Senior Expressway Engineer

Summary of Position

To be Ashghal’s primary representative on one or more major projects that comprise the Expressway Program and

includes the design, construction and procurement phases. This position reports direct to the Area Program Leader.

To ensure all parties employed by Ashghal are working effectively in delivering the project to a high quality, on

schedule, in a safe manner, properly managing risk and minimizing impact to affected third parties. To facilitate the

necessary approvals from utility authorities and other government agencies as required. To monitor and accurately

inform Ashghal management of issues, risks and progress. To intervene when necessary on urgent matters which

may result in loss, damage, safety hazard or jeopardize the project in some way.

On the projects where assigned:

To actively monitor the progress of project development through the design phase, procurement phase, and

construction phase to ensure delivery is achieved in accordance with the schedule.

To review and endorse prior to forwarding to The Engineer, Site Instructions, Variations and Addendums, Claims, and

Payments.

To monitor and undertake audits on the quality of work being undertaken against the contractual standards and

specifications, to take an overview on the quality systems and test results being presented. To intervene, when

necessary and bring substandard completed work, or substandard processes to the attention of the appropriate

parties, and to escalate to Ashghal Management as appropriate. If necessary to instruct work to stop where there is

a serious risk to the project.

To monitor and undertake audits on the approach being used to ensure the safety of the workforce, safety of traffic

diversions, safety of pedestrians and any people who may be at risk in some way because of the project.

To intervene, when necessary to bring hazards or hazardous practices to the attention of the appropriate parties,

and to escalate to Ashghal Management as appropriate. If necessary to instruct work to stop where people’s safety is

at serious risk.

To undertake regular meetings with design consultants, or on-site with supervision consultants and contractors, to

resolve or mitigate issues and risks.

To work closely with the PMC’s Project Managers and Design Coordinators in all aspects of delivering the projects.

To ensure that the appropriate standards and specifications are being implemented.

To participate in tender processes for the award of construction contracts, and possibly design contracts.

To take line management responsibility and to supervise any junior Ashghal staff involved on the project.

Senior Quantity Surveyor

Summary of Position

To work under Commercial & Procurement Leader, within the Commercial and Procurement section of the Expressway Department of Ashghal. This position is predominately responsible for pre contract requirements of the procurement function of multiple major contracts with contractors and consultants. To provide intelligent review and challenge of plans and recommendations, to control and analyze circulars and ensure Ashghal’s best interests are served. The Expressway Program involves the design and construction of 30 major road projects for the strategic road network of Qatar that will extend the network by 600 kilometres with an investment of in excess of US$15 Billion. All projects are of a very large scale and are typically multi-lane, dual carriageway with grade separated interchanges with major utilities such as water reticulation, drainage, sewerage, underground HV power, treated sewerage effluent (TSE) network. This is the most prestigious new build highway network currently underway in the world today. Ashghal (or the Public Works Authority) is the government organisation responsible for providing major infrastructure for the State of Qatar.

Key Duties and Responsibilities

• Review, monitor and challenge the pre contract requirements for the procurement function of the program in the review and administration of multiple tenders. This typically involves the procurement of design consultants, supervision consultants and construction contractors.

• Review and provide feedback on all tender plans and recommendations.

• Ensure accurate and timely administration of contract terms & conditions, tender circulars and pricing in pre contract period.

• Monitor the cycle for contract proposals through contract to award.

• Ensure contract document processing procedures are completed in a timely manner.

• Prepare reports for contract status, performance analysis, contract terms tracking, contract provisions and interpret reports/data for contract management.

• To continually seek and capture lessons learned from the cost, financial, and procurement processes and use this intelligence to alter the process, tools and systems in order to improve the approach to delivering the program.

• To work as part of the Expressway Department team in delivering the functions required of that department, as may be requested by the Manager of the Expressway Department.

Candidate Requirements for this Position Qualifications & Requirements Mandatory requirements:

• Professionally qualified in RICS or CIPS or CIOB.
