The Red Cross Post Conflict Recovery Programme (RC PCRP) is being implemented by Sri Lanka Red Cross Society (SLRCS) since April 2010, having a partnership with International Federation of Red Cross and Red Crescent Societies (IFRC) and other Red Cross and non-Red Cross partners. Of those Red Cross partners, Australian Red Cross (ARC), Canadian Red Cross (CRC), Hong Kong branch of the Red Cross Society of China, Irish Red Cross (IRC), Korean Red Cross, Monaco Red Cross and United Arab Emirates Red Crescent supports multilaterally, while German Red Cross (GRC), Hong Kong branch of the Red Cross Society of China, Japanese Red Cross Society (JRCS), Norwegian Red Cross (NRC), Australian Red Cross (ARC) and Taiwan Red Cross Organization (TRCO) supports bilaterally. The non-Red Cross partner is Government of India (GoI), who is the major donor to the programme at present.

Construction of new houses and repairing damaged houses is the key constituent of the programme, while other components complement the sustainability and the resilience of the community.

Shelter - Safe and adequate shelter solutions through the provision of cash grants and guidance Water and sanitation - Provision of safe water, adequate sanitation as well as hygiene promotion to reduce the risk of waterborne and water-related diseases Livelihoods -Assist displaced families in replacing, repairing, re-establishing, strengthening and sustaining their household income Health and care -Provision of community-level preventive and curative services to reduce health risks Disaster management -Create awareness among local communities on local risks and resources available, and prepare and equip them to respond to disasters Organizational Development- Capacity building of the branch-level structures to provide efficient and effective support for local population

Programme in Brief The above components are being supported by Red Cross Movement partners, while the Government of India is only supporting shelter and water & sanitation hardwarecomponent.The programme supports people who have been displaced due to the conflict and resettled at present. It covers the entire northern province of Sri Lanka, i.e. all five districts; Jaffna, Kilinochchi, Mullaithivu, Mannar and Vavuniya.

Artisan trainings –A total of 1000 persons to be trained under this and 293 personshad been selected for the trainings from all five districts of North at present. The first batch of 80 masons form Mulathivu had completed the training and the rest of the 213 is under the four months training, started in August 2013 and to be completed in December 2013.

3 Integrated Community Assessment

Assessment was conducted by volunteers attached to Vavuniya branch with community representatives in Mamadu, Sinndampan,Paranthan at Vavuniya North. Later Integrated Community Development Plans (ICDP) were developed, based on the findings. These plans comprise of both hardware (small scale mitigation/ renovation) and software (training/workshop) activities. Implementation of three activities under watsan had started.

Important field visits and events

• Hon'ble External Affairs Minister of India Mr. Salman Khurshid visited Tellipalai, Jaffna on 8th October 2013. During the visit Mr.Khurshid also inaugurated two beneficiaries’ houses and handed over house completion certificates to both the beneficiaries. Later in a function organized by Counsel General of India (CGI) - Jaffna, additional 3 beneficiaries from Mannar, Mullaitivu and Killinochchi also received house completion certificates from the Hon’ble Minister.

• The IFRC Asia Pacific zone director, Mr.JaganChapagain visited Mullaitivu and Jaffna from 8-9 October 2013. The visit was also joined by the IFRC HoD, Mr Igor Dmitryuk and SLRCS DDG, Col. SudathMadugalle. During their mission to north, they visited Mullaitivu branch, Red Cross funded RCPCRP project areas in Vadamaradchchi, IHP project area in EluthumattuvalandMandithivu in Jaffna.

• His Excellency Mr.Yashvardhan Kumar Sinha, High Commissioner of India to Sri Lankawith other high level officials from HCI visited Eluthumattuval, Jaffna on 4th September 2013 and inaugurated two newly constructed IHP houses.

• Ahigh level monitoring team from the Ministry of External

Affairs, Government of Indiatogether with a consulting technical team from India visited north from 6-8 September 2013 to observe the IHP status.

• The Irish Red Cross (IRC) desk officer, AnnaMarie O’Carroll

visited north from 13-15 October to observe RCPCRP activities supported by IRC in Killinochchi.

• A meeting/ workshop among all the implementing

agencies of IHP (UN Habitat, NHDA, Habitat for Humanity and IFRC/SLRCS) was held on 21st October 2013 in Killinochchi. The objective of this event was to discuss issues and challenges and come up with a common solution to present to the donor.

• High Commission of India organized a two-day workshop

among all implementing agencies of IHP from 24-25 October at Counsel General of India office in Jaffna. The implementation agencies presented the outcomes from the meeting held on 21st October.

Red Cross supports four schools in Vavuniya to get the access to safer

water

RCPCRP supported four schools in Vavuniya North, Vavuniyaunder the school water and sanitation infrastructure development component. Three numbers of new tube wells were constructed in Periyamadu GTMS, Unchalkadai GTMS and Ramanoor GTMS, whileone existing tube well in Ananthyapuliyankulam GTMS was renovated.A total of 173 students of those four schools are directly befitting from this activity.

This was initiated upon the request made by Divisional Secretariat of Vavuniya North and based on the needs in the area. At the initial need assessment it was revealed that, dug well water is not available during the dry season and surface water gets contaminated with fluoride and humane excreta during the rainy season.

The installation of the tube well was done by Water Resources Board (WRB) of Sri Lanka, which is a recognized agency in water resource management in the country. Construction was completed within a month and awareness on managing the tube wells was also conducted by WRB. Students, teachers, school administrative officers and parents have attended these awareness programs. This was a good opportunity for all of them to clarify the matters related to tube well installation, maintenance and ground water conservation. A hygiene promotion activity was also done by the volunteers attached to Vavuniya branch.
