1.2 Leader Training Scheme - Holiday / Camp Training Courses

Introduction

The “Leader Training Scheme” equips Guiders in terms of self, leadership in Guiding as well as

skills.

Holiday / Camp activities play a very important role in the Guiding Life. Every Girl Guide could

demonstrate leadership and independence through successful activities which allow them to build friendship,

and establish good relationships and teamwork.

Under the “Leader Training Scheme”, Guiders can follow the Holiday / Camp training curriculum as

stated below, in order to gain knowledge on how to plan Holiday / Camp activities and basic Guiding and

life skills through progressive training courses. The aim is to give Guiders the confidence to take the assessments for Holiday / Camp Qualifications.

Completed Leader’s Training Course (Holder of Yellow Appointment Badge)

1. Brownie / Girl Guide / Ranger Guiders:

Holder of “Overnight Residential Camp Training Course” Certificate, and had twice taken her own Unit for

Overnight Holiday at HKGGA Campsites as Guider-in-charge, with the recommendation from the Pack Holiday /

Camp Consultant to the Division Commissioner of her own division:

May take her own Unit and another Unit of the same section for Overnight Holiday at HKGGA Campsites.

May take her own Unit for a maximum of 3-night-2-day Holiday at HKGGA Campsites.

2. Girl Guide / Ranger Guiders:

Holder of “Overnight Outdoor Camp Training Course” Certficate, and had twice taken her own Unit for Overnight

Camp at HKGGA Campsites as Guider-in-charge, with the recommendation from the Camp Consultant to the

Division Commissioner of her own Division, may take her own Unit and another Unit of Girl Guide / Ranger for

Overnight Camp at HKGGA Campsites

1. Brownie Guider:

Holder of “Going-on-Holiday Training Course” Certificate, with the recommendation from the Pack Holiday

Consultant to the Division Commissioner of her own Division, may take her own Pack for a maximum of 3-

day-2-night Brownie Pack Holiday at HKGGA Campsites.

Holder of “Going-on-Camp Training Course” Certificate, may take her own Pack for an Overnight Camp at

HKGGA Campsites. (Applicable from 1st September 2010)

2. Girl Guide / Ranger Guider:

Holder of “Going-on-Holiday Training Course” Certificate, with the recommendation from the Camp

Consultant to the Division Commissioner of her own Division, may take her own Unit for a maximum of 3-

day-2-night Holiday at HKGGA Campsites.

Holder of “Going-on-Camp Training Course” Certificate, with the recommendation from the Camp

Consultant to the Division Commissioner of her own Division, may take her own Unit for a maximum of 3-

day-2-night Camp at HKGGA Campsites.

- may take her own Unit to designated campsites as approved by HKGGA (Appendix 7) for Holiday / Camp.

1. Holder of Camper’s Licence can take Girl Guide/Ranger Units for Holiday or Camp of 2 or more nights.

Holder of Hong Kong Holiday Permit can take Girl Guide/Ranger Units for Holiday of 2 or more nights.

Holder of Pack Holiday Licence can take Brownie Pack for Holiday of 2 or more nights.

2. Holder of either of the above Camp Qualfications can act as the Guider-in-charge for Holiday/Camp under Special

Conditions. (Refer to Section 3.3 of this document)

3. Holder of either of the above Camp Qualfications can act as the Guider-in-charge for Overseas Holiday/Camp.

(Refer to Section 3.3.5 of this document)

Holder of “Overnight Residential Camp Training Course” Certificate

or “Overnight Outdoor Camp Training Course” Certificate (Exemption for Guiders with Yellow Appointment Badge awarded on or before 31st August 2009)

Holder of “Going-on-Holiday Training Course ” Certificate or

“Going-on-Camp” Training Course Certificate

Holder of Camper’s Licence, Hong Kong Holiday Permit or Pack Holiday Licence

1. Brownie / Girl Guide / Ranger Guiders:

Holder of “Overnight Residential Camp Training Course” Certificate may take her own Unit for Overnight

Holiday at HKGGA Campsites.

2. Girl Guide / Ranger Guiders:

Holder of “Overnight Outdoor Camp Training Course” Certficate, and had twice taken a Patrol of Girl

Guides / Rangers to join a Camp which was organised by valid Camper’s Licence Holders, and was also a

Camp Staff of it, may take her own Unit for Overnight Camp at HKGGA Campsites.

2. Guider's Appointment The Guider's Appointment will be issued to a Brownie/Guide/Ranger Guider upon completion of

the Leader Training Course (LTC). If the Guider changes to lead another Section, she should

complete the appropiate LTC relevant to that Section and should be re-appointed by the Chief

Commissioner.

Regulations

The Guider must have:

Made the Guide Promise.

Attained the age of 21 when she becomes the Unit Guider or Assistant Guider of Brownie or

Guide Sections. However, under certain circumstances, the District Commissioner may

recommend a Guide member between the age 18 and 20, who has completed Leaders Training

Course which is organized and recognized by the Association, to the appointment of Assistant

Guider.

Attained the age of 23 when she becomes the Unit Guider or Assistant Guider of Ranger

Section, without exception.

Completed “Guider’s Orientation” and "Leader Training Course", and is willing to attend

further training.

Requirements

An Appointed Guider should demonstrate that she:

Is interested in her work and the girls in her Unit, and has participated in the activities

enthusiastically.

Understands the Organisation, Principles and Methods of Guiding Movement.

Knows the Policy, Organisation and Rules of the Hong Kong Girl Guides Association.

Has participated in the activities of the District, Division and the Association.

There are 3 stages of Guider’s Appointment:

Appointment Badge Training Activities

Yellow New Guiders upon completion of Level 1 of the Leader Training Scheme

(LTS), i.e. the Leader Training Course, will be awarded with the Yellow

Appointment Badge, Appointment Card and LTS Red Recognition Badge

Silver Brownie / Girl Guide / Ranger Section

Has held the Yellow Appointment Badge for more than a year

Has completed Training Courses under LTS Level 2, i.e. awarded

with the Orange and Yellow Recognition Badges

Has been given recommendation from the District Commissioner in

terms of Unit administration, Unit progress and Guider progress

Gold Has held the Silver Appointment Badge for more than 3 years

Has completed Training Courses under LTS Level 4, i.e. awarded

with the Blue Recognition Badge

Has been given recommendation from the District Commissioner in

terms of Unit administration, Unit progress and Guider progress

Award/Certification

An Appointed Guider may:

Wear the Appointment Badge (If more than one Appointment Badge has been awarded, the

highest level can be worn on the left chest.)

Receive the Long Service Award (counted from the Appointment Date)

Yellow

Authorised to manage and train girls of her own Unit based on

the Mission and Learning Methods of Girl Guiding.

Be responsible to the Commissioner and the Sponsoring

Authority for the Unit’s matters, standards and progress.

Conduct Badge Assessments (Approved list) for the girls of her

Unit.

Take her Unit to Overnight Holiday/Camp under the progressive

Camp Training Scheme. (Refer to Section 1.1 of this document)

Terminate membership of a member through the decision of

Patrol Leaders' Council or Ranger Executive Committee

(Brownie Guider can make her decision after consideration), after

consulting the District Commissioner in advance.

Silver

Gold

Authorised to manage and train girls of her own Unit based on

Signposts and Learning Methods of Girl Guiding.

Be responsible to the Commissioner and the Sponsoring

Authority for the Unit’s matters, standards and progress.

Conduct Badge Assessments (Approved list) for the girls of her

Unit.

Take her Unit to Overnight Holiday/Camp under the progressive

(Brownie Guider can make her decision after consideration), after

consulting the District Commissioner in advance.

Acquire other Guider's Qualifications.

Remarks

Guiders should keep the Appointment Card in a safe place.

The Commissioner can request the Guider to return her Appointment Card if she breaks the

policy of the Association.

Each Unit may have one Adult Leader over the age of 21 registered with the Association as the

Guider-in-charge. Additional Assistant Guiders and Unit Assistants should be recruited as

required.

If the Guider resigns, the Appointment Card should be returned to the District Commissioner or

HKGGA Region Development Office for cancellation.

3. Holidays and Camps 3.1 General Requirements

1. A Registered Member of the Association who takes charge of any type of Camp or Holiday

must hold the appropriate qualification.

2. The General Safety Rules from the “Policy, Organisation and Rules” of the Association (Clause

39) must be strictly observed.

3. For permission to run any Holiday or Camp, the “Holiday/Camp Registration Form” must be

submitted at least 1 month before date of camp.

4. The maximum quota for Brownie Pack Holiday or Camp is 36, while for Guide and Ranger

Holiday or Camp is 48. Please refer to Item 3.3.1 and 3.3.2 of this document for the number of

participants larger than as previous mentioned.

5. The permission of the District Commissioner and the Division Camp/Pack Holiday Consultant

must be obtained if a non-member of the Movement is one of the required numbers of adult

staff.

6. If a Holiday/Camp involves more than one Unit, a Guider from each Unit concerned must be

present throughout the Camp, and serve as Camp Staff.

7. “Parent’s Consent Form” and “Health Form” must be obtained from all campers under 18 and

kept by the Guider-in-charge or Activity Safety Officer throughout the camp.

8. If the activities are run offsite during the Holiday/Camp, the Guider-in-charge must submit her

plan and obtain the approval from the Sponsoring Authority. Related departments such as the

Police Station must be informed if the programme involves items such as hiking and a detailed

programme and route plan must be left with the campsite staff before leaving the campsite.

9. 【ACTIVITY SAFETY OFFICER】is an experienced adult who cannot act at the same time

as the Guider-in-charge. She must be responsible for Health and First Aid issues in camp and

she must hold qualifications issued by organisations recognised by HKGGA, including 3-hour

Training on Introduction of First Aid, Certificate in First Aid or holds professional

qualifications such as registered doctor or nurse. She must have knowledge on safety measures,

including “Safety Rules and Guidelines for Activities” and Guidelines from this document, and

refer to the “Guidelines on Outdoor Activities” from the Education Bureau.

10. 【QUARTERMASTER】 must have knowledge of cooking, storage of food, menu planning

and Patrol work in Holiday/Camp.

11. At a Holiday/Camps organised by a Licence/Permit Holder, other Guiders in the Holiday/Camp

could take a maximum of 2 of the below assessments during the date of camp:

11.1 Quartermaster Certificate

14. Test Camp:

- Must be held at HKGGA Campsites

- Must last for at least 50 hours

- The “Holiday/Camp Registration Form” must be submitted before the Test Holiday/Camp by

the date of the deadline stated on the Registration Form. A Plan Book including the

programme, budget, menu and other relevant details must be submitted via the HKGGA

Programme Department to the Tester(s) 6 weeks prior to the event to HKGGA Programme

Department and forward to the Tester and Co-tester (Division Camp/Pack Holiday Consultant).

- A detailed Statement of Accounts with original receipts should be submitted within 10

working days after the Holiday/Camp.

15. Bad Weather Arrangements

Please refer to the related parts from “Safety Rules and Guidelines for Activities”.

16. All the Camp Qualification holders giving up her Guider’s Appointment may retain her

qualification(s). When she has been not involved in active Guiding for 2 years or more after

cessation of appointment, she must update her knowledge about the organisation and the safety

rules by the Division Camp/Pack Holiday Consultant OR Division Commissioner.

17. Starting from 1st September 2009, all Guiders holding Pack Holiday Licence, Hong Kong

Holiday Permit and Camper’s Licence must renew the qualification every three years by joining

a Holiday or Camp as a Camp Staff.

If a Camp Qualification Holder did not manage to take any role of Camp Staff within three

years, she cannot be the Camp Guider-in-charge of any 3-day-2-night Holiday or Camp. If she

wishes to renew the qualficiation, she is required to organise a Holiday or Camp as a Camp

Guider-in-charge, and to be visited by the Division Camp Consultant/Pack Holiday Consultant,

to ensure she meets the updated standard of Holiday/Camp, and understands the Safety Rules

and Guidelines for Holiday/Camp of HKGGA.

If the Guider does not meet the standard and does not fully understand the Safety Rules and

Guidelines, she has to attend the Holiday/Camp Training Course in order to update her

knowledge and skills.

3.2 Overnight Holidays/Camps for a Commissioner or Appointed Guider (with Yellow

Appointment Badge)

A Commissioner or a Brownie/Guide/Ranger Guider (holding a valid Yellow Appointment

Badge and having completed the “Overnight Residential Camp Training” or “Overnight

Outdoor Camp Training”) may take her own Division/District or Unit for an Overnight

Holiday or Overnight Camp at one of the HKGGA Campsites.

Requirements

The Commissioner/Guider-in-charge must:

Have reached the age of 21.

Hold a valid Appointment Card.

Submit the “Holiday/Camp Registration Form” and “Campsite Booking Form” one month

before the Date of Holiday/Camp.

Conditions

The Overnight Holiday/Camp should be held at HKGGA Campsites.

Other conditions please refer to Sections 1.1 (Leader Training Scheme - Holiday/Camp

Training Courses) and 3.1 (General Requirements).

Preparations (Refer to Handouts of “Overnight Residential Camp Training” or “Overnight

Outdoor Camp Training” and “Safety Rules and Guidelines for Activities”.

【Before the Holiday/Camp】

The Guider-in-charge must be able to involve the Organising Committee

(District/Division level)/participating Brownies/Guides/Rangers through Pow-Wow (for

Brownies)/Patrol Leaders' Council (for Guides)/Executive Committee (for Rangers) in the

planning of the Overnight Holiday/Camp.

Before the date of the Holiday/Camp, the girls must gain basic knowledge of camp safety,

cooking, duties, rules etc.

If the Overnight Holiday/Camp organised by District or Division requires DA or Region

subsidy, related application should be submitted within the previous Guiding Year.

The Division Camp/Pack Holiday Consultant shall provide advice and assistance relating

to the Holiday/Camp to the Commissioner/Guider-in-charge.

Produce a letter/notice to the parents giving details of the Holiday/Camp, including costs

and a suitable personal kit list.

【During the Holiday/Camp】

Important notices and information should be posted up during the Overnight

Holiday/Camp, including:

- Programme schedule (including the theme)

- Patrol/Six duties list and roster

- Camp rules and regulations

- Campers and camp staff list

- Emergency telephone numbers

- A sketch map of the site showing detailed layout of the accommodation/activity areas etc.

- Menu

Guiding traditions must be included in the programme, e.g. Colours Ceremony, Graces,

Guides' Own, etc.

A brief evaluation with campers before the end of the Holiday/Camp.

First aid facilities should be set up indoors, if possible, and include an adequate first aid

box, soft ground sheet/bed, blanket, hot kettle, etc.

【After the Holiday/Camp】

If the Holiday/Camp was subsidised by the District Association or Division, the Guider-

in-charge should submit a Statement of Account and Evaluation Report within 1 month,

and report back to the District Association Meeting/Division Team Meeting.

Continue to join the Holiday/Camp Training Courses under the Leader Training Scheme.

3.3 Holidays/Camps under Special Conditions

3.3.1 Pack Holidays for more than 36 Brownies (excluding Camp Staff)

To organise a Pack Holiday for more than 36 Brownies (not including Camp Staff), the Camp

Guider-in-charge must complete the “Holiday/Camp Registration Form under Special

Conditions” (Appendix 10) and submit through the Division Pack Holiday Consultant to the

Deputy Chief Commissioner (Educational Programme) 3 months before the date of the

Holiday. The Deputy Chief Commissioner (Educational Programme) will reply to the

applicant within a week and inform the concerned Division Commissioner and Pack Holiday

Consultant about the result. The Camp Guider-in-charge can then start the preparation work.

Conditions

The Camp Guider-in-charge must hold a valid Pack Holiday Licence and take the overall

in-charge.

Ratio of Pack Holiday Licence Holder to Brownie must be 1:36, at the same time Ratio

of Camp Staff (excluding Camp Guider-in-charge) to Brownie must be 1:8.

A detailed plan must be submitted to the Division Pack Holiday Consultant and Deputy

Chief Commissioner (Educational Programme) for record.

Division Pack Holiday Consultant must visit the Holiday.

For other conditions please refer to Section 3.1 (General Requirements).

3.3.2 Holidays/Camps for more than 48 Guides/Rangers (excluding Camp Staff)

To organise a Camp/Holiday for more than 48 Guides/Rangers (not including Camp Staff),

the Camp Guider-in-charge must complete the “Holiday/Camp Registration Form under

Special Conditions” (Appendix 10) and submit through the Division Camp Consultant to the

Deputy Chief Commissioner (Educational Programme) 3 months before the date of the

Holiday/Camp. Deputy Chief Commissioner (Educational Programme) will reply to the

applicant within a week and inform the concerned Division Commissioner and Camp

Consultant about the result. The Camp Guider-in-charge can then start the preparation work.

Conditions

The Camp Guider-in-charge must hold a valid Hong Kong Holiday Permit/Camper’s

Licence and take the overall in-charge.

Ratio of Hong Kong Holiday Permit/Camper’s Licence Holder to Guide/Ranger must be

1:48, at the same time Ratio of Camp Staff (excluding Camp Guider-in-charge) to

Guide/Ranger must be 1:12.

A detailed plan must be submitted to the Division Camp Consultant and Deputy Chief

Commissioner (Educational Programme) for record.

Division Camp Consultant must visit the Camp/Holiday.

3.3.3 Holidays/Camps for Special Units

To organise a Camp/Holiday for a Special Unit, a plan on Holiday/Camp must be submitted

together with the “Holiday/Camp Registration Form under Special Conditions” (Appendix 10)

3 months before the date of the Holiday/Camp via the responsible Commissioner of Special

Unit Committee to the Deputy Chief Commissioner (Educational Programme). The Deputy

Chief Commissioner (Educational Programme) and Deputy Chief Commissioner (Region

Development) will reply to the applicant within a week and inform the responsible

Commissioner of Special Unit Committee about the result. The Camp Guider-in-charge can

then start the preparation work.

3.3.4 Mixed Holidays/Camps with Uniform Groups

Brownies, Guides and Rangers may participate in mixed Holidays and Camps organised by

the other Uniform Groups. All mixed Holidays and Camps must comply with the Rules and

Regulations of the Girl Guides Association and the Association concerned. The Guider-in-

charge should submit the “Holiday/Camp Registration Form under Special Conditions”

(Appendix 10) via her Division Camp/Pack Holiday Consultant to the the Deputy Chief

Commissioner (Educational Programme) 3 months before the date of Holiday/Camp. The

Deputy Chief Commissioner (Educational Programme) will reply to the applicant within a

week and inform the concerned Division Commissioner and Camp/Pack Holiday Consultant

about the result. The Camp Guider-in-charge can then start the preparation work with the

organiser from the Uniform Group.

Conditions

The Guider-in-charge must be able to:

Take care of the participants and be with them all the way leaving and getting back

to the gathering point.

Handle any potential problems during the Holiday/Camp.

Arrange pre-camp trainings to build the girls’ confidence and discipline.

There is to be a definite programme of mixed activities.

If the boys are members of a Youth Organisation, the Guider-in-charge must ascertain

that the Holiday/Camp is approved by the officials of the Organisation concerned and

that the boys are in the charge of a responsible and qualified ADULT Leader of that

Organisation.

Separate facilities must be available for sleeping, washing and sanitation.

Programme and accommodation arrangements must be submitted and kept by the

Division Camp/Pack Holiday Consultant and Deputy Chief Commissioner (Educational

Programme) at least 1 month before the Holiday/Camp.

Division Camp/Pack Holiday Consultant must visit the Camp/Holiday.

Basic guidelines for overseas activities is similar to those activities that held locally, which include

at least two leaders with valid appointments (Approval must be granted by the International

Commissioner upon the request by the organizing body). One of them is the Guider-in-charge,

while another is the Activity Safety Officer. The ratio of Guider to Girl Guide member must be at

least 1:8. For other guidelines please refer to the related sections in the Safety Rules and

Guidelines for Activities. For overseas residential camps and wild camps, they also have to meet

the general requirement as listed in Section 3.1 of the Qualification Kit.

Procedures

The Guider-in-charge who is going to bring the Girl Guides members for overseas activities must

apply in written form to the International Commissioner four months before the activity. When the

written preliminary approval has been granted, the Guider could then organise and discuss with the

related participants on the detailed plan. The approval must be notified by the Deputy Chief

Commissioner (Educational Programme) and Deputy Chief Commissioner (Region Development)

as well.

A detailed plan regarding the participants’ list with the emergency contact persons, programme,

accommodation arrangements, training and budget must be submitted three months before the

activity to the International Commissioner for the official approval. The approval must be notified

by the Deputy Chief Commissioner (Educational Programme) and Deputy Chief Commissioner

(Region Development) as well.

For Guider-in-charge who does not hold Camper’s Licence, Hong Kong Holiday Permit or Pack

Holiday Licence, and to organize overseas activity in Unit, District or Division level, she should

seek for the recommendation from Division Camp / Pack Holiday Consultant, and Division

Commissioner to the respective Regional ACC. Then the application should be forwarded to the

International Commissioner and proceed with the above procedures as mentioned in the last

paragraphs.

Responsibilities

Accept full responsibility with other Guider for the well-being of the participants throughout

the entire activity, from leaving and getting back to the gathering point in Hong Kong together.

Know how to deal with Immigration, Customs and any other Authorities she is likely to meet,

and also be able to cope with emergencies.

Arrange pre-camp training to build the girls’ confidence and discipline, and to be their friend.

Know about WAGGGS, other Member Organisations and their relations with HKGGA.

Upon the return, submit a report within two months to the International Commissioner. For

overseas activity which held in Unit, District or Divisional Level, the report should also be

submitted to Deputy Chief Commissioner (Region Development) and be prepared to share their

activity, experiences or skills learnt.

For Guider-in-charge should also refer to the related guidelines issued by the International and

China Liaison Office.

3.4 Quartermaster Certificate

3.4.1 Applying for the Test

Requirements

The applicant must:

Be a Guider who has attained the age of 18 with a valid Appointment Card, or a Ranger.

Hold the Certificate of “Overnight Residential Camp Training Course” or “Overnight

Outdoor Camp Training Course”.

Be recommended by her Division Commissioner or Division Camp/Pack Holiday

Consultant.

Have acted as Assistant Quartermaster at a Holiday/Camp. Conditions

The candidate must:

Strictly observe the Safety Rules of Holidays and Camps of the Association.

Demonstrate her ability to organise and carry out the Quartermaster's job successfully at a

Holiday/Camp lasting not less than 2 nights, and the number of Campers must not be less

than 20 (excluding Camp Staff).

Show a practical knowledge of the general organisation of the Quartermaster's

Department under Holiday/Camp conditions

Test Arrangement

A Tester will be appointed by the Deputy Chief Commissioner (Educational Programme).

The Tester should be a holder of the Quartermaster Certificate.

3.5 Campfire Leader Certificate

3.5.1 Applying for the Test

Requirements

The applicant must:

Be a Guider who has attained the age of 18 with valid Appointment Card, or a Ranger.

Have completed the “Campfire Leader” course organised by the Association.

Be recommended by her Division Commissioner and the Division Camp Consultant.

Have planned and led a campfire (out-of-doors with wood fire) for at least once.

Conditions

The candidate must:

Strictly observe the Rules of Holidays and Camps of the Association.

Act as a Campfire Leader in a Holiday/Camp or Campfire. Participants of the campfire

must come from more than 1 Girl Guide/Ranger Unit, with not more than 5 adult helpers.

Demonstrate her ability to build a fire and her knowledge of leading songs.

Lead a campfire (out-of-doors with wood fire) for not less than 1 hour but not more than

1.5 hour, with participants not less than 20 but not more than 40 (excluding Camp Staff).

Test Arrangement

A Tester will be appointed by the Deputy Chief Commissioner (Educational Programme).

The Tester should be a holder of the Campfire Leader Certificate or an appropriate

3.6 The Pack Holiday Licence

3.6.1 Guideline for Applying for the Test

Requirements

The applicant must:

Be a Brownie Guider who has attained the age of 21 with a valid Appointment Card.

Have the certificate of “Going-on-Holiday Training Course”.

Be recommended for a Test Holiday by the Division Commissioner and the Division Pack

Holiday Consultant.

Have run an Overnight Holiday within the last 12 months.

Conditions

The candidate must:

Strictly observe the Guideline of Holidays and Camps and Safety Rules of HKGGA.

Run a Pack Holiday for the test, with the number of participant not less than 12 but not

more than 24 (excluding Camp Staff). Number of Camp Staff must not exceed 4.

Test Arrangement

The Deputy Chief Commissioner (Educational Programme) should ensure that the Test

Holiday is assessed by 2 Testers - a valid Pack Holiday Licence Holder and the Division Pack

If the candidate passes the test:

A Pack Holiday Licence will be issued.

A yellow bar with “Pack Holiday Licence” in gold may be worn on the uniform.

She may run a Pack Holiday of more than 2 nights for Brownies, with the number of

Brownies not exceeding 36 (excluding Camp Staff).

If she runs a Pack Holiday for more than 36 participants, she must follow the

requirements as listed in Section 3.3.1 of this document.

A Pack Holiday Licence Holder may keep her Licence after returning her Guiders'

Appointment Card

She has to be a Camp Staff once every 3 years to filful the requirement for renewal of

qualification.

She may be invited to join the Tester Team.

She may take Girl Guide Members for overseas Holidays.

4. Sea Activities

4.1 Water Test Certificate

Registered Members, Girl Guides, Rangers and Guiders can apply for the Water Test.

4.1.1 Applying for the Test

Requirements

Conditions

The candidate must:

Strictly observe the Safety Guidelines from “Policy, Organisation and Rules” (Clause 39)

the general requirements.

Test arrangement

The Deputy Chief Commissioner (Educational Programme) should ensure the Test is

assessed by a qualified instructor.

The Tester must hold a valid Bronze Medallion Badge of Life-saving or Swimming

Teacher Qualification.

4.1.2 The Test

The applicant must be physically healthy and be able to:

- Swim 50 metres.

- Swim under water for 3 metres (no any part of the body should be above the water).

- Tread water for 1 minute.

The Programme Department can issue the Water Test Certificate if the candidate holds

any of the below qualifications:-

- Brownie’s Swimmer Badge (Stage II)

- Girl Guide’s Swimmer Badge (Stage I/II)

- Letter issued by the Swimming Society/Club

- Bronze Medallion Badge or above

- Swimming or Life-saving teacher

4.1.3 Award/Certificate

If the candidate passes the test:

- The HKGGA Water Test Certificate will be issued

- She may attend the sea courses/activities organised by the Association.

If an Adult holds a Canoe Three-star Award Certificate issued by the Hong Kong Canoe Union, she

may apply for the Adult Canoeist Permit from the Programme Department.

4.2.1 Applying for the Test

The applicant must:

Be a registered Member, Girl Guide, Ranger or Guider who has attained the age of 18

Hold the Water Test Certificate.

Have attended the “Adult Canoeist Permit Training Course” organised by the Association.

Conditions

The candidate must:

general requirements of sea activities from the “Activity Safety Rules and Guidelines for

The Training Office organises the “Adult Canoeist Permit Training Course”, and the Test will

If an Adult holds a Proficiency Certificate issued by the Hong Kong Canoe Union, she may

apply for the Adult Canoeist Charge Permit from the Programme Department.

Have completed 12 hours of certified canoeing practice within the past 12 months.

4.4 Elementary Dragon Boating Permit

If an Adult holds the Elementary Dragon Boat Training Certificate issued by the Hong Kong China

Dragon Boat Association, she may apply for the Elementary Dragon Boating Permit from the

Programme Department.

4.4.1 Applying for the Test

Requirements

The applicant must:

Be a registered Member, Girl Guide, Ranger or Guider who has attained the age of 12.

Hold the Swimmer Badge (Stage I), Water Test Certificate or Bronze Medallion issued by

the Hong Kong Life Saving Society.

Have attended the “Elementary Dragon Boating Permit Training Course” organied by the

Association.

Conditions

The candidate must:

Strictly observe the Safety Guidelines from “Policy, Organisation and Rules” and the

general requirements of sea activities from the “Activity Safety Rules and Guidelines for

Activities” of HKGGA.

Have completed the “Elementary Dragon Boating Permit Training Course” and be able to

show her ability of the basic standard and requirements.

Test Arrangement

The Deputy Chief Commissioner (Educational Programme) should ensure the Test is assessed

by a qualified instructor.

Procedure of applying for Elementary Dragon Boating Permit Test

The Association organises the Elementary Dragon Boating Permit Training Course and the

Test will be held at the end of the course.

Dragon Boat Association, she may apply for the Adult Intermediate Dragon Boating Permit from

5.2 Assistant Trainer Progress

Criteria to attain Certified Trainer recognition.

Requirements

During a period of approximately three years , not more than five years and under the

mentorship of a mentor assigned by the Training Committee. The Assistant Trainer must

complete the following tasks;

1. Be an active Assistant Trainer

2. Hold a valid Unit Appointment and provide evidence of ability to enable girls to make

progress (evaluated by unit visit and unit records)

3. Work as part of a Course Delivery team preparing lesson plans and materials to deliver

sessions of Leader Training Course (LTC) using experiential activities and appropriate

facilitation methods, under the guidance of Certified Trainer or Trainer appointed by the

Training Committee

4. Deliver all session of LTS Level 1 under the guidance of a Mentor who provides feedback

and evaluation after each session and recommends further reading or writing assignments

as required.

5. Attend group mentor sessions

3. Demonstrate update her knowledge and skills on the Latest WAGGGGS Training Methods and

Policy, Educational Programmes and Triennial Themes, Six Core areas.

1. Design and Deliver Trainings for Trainers on the content of the WAGGGS accredited training

scheme

6. Commissioner Progress System and Commissioner Training Scheme

Introduction

The HKGGA Training Scheme for Commissioners aims to develop outstanding managers who

enable leaders to assist girls in their units to become community leaders and global citizens.

Guiding is a means of developing caring leaders and responsible citizens. It is delivered as ‘girls

earning by doing’ in an enjoyable fun filled way.

Commissioner Progress System

The purpose of this system is more transparent culture by young management talent, and by the

Commissioner of all levels to further optimize the functions and provide relevant management skills

training, to enhance the management capacity to practice the World Association of Girl Guides and

Girl Scouts and the Hong Kong Girl Guides Association's mission and vision.

Commissioner Training Scheme

It has 4 levels of progress so that Commissioners can lead adults to the WAGGGS and HKGGA

Missions and Visions.

Level 1 gives management skills, to be able to monitor and evaluate, work with a team of adults to

deliver the mission and vision. When a Commissioner progress through the next 3 stages, she will

develop more complex skills to assist the HKGGA to achieve it mission of being the leading

provider of non-formal educational progrmmes for girls and young women.

Commissioner Progress Recognition Badge

Badges are in four colors, each color bar is awarded when appropriate level and stage of

Commissioner Progress Scheme is completed. The badge should be worn on the Badge tab which is

put on the left of the uniform.

Commissioner Progress Record Book.

Commissioner’s progress is documented in the Commissioner Progress Record Book. This will

assist Commissioner to record the progressive stages in training and the new challenges she need to

give the maximum opportunity for her to develop the management skills needed in Guiding.

2. Have over 3 years of Guiding experience as a Unit Guider, providing an active progressive

programme for the girls

follows>

1. Support the Vision and Mission of Guiding and follow the recommended objectives to achieve a

quality programme.

2. Abide by the Policy, Organization and Rules of HKGGA.

3. Promote unity and Guiding spirit and Guiding development in the District.

4. Lead a Team of Guiders.

5. Encourage Guiders to make progress on Leader Training Scheme.

6. Monitor the Guiders provide a quality Guiding Educational Programme for girls .

7. Arrange meetings to discuss and encourage progress and advise of training opportunities for

Guiders and Girls development.

8. Unit activity visits according the unit yearly programme plan to assess unit progress and

evaluate programme in action.

9. Advice / support Guiders in problem solving in their units to appropriate persons / consultants

for advise.

10. Monitor and evaluate finance in the units and District.

11. Develop a relationship with DA and other Commissioners.

12. Develop good relationship with Sponsoring Authorities in the District.

13. Gather information on Girl and Guider needs to promote quality Guiding in the District.

14. Submit reports to District Commissioner on District progress, consolidate & summarize report

for improvement.

confirmation of the District Assistant Appointment.

An Orientation session for new District Assistant would be conducted by her senior Commissioner

1. This Form must be collected with the medicine during the gathering time of the holiday/camp. The

Activity Safety Office will store and arrange the schedule of medication during the Holiday/Camp.

2. HKGGA only accepts medicines which have been issued within one month from the same registered

doctor/hospital. HKGGA will only follow the instructions listed on the package of the medicine.

3. Name written on the package of the medicine must be the same as the Brownie/Guide/Ranger

concerned.

4. If the girl has abnormal reactions to the medicine, she will be sent to the hospital for further treatment

and the Parent/Guardian will be informed.

Guidelines on Outdoor Cook

Important General Rules Hair must be tied back appropriately

Do not wear loose clothing and remove all hanging items that could contact the flames

Ensure water and fire blankets/sand buckets are positioned close by

No flammable items in the immediate cooking area

(e.g. overhanging branches, oil, gas, alcohol, plastic, paper, etc)

Cooking surface must be stable

Keep the stoves, pans and food covered in order to avoid contamination by sand or dirt

Wash your hands

Raw and cooked foods should be stored separately to avoid cross-contamination

Have all ingredients ready before starting to cook

No fire must be left unattended

When the stoves are not in use, keep the stove and the fuel covered

Store fuel away from cooking area, in a ventilated place or store tent

Make sure you know how to use the supplied equipment (e.g. stove) before you start

Check for compliance with all safety guidelines

Check that one Guider or responsible adult is available for every two Patrols
