Executive summaryAs the New Zealand Qualifications Authority (NZQA) appointed qualification developer for Health and Wellbeing qualifications, Careerforce have commenced a major review of a number of qualifications. This is a requirement of the NZQA for all qualifications listed within the New Zealand Qualifications Framework (NZQF), but also good practice to ensure they remain fit for purpose.
The consultation phase took place between July and December 2018. We thank all stakeholders for their active participation and valuable feedback.
We asked stakeholders to indicate the extent to which they agree or disagree to the detailed specifications of the qualifications in relation to their workplace needs, covering the:• Strategic Purpose • Graduate Profile • Employment and Educational Pathways • Other Qualification Conditions
Respondents were also asked the extent to which they agreed or disagreed with three statements that focused on different aspects of the credit values: 1. The total credit value of the qualification meets the
workplace needs 2. The credit value for each Graduate Profile Outcome
(GPO) meets the workplace needs 3. The proportional credit value for each Graduate
Profile Outcome meets the workplace needs.
Note: During the consultation period, comments were made regarding the current programmes offered by Careerforce. These include comments on implementing the programme in the workplace, and the unit standards and topics within the programme. These comments have been noted for future reference. If these comments indicated that an adjustment would be required in the qualification to enable a change in the programme, this has been identified.
The online consultation and the stakeholder engagements demonstrate a strong level of agreement with the current specifications of the New Zealand Certificate in Health and Wellbeing (Level 2) and the New Zealand Certificate in Health and Wellbeing (Level 3). There was some uncertainty on how the qualification meets the needs of Māori and Pasifika.
Careerforce recommends some changes in the qualification specifications for the New Zealand Certificate in Health and Wellbeing (Level 2 and Level 3).
These include the addition of a new Graduate Profile Outcome (GPO) relating to Communication and an increase in the credit value of the Vision Hearing Screening Strand (Level 3).
The findings in relation to the New Zealand Certificate in Health and Wellbeing (Level 4) Advanced Support showed a strong level of agreement with the Strategic Purpose, Pathways, and Conditions of the qualification. Stakeholders expressed a strong need to increase the breadth and depth of competencies for graduates at Level 4.
We recommend changes to the qualification specifications for the New Zealand Certificate in Health and Wellbeing (Level 4) Advanced Support to: reflect the increasingly complex needs of people being supported; and to enhance the level of responsibility for employees at this level providing opportunity to progress in their careers.
These include the addition of two new Graduate Profile Outcomes on Communication and Clinical Support, as well as an increase in the credit value to 120 to reflect the increased breadth and depth of competencies.

The purpose of the QPRThis review first and foremost represents an opportunity to engage with all stakeholders, and seek feedback. This is essential to ensure that the qualifications are required, remain fit for purpose, and to ensure that any necessary amendments are made to reflect changes happening in the affected sector environments.

Summary of findingsThe online consultation responses demonstrated a strong level of agreement with the current specifications of the New Zealand Certificate in Health and Wellbeing (Level 2). This was supported by the feedback gathered during the workshops, face to face meetings and webinar.
The main area of change was the recommendation to make the communication Graduate Profile Outcome (GPO) a mandatory requirement, as well as increasing the number of credits relating to this GPO.
The overall credit value of the qualification remains the same at 40 credits.

Communication as a key outcome at Level 3 came through strongly as well as the importance of having workexperience as part of the requirement to achieving this qualification.
The overall credit value of the qualification remains at 70 credits, however the Vision Hearing Screening strand overallcredit value increases from 60 to 70.
All strands remain to include the following: Health Assistance, Orderly Services, Newborn Hearing Screening, VisionHearing Screening, Support Work, and Whānau, Kin & Foster Care.

Stakeholders expressed the need to review the graduate profile outcomes to increase the breadth and depth of competencies of graduates’ at Level 4 to include supporting clinical tasks and communication. With the addition of new outcomes, the overall qualification credit value would be increased from 70 credits to 120 credits.
