1. EXECUTIVE SUMMARY This report summarizes the Fiscal Year (FY) 2018 Quarter 3 (Q3) progress of the CEADIR activity under the Public Financial Management indefinite delivery/indefinite quality (IDIQ) contract. It covers the period from April 1 through June 30, 2018.

CEADIR helps USAID, partner governments, the private sector, and civil society organizations make the financial and economic case for investing in climate change mitigation and adaptation. It provides technical assistance (TA) and capacity development for assessments, economic analysis, planning, and mobilization of financing for low emission development strategies (LEDS) and National Adaptation Plans (NAPs). It spans clean energy (CE), sustainable landscapes (SL), and climate adaptation (AD). This global task order (TO) is supported by the Bureau of Economic Growth, Education and Environment (E3) with core funds from the Global Climate Change Office (GCC) in addition to mission and other USAID operating unit buy-ins. The USAID E3/GCC and E3/Economic Policy (EP) Offices manage the task order. It has a ceiling of $20,041,151 over the TO lifespan, which began on May 19, 2014 and ends March 28, 2019.

Dr. Eric Hyman (E3/EP) was the USAID Contract Officer’s Representative (COR) and Activity Manager for Economic Analysis and Policy and Sustainable Landscapes. Other USAID Activity Managers during the quarter included Matthew Ogonowski (E3/GCC) for Clean Energy and Jonathan Cook (E3/GCC) for Adaptation. Patrice Lee was the Contract Officer (CO). During the quarter, the CEADIR management team consisted initially of Tanna Bruce and subsequently Yulia Johansen (Project Manager, Crown Agents USA), Dr. Marcia Trump (Chief of Party, Abt Associates), and Pablo Torres (Operations Manager, Crown Agents USA).

3. FISCAL YEAR 2018 QUARTER 3 ACTIVITIES AND DELIVERABLES

3.1 EL SALVADOR, CENTRAL AMERICA, AND MEXICO REGIONAL MISSION (ECAM) CE FINANCE AND LEDS SUPPORT

CEADIR submitted a revised report for The Clean Energy Market in El Salvador, which was in turn submitted for DEC review.

Deliverables:

• Revised report: The Clean Energy Market in El Salvador.

3.2 EXPANDING SMALL-SCALE, OFF-GRID RENEWABLE ENERGY LENDING IN GHANA AND RWANDA

Since hiring the business advisory service (BAS) providers in Ghana, CEADIR has engaged with 57 potential clients and has worked closely with eight project developers, providing continuous technical direction, support, and referrals of new opportunities. CEADIR has provided a project pipeline to the BAS providers and facilitated meetings with Ecobank. Hubroot, a BAS provider in Ghana, submitted a loan application to Ecobank for $2.7 million for SunPower Innovations (SPI). Ecobank approved the SPI loan during the quarter, pending SPI’s signature for loan execution.

CEADIR also contracted with a BAS provider in Rwanda and began working on identifying small and medium sized businesses.

CEADIR delivered two half-day training sessions to seven BPR staff (6 women and 1 man) in Rwanda on May 23 and 25th, 2018. For the trainings, CEADIR created a sample profit and loss model. This allowed the trainees to work together to develop their own solar PAYGO company including creating a business model and three-year projections.

CEADIR also held meetings with the World Bank and Banque Rwandaise de Développement (BRD) to develop training for banks and SMEs in off-grid lending in Rwanda through the World Bank Renewable Energy Fund program.

Deliverables:

• Two half-day training sessions to BPR staff in Rwanda

• One loan approved by Econbank under the BAS provider structure for $2.7 million to SunPower Innovations in Ghana.

3.3 SCALING UP CLEAN ENERGY LENDING IN WEST AFRICA Following conclusion of all field work in March 2018, CEADIR submitted an end-of-activity report, which contains an overview of all outputs and an assessment of impacts.

CEADIR submitted revisions of the Nigeria and Liberia market assessment reports and a draft of the Sierra Leone market assessment report.

Following on CEADIR’s regular discussions during the implementation of the activity with the USAID-funded Power Africa Transactions and Reforms Program (PATRP), the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) implementing the World Bank’s Regional Off-Grid Electrification Project (ROGEP), and the Private Financing Advisory Network (PFAN), CEADIR maintained contact and provide input and support to the ECREEE team that started work on the program design for ROGEP.

• End-of-activity report

3.4 CLEAN ENERGY AND SUSTAINABLE LANDSCAPES FINANCING IN SOUTH AND SOUTHEAST ASIA

CEADIR began implementing the sub-activity with RDMA entitled “Private Sector Recommendations for Renewable Energy Auctions in Southeast Asia.”

Under this sub-activity, CEADIR conducted data collection, interviews, and analysis of the recent RE auction in Thailand and submitted preliminary and revised findings to USAID. CEADIR also initiated data collection, interviews, and analysis of Malaysia’s recent RE auction.

CEADIR collaborated with USAID Clean Power Asia in planning, preparing for, and delivering a deep-dive workshop at the Asia Clean Energy Forum (ACEF) in June 2018 in Manila, Philippines. At this high-profile event, CEADIR presented preliminary findings from its analysis of Thailand’s recent RE auction and solicited feedback and insights from workshop participants. CEADIR also presented findings from analysis of RE auctions in the six other countries (El Salvador, Mexico, Peru, Brazil, India, and South Africa).

CEADIR also submitted two revised briefers after receiving feedback from government participants at the October 2017 regional SL workshop with FAO. The two briefers and other workshop materials are available at https://cafaworkshop.wixsite.com/climate-action-asia/resources.

CEADIR also gathered quantitative data of mean values and probability distributions of variables for the Monte Carlo analysis of mangrove values.

3.10 PERU SUPPORT FOR NATIONAL ADAPTATION PLAN FINANCING

CEADIR curtailed work on portfolios and profiles, pending discussions with USAID/W and USAID/Peru on the prospects of being able to continue to work collaboratively with the Ministry of Environment and adaptation working groups.

3.11 TECHNICAL ASSISTANCE FOR DEVELOPING PUBLIC-PRIVATE PARTNERSHIPS FOR DISASTER RISK REDUCTION IN FOUR CITIES IN INDIA

CEADIR, The Energy and Resources Institute (TERI), and the United Nations Development Program (UNDP) co-organized two-day meetings with municipal officials and private-sector stakeholders to discuss options for public-private partnerships to reduce urban disaster risks. The UNDP project manager and city project coordinators participated in all meetings, and USAID/India joined meetings in two of the four cities. Following the meetings, CEADIR and TERI met with USAID/India to develop the short list of PPPs for design. TERI drafted the first design (for a health system PPP in Visakhapatnam) and will prepare and vet additional PPPs with the other cities.

3.13 RENEWABLE ENERGY AND SMART GRID SUPPLIERS FORUM CEADIR continued collaborating with USAID in planning and preparations for a forum for U.S. suppliers of utility-scale renewable energy and smart grid products and services. CEADIR confirmed all speakers, moderators and panelists for the event; finalized the event agenda and all event materials; continued engaging key industry associations and networks to further publicize the event in collaboration with the USAID-funded Environmental Communication, Learning and Outreach (ECO) team.

CEADIR also continued engaging and coordinating with key collaborating partners in event preparations, including the National Renewable Energy Laboratory (NREL), U.S. Trade and Development Agency (USTDA), Overseas Private Investment Corporation (OPIC), Power Africa, U.S. Department of Commerce International Trade Administration (ITA), U.S. Commercial Service, and U.S. Export Assistance Center leads based in Denver.

CEADIR completed analysis of key emerging markets for U.S. suppliers of technologies and services for large-scale RE and smart grids in developing countries and finalized four briefers shared at the May 1 event, including three regional briefers focusing on Africa, Asia and Latin America and one briefer providing information sources and other resources for firms to conduct market research.

Following the event, CEADIR analyzed feedback from evaluation forms submitted by participants and provided a summary of participant feedback to USAID. CEADIR also created an activity page on the

3.14 SUPPORT FOR NATIONAL ADAPTATION FINANCING IN SENEGAL

CEADIR delivered a three-day adaptation financing training workshop for fisheries and agriculture in Dakar, Senegal, June 19-21, in collaboration with the USAID COMFISH Plus project. Other partners included the National Committee on Climate Change (COMNACC), the National Platform for Fisheries and Climate Change (PNPCC), the Ministry of Fisheries and Marine Economy, and the Ministry of Environment and Sustainable Development. Sixty-five participants (13 women and 52 men) from 23 institutions attended the workshop over the course of the three days (figures exclude CEADIR, COMFISH, and USAID representatives).

During the three-day workshop, CEADIR shared key adaptation financing principles and international adaptation financing models, with discussion of specific applications to the fisheries and agriculture sectors. Workshop participants applied these concepts during in-depth working group activities. Working groups practiced integrating financing into sectoral adaptation planning, assessed institutional readiness to access adaptation financing, and developed strategies to enhance adaptation financing readiness.

CHANGE, BIODIVERSITY, AND LIVELIHOODS IN MADAGASCAR

CEADIR began implementing the activity, including desktop research on the National Adaptation Plan process, local governance and decision-making frameworks for conservation and natural resources management, and vulnerability information for Mikajy sites. Mikajy is a USAID/Madagascar program focused on protecting biodiversity and supporting conservation of unique ecosystems. CEADIR activities in Madagascar will be aligned with the Mikajy program as it relates to climate change. CEADIR activities also included planning a trip in July where the team will hold consultations with various organizations to 1) understand the status of the NAP, including existing activities and gaps; 2) identify entry points for mainstreaming climate adaptation into local development, biodiversity conservation, and natural resource management decision making; and 3) gather information on climate hazards and vulnerability particularly as relevant to the Mikajy site.

All these innovations resulted from the CEADIR Power Africa West Africa Regional Mission activity. Memorandum listed financing sources available to West African banks for long-term capital needed for CE financing.

The memorandum helps financial institutions understand types of funding sources available for CE financing, from what sources, and how to access them. Being educated about these CE funding options is important because CE lending requires longer timeframes for investment returns than other sectors, this requires longer tenors than is usually available, as most African lending (including countries' federal reserves) are focused on short-term financing. In addition to giving banks access to longer-term capital that they can pass along onto their own borrowers, these sources of funding also generally provide better lending terms than is typically available in the region, which is particularly critical for the funding of off-grid and small-scale projects.

Typically, banks want to understand how profitable a project is and when they can expect return on their investment. The model was developed to help banks understand how to analyze the viability of rooftop solar projects, given the complexities of the technology involved (as well as to help estimate economic savings for the end user). The model involves things like core elements of the solar system (e.g., the panel, the inverters, the batteries), helping banks estimate in how many years they can expect to be repaid (typically 3 or 5 years for return on investment).

Product includes a mechanism for tracking 'green lending' to create a distinction between core lending and green lending transactions - this is useful for accessing financial resources like the Green Climate Fund, for example.

Product Description Heritage and CEADIR developed an ESCO loan product and pilot to test the viability of Heritage certifying ESCOs as approved vendors of EE and RE services for its existing commercial and industrial borrowers. CEADIR helped Heritage design the loan product and pilot, develop an MOU with an ESCO (KATA Solar), and prepare some loan applications for the ESCO and its clients.
