Introduction This specification and support pack has been developed to provide additional guidance for iCQ
centres, assessors and quality assurance personnel who support learners (the person undertaking a
qualification) to achieve this iCQ qualification.
Please ensure that you have the current version of this document; you will find a version number
and date on the front cover.
Approved Centres Delivery centres must be approved to offer this qualification. If you wish to be approved, please

Centres must meet resource requirements outlined in Skills for Care Sector’s Assessment Principles
for the Qualifications & Credit Framework.
Funding These qualifications have been accredited within the Qualifications and Credit Framework (QCF).
Funding details are available on the Learning Aim Reference Application (LARA) website and on the
Department for Education (DfE) website.
Learners with particular assessment requirements iCQ recognise that some learners will have particular assessment requirements. iCQ’s policy for
learners with particular requirements is available at www.icanqualify.co.uk or by contacting
National Occupational Standards These nationally recognised qualifications are based on the Skills for Care National Occupational
Standards (NOS). The NOS, assessment requirements/strategy and qualification structure(s) are
owned by Skills for Care.
Grading and assessment These qualifications are not graded. To achieve a qualification pass, the learner must achieve all the
required units within the specified qualification structure.
To achieve a unit pass the learner must achieve all learning outcomes specified within the unit and
satisfy all assessment criteria. The learner must provide sufficient and valid evidence (for each
criterion) that is their own.

Assessment requirements and principles The assessment requirements and principles for these qualifications were developed by Skills for
Care in partnership with employers, training providers, awarding organisations and the regulatory
authorities.
The assessment requirements and principles include details on the use of simulation, the role of
supervisors and managers in the assessment process, the role of peripatetic and internal quality
assurance personnel in the assessment process, occupational competence requirements, continuing
professional development of assessors and quality assurance personnel and risk identification and
management.
Centres and assessment and quality assurance personnel must be familiar with the detail and
requirements of the assessment principles for these qualifications.
Centres, assessors and quality assurance personnel should refer to Skills for Care and Development’s
QCF Assessment Principles for details about which types of evidence may be used. This document is
available on the Skills for Care website www.skillsforcare.org.uk/home/home.aspx.
Evidence requirements A learner’s evidence may be generated from their current job role, from prior learning (Recognition
of Prior Learning – RPL) and/or simulation or a real work environment (RWE) where appropriate.
Evidence generated must be Valid, Authentic, Current, Reliable and Sufficient.
Valid evidence is relevant to the standards that the learner is claiming to have met
Authentic evidence can be clearly attributed to the learner
Current evidence is sufficiently recent when claimed by the learner for the assessor to judge
that the learner has the skill, knowledge or understanding
Reliable evidence shows that the learner can consistently perform to the required standard
Sufficient evidence fully meets the requirements of the standard

Types of evidence A learner must gather sufficient evidence to demonstrate that they have met the required standard
for a unit as detailed in the assessment criteria. One piece of evidence may contribute to or meet
more than one assessment criteria from one or more learning outcomes. Evidence may take a
variety of different forms including:
assessor observation of the learner’s performance
responses to oral or written questioning
products of the learner’s work
outcomes from simulation (where appropriate)
professional discussion
assignment, project/case studies
witness testimony and expert witness testimony
evidence of prior experience or RPL
formal testing
iCQ Centres should record which the assessment method for each piece of evidence on
as shown below:
Unit format All units are presented in the following format:
Unit title – QCF-accredited unit title
Unit code – SSC reference number for the unit
Unit reference number – the unique QCF reference number for the unit
QCF level – the QCF level assigned to the unit
Credit value – the unit credit value (awarded to a learner when they achieve the unit
Guided learning hours – an estimate of the number of hours the learner will require to
complete the unit (including training and teaching, other learning time and assessments)
Unit summary – a summary of the purpose of the unit

iCQ Level 2 Award in Employment Responsibilities and
Rights in Health, Social Care, Children and Young People’s
Settings

SSA: 1.3 Health and Social Care Purpose: C. Prepare for employment Sub Purpose: C2. Prepare for employment in a specific occupational area
Qualifications users Learners aged 16 and above who are capable of achieving the required standards. There are no
formal entry requirements for these qualifications.
Centres must ensure that access to these qualifications is free from barriers and ensure equality of
opportunity for all learners.
Learners will be working in, or planning to work in, job roles in the health and social care sector
which covers care workers, personal assistants, domiciliary care workers community, support and
outreach workers, supervisors, senior care workers in adult social care and for example healthcare
assistants or clinical support workers in the health sector. The qualifications are suitable for those
working in the NHS, with private health care or social care providers, local authorities and voluntary
organisations.
Qualifications purpose To enable learners to apply their skills, knowledge and understanding.
Progression opportunities Learners completing this qualification may progress to Intermediate and Advanced Apprenticeships.

Purpose: B. Prepare for further learning or training and/or develop knowledge and/or skills in
a subject area
Sub Purpose: B2. Develop knowledge and/or skills in a subject area
The Qualification Accreditation Number for the iCQ Level 2 Diploma in Health and Social Care (HSC)
is 600/6786/X.
SSA: 1.3 Health and Social Care
Purpose: D. Confirm occupational competence and/or 'licence to practice' Sub Purpose: D1. Confirm competence in an occupational role to the standards required
Qualifications users Learners aged 16 and above who are capable of achieving the required standards. There are no
formal entry requirements for these qualifications. Potential learners should however be willing to
undergo an enhanced CRB (Criminal Records Bureau) check. Employers in social care and in the
health sector carry out CRB checks, as this is a requirement for those working in the sectors and
certain offences may disqualify potential learners from employment in these sectors and thus
automatically preclude them from completing the qualification. Potential learners should therefore
discuss any relevant matters with their employer.
Centres must ensure that access to these qualifications is free from barriers and ensure equality of
opportunity for all learners.

transferable skills to support further progression. These qualifications specifically support the need
to develop the skills and knowledge of workers at career framework levels 1 – 4 and provides career
progression routes.
Learners completing this qualification may progress to iCQ Level 3 qualifications or to Intermediate
and Advanced Apprenticeships.

iCQ Levels 2 to 3 Award, Certificate and Diploma in Health and Social Care
Learners will be working in, or planning to work in, job roles in the health and social care sector
suitable for those working in some lone worker or supervisory care roles in social care settings, such
as Care Officer, Care Supervisor, Senior Care Worker or Supervising Care Worker, Senior Support
Worker, Relief Team Leader and others identified by Skills for Care.
Qualifications purpose To enable learners to apply and use their skills, knowledge and understanding based on the Skills for
Care standards.
Progression opportunities Learners may progress from these qualifications onto further qualifications specific to their work
context. A wide range of qualifications are available for use within the social care sector. These may
include specialist level 4 or 5 diplomas or management qualifications, QCF qualifications or other
work-related education and training to support continuing professional development.
Learners completing this qualification may progress to other iCQ Level 3 qualifications or to an
Advanced Apprenticeships. Where appropriate, there may be opportunities for progression to
foundation degrees (eg Foundation Degree in H&SC) and higher education certificates.

Rule of Combinations Summary
iCQ Level 2 Award in Employment Responsibilities and Rights in Health,
Social Care, Children and Young People's Settings (Total of 3 credits)
Learners must achieve the mandatory unit.
Level 2 Certificate in Preparing to Work in Adult Social Care (Total of 20 credits)
To complete this qualification, learners must achieve a minimum of 20 credits.
All credits must come from the mandatory units in Group A.
Level 2 Diploma in Health and Social Care (HSC) (Minimum of 46 credits)
To complete this qualification, learners must achieve a minimum of 46 credits.
24 credits must come from the mandatory units in Group A;
22 credits must come from one of three Pathways
Pathway 1 General
Pathway 2 Dementia
Pathway 3 Learning Disability.
Pathway 1 – learners should achieve 22 credits from G1 Group B and G2 Group C, of which
minimum of 2 credits and a maximum of 7 credits must come from G1 Group B and a
minimum of 15 credits from G2 Group C;
Pathway 2 – learners should achieve the mandatory unit (2 credits) in D1 Group B, a
maximum of 5 credits from D2 Group B, at least 2 credits from D3 Group C and a minimum
of 3 credits from D4 Group C;
Pathway 3 – learners should achieve the mandatory unit (4 credits) in L1 Group B, a
maximum of 3 credits from L2 Group B, a minimum of 3 credits from L3 Group C and a
minimum of 12 credits from L4 Group C.

iCQ Level 3 Certificate in Preparing to Work in Adult Social Care (Total of 21 credits)
To complete this qualification, learners must achieve a minimum of 21 credits.
All credits must come from the mandatory units in Group A.
Level 3 Diploma in Health and Social Care (Adults) for England (Minimum of 58 credits)
To complete this qualification, learners must achieve a minimum of 58 credits.
A minimum of 35 credits must be achieved at Level 3 or above;
28 credits must come from the mandatory units in Group A;
30 credits must come from one of three Pathways
Pathway 1 General
Pathway 2 Dementia
Pathway 3 Learning Disability.
Pathway 1 – learners should achieve 22 credits from Groups G1 and G2, of which minimum
of 2 credits and a maximum of 7 credits must come from Group G1 and a minimum of 23
credits from Group G2;
Pathway 2 – learners should achieve the mandatory unit in D1 (3 credits), a minimum of 1
credit and a maximum of 4 credits from D2, a minimum of 4 credits from Group D3 and a
minimum of 19 credits from D4;
Pathway 3 – learners should achieve the mandatory unit in L1, a maximum of 3 credits from
L2, 1 unit (5 credits) from L3 and a minimum of 18 credits from L4.
