In the same short period of time, protection of privacy has become a critical issue following the rise of surveillance legislation that has spread internationally with alarming ease. Trust in news, media independence and the integrity of journalism are all increasingly challenged, while the neutrality of distribution networks is a concern for publishers affected by new algorithmic rules enforced by social networks. Many publishers continue to see growth in their digital footprint because of Facebook, but many of them have pretty much given up all of their control to social media platforms. The online advertising model has been wrecked by a tsunami of ad blocking. These are early indicators of an acceleration in events that herald a new shift, one that is potentially deadly if publishers do not rally around a shared international collective project. You cannot solve exponential global problems with linear inward solutions. This requires a global dynamic. Despite reports of an industry in trouble, newspapers remain a major global powerhouse - more powerful than ever with a combined global audience of 2.7 billion print readers, 1.3 billion digital users, and an estimated $168 billion generated in circulation and advertising revenue as reported by WAN-IFRA’s World Press Trends report 2016. Together with magazines, newspapers are the third biggest contributors to the cultural and creative industries; the two sectors account for around 2.9 million jobs worldwide. On the one hand, the impression that we are in trouble is given by the fact that we are not really measuring our wealth in the best way. On the other, the press is not capitalizing on its capacity to work towards a shared vision for the future. Journalism has an important role in building and deploying new technologies, serving the common good, and holding to account new extensive systems of power. The digital/social/mobile/data transformation of society, driven by a handful of technology firms and their algorithms, is changing everything for the news media; sometimes with parameters, filters, or black boxes which have nothing to do with journalism. WAN-IFRA has a critical role to play in this exchange and offers its services so that publishers around the world can rethink their contribution to the new digital ecosystem, safeguard the values of next level journalism, and build unique capacity to address these challenges. NEXT LEVEL JOURNALISM WORLD EDITORS FORUM URGES EDITORS TO ADOPT NEW PRINCIPLES TO BUILD TRUST IN JOURNALISM

The Board of the World Editors Forum (WEF), at its meeting at the World News Media Congress in Cartagena, approved five principles to help rebuild trust in professional journalism. WEF is now asking editors around the world to embrace the five principles as a way to take journalism to the next level.

Marcelo Rech, WEF President, and Editorial Vice President of Grupo RBS, Brazil said: “Given the current reality where false and distorted information is easily shared, we need to distinguish professional journalism and secure greater public recognition of its relevance. At this next level, the search for truth, a concept that lies at the genesis of journalism, is now more necessary than ever.”

The principles are:

• In a world of hyper-information, credibility, independence, accuracy, professional ethics, transparency and pluralism are the values that will confirm a relationship of trust with the public.

• Next-level journalism is distinguished from other content by the vigilant and diligent questioning and verification of material circulating on social media. It acknowledges social media as a source of information for further fact checking and as a platform for leveraging professional content.

• The mission of journalism at this next level is to positively serve society by providing high-quality verified information and to establish news brands as a trusted certificate of origin for content.

• A requirement of next-level journalism is that it goes beyond basic facts and enables and encourages analysis, contextual and investigative reporting, and informed expression of opinion, moving from the provision of news to knowledge that empowers.

• Next-level journalism should be driven by trust and the guiding principles of social relevance, legitimate interest and truthfulness.

The concept of Next-Level Journalism is explored in the World Editor’s Forum 2016 Trends In Newsrooms report released at the World News Media Congress in Cartagena. The report is free to WAN-IFRA members and can be downloaded from www.wan-ifra.org.

The Ethical Journalism Network (EJN) has endorsed the principles. EJN Director Aidan White said: “Work to strengthen the role of editors and their key role in repositioning journalism as a cornerstone of the new information landscape is urgently needed. In this we have nothing to fear from enforcing the cardinal principles of journalism which are an inspiration for responsible communications and free expression.”

Kevin Beatty was elected by WAN-IFRA members on Sunday 12 June during the General Assembly of Members held alongside the organization's World News Media Congress, World Editors Forum and World Advertising Forum in Cartagena, Colombia.

At the same meeting, eight executives from leading news media companies were elected to new terms on the Board of WAN-IFRA.

Kevin Beatty was appointed to the Board of DMGT plc in 2004, and has been with the Group since 1996. During the past 20 years, his roles within the Group have included: managing director of The Mail on Sunday; managing director of the Evening Standard and London Metro; COO of Associated New Media; and managing director of Northcliffe Newspapers. Previously, he was managing director of the Scottish Daily Record and Sunday Mail Ltd.

dmg media is the consumer media operation of DMGT plc, which publishes the Daily Mail, The Mail on Sunday, Metro, Mail Online, Mail Plus, Metro digital editions and Elite Daily. Mr. Beatty is a board member of the NMA and has been on the Board and the Executive Committee of WAN-IFRA since 2009, representing the UK publishing

industry. Recently he was appointed Chairman of the RFC, the body that funds IPSO ( Independent Press Standards Organisation)

MEDIA POLICY MONITORINGIn April, WAN-IFRA’s Public Affairs and Media Policy department launched its Global Media Policy blog and website.

In the weblog WAN-IFRA monitors daily the policy issues that matter to members around the world. The WAN-IFRA team

and associated experts publish original analysis and reports: the first, on Right to be Forgotten, is available for download from our online library.

On the site WAN-IFRA members will find more about our mission, the team of experts recruited to support the initiative, a calendar of relevant policy events and a link to our Global Media Policy Forum.

With more than 60 participants joining the debate, the second edition of the Global Media Policy Forum (held during Congress in Cartagena) was a success. Partners CIMA, National Endowment for Democracy (NED), Committee to Protect Journalists (CPJ), Internet Society and Internet Lab joined the session.

Golden Pen of Freedom Awarded to Novaya Gazeta EditorThe Golden Pen of Freedom, WAN-IFRA’s annual press freedom award, has been awarded to Dmitry Muratov, Editor-in-Chief of independent Russian newspaper Novaya Gazeta.

The award, made in Cartagena, Colombia during the opening ceremony of the 68th World News Media Congress, 23rd World Editors Forum and 26th World Advertising Forum, recognised Mr Muratov’s leadership and outstanding perseverance in safeguarding Novaya Gazeta’s independent editorial line, as well as the great sacrifices made by its staff, over the paper’s many years of service in the cause of press freedom.

“I would like to express my appreciation to WAN-IFRA for this award, coming as it does 10 years after your Moscow conference where Mr Gorbachev announced he would assist the development of our newspaper,” said Mr Muratov, speaking in a pre-recorded video address from Moscow. “Only 5 per-cent of the population in this country understand the freedom of media as a prime, core value, while about 80% believe the main problem in Russia is poverty. Very few associate the two. Without freedom of speech, there is no way out of poverty. Freedom means that there is control over corruption and the state, which means that it impedes poverty. I believe your award will help us to further follow this way.”

Mr Muratov was unable to travel to collect his award in person due to his on-going recovery from a recent illness. Accepting the Golden Pen of Freedom on his behalf, Sergei Sokolov, Deputy Editor of Novaya Gazeta, said “In the last 16 years, Russia has been sliding, corrupted and oligarchic but still a democratic society, into a darkness of rigid autocracy, which has surely affected the freedom of speech and media,” he said. “Journalists are constantly attacked and the reason is the system of impunity that has developed: businessmen, corrupt law enforcement officers and officials know that if they order the death of a journalist, they will get away with it. Independent journalists are living this way in Russia now, but I can only be proud of the fact that I am working with them and am honored to be a friend to them.”

“In recognition of Dmitry Muratov’s vision and leadership, and in acknowledgement of the courage, determination, and professionalism of those who - at great personal sacrifice - keep the flame of freedom burning and the independence of the press alive in Russia, we stand in appreciation of the work of Novaya Gazeta,” said World Editors Forum President, Marcelo Rech, in making the award in front of an audience of more than 700 publishers, chief editors and other senior newspaper executives from around the world. “Despite the Kremlin's success in marginalising independent reporting and the levels of violence and impunity media professionals face in Russia, Novaya Gazeta continues to wield considerable influence with its uniquely uncompromising editorial line.”

Novaya Gazeta has been described as the only truly critical voice with national influence in today’s Russia, known for its in-depth investigations on

sensitive issues such as high-level corruption, human rights violations and abuse of power. With such notoriety comes the ‘reward’ of rarely escaping the invasive eye of the authorities and their all-powerful board of censors. Founded in 1993, Dmitry Muratov and some 50 colleagues embarked upon Novaya Gazeta with the goal of creating "an honest, independent, and rich" publication that would influence national policy. Former Soviet President Mikhail Gorbachev donated part of his 1990 Nobel Peace Prize award to pay for the early expenses. While Mr Gorbachev remains a shareholder today, the majority stake in the company now belongs to the editorial board of the paper.

Tragically, Novaya Gazeta has paid the heaviest price for its investigative and pioneering work worldwide; six of its journalists have been killed in retaliation for their work or have died under suspicious circumstances, and many of its staff receive regular threats. The most prominent casualty was investigative journalist Anna Politkovskaya, who gained international recognition for her independent coverage of Chechnya and the North Caucasus. On 7 October 2006, she was shot and killed in the elevator of her block of flats. Those responsible for ordering her killing have never been identified.

WAN-IFRA remains deeply concerned by the deterioration of media freedoms in Russia over the past decade-and-a-half. State ownership of the airwaves and close ties between government officials and pro-government media ensure significant uniformity with the official version of events. Censorship and self-censorship is reportedly common amongst state media employees, while independent media face heavy restrictions on what they can cover. Access to official information is, in practice, extremely difficult to obtain and independent critics are increasingly harassed and persecuted – many of these are journalists. Violent attacks have steadily increased, while tragically, 56 journalists have been reported killed in Russia since 1992. Impunity for the killers in these cases stands at nearly 90%.

20th anniversary of Veronica Guerin’s death marked by world's media

Executives attending the World Editors Forum in June took time out to remember the courageous Sunday Independent investigative journalist, Veronica Guerin. A major theme of the Congress - and one of the reasons Colombia was chosen as host this year - was press freedom and the ability of journalists to operate in the most volatile environments.

President Tomas Brunegård spoke of how Veronica's cold blooded

murder on 26 June, 1996 left her colleagues around the globe in shock. “WAN-IFRA is proud to honour Veronica’s memory and take the opportunity to acknowledge the enormous contribution she made to our profession. Her tireless pursuit of truth and justice – the cornerstones of our belief in freedom and democracy – remain as necessary today as they were 20 years ago," said Mr Brunegård. "Veronica’s death profoundly shocked us all, yet her legacy inspires us to be better journalists, true to the ideals of a free press and fully committed to the belief that journalism has a vital role in forging better societies,” he added.

Tomas Brunegård presented INM Group Editor-in-Chief, Stephen Rae, with a plaque on behalf of all WAN-IFRA members, which will now hang in the Sunday Independent newsroom. "I and many of my colleagues at Independent News and Media remember the awful day that Veronica was murdered as if it was yesterday," said Mr Rae.

PROTEST CAMPAIGNS & RESOLUTIONS APRIL - JUNE 2016

MEXICO JUNE 2016 - Resolution Calling for Greater Protection for Journalists in Mexico. The Board of the World Association of Newspapers and News Publishers (WAN-IFRA), meeting on 12th June in Cartagena, Colombia during the 68th World News Media Congress, 23rd World Editors Forum, and 26th World Advertising Forum, calls on Mexican authorities to do more to guarantee the safety of journalists and to end the culture of impunity in the country (June 2016).

VENEZUELA JUNE 2016 - Resolution Calling for Venezuela to Respect the Freedom of the Press. The Board of the World Association of Newspapers and News Publishers (WAN-IFRA), meeting on 12th June in Cartagena, Colombia during the 68th World News Media Congress, 23rd World Editors Forum, and 26th World Advertising Forum, calls on the government of Nicolás Maduro to halt its assault on the press in Venezuela and guarantee the free-flow of information to the Venezuelan people.

ZAMBIA JUNE 2016 - On 21st June the Zambia Revenue Authority closed The Post Newspaper Limited, demanding that the company immediately pay a total of K68 million (approximately US$6.1 million) in tax arrears. The Post, which has often been a vocal critic of the government, reportedly claims that the taxes have already been paid.

In a deeply concerning escalation, Mr M’membe, his wife Mutinta, and deputy managing editor Joseph Mwenda were arrested after gaining entry to The Post’s head office in Rhodespark following a stay granted by the court to delay the Revenue Authority from seizing the newspaper's property. Reports suggest that police disregarded the stay and instead took the three into custody, not before administering what has been described as a “brutal” beating. We reminded President Edgar Lungu that the government has a duty to protect the right to freedom of expression, which is guaranteed by numerous international convent ions , i nc lud ing the Un ive r sa l Declaration of Human Rights. Article 19 of the

Declaration states: “Everyone has the right to freedom of opinion and expression; this right includes the freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media, regardless of frontiers.” Consequently, WAN-IFRA called on President Lungu to take all possible steps to ensure that The Post is allowed to operate throughout the election period so that it can contribute to free and fair elections, and urged the authorities to ensure that it is treated in the same way as any other media company. ”We ask that the Zambian government fully respects its international obligations to freedom of expression and urge you to call for the release of Mr M’membe and his fellow detainees.”

TURKEY JUNE 2016 - WAN-IFRA joined Human Rights Council submission on Turkey. WAN-IFRA a n d g l o b a l f r e e d o m o f e x p r e s s i o n organizations have submitted a joint written statement to the Human Rights Council highlighting the deterioration of the human rights situation in Turkey. BANGLADESH APRIL 2016 - on 25 April ,Mr Mannan, editor of Roopbaan, a magazine and activist group for the Lesbian, Gay, Bisexual and Transgender (LGBT) community, was hacked to death in a Dhaka flat. Another openly gay man named as Tanay Mojumdar was also murdered at the scene. Five or six young men reportedly posed as couriers to gain access to the second-floor apartment, before murdering the two men with machetes. At least six writers or bloggers have been hacked to death in the past year for expressing views that Islamic extremists found offensive.

WAN-IFRA expressed its concern at the appalling situation of freedom of expression in Bangladesh and the failure of the authorities to provide an environment in which diverse views and beliefs can be expressed. We called on Prime Minister Sheikh Hasina to take all possible steps to ensure that those responsible for murdering Mr Mannan and Mr Mojumdar are quickly brought to justice, and urged the government to take urgent action to protect anyone who chooses to express secular or minority views.

NEPAL APRIL 2016 - the Commission for the Investigation of Abuse of Authority (CIAA) arrested Kanak Mani Dixit – co-publisher of Himalmedia, whose titles include Himal South Asia, Nepali Times and Himal Khabar Patrika, and a columnist for several international outlets – at his home in Lalitpur on 22 April. On 24 April a special court remanded Mr Dixit to 10 days in custody and instructed that lawyers be allowed to see him in hospital, where he is receiving treatment for a variety of ailments. WAN-IFRA called on Nepal Prime Minister Khadga Prasad Oli to take all possible steps to ensure that the detent ion order was immediately rescinded and that the CIAA investigation was halted. Given the personal nature of this action, we urged the Prime Minister of Nepal to appoint an independent inquiry into the conduct of the CIAA and its investigation. Kanak Dixit has been released by the supreme court in Nepal. He specifically said that the WAN-IFRA letter was important and thanked WAN-IFRA for its support.

IFRA's advocacy work. In recognition of this, in 2015 we honoured fallen colleagues with our prestigious

Golden Pen of Freedom. It was felt the situation had deteriorated to such a low point that the award was

necessary as a means to highlight the urgent need for all stakeholders to step up and end attacks against journalists.

In May, WAN-IFRA began collaborating with Reporters Without Borders to actively push for the creation of

the role of Special Representative of the UN Secretary General for the Safety of Journalists.

On one level, WAN-IFRA, is seeking the support of our community to help lobby Foreign Ministries and UN

Ambassadors to put their weight behind the proposal and support an eventual vote at the UN General Assembly. Building this critical mass of support on the voting floor is vital to ensuring the eventual role has a

clear mandate, is effective, and has real impact. Secondly, we launched a public campaign to highlight

the active support from within the media industry for the creation of a Special Representative. For this, we

are asking you to endorse the recommendation and to allow us to use your name, the name of your

media company, and its logo to add to an already impressive wave of support.

the awareness of safety and security issues of media professionals.

Facilitated by the Harnser Risk Group, it wishes to

determine how media organisations address threats to personal and digital

security and which policies have been put in place. The

results will be used to improve the guidance and security structures already in

WORLD NEWS MEDIA CONGRESS IN DURBAN (7-9 JUNE 2017) LEADS NEW INITIATIVES IN AFRICA WAN-IFRA will hold its 69th World News Media Congress, 24th World Editors Forum, and 27th World Advertising Forum in Durban, South Africa, from 7th to 9th June 2017. It will be only the second time the World News Media Congress has come to the African continent following the success of the Cape Town event in 2007. The Congress is part of a broader plan to expand activities in Africa and connect with colleagues who are leading the media transformation across the continent.

Our local partners are outlining groundbreaking support for our ambitious plans and Durban - an award-winning city in one of the most attractive tourist destinations in South Africa – is the ideal venue. News publishing companies in South Africa are demonstrating a real thirst for innovation that we will have a taste of during our upcoming Digital Media Africa conference in September 2016. This will be a fantastic kick-start in preparation for the Congress next year.”

The events - to be held in Johannesburg in September 2016 and Durban in 2017 - are part of a broader expansion of WAN-IFRA’s activities in Africa.

In January of this year, the Women In News (WIN) initiative, a highly regarded leadership programme for women media professionals, began its sixth year on the continent. Bringing together middle and senior managers from newspapers in Botswana, Kenya, Malawi, Tanzania, Zambia and Zimbabwe, as well as a team of coaches and mentors from local and international markets, the programme empowers women journalists and editors to contribute to the editorial agenda and progress to greater levels of decision-making within their media.

The initiative also engages the media industry at the global level to sensitize and promote change from within, and forms part of WAN-IFRA’s Gender and Media Freedom Strategy. The strategy combines WAN-IFRA’s global experience in running advocacy and development initiatives in support of media freedom and democracy with the first-hand knowledge of the impact gender-based programmes can have on media and society.

WORLD PRESS TRENDS 2016: AUDIENCE REVENUE SHARE CONTINUES TO GROW Audiences are contributing an increasing share of the total global newspaper revenue, according to the annual World Press Trends survey released by WAN-IFRA. Newspaper circulation revenue represents 53% of overall industry revenue, underscoring the continuation of the trend identified last year: that audiences have become publishers’ biggest source of revenue.

Global revenues

World Press Trends data showed that newspapers generated an estimated US$ 168 billion in circulation and advertising revenue in 2015. 90 billion came from print and digital circulation, while 78 billion came from advertising, the survey said.

Total global newspaper revenues fell 1.2 per cent in 2015 from a year earlier, and are down 4.3 per cent over the last five years. WAN-IFRA estimates of global industry revenue again include data on non-daily revenue, which is estimated at US$ 8 billion.

Unfortunately, the way the industry measures value is still embedded in the old format-based methodology, The information on how much is earned from other, often new sources of revenue is lacking, despite the fact that they are becoming an important part of the revenue mix. WPT data indicates that in most mature newspaper markets additional revenue brings between 7 and 20 per cent of overall revenue.

Global readership

More than 2.7 billion adults are reading newspapers in print globally. Digital newspaper readership is growing, and in some of the most developed economies readership on all digital platforms has surpassed the number of readers in print. World Press Trends analysis estimates that at least 40 per cent of global Internet users read newspapers online.

The challenge for the industry remains the combined measurement of reach and influence of newspaper content on all platforms with new metrics.

WAN IFRA ITALIA BARI, 21-22 JUNE 2016WAN-IFRA Italia took place in Bari on 21-22 June 2016. This year was its XiX edition.

This year there were close to 200 top-level participants from all over the country. 15brands sponsored the event, which together represented all areas (pre-press, digital, post-press and marketing).

Day 1 themes included mainly digital and pre-press: advertising, new initiatives, new revenue streams (companies selling advertising in Italy). Successful case studies in newsrooms and new initiatives, as well as reorganization of business models

Day 2 addressed press and marketing: the global approach of integration within printing companies, investments in new consumables (process free plates) as well as topics affecting the Italian markets on how to change the industry while changing the relations between all its actors: printers, publishers, distributors and human resources (trades unions).

Key international speaker this year was Thomas Drensek from Axel Springer. Special appreciation came from the clear view that the event is a national event for one specificmarket.

ZEITUNG DIGITAL BERLIN, 15-16 JUNE 2016 More then 300 digital decision makers from Germany joined Zeitung Digital in Berlin 15/16 June. The cohosted event of the German publishers association BDZV and WAN-IFRA is known as the annual gathering of the German publishing industry. "We reached a lot in the last ten years. But in ten years we will look back surprised and hardly recognize what is called the media landscape". With its speech Jan Bayer (CEO BILD/WELT) opened some amazing discussions about challenges like distributed content, targeting millenials and the digital discuption of other industries presented by top industry leaders like Rüdiger Grube (Chairman Deutsche Bahn) or Johann Jungwirth (Chief Digital Officer Group Volkswagen).

The program included: Richard Gingras (Senior Director for News and Social Products), Will Cathcart (Vice President of Product Management Facebook); Mathias Müller von Blumencron (Chief Editor Digital Media Frankfurter Allgemeine Zeitung); Julian Reichelt (Chief Editor Bild.de) and Jochen Herrlich (CEO Funke Digital).

THE WORLD’S BEST PRINTERS: WINNERS OF COLOUR PRINTING CONTEST ANNOUNCED FOR 2016-2018

The new members of WAN-IFRA's International Newspaper Color Quality Club 2016–2018 (INCQC) have been announced: 85 newspaper titles produced by 64 publishing and printing companies in 26 countries have achieved membership for two years.

Once every two years since 1994, WAN-IFRA has offered newspapers worldwide an opportunity to demonstrate their colour printing excellence by organising a print-quality competition. Newspapers that succeed in qualifying for inclusion in the list of the world’s best printers can draw on this distinction to optimise their work processes, motivate their personnel, improve their standing among their readers, and impress demanding advertising customers.

Participating in this year’s competition were 128 companies from all over the world.

Club membership is offered to all companies that show they can produce high-quality newspapers consistently over an extended time period. Evaluation of newspapers is divided into two parts – an evaluation based on objective measurements made on a test element (WAN-IFRA Cuboid) that newspapers have to print every day of one week per month for a period of three months; and a visual inspection by a jury of international newspaper experts. Participating newspapers must prove that they can consistently print in accordance with proven international quality standards and also ensure that the newspaper copy is clean and free of quality defects.

With their successful participation in the competition, the companies have demonstrated that they can supply newspaper printing of outstanding quality and offer readers and advertisers high-quality products.

The Color Quality Club is more than a technical printing competition, since it offers participating companies the additional possibility to benchmark their printing quality against recognised international standards and improve it.

“INCQC 2016-18 was tougher than the previous editions of the competition. We asked newspapers to print the WAN-IFRA Cuboid test element every day for one week per month for three consecutive months, and we picked the date for evaluating the copies,” said Manfred Werfel, Deputy CEO of WAN-IFRA. “Still, 64 companies have secured membership into this prestigious club. It is proof that quality continues to be a passionate area for printers and they are committed to producing high-quality products for their readers and advertisers,” he added.

A brochure presenting the successful participants and their newspaper titles will be available at this year’s World Publishing Expo from 10 to 12 October in Vienna.
