NOTICE (No 11) 2012Short title

1. This not ice may be ci ted as the Object ions to Proposed Road Closure Notice (No 11) 2012.Application for road closure [s.100 of the Act]

2. Applications have been made for the permanent closure of the roads mentioned in the Schedule.Objections

3.(1) An objection (in writing) to a proposed road closure mentioned in the Schedule may be lodged with the Regional Service Director, Department of Environment and Resource Management, at the regional office for the region in which the road is situated.

(2) Latest day for lodgement of objections is 3 May 2012.

(3) Any objections received may be viewed by otherAny objections received may be viewed by other parties interested in the proposed road closure under the provisions of the Right to Information Act 2009. If you lodge an objection, please include in your objection letter whether you would like to be consulted if this issue becomes the subject of an access request under the Right to Information Act 2009.Plans

ADOPTION OF TOOWOOMBA REGIONAL PLANNING SCHEME AND PLANNING SCHEME POLICIES

Notice is hereby given that on 20 March, 2012 the ToowoombaRegional Council adopted the Toowoomba Regional PlanningScheme and the following planning scheme policies:

• Planning Scheme Policy No. 1 – Development ApplicationRequirements;

• Planning Scheme Policy No. 2 – Engineering Standards –Roads and Drainage Infrastructure;

• Planning Scheme Policy No. 3 – Engineering Standards –Water and Waste Water Infrastructure;

• Planning Scheme Policy No. 4 – Development Near UtilityServices;

• Planning Scheme Policy No. 6 – Heritage Places;• Planning Scheme Policy No. 7 – Neighbourhood Character

Places; and• Planning Scheme Policy No. 8 – Street Trees.

The planning scheme and planning scheme policies commenceon 1 July, 2012.

The purpose and general effect of the planning scheme policiesis as follows:

• Planning Scheme Policy No. 1 - Development ApplicationRequirements ;

To set out the requirements for the preparation of developmentapplications made to Toowoomba Regional Council under theSustainable Planning Act 2009 .

• Planning Scheme Policy No. 2 - Engineering Standards –Roads and Drainage Infrastructure ;

To assist with the implementation of the Toowoomba RegionalPlanning Scheme by:

a. specifying standards of work including infrastructure; andb. specifying administrative arrangements in relation to

work with respect to infrastructure; andc. specifying the circumstances in which Toowoomba

Regional Council may accept a security for the completionof work.

• Planning Scheme Policy No. 3 – Engineering Standards –Water and Waste Water Infrastructure ;

To guide development affecting new and existing water andwaste water infrastructure across the Toowoomba RegionalCouncil planning scheme area.

• Planning Scheme Policy No. 4 - Development Near UtilityServices ;

To ensure that:a. development near a sewer, stormwater drain, water

main or associated structure does not:i. adversely affect the function of the service;ii. place an additional load on the service; oriii. unduly increase future maintenance costs.

b. adequate access is provided to all sewers, stormwaterdrains and water mains for future maintenance.

• Planning Scheme Policy No. 6 – Heritage Places ;

To identify Heritage Places referred to within the ToowoombaRegional Planning Scheme.

• Planning Scheme Policy No. 7 – Neighbourhood CharacterPlaces ; and

To identify Neighbourhood Character Places and Non-Neighbourhood Character Places referred to within theToowoomba Regional Planning Scheme.

• Planning Scheme Policy No. 8 – Street Trees

To provide standards in relation to:a. the planting of street trees; andb. the removal of street trees where associated with a

development proposal.

Notice is also hereby given that on 20 March, 2012 the ToowoombaRegional Council decided not to proceed with Planning SchemePolicy No. 5 - Car Parking Construction Standards, as theseprovisions were incorporated in the Transport, Access and ParkingCode of the Toowoomba Regional Planning Scheme.
