Sheikh Hamad bin Jassim bin Jabr Al-Thani, former prime minister and minister of foreign affairs of the State of Qatar, on February 17, 2008. The Center’s International Advisory Council, co-chaired by H.E. Sheikh Hamad bin Jassim bin Jabr Al-Thani and Brookings President Strobe Talbott, provides guidance on programming. Salman Shaikh serves as the Center’s director. In pursuing its mission, the Brookings Doha Center conducts research and programming that engages key stakeholders from academia, business, civil society, government, and media on key public policy issues in the following four core areas: (i) Democratization and political transitions in the Middle East; (ii) Middle East relations with emerging Asian nations, including on the geopolitics and economics of energy; (iii) Conflict resolution and post-conflict peace building; (iv) Educational, institutional, and political reform in the Gulf countries. Open to a broad range of views, the Brookings Doha Center is a hub for Brookings scholarship in the region. INITIATIVES Brookings Doha Center intitiatives inform the policy debate through strategic thinking on key challenges facing the region. Brookings Doha Energy Platform A unique partnership with the Brookings Energy Security Initiative. The Brookings Doha Energy Forum — the platform’s signature event — has become a premier international stage for examining the relationship between the Middle East and emerging global powers from an energy context. Syria Track II Dialogue Initiative Community-focused exercise that aims to target a core group of influential Syrians. The dialogue provides a venue and process through which key Syrian communities and constituencies can build relationships and coordinate on issues of mutual concern. Transitions Dialogue Series A dialogue that brings together mainstream Islamists, Salafis, liberals, and leftists with U.S. and European officials to exchange ideas, develop consensus, and forge new understandings. BDC-Stanford University Project on Arab Transitions The “Project on Arab Transitions” is a joint initiative with the Center on Democracy, Development, and Rule of Law at Stanford University. The project aims to generate comprehensive analysis of the conditions affecting democratization and good governance during the period of Arab transition. Based in Qatar, the Brookings Doha Center is an initiative of the Brookings Institution in Washington, D.C., that advances high-quality, independent policy analysis and research on the Middle East. The Center maintains a reputation for policy impact and cutting-edge, field- oriented research on socioeconomic and geopolitical issues facing the broader Middle East, including relations with the United States. EVENTS The Brookings Doha Center provides a premier regional venue for high-level public events, forums, workshops, and private dialogues. Specialized Workshops and Roundtables Generate research programming and serve as an incubator of ideas. As a leading regional convenor, these events bring to- gether policymakers and practitioners to engage in targeted discussion. Recent events include Syrian opposition work- shops and roundtables on GCC-EU relations. Distinguished Speaker Series Brings to the Center policy discussions by high-level repre- sentatives. Recent speakers include: Hina Rabbani Khar, of Pakistan; Ekmeleddin Ihsanoglu, of the Organization of Is- lamic Cooperation; and Ali Sadr al-Din al-Bayanouni, of the Muslim Brotherhood in Syria. Public Events Contribute to the Center’s roles of engaging the Qatari com- munity, and informing and influencing regional policy de- bates. Events encompass a wide range of topics and perspec- tives, and are held regularly.

ABOUT THE CENTER

The Brookings Doha Center was formally inaugurated by H.E. Sheikh Hamad bin Jassim bin Jabr Al-Thani, former prime minister and minister of foreign affairs of the State of Qatar, on February 17, 2008.

PUBLICATIONSBrookings Doha Center publications are released in Arabic and English, building on the Center’s efforts at being a truly bilingual think tank.

Analysis Papers provide in-depth discussion of an ongoing, complex policy problem, and feature original field research conducted in the region.

Policy Briefings can be viewed as an extended version of an op-ed — they provide discussions of immediate, time-sensitive issues while also providing policy recommendations.

BDC - Stanford University “Project on Arab Transitions” Papers aim to systematically analyze and illuminate the nature of Arab transitions, focusing on issues such as electoral design, constitution-drafting, political party development, and national dialogue processes.

Syria Workshop Series Papers reflect major outcomes and findings of the “Syria Track II Dialogue Initiative.”

Transitions Dialogue Papers present findings and analysis which draw from the Center’s “Transitions Dialogue.”

Event and Conference Proceedings present themes, points of consensus, and policy recommendations gleaned during events and conferences to a wider audience.

DIRECTORS Salman Shaikh

Director of the Brookings Doha Center and fellow at the Saban Center for Middle East Policy. Shaikh has held numerous posts in the international system and the Middle East. He worked with the United Nations for nearly a decade as the special assistant of the UN Special Coordinator for the Middle East Peace Process. He also served as director for Policy and Research in the Office of Her Highness, Sheikha Mozah Bint Nasser Al-Missned, the Consort of the

Emir of Qatar.

Ibrahim Sharqieh Deputy director of the Brookings Doha Center and fellow in Foreign Policy at Brookings, as well as adjunct professor at Georgetown University in Qatar. Sharqieh previously served as senior project director at the Academy for Educational Development (AED). He also served as an academic advisor to the Embassy of the United Arab Emirates in Washington, D.C., and taught at George Wasington, George Mason, and

Catholic universities.

Shadi HamidDirector of research for the Brookings Doha Center and fellow at the Saban Center for Middle East Policy at Brookings. Prior to joining Brookings, Hamid was director of research at the Project on Middle East Democracy (POMED) and a Hewlett Fellow at Stanford University’s Center on Democracy, Development & the Rule of Law. He also served as a program specialist on public diplomacy at the U.S. State Department.

FELLOWSHIPS AND INTERNSHIPSFellowships advance and diversify the Brookings Doha Center’s policy research program, while internships promote local and international partnerships.

Visiting FellowshipLeading academics and practitioners from mid-to-senior ranks of governments, think tanks, universities, and media reside at the Center for 6-9 months, during which time they conduct research and produce policy briefs and analysis papers.

Brookings Doha Center - Qatar University FellowshipAcademics teach a semester-long seminar at Qatar University (QU), supervise the research of up to four QU students, and conduct a research project leading to a major BDC publication.

Nonresident FellowshipAccomplished scholars, analysts, or former officials with a concentration that falls within one of the four main areas of the Center’s research programming.
