A new way of working

A new way of working

• I want the Commission as a whole to be more than the sum of its parts. I therefore want us to work together as a strong team, cooperating across portfolios to produce integrated, well-grounded and well-explained initiatives that lead to clear results. I want us to overcome silo mentalities by working jointly on those areas where we can really make a difference.

• Jean Claude Juncker (2014) Mission Letters to all Commissioners

A new way of working

“the word “silo” does not just refer to a physical structure or organization (such as a department). It can also be a state of mind. Silos exist in structures. But they exist in our minds and social groups too. Silos breed tribalism. But they can also go hand in hand with tunnel vision.”

“silos are fundamentally a cultural phenomenon. They arise because social groups and organizations have particular conventions about how to classify the world.”

― Gillian Tett, The Silo Effect: The Peril of Expertise and the Promise of Breaking Down Barriers

Some key messages (to MS)

We need to achieve RESULTS with EU funding for public administration

(Conference EU Budget for Results, 22.09. 2015)

Results does not mean outputs and disbursement

Results means real improvements (innovation => outcomes) for citizens/business

Achieving this might require a culture change – the Toolbox might help you

Digital Public Services measures the digitisation of public services, and focuses in particular on eGovernment and eHealth. The eGovernment sub-dimension is made of four indicators: the percentage of Internet users that have sent completed forms to public administration through the Internet (eGovernment Users indicator); the level of sophistication of a country’s eGovernment services (Pre-filled Forms indicator, which measures the extent to which data that is already known to the public administration is pre-filled in the forms that are presented to the user); the level of completeness of a country’s eGovernment offer (Online Service Completion indicator, which measures the extent to which the various steps in an interaction with the public administration can be performed completely online), and the government commitment to open data (Open Data indicator). The eHealth sub-dimension focuses on use of e-health technology by general practitioners, in particular whether they exchange medical data electronically with other health professionals (Medical Data Exchange indicator) and whether they electronically transfer prescriptions to pharmacists (ePrescription indicator).

As for Digital Public Services, the highest score was registered by Denmark followed by Estoniaand the Netherlands. Bulgaria, Slovak Republic and Hungary had the weakest performance in thisindicator.
