe the quality of what we do is second to none. Lisa, thank you. Between the enthusiasm of you and Natalie you drive me to achieve better things for the organisation, even if you both are going to wear me out in the process in trying to keep up.

This is the final year of the Quad, there will be elections to elect a new Board that will take the QOC onwards and upwards. The Quad proved to be challenging in many aspects of our operation but the commitment and dedication of the outgoing board and staff saw the QOC consolidate its position and provide a solid foundation for future expansion.

Finally to the Board, thank you for your continued confidence in entrusting me with this role and providing the support, enthusiasm and dedication to guide us through what has been another wonderful year. We continue to achieve a great deal and we have so much more to do. The beauty of working with Olympians is that they inherently know what teamwork is all about and their commitment is second to none, we do have a great team so let the journey continue.

2016 Education Commission ReportThe following outlines the education activities of the Queensland Olympic Council for 2016.

PIERRE DE COUBERTIN AWARDS The Pierre de Coubertin Awards Presentation was held on Saturday 9th July 2016 at Somerville House, South Brisbane. We would like to thank Somerville House for continuing to allow us to host our Awards Presentation at their school. It is a wonderful venue.

Nomination Packs were sent out to each Queensland High School in March and closed in May for the Ceremony however we accepted nominations till the end of the school year.

89 recipients attended the Presentation Ceremony. 185 nominations received this year.

2016 Pierre de Coubertin Award Recipients

Processing applications and preparation of the Awards Ceremony would not have been possible without the incredible work of Lisa Zoomers and the assistance provided by students from Griffith University, thanks to Caroline Riot for assembling a great group. Samara Camilleri, Emma McCarthy, William Rosewall and Troy Godfrey took on the challenge with gusto and accomplished the project successfully. As well as the Griffith students, we had 3 volunteers at the Ceremony - Lachlan Beckingham, Stephen Butterworth and Maressa Calthorpe-Croft.

Victoria Carthew again led us through the ceremony, we love having Victoria continue to be part of this wonderful day.

We had 10 Olympians at the event this year, they were Kim Cooper, Lara Davenport, Nat Cook, Duncan Free, Paul Gonzalez, Fred Casey, Terry Aronson, Brittany Elmslie, Angela Lambert and Nicholas Sprenger.

Our special guest this year was Ms Joan Pease MP Member for Lytton, representing the Honourable Annastacia Palaszczuk MP, Premier of Queensland and Minister for the Arts. Ms Pease presented awards to our recipients and spoke to our recipients.

As part of the Ceremony Natalie Cook interviewed 5 Olympians on stage: Brittany Elmslie, Angela Lambert, Nicholas Sprenger, Paul Gonzalez and Duncan Free. This part of the ceremony is always a wonderful insight to each Athletes journey.

3 students presented their pieces on stage. A Guitar Piece by Darcy Rogers, Gympie State High School; and 2 Literary Pieces by Caitlyn Sheehan, Marist College Emerald and Samantha Bainbridge, Bundaberg State High School.

This year was our 21st Year for QLD Pierre de Coubertin Awards. To celebrate this accomplishment we invited Past Recipients – 1 from each year – to be part of our Awards Ceremony. Each past recipient was introduced on stage and was part of the official party that presented Certificates and Pins to our 2016 Recipients with Ms Pease and Natalie. Olympic Leadership Workshop - Saturday The 2016 Award recipients were offered the opportunity to be involved in the Leadership Workshop, and the A.S.P.I.R.E in Action Program (on Sunday) - an extension Leadership Program with the Queensland Olympic Council. Lara and Outward Bound delivered another successful workshop.

The Leadership Workshop offered Pierre de Coubertin Award recipients an opportunity to interact with Olympians during experiential activities (facilitated by Outward Bound), an interactive presentation that developed a further understanding of the Olympic Movement, enhanced students ability to identify personal and professional priorities and values, enabled students to connect these values with leadership, and discuss the application of these leadership skills in the community.

Following the workshop Olympians engaged in a Question and Answer session with the Award recipients.

Universities at PdC Pierre de Coubertin Award recipients were able to discuss the opportunities and support available for Athlete Career and Education at University, with the University of Queensland, Griffith University, and Queensland University of Technology (QUT) displaying information on the day.

ASPIRE Program Attendees

ASPIRE Program - Sunday Again this year we offered to all recipients the chance to be part of A.S.P.I.R.E. in Action hosted by Outward Bound on the Sunday. 25 students took part on Sunday and enjoyed all aspects of the day. Doubling our numbers from 2015. Sally and John Callie joined Lisa and myself on the day. Sally and John were a great addition to the day, their contribution was invaluable.

To continue to improve on numbers for our ASPIRE in Action program on the Sunday, students were asked to provide a few words regarding their experience – a few below:

produced making memories that will last a lifetime! It gave me the confidence that I can make the big time, the Olympians are just normal people just like us who followed their dreams and let nothing get in their way. And now hopefully I can do the same!

Xanthe Topping, Townsville State High School My experience at the ASPIRE in Action day was unbelievable. I learnt so many new things about myself and about leadership. I met some incredible people who I now call my friends. I loved all the activities and enjoyed encouraging others to participate in them. I stepped out of my comfort zone and really enjoyed it, I would recommend it to anyone and everyone to have a go and enjoy the new adventure.

Harry FitzGerald, West Moreton Anglican College The ASPIRE in action day camp was the best experience I have ever had. To be able to be involved with Olympians in a non formal environment for a day was an amazing experience and one I will never forget. I really enjoy the relaxed nature of the activities and being able to get to know new students from various schools across Queensland. If I had the chance to participate in this program again, I would definitely take the opportunity with the widest of arms. I was privileged to be able to meet and work with our Australian athletes and the team from Outward bound. Thank you for the opportunity to participate in this once in a lifetime experience.

Maggie Miller, Indooroopilly State High School Thanks very much for the day out on the 10th! In regards to the statement, I really had a great experience on the trip. I thought it was a fantastic opportunity to get out and meet other sports players as well as pushing our comfort zones in the process. The fact that we had never met one another before made it more exciting for me, in a sense that we were all in the same boat and starting at the same level. The activities we did were also really fun and appropriate for the group. I would have never thought that spending one and a half hours up a pine tree would be such an enjoyable experience. All of the ground activities such as the marble run and forming an equilibrium on the sea-saw proved to be great challenges and were a good laugh too! Additionally, it was really inspiring to have all of the Olympians there over the course of the whole weekend as it was such a rare opportunity to meet them and hear their stories. I’m really grateful for the entire weekend and would definitely recommend the activity day to future recipients of the Pierre de Coubertin award.

The ASPIRE day was educational and was great in team building and trusting someone else to help me in many of the activities. I met some new friends and would recommend it to anyone.

2016 Olympians Club of Queensland ReportIt was an Olympic Year!! Everyone loves an Olympic Year.

The build up to Rio was one of anticipation about the venues being ready and the safety aspect.

But I think by the time the team arrived everyone was focussed on doing their best. And their best they did.

80+ Queenslanders donned the green and gold and represented us at the RIO Olympics.

Queenslanders have a great history at the Games and our 2016 team didn’t disappoint.

An outstanding achievement by every Olympian and they should be proud of the way they conducted themselves at the Games.

The way in which they spoke was a real credit to them and I know from speaking to a lot of people, everyone was very proud of their attitudes and conduct.

So congratulations to the 2016 RIO Olympians.

QUEENSLAND PREMIER’S ATHLETE FAREWELL DINNER In May the QOC hosted the highlight of the Rio Quad with the Queensland Premier’s Athlete Farewell Dinner. This event was not only to raise funds and awareness of our new crop of potential Olympians destined for the Rio Games, but to also showcase all of our Queensland Olympians who have proudly worn the green and gold. We had 68 Olympians present in the room but the spirit of all Olympians was present in the form of a display of Team Blazers stretching back to 1948 (the earliest Games of any living Queensland Olympian). Olympians proudly supported this event which not only celebrated our proud Olympic heritage but also passed the spirit on to the Olympic hopefuls bound for Rio.

PARK NAMED AFTER OLYMPIAN Simon Newcombe OAM, Rowing 1964, has had the honour of having a park named after him after his community work for local children and getting them involved in sport.

Congratulations Simon! Changing lives for the better.

PASSING OF QLD OLYMPIANS It’s always sad to lose an Olympian from our family and this year had an even sadder note with the loss of two people who weren’t Olympians in their own right but one who trained many Olympians and the other who called many an Olympic Race.

The men I speak of, of course was the great Forbes Carlile MBE and all round character, Norman May AM. Forbes Carlile MBE coached Olympic Champions such as Shane Gould, Karen Moras, Gail Neall, John Davies, Terry Gathercole and Ian O’Brian.

Norman May AM is famous for his cry in the closing stages of the Men’s 4 x 100 Individual Medley Relay ‘Gold Gold Gold to Australia’ which earned him the nickname ‘Nugget’. Thank you Norman for some great calls over the years!

We have also lost a number of other Olympians throughout the year.

OLYMPIAN SPOTLIGHT Jessica Schipper OAM is one of our most modest and quiet Olympians so I thought I would let you know what she gets up to:

Jess speaks to a lot of schools and church groups, most of the time out of the goodness of her heart. She is an ambassador for the Caboolture branch of the Leukaemia Foundation.

She has two boys who keep her busy and is thriving with motherhood.

Jessica thank you for continuing to inspire kids to be the best they can be.

OLYMPIAN CATCH UPS We have had a few catch ups this year with our Olympic Family.

One of the fun events was a preview of the movie Eddie the Eagle. Such a great movie about one boy’s dream to go to the Olympics. After several attempts to do different sports he chose ski jumping.

What an inspirational film about how we can set our minds to do something and do it, as you all know.

Then of course we had the Opening Ceremony Function at the QLD Cricketers Club. We all had a ball telling stories about our Games experiences and I am sure each and every one of us was sitting there reliving our Opening Ceremony experience as we watched the 2016 Olympians march in.

The welcome home parades for the Olympians on the Sunshine Coast, Gold Coast and Brisbane allowed past athletes to welcome home our current Olympians and welcome them to the Olympic Family.

We had the presentation of Olympic Pins to the Queensland Athletes on the 9th November at Government House which was another opportunity to get together and see what everyone has been up to.

The IOC has launched the Athlete Hub App and the Athlete’s Learning Gateway for athletes to stay in touch as well as providing them with essential information in order to prepare for upcoming Games and for life after sport.

Opinion

We have audited the financial report, being a special purpose financial report, of Queensland Olympic Council Limited (the Company), which comprises the statement of financial position as at 31 December 2016, the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes to the financial statements, including a summary of significant accounting policies, and the Directors' declaration.

In our opinion, the accompanying financial report of the Company is in accordance with the Corporations Act 2001, including:

a. giving a true and fair view of the Company's financial position as at 31 December 2016 and of its financial performance for the year ended on that date; and

b. complying with Australian Accounting Standards to the extent described in Note 2, and the Corporations Regulations 2001.

Basis for Opinion

We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. We are independent of the Company in accordance with the auditor independence requirements of the Corporations Act 2001 and the ethical requirements of the Accounting Professional and Ethical Standards Board’s APES 110 Code of Ethics for Professional Accountants (the Code) that are relevant to our audit of the financial report in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Emphasis of Matter - Basis of accounting

We draw attention to Note 2 to the financial statements, which describes the basis of accounting. The financial report has been prepared for the purpose of fulfilling the Directors’ financial reporting responsibilities under the Corporations Act 2001. As a result, the financial report may not be suitable for another purpose. Our opinion is not modified in respect of this matter.

Information Other than the Financial Report and Auditor’s Report Thereon

The Directors are responsible for the other information. The other information obtained at the date of this auditor’s report is the Director’s Report, but does not include the financial report and our auditor’s report thereon.

Our opinion on the financial report does not cover the other information and accordingly we do not express any form of assurance conclusion thereon.

In connection with our audit of the financial report, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the financial report or our knowledge obtained in the audit or otherwise appears to be materially misstated.

If, based on the work we have performed, we conclude that there is a material misstatement of this other information, we are required to report that fact. We have nothing to report in this regard.

Responsibilities of the Directors for the Financial Report

The Directors of the Company are responsible for the preparation of the financial report that gives a true and fair view and have determined that the basis of preparation described in Note 2 to the financial statements is appropriate to meet the requirements of the Corporations Act 2001 and is appropriate to meet the needs of the members. The Directors’ responsibility also includes such internal control as the Directors determine is necessary to enable the preparation of the financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

In preparing the financial report, the Directors are responsible for assessing the Company’s ability to continue as a going concern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accounting unless the Directors either intend to liquidate the Company or to cease operations, or have no realistic alternative but to do so.

Auditor's Responsibilities for the Audit of the Financial Report

Our objectives are to obtain reasonable assurance about whether the financial report as a whole is free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the Australian Auditing Standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of this financial report.

As part of an audit in accordance with the Australian Auditing Standards, we exercise professional judgment and maintain professional scepticism throughout the audit. We also:

Identify and assess the risks of material misstatement of the financial report, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control. Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Company’s internal control.

Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by the Directors.

Conclude on the appropriateness of the Directors’ use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Company’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial report or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the Company to cease to continue as a going concern.

Evaluate the overall presentation, structure and content of the financial report, including the disclosures, and whether the financial report represents the underlying transactions and events in a manner that achieves fair presentation.
