Throughout our history as the world’s leading wireless technology innovator, we’ve made the “impossible” possible, and 2019 was no exception — it was, after all, the year of 5G.

A great leap forward in connectivity, 5G is the confluence of decades of research and development that will have a profound impact on the planet, from a more sustainable future to improved productivity and economic growth.

Our ultra-reliable, low-power solutions enable cities to monitor air quality in real time, farmers to optimize watering efficiency, people in remote areas to access telehealth services, self-driving cars to reduce emissions and factories to improve safety — indeed, enabling life-changing innovation and accelerating the pace of progress in a new era of invention.

We recognize now the need to stay connected, more than ever before — especially as we live in a world requiring the capacity for social distancing. To help keep individuals connected to

their communities, we are continuing to focus on delivering critical wireless technologies like 5G. We’re committed to providing reliable connectivity solutions to maintain business continuity, especially in the critical areas of health care, small business support, and remote education — all while protecting the safety of our employees and customers.

At this very challenging time, our hearts and thoughts go out to all those affected by the COVID-19 global pandemic. We appreciate that the massive efforts that have been made in China to contain and fight against the virus are not only for China but for the world. I personally would like to reiterate that those in China involved in this fight have our profound respect and appreciation.

At Qualcomm, we will continue to evaluate how best we can contribute as the situation develops — and to collaborate actively with our Chinese partners across the mobile ecosystem and adjacent industries, including public health – to ensure a better future for all.

Looking forward, we believe 5G is one of the most important technological developments of the 21st century. And we aren’t the only ones. We were honored that Fortune Magazine ranked Qualcomm first on their 2019 Change the World list, citing that our inventions were driving the future of communications,

transportation, manufacturing, agriculture, public safety and health care — indeed, the future of everything.

Continuing on our path to achieving our 2030 Vision, we updated our corporate responsibility priorities in 2019 to four key areas where we believe we can be most impactful — Purposeful Innovation, Our People, Responsible Business and STEM (Science, Technology, Engineering and Mathematics) education.

This report features our activities in these four areas, and I’d like to share a few global highlights:

In 2019, we celebrated National Robotics Week by teaming up with Bosch USA to fully fund all 120 FIRST ® projects on the Donor’s Choose fundraising platform, allowing teachers to raise money to integrate innovative STEM opportunities at their schools. Our Qualcomm® Thinkabit Lab™ program, which shows that students from all cultural and socioeconomic

backgrounds can be part of inventing the wireless world of the future, rolled out a new “Tech for Good” social innovation project for students. The project incorporates Bluetooth communication technology and our Qualcomm® Wireless Reach™ impact sectors to showcase the power our foundational technologies have in transforming communities and enriching societies.

We remain dedicated to driving long-term growth and value for all our stakeholders. As such, I signed onto the Business Roundtable Statement on the Purpose of a Corporation. Becoming a signatory further demonstrates our commitment to good corporate citizenship and responsible innovation wherever we do business.

Moreover, our commitment to operating with the highest ethical standards, transparency and integrity in key environmental, social and governance matters earned

us an honored position on the 2019 Dow Jones Sustainability North America Index — a benchmark of companies leading the way to a sustainable world. We also continued to make progress on our 2025 greenhouse gas reduction goal, achieving a reduction of approximately 18 percent to date.

These successes and those to come showcase the inventiveness, tenacity and passion of our workforce. And

fostering a supportive and inclusive culture that inspires innovation continued to be a priority in 2019. We launched a Diversity Task Force of senior vice presidents to advise on how to best drive diversity initiatives through collective data analysis and expanded our Global Inclusion and Diversityteam, resources and program to be more effective in our efforts.

As we look to 2020 and beyond, the opportunities for 5G expansion, and our Company, are boundless. Qualcomm innovation is the driving force for breakthroughs that enrich lives, transform industries and enable our customers to create technologies yet to be imagined.

At Qualcomm, we invent technologies that support societal progress by transforming how the world connects, computes, and communicates. As we leverage our innovation to address societal needs while driving long-term growth for our company, we remain committed to doing business responsibly and sustainably, creating shared value with the communities in which we operate.

With this in mind, I am pleased to share our latest “Qualcomm China Corporate Responsibility Report”. It highlights our efforts to collaborate and innovate with our community and industry partners in China to contribute to society and development in 2019. These efforts are in line with our strategy of “Rooted in China, Share Wisdom, Enable Innovation,” which focuses on collaborating with our Chinese partners to drive shared progress.

Now is a critical time to reflect on our impact, as the world navigates the COVID-19 pandemic. Firstly, it is important to

acknowledge the vital and inspiring work that the frontline response teams and health care workers have been doing in China and across the globe. I would also like to reiterate my deep appreciation of the great efforts made in China to contain and fight against the virus, and my respect for those involved in this fight.

Continuing our long history of philanthropic and community involvement in China, during this very difficult time we have supported this work by donating RMB 7 million to the emergency response led by the Chinese Red Cross Foundation. With this donation, we supported the purchase of negative pressure ambulances for hospitals as well as hazmat protective suits for doctors and nurses in Wuhan and other cities in Hubei province. In addition, to help students in rural areas access online learning resources during this period, we donated mobile devices to the China Children and Teenagers' Fund to be used in Tongjiang, Heilongjiang province as well as laptops that have been deployed to support teachers in the area. 1

We are pleased that the wireless technologies we have developed in collaboration with our Chinese partners are being put to good use in efforts to combat the impact of COVID-19 and in enabling people to maintain connectivity during challenging times.

We are seeing the value of mobile e-commerce, unmanned retail, virtual social interactions, digital health, remote education, industrial robots and smart cities like never before. These are all areas that stand to benefit further from the lightning-fast speeds and low latency enabled by 5G. We are committed to further enhancing technology cooperation with our partners in China in order to bring into full play the advantage of 5G technology in public health management, as well as providing advanced connectivity solutions to maintain business continuity and support an economic revival. Meanwhile, through Qualcomm Ventures, we will continue to invest in and support innovative startups developing 5G applications beyond smartphones and across the entire 5G value chain.

Indeed, as we both look back at 2019 and look to the future, the opportunities for 5G are endless. China stands at the forefront of 5G commercialization. According to 2019’s The 5G Economy, an independent study we commissioned and released, the 5G value chain will contribute more than $1 trillion in gross output to the Chinese economy by 2035 and will add 10.9 million jobs. In June 2019, China granted

commercial-use 5G licenses to the country’s top three telecom operators — China Telecom, China Mobile and China Unicom, as well as China Broadcasting Network. At the current commercialization pace, it is predicted that there will be 816 million 5G mobile users in China by 2025 — about half of all mobile users in the country.

Together with our partners in China, we continue to push the boundaries of what’s possible — from the technologies enabling 5G to the devices delivering it. We worked with the leading smartphone makers to showcase some of the first 5G mobile devices. We also worked with top automakers to showcase the commercial readiness of various technologies that will enable intelligently connected vehicles and improve road safety. In order to continually support innovation efforts on the ground, in FY19 we set up two joint innovation centers and signed agreements to set up two more. We have built a total of five joint innovation centers together with government and local partners and one IoT joint innovation center with China Unicom in China as of the date of publication.

Leveraging our technology to help underserved communities is one of our corporate responsibility priorities. Our Wireless Reach Initiative has benefitted over one million people to date. 96 percent of our program beneficiaries live in rural areas. In 2019, we focused our efforts on two pillar programs, the Qualcomm 21st Century Classroom Program and See4me. The Qualcomm 21st Century Classroom program focuses on meeting China’s poverty alleviation priorities, helping address learning disparities by decreasing the digital divide, while See4Me is a program designed to assist the visually impaired.

As a technology leader and a company of inventors, we’re committed to nurturing the next generation of innovators and technologists. In China we work closely with organizations that aim to improve access to quality STEM education and resources. From 2018 to 2019,, we continued our collaboration with the Shanghai Adream Charitable Foundation to develop and customize a STEM & Maker curriculum, and we sponsored two national competitions — the 4th and 5th China National Youth Creative Programming and Intelligent Design Competition — engaging students across China in creative thinking and problem-solving activities.

Since first introducing our technologies and products in China over 20 years ago, Qualcomm has been dedicated to helping grow with China’s wireless industry by investing significantly in research and development, licensing our advanced technologies and providing the most advanced chipsets to our Chinese partners. Today, we see 5G as a platform for innovations for the next decade and beyond. As we lead the way to 5G, we will continue sharing our foundational inventions, helping our partners in China to build the products that will enhance the lives of people everywhere.

Our products are revolutionizing industries, including automotive, computing and the Internet of Things (IoT). They’re enabling connections between millions of devices in ways never imagined. Our inventions are helping create a renewed livelihood for many people and allowing us the honor of enriching lives.

Our QCT Supply ChainQualcomm CDMA Technologies (QCT) primarily utilizes a fabless production model in the manufacturing of our integrated circuits, which means that we do not own or operate foundries for the production of silicon wafers from which our integrated circuits are made. We primarily rely on independent third-party suppliers to perform the manufacturing and assembly, and most of the testing, of our integrated circuits based primarily on our proprietary design and test programs. Our direct suppliers and, in turn, their suppliers, are also responsible for the procurement of most of the raw materials used in the production of our integrated circuits. We also use internal fabrication facilities to manufacture RF Front-End (RFFE) modules and RF filter acoustic products, and our manufacturing operations consist of front-end and back-end processes. These manufacturing operations procure raw materials from our direct suppliers. Most of our foundry, semiconductor assembly and test suppliers are located in the Asia-Pacific region.

Strengthening our communities● Our Wireless Reach program in China reached one million

people.

Wireless Reach and our 90 stakeholder organizations have invested in 17 programs across China and benefitted over one million people to date.

● Our employee volunteer program, Qcares, organized 10 initiatives in Beijing, Shanghai and Shenzhen.

445 Qualcomm volunteers participated in activities designed to raise awareness of water conservation and environmental protection.

Inspiring the next generationof innovators ● We worked with the Shanghai Adream Charitable

Foundation to optimize and deploy a STEM & Maker curriculum for the community.

Trial activities were conducted in seven communities in Beijing and Shanghai. A total of 90 community activities were held and 110 students took part.

● We sponsored two national competitions and awarded 11 teams the Qualcomm “First is the New Premium” award.

We sponsored the 4th and 5th China National Creative Programming and Intelligent Design Competition, organized by Children & Youth Science Center - China Association of Science and Technology (CAST).

Growing with China’s innovationecosystem ● QPrize China and Accelerator Program

We held the 11th consecutive QPrize China competition. The competition attracted a total of 123 startup companies. This year, an artificial intelligence (AI)-enabled, high-end manufacturing, precise inspection project developed by Gantu AI was crowned champion of the competition.

● Two new joint innovation centers

In March 2019, we worked with strategic partner Goertek and Qingdao Microelectronics Innovation Center to open a joint innovation center at Qingdao Chip Valley. In September 2019, together with China Unicom, we opened an IoT joint innovation center in Nanjing.

● Invested in four startup companies

Qualcomm Ventures, our corporate investment arm, invested in four startups in China: Zongmu, Extreme Vision, Deepvision and OppenFuture.

Building an intelligently connectedfuture together● Pioneering some of the world’s first 5G devices

We partnered with China’s leading mobile manufacturers to showcase 5G demo mobile devices at the China Mobile Global Partner Conference, and, together with Lenovo, we unveiled the world’s first 5G PC.

We joined China Unicom and Chinese OEMs at the 2019 China Unicom Partner Conference to showcase readiness for the rollout of 5G devices and networks in China via live 5G demonstrations.

● Envisioning new user experiences with 5G-powered cloud gaming

We partnered with ZTE to demonstrate 5G-powered cloud gaming on a live 5G network and signed a strategic cooperation agreement with Tencent Games to utilize our respective technologies and R&D expertise to help strengthen innovation in the gaming industry.

Our Qualcomm® Snapdragon™ 5 themed hall at ChinaJoy brought together over 30 ecosystem players to showcase how new and advanced mobile technologies including 5G live network coverage and advanced on-device mobile AI, are transforming mobile gaming and digital entertainment experiences on smartphones, XR devices, and mobile PCs.

● Accelerating the commercialization of innovative IoT solutions

We worked alongside automakers and software providers to host China’s first large scale multi-interoperability live demonstrations of LTE-V2X during the SAE China Congress Exhibition (SAECCE) event, held by the Society of Automotive Engineers of China (SAE-China) in Shanghai.

The world is becoming increasingly connected. We have a tremendous opportunity to build on our legacy of sustainable innovation and use our breakthrough technology to tackle global challenges, inspire tomorrow’s workforce and make a positive difference for decades to come.

In FY19, we worked with consultants from Business for Social Responsibility (BSR), a global nonprofit business network and consultancy dedicated to sustainability, to conduct our third materiality assessment since 2013. Our materiality assessment included both internal and external research and interviews and helped us prioritize the corporate responsibility issues that are most important to our business and to our key stakeholders. By identifying our top corporate responsibility priorities, we can focus our resources, programs and reporting on these core topics.

Our corporate responsibility priorities include four areas where we believe we can make the greatest impact — Purposeful Innovation, STEM Education, Responsible Business and Our People.

We are building on our legacy of technology leadership with 5G, which will serve as the technological foundation for connected cars, the industrial IoT, smart homes and cities, networking and mobility. In December 2019, we initiated phase III of the program in Tongjiang, Heilongjiang province. In this phase we partnered with the China Children Teenagers’ Fund to deploy 74 sets of smartboards to Tongjiang No.2 and No.3 Middle Schools. This equipment will provide a cutting-edge learning environment to 70 classrooms, 328 teachers and 3,685 students. We donated a total of 418 mobile devices to assist online learning in March 2020 and 150 laptops have been deployed to support teachers in the area.

Extending our efforts to reach more students and teachers

In 2019, we worked with the CPAFFC and the CFFPD to support the deployment of the Rainbow Bridge Project, a poverty alleviation effort focused on rural areas. To support this project, we donated 200 laptops to teachers in Suide County, Mizhi County and Zizhou County in Yulin City of Shaanxi Province. We also donated 50 4G laptops and unlimited 4G internet access to teachers in Li County and Mao County in Aba Tibetan and Qiang Autonomous Prefecture of Sichuan Province. These teachers can now prepare lessons anytime, anywhere, enriching the teaching experience, the quality of teaching, and helping alleviate poverty through education.

Qualcomm 21st Century Classroom: Supporting poverty alleviation

Our 21st Century Classroom program is a multipronged education intervention that meets the priorities of the Chinese government’s national “Three Connections, Two Platforms” plan. It supports China’s poverty alleviation efforts, helping address learning disparities by decreasing the digital divide.

This program supports the development of a cutting-edge, 21st century learning environment at selected schools in Sichuan and Jiangxi provinces. All classrooms in participating schools are provided with broadband Internet connectivity, electronic smartboards, and snapdragon-enabled mobile tablets for teachers and access to educational materials. Students in several classrooms use snapdragon-enabled mobile tablets that give them access to enhanced educational materials as well as convenient communication with teachers, mentors and fellow students. The platform also links to the Sichuan provincial and municipal educational portals.

To date, the program has deployed advanced ICT to improve teaching and learning, ultimately benefitting 450 teachers and 9,000 students ages 7 to 15.

See4Me: Empowering the blind and visually impaired community

Imagine being blind or visually impaired (BVI) and being unable to access information that would help you navigate to a bus stop or read the expiration date on a milk carton. This would affect your ability to live independently and complete everyday tasks.

An estimated 12 million people in China are BVI. While information technology products exist to help BVI people overcome navigation and information recognition challenges, these products do not meet the unique needs of China’s BVI community. Many information recognition solutions are not accurate, easy to use or accessible. Additionally, BVI have limited options for accessing new information regarding social, cultural or professional development.

Wireless Reach, in collaboration with BSR, Beijing Baoyi Interaction Scientific and Technological Company and China

Academy of Information and Communications Technology, developed the See4me program to address the most pressing needs of China’s BVI population — information recognition and navigation.

The heart of this program is a free mobile application combined with remote, manual assistance from volunteers to help BVI people overcome challenges. For example, the See4me app’s audio-visual and picture/text message support functions enable BVI users to communicate with volunteers remotely and get voice-guided assistance with difficult-to-see information, such as instructions on a medicine bottle or a CAPTCHA online verification code.

To enhance mobility, volunteers can vocally provide step-by-step navigation in public spaces. BVI users who must navigate in a complicated external environment, such as going to the hospital or catching a train, can pre-arrange for a volunteer to accompany them.

See4me has made an impact:

• More than 14,000 BVI and volunteer users registered to use the See4me mobile app. • Volunteers responded to approximately 1,800 audio/visual support requests. • Volunteers responded to nearly 3,000 picture/text support requests.

STEM Community Partnerships in ActionShanghai Adream Charitable Foundation is a Chinese grassroots NGO that helps children grow up with confidence, poise and dignity. With Qualcomm’s support, a 16-lesson STEM curriculum was developed and deployed online for primary and junior high schools to use. Through this STEM curriculum, students learn basic programming and strengthen their collaboration and creativity skills. So far, 5,200+ students from 130 schools in underprivileged areas and communities have participated in this STEM curriculum.

The program provides a great resource that complements the regular school programs. The curriculum is designed in such a way that it encourages students to engage in scientific thinking. Throughout the course students improve their scientific and technological literacy and learn how to apply this knowledge. The STEM & Maker curriculum introduces students to electronic circuits and programming and opens up new horizons. 4th and 5th China National Youth Creative Programming and Intelligent Design Competition

Extending our commitment to support STEM education in China, we sponsored the 4th and 5th China National Youth Creative Programming and Intelligent Design Competition, organized by the Children & Youth Science Center - China Association of Science and Technology (CAST).

We established the “First is the New Premium” award to recognize the top-ranking teams under the “Technology Exploration” category.

Creating Opportunities for People with Disabilities Through STEM EducationWe worked with Xiaomi Corporation on an initiative supporting equal access to job opportunities in AI for people with disabilities. Under this program, in partnership with the Shanghai Youren Foundation, Xiaomi recruited people with disabilities who have been trained in data tagging. To equip program participants with the necessary skills, we made a donation to Shanghai Youren Foundation to support highly specialized training and data tagging system optimization. As a result, these program participants now have new and relevant technical job skills that will empower them for years to come.

University CollaborationFostering the next generation of inventors is essential to sustaining continuous growth and innovation in China’s flourishing technology industry. To create more opportunities to promote STEM thinking, in 2019 we organized 10 campus talks at seven universities across China, including South China University of Technology, Beijing University of Posts and Telecommunications, Xidian University, Southeast University, Shanghai Jiaotong University, Chengdu University of Electronic Technology and Huazhong University of Science and Technology.

The sessions were led by Qualcomm professionals covering the latest technologies shaping innovation, such as 5G and AI.

everything from very high-end application processors to the simplest Bluetooth low-energy solutions. We scale our security solution appropriately across our portfolio to help device manufacturers across the IoT ecosystem address their end-device security needs as robustly as possible.

We collaborate with silicon providers, device manufacturers, third-party software providers, cloud service providers and mobile network operators to ensure a comprehensive security solution from device to cloud. We are continuing to build a culture of security across our Company. Our efforts to safeguard our intellectual property and protect our employee data emphasize educating and training all employees about their critical role in keeping our Company’s business information safe. In 2019, we conducted mandatory cybersecurity training for all our employees worldwide and participated in a third-party assessment of our cybersecurity program. The assessment found that the measures we put in place to secure our intellectual property exceeds industry standards. We also performed cybersecurity and privacy assessments for several hundred of our vendors and key suppliers.

Sustainable Product DesignWe are focused on creating products that have a positive impact on individuals, communities and the environment. As part of this effort, we’re committed to integrating principles of sustainability and responsibility into our products and supply chain.

Minimizing our environmental impact across our business, products and supply chain is very important to us. We address the sustainability of our products through our Environmental Management System and various hazardous-substance elimination programs. As a fabless semiconductor company, we work particularly closely with the semiconductor foundry and assembly suppliers that manufacture our products. We monitor their processes and materials and continually work to make our products as sustainable as economically and technically possible.

Responsibility and sustainability are integral to our innovation process. We’re a Full Member of the Responsible Business Alliance (RBA) and require all our semiconductor manufacturing suppliers to adopt either the RBA Code of Conduct or a similar code. The RBA Code of Conduct, which serves as our Supplier Code of Conduct and The Qualcomm Way: Code of Business Conduct, have been cornerstones of our commitment to RBA and responsible supply chain management for many years.

Suppliers representing more than 90 percent of our total product-related spend complete the RBA Self-Assessment Questionnaire annually. More than 85 percent of these suppliers have completed Validated Audit Process audits within the past two years.

We work closely with our suppliers to ensure a responsible supply chain and to avoid disruption to the supply chain.

We are also working to be a positive force in protecting the environment by continually looking for ways to conserve water, minimize energy consumption, lower emissions and reduce waste. As we design, build and operate our facilities, we keep environmental performance top of mind. We look for opportunities to incorporate the highest levels of energy and water efficiency into all our new construction and tenant improvement projects. We have earned Leadership in Energy and Environmental Design (LEED) Gold Certifications for New Construction on our facilities in San Diego and India. All of our current and future interior design projects include the use of recyclable and recycled materials, no volatile organic compounds (VOC) products and strive to follow LEED guidelines even if we do not plan to certify the project with the local Green Building Council entities.

We continually look for ways to reduce our global greenhouse gas (GHG) emissions. Our 2025 GHG reduction goal is to reduce absolute Scope 1 (mainly natural gas) and Scope 2 (electricity) GHG emissions from our global operations by 30 percent, compared to a 2014 baseline. In 2019, we remained on track to meet this goal. To date, we’ve reduced our GHG emissions by 17.9 percent, of which 5.8 percent is attributed to the purchase of renewable energy certificates (RECs) and carbon offsets.

We have been reporting our Company’s Scope 1 and Scope 2 GHG emissions since 2002 to The Climate Registry (TCR), which provides a global database for emissions reports. We achieved TCR’s Climate Registered™ Gold status by

successfully measuring our worldwide Scope 1 and Scope 2 GHG emissions according to TCR’s best-in-class program, having the data third-party verified to the highest TCR standards of reasonable assurance and then reporting the data on TCR’s website.

Our recycling campaigns and food composting program have inspired employees to help reduce our waste to landfill. We diverted more than 1,300 tons from the landfill last year alone, including 7 tons to biofuel, recycling 65 percent of our hazardous waste and recycling nearly 20 tons of e-waste each month.

We recognize the occupational and process risks inherent in our business. We are confident that our dedicated and committed approach to safety will continue delivering sustainable improvements. Our total recordable incident rate has decreased for the past four fiscal years by 46 percent. This progress has been a result of evolving our approach to health and safety from one that focused on compliance to one that is risk-based and incorporates behavioral components of health and safety.

In our Think Safe, Act Safe, Be Safe initiative, we encourage our employees to report incidents, no matter how seemingly insignificant, through our centralized incident reporting system. We are able to respond efficiently to collect information and analyze the root cause of the incident. Once we understand why an incident occurred, we can implement practical and proactive solutions. In this way, we look at safety not as a reactive event but as part of our process in how we manage day-to-day operations.

Ethics and GovernanceWe believe that ethical governance is a core requirement of doing business, a competitive advantage and the right thing to do. Our ethical leadership inspires confidence in our Company’s future and creates a safe, supportive work environment for our employees. Our Code of Business Conduct guides how we responsibly conduct ourselves every day.

Our collaborative and resilient ethical Company culture encourages us to speak up when we see something that doesn’t seem right. Transparency around incidents of misconduct and our Company’s response to those incidents creates an environment where employees feel comfortable raising concerns. Our employees trust that if they voice a concern, their concern will be fully investigated and appropriately remediated.

In 2019, we joined the Society of Corporate Compliance and Ethics and organizations worldwide in the celebration of Corporate Compliance & Ethics Week. “I ♥ Compliance: Ethics & Compliance Awareness Week 2019” marked our event to raise awareness of compliance and ethics issues.

We kicked off the week by announcing the release of The Open Door, an internal website dedicated to sharing lessons learned from internal ethics investigations. The objective of this website is to assist employees with being able to spot potential ethical challenges that can arise in our day-to-day work activities.

We want our employees to be aware of and educated on our Company’s policies, procedures and controls in order to protect the Company and employees from potential legal, regulatory or disciplinary risks. To this end, we require our employees and temporary workers to complete a policy training and certification process every 12-24 months covering our Code of Business Conduct and our Global Foreign Corrupt Practices Act (FCPA) and Anti-Corruption Policy and program. As of September 29, 2019, 99 percent of Qualcomm employees and temporary workers completed the 2018 Code of Business Conduct Training and Certification requirement, which was sent out to all employees and temporary workers on October 29, 2018, and to all new employees upon hire. In addition, 70 instructor-led training sessions on Qualcomm’s Global FCPA and Anti-Corruption Compliance program were offered and attended by 1,740 employees in higher risk functional roles (Business Development, Marketing, Sales, Government Affairs, Procurement, etc.) in FY19.

We are dedicated to continuous improvement to ensure that our workforce can thrive in an inclusive and diverse environment that reflects the communities where we live and work.

Inspiring innovation through an inclusive and diverse culture

With an expanded Inclusion and Diversity team, we grew our program offerings — increasing our dedicated focus on critical areas and becoming more strategic and effective in our program approach.

We launched a Diversity Task Force of senior vice presidents to review strategic programs and advise on best practices for driving diversity through collective data analysis. The Task Force also explores innovative hiring and retention best practices for implementation throughout Qualcomm.

We introduced an Inclusion Awards program that recognizes employees who are truly living out our inclusion and diversity values. Honorees are nominated by their fellow employees and presented their award by a senior leader in their organization. The awards are hosted twice a year in San Diego, California with three to four employees recognized out of hundreds of nominations that come in from around the world. To date, we have had 10 winners from five different countries.

In China, we officially launched Qwomen in Beijing, Shanghai and Shenzhen in FY19. Qwomen inspires a diverse organization by providing opportunities to encourage leadership, mentorship, and career development for all women at Qualcomm and in our communities. Qwomen activity in China was focused on three main areas: professional development, health, and social events. The Qwomen Beijing chapter organized 12 activities, one in each month, engaging 420+ employees. Qwomen chapters in Shanghai and Shenzhen officially launched in July. The Shanghai chapter organized four activities, engaging 207 employees, while the Shenzhen chapter organized three activities, engaging

Expanding our efforts to recruit and hire world-class diverse talent

In 2019, we also refreshed our inclusion and diversity training and rolled it out to our worldwide talent acquisition staff. This training provided tips and tools, platforms and techniques to help us identify a broader range of world-class candidates, including those that are underrepresented.

We also revamped our conference strategy. We continued to engage as a high-level sponsor of professional conferences where we can reach technical talent in diverse communities and increased our senior leadership and hiring manager participation at these events.

From helping to navigate unique and exciting career paths to providing resources that encourage work-life balance, we continuously strive to provide opportunities that improve the quality of our employees’ lives, inside and outside of work. Our talent development programs enable employees with the resources they need to achieve their career goals, build management skills and lead the organization.

Focusing on career development and progression

In 2019, we launched a new series of employee workshops around the globe that support professional growth and development. Topics included career branding and advocacy, presentation skills, innovation mindset and management skills. Additionally, our manager and employee forum programs provide an ongoing opportunity for employees to practice and apply learning around conversations aligned with the annual review process, covering topics such as demystifying career conversations, discussing promotions, ratings and rewards and everyday feedback.

Developing strong leaders

We understand the value of good leadership throughout all levels of the organization and the impact it can have on employee development. We encourage leaders to teach other leaders, providing managers an opportunity to hear and learn from internal experts across the business.

We held 22 leadership trainings for our employees in Beijing, Shanghai and Shenzhen in FY19. We also provided technology trainings and workshops across teams. These included short courses on 5G technology, 5G NR Air Interface, Massive Mimo in-5G NR, Deep Learning based Image Processing and other topics relevant to the teams.

Enabling self-service access to development tools and resources

At Qualcomm, we encourage individualized learning experiences driven by a competency-based curriculum. In an effort to provide easy-to-navigate resources available anytime, anywhere, we launched a new employee development website in 2019. The website provides quick access to learning resources that are personalized to the individual’s development needs.

Expanded support and resources for employees and families

During 2019, we conducted a full review of our global, regional and local Employee Assistance Programs (EAP). EAP provides resources and assistance to employees and their families dealing with mental or emotional health issues, as well as everyday challenges associated with managing stress, work-life balance and locating quality care for their children or elderly parents and others. Building Connections — With Each Other and the CommunityWe believe that building connections between our employees, their families and our communities creates a more meaningful, fulfilling and fun workplace. Through our engagement programs our employees can pursue their interests and hobbies, connect to volunteering and giving opportunities and enjoy unique recreational experiences with family members.

Helping employees explore their passions

Qualcomm’s Qclub program creates meaningful connections between employees by providing funding for groups of colleagues to pursue their hobbies and interests. In 2019, the program expanded significantly with employees creating 124 new clubs worldwide, including a jazz dance club in China.

Connecting employees to our communities

Our employees have big hearts and are passionate about many causes. Our corporate giving and volunteering programs support and encourage all employees by engaging with the causes they care about most.

In China, through our Qcares program, we were involved in a number of volunteer activities.

To celebrate Earth Day, 141 volunteers from Qualcomm Beijing, Shanghai and Shenzhen and Xiaomi took part in our Metope Beautification Project. The project involved creating environmentally themed walls at schools for the children of migrant workers and mobile communities. Through

the volunteer service, our employees shared important concepts of environmental protection and practiced the spirit of volunteerism — “dedication, friendship, and mutual assistance”.

In order to raise public awareness of environmental protection and celebrate Olympic Day, 60 Qualcomm volunteers in Beijing went to Xishan National Forest Park to assemble and paint bird nests, paint safety notice boards and go plogging (combining leisure activities, such as jogging or running, with picking up litter and caring for the environment).

In addition, we held our annual Qkids event, with 66 kids from Beijing, Shanghai and Shenzhen joining a “clean water class” where they learned about water and took part in water purification experiments. Thanks to the class, the children gained a better understanding of the importance of water and promised to protect it in future.

Lastly, we organized a Qcares Eco Farm volunteering activity, where 178 volunteers from Qualcomm Beijing, Shanghai and Shenzhen visited eco farms in their respective cities to take part. They learned about organic agriculture and how to apply this knowledge to daily life, such as how to recycle kitchen waste.9

Leading the Way to 5GThe technology commonly known as 5G represents a giant leap forward in the development of mobile wireless communications. 5G will usher in the next era of enhanced mobile broadband and immersive experiences with not only faster data rates, but also more uniform high data rates everywhere at lower latency. This paradigm shift in mobile platforms will enable wholly new

industries, applications and professions to emerge, driving an entirely new mobile economy.

Our Company has been at the forefront of wireless research and development for decades. Our technology has been critical to every generation of mobile communications. In 2019, we continued to lead the development of the foundational 5G wireless technology and the means of using 5G to power the IoT, the proliferation of AI and much more.

The future uses of 5G technology generally fall into three major categories:

● Enhanced Mobile Broadband (EMBB). EMBB technology can extend wireless coverage into a broader range of

structures of different sizes, such as homes and office buildings, parks and shopping malls, or much larger areas like city neighborhoods or entire municipalities. It can also handle a significantly greater number of devices using high volumes of data, especially in localized areas.

● Massive IoT. IoT applications enable machine to machine communications by connecting different types of small communications devices with each other.

● Mission Critical Services (MCS). MCS applications require very high reliability, ultra-low latency (response time) and strong security, including for remote automation — such as connected factories or agricultural sites, smart grids and smart homes — or autonomous or connected vehicles.

2019 was an exciting year for 5G in China and we worked closely with our Chinese partners to accelerate the rollout and adoption of 5G technology. In June, China’s Ministry of Industry and Information Technology (MIIT) issued 5G business operation licenses to four companies — China Telecom, China Mobile, China Unicom and China Broadcasting Network Corp., giving the green light for 5G commercialization.

5G is rolling out faster than any G before it. By the end of 2019, 130,000 5G base stations were established across the country and manufacturers sold more than 13.7 million 5G handsets. 10

5G Collaboration Highlights

Showcasing 5G mobile devices

We collaborated with China Mobile Communication Group Device Co., Ltd., Xiaomi, OnePlus, OPPO, vivo and ZTE to showcase 5G demo mobile devices at the China Mobile Global Partner Conference. The devices featured the Qualcomm Snapdragon 855 Mobile Platform using the Snapdragon X50 5G NR modem family. The Snapdragon 855 Mobile Platform is the world’s first commercial mobile platform supporting multi-gigabit 5G, industry-leading AI and immersive extended reality (XR) collectively, ushering in a new decade of multi-gigabit connectivity and unleashing transformative 5G experiences.

In December 2018, together with China Mobile and ZTE we completed the world’s first 3GPP R15-compliant standalone (SA) 5G data connection at 2.6GHz using commercial 5G base stations and 5G devices.

Supporting China’s 5G Rollout

We announced our support for China Unicom’s 5G rollout in collaboration with device OEMs nubia, OnePlus, OPPO, vivo, Xiaomi and ZTE. We worked with these companies to showcase readiness for the rollout of 5G devices and networks in China via live 5G demonstrations at the 2019 China Unicom Partner Conference in Shanghai.

Unveiling the world’s first 5G PC

We partnered with Lenovo to build the world’s first 5G PC powered by the Qualcomm Snapdragon 8cx 5G compute platform. Our collaboration with Lenovo will deliver transformative PC user experiences for both consumers and enterprise thanks to the platform’s performance and power efficiency, combined with the high speed, low-latency connectivity made possible by 5G.

2019 E-Surfing Smart Ecosystem Expo

We joined the 2019 E-Surfing Smart Ecosystem Expo to showcase new mobile experiences enabled by 5G smartphones and China Telecom’s 5G network.

Envisioning new user experiences with 5G-powered cloud gaming

We partnered with ZTE to demonstrate 5G-powered cloud gaming on a live 5G network. The demonstration — which utilized the cloud gaming solutions from Tencent Instant Play on 5G smartphones from OnePlus, vivo, Xiaomi and ZTE — aimed to show that console-quality mobile gaming experiences are achievable over live 5G networks and demonstrate the growth opportunity for the cloud-gaming ecosystem. The demos used China Telecom’s live 5G network, ZTE’s 5G NR commercial system infrastructure, and 5G commercial smartphones featuring the flagship Qualcomm Snapdragon 855 Mobile Platform with the Snapdragon X50 5G Modem with integrated RF transceiver and Qualcomm Technologies’ RFFE solutions.

Partnering to bring better game quality to mobile users

We signed a strategic cooperation agreement with Tencent Games to utilize our respective technologies and R&D expertise to help further innovation in the gaming industry, thereby bringing better game quality and interactive experiences to users. The cooperation includes joint efforts anticipated to optimize future projects including Qualcomm Snapdragon based mobile gaming devices, game content and performance optimizations, Snapdragon Elite Gaming enhancements, cloud gaming, augmented reality/virtual reality (AR/VR), 5G gaming use case developments and additional relevant technologies.

During the 4th “N +” International Summit on 5G and XR Technology Innovation held in Nanjing, we joined ZTE, Nibiru, and RealMax to issue a global 5G CloudXR content development call, aiming to enrich the pool of available 5G applications.

Snapdragon Day on JD.com

We worked with e-commerce giant JD.com to launch a Snapdragon Super Brand Day, featuring more than 20 brands, including Xiaomi, OnePlus, vivo, OPPO, ROG, Lenovo, Pico and more. More than 100,000 products powered by Snapdragon were sold.

ChinaJoy 2019

Our Qualcomm Snapdragon themed hall at ChinaJoy, the digital entertainment expo conference, brought together over 30 ecosystem players to showcase how new and advanced mobile technologies including 5G live network coverage and advanced on-device mobile AI, are transforming mobile gaming and digital entertainment experiences on smartphones, XR devices, and mobile PCs. The hall hosted over 860 contests involving human versus on-device mobile AI, over 70 on-stage events, and more than 40 demos, attracting over 258,000 visitors.

Accelerating the IoT EcosystemEffective implementation of both commercial and industrial IoT solutions requires a complete ecosystem, and Qualcomm — with its security-rich, cutting-edge technologies in mobile connectivity and computing, fully integrated system-on-a-chip (SoCs), purpose-built platforms, and strong, long-established working relationships across the entire ecosystem — is empowering customers and partners to transform their industries.

In China we collaborate with partners across the ecosystem to make it easier for companies of all sizes to succeed in designing and commercializing innovative IoT solutions. 2019 was especially meaningful for C-V2X (also known as LTE-V2X) — the technology of choice for China’s Intelligent Transport Systems (ITS) and Intelligent and Connected Vehicles (ICVs). The Chinese are moving vigorously with the technology to solve transportation challenges and improve

road safety and traffic efficiency, including the recent allocation of spectrum for LTE-V2X technology. Additionally, the Chinese National Development and Reform Commission (NDRC) identified a target C-V2X network coverage rate of 90 percent in 2020.

C-V2X Collaboration Highlights Spotlight collaboration: Quectel

We are delighted to work closely with Quectel, a leading supplier of IoT modules, to help connect a wide range of devices and enable new applications with our new technologies and solutions, speeding up the commercialization of IoT.

In December 2018, Quectel launched its new generation of multi-mode Low Power Wide Area (LPWA) modules BG35 and BG17 based on our Qualcomm 9205 LTE modem. The Qualcomm 9205 LTE modem is our next-generation global multi-mode single chipset connectivity solution and purpose-built to support reliable, optimized cellular connectivity for IoT applications such as asset trackers, health monitors, security systems, smart city sensors and smart meters, as well as a range of wearable trackers.

Extending our close collaboration, in February 2019, Quectel launched its commercial 5G IoT modules featuring our Snapdragon X55 5G modem and our RFFE solutions. Compared to current LTE modules, these 5G modules offer improvements in performance, spectrum efficiency and latency, enabling a more responsive connection between field devices and the 5G network.

The Chinese National Development and Reform Commission (NDRC) identified a target C-V2X network coverage rate of 90 percent in 2020.

Connecting vehicles to everything

Together with Datang, we continued our joint efforts to accelerate commercial deployment for LTE-V2X direct communication technology and applications based on 3rd Generation Partnership Project (3GPP) Release 14 specifications, aiming to showcase the technology’s readiness and accelerate its commercial deployment in China. These efforts built on our earlier joint success in completing the world’s first chipset interoperability test utilizing the Qualcomm 9150 C-V2X chipset solution and CICT’s LTE-V2X module, the DMD31.

We also worked alongside automakers including Audi China, BAIC, ChangAn, Geely and Great Wall and others, as well as China SAE ITS software stack providers Genvict, Nebula Link and Savari, Inc., to host China’s first large scale multi-interoperability live demonstrations of LTE-V2X during the SAE China Congress Exhibition (SAECCE) event in Shanghai. The demonstrations utilized passenger cars provided by the aforementioned automakers, all of which will be equipped with LTE-V2X technology using the Qualcomm 9150 C-V2X chipset solution to demonstrate the benefits of vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communications.

Integrating 5G and LTE-V2X technologies

During the 18th International Automobile and Manufacturing Technology Exhibition, we worked with Quectel, Great Wall Motors Co. Ltd and China Unicom, to announce a 5G strategic cooperation, integrating 5G and LTE-V2X technologies into future models of Great Wall Motors.

Accelerating advanced digital cockpit solutions to the market

We announced a strategic partnership with Great Wall Motors and Bean Tech to provide advanced digital cockpit solutions for future models of Great Wall Motors. Starting in 2021, many mass-produced models of Great Wall Motors are expected to adopt the 3rd Generation Qualcomm Snapdragon Automotive Cockpit Platforms and integrated application software provided by Bean Tech.

Exploring new applications for smart wearables

In June 2019, we partnered with Tencent QQ to bring the popular QQ communication service to wearables powered by Qualcomm® Snapdragon Wear™11 Platforms with Watch QQ, an optimized version of QQ for smartwatches. Watch QQ offers new features including Touch-to-Touch and High-Quality voice chat and video chat on Snapdragon Wear platforms. We also partnered with Huami to advance smart wearables and to explore new applications for smart wearable products.

AI — Transforming nearly everything with on-device intelligenceQualcomm is on a mission to make devices, machines, vehicles, and things more intelligent for users. Our on-device AI is designed to learn and adapt to user behavior and environments through on-device processing—powering intuitive, immersive experiences and interactions. With 5G networks and devices enabling massive data aggregation, the opportunities for AI are increasing across health, automotive, agriculture, manufacturing, smart cities and many other new fields.

In 2019 we took our AI expertise to the cloud with the Qualcomm Cloud AI 100. Built from the ground up to meet the explosive demand for AI inference processing in the cloud, the Qualcomm Cloud AI 100 utilizes our heritage in advanced signal processing and power efficiency.

In April 2019, we started working with vivo, Tencent Honor of Kings and Tencent AI Lab to drive and explore new gaming experiences of on-device AI applications utilizing the 4th Generation Qualcomm AI Engine. Dubbed “Project Imagination”, this joint effort utilizes the AI expertise of the four parties and is designed to bring smarter, more efficient and more immersive experiences to consumers, and spur on-

device AI innovation across the mobile ecosystem. The first implementation of “Project Imagination” takes full advantage of the powerful heterogeneous computing capabilities of the 4th generation Qualcomm AI Engine and integrated Qualcomm Snapdragon Elite Gaming features on the Qualcomm Snapdragon 855 Mobile Platform in order to enable high-performance on-device AI inference in mobile gaming at scale without the cloud for the first time on vivo’s iQOO smartphones.

In August 2019, during the second Smart China Expo in Chongqing, we co-organized the TurboX AI Kit Artificial Intelligence Innovation Competition in partnership with Chongqing Economic and Technological Development Zone and Thundersoft.

In 2019, we showcased our technology and collaborative projects at some of the leading industry events in China, including the China International Import Expo (CIIE), the World Internet Conference (WIC) and the World 5G Convention. In addition to continuing the cooperation with the Chinese wireless industry, Qualcomm has begun seeking new cooperation direction, deepening and enlarging its investment in China.

Joint AI research with CCIEE

In August 2019, Qualcomm and other partners released a white paper for their collective research at the “China Artificial Intelligence Industry Development Cooperation Forum”. The research team believes that AI, together with genetic engineering and nanoscience, are the three cutting-edge technologies of the 21st century. AI is becoming an important driving force for China’s economy to shift from a high-speed growth stage to a high-quality development

stage and a new round of industrial transformation. After analyzing the specific challenges of AI in China, the research team put forward six policy recommendations, including taking a rational view of the AI industry, increasing policy guidance and support, strengthening the implementation of commercial applications, and strengthening the talent pipeline. The whitepaper also highlights the importance of talent development, promoting breakthroughs in basic key technologies, and promoting open cooperation with those outside the industry.

In 2019, we showcased our technology and collaborative projects at some of the leading industry events in China, including the China International Import Expo (CIIE), the World Internet Conference (WIC) and the World 5G Convention.

China 5G Economy Study 2020

2019 has been recognized as the first year for the commercial deployment of 5G. On June 6, the MIIT granted 5G commercial licenses to China Telecom, China Mobile, China Unicom and China Broadcasting Network. On October 31, the three major telecom carriers — China Telecom, China Mobile and China Unicom — jointly announced the launch of 5G commercial services and released their service plans, bringing 5G to millions of consumers in China. The commercialization of 5G in China is set to welcome a new age of high-quality development.

For instance, in FY18, we partnered with Nanjing Software Valley and Nibiru to set up a joint innovation center in Nanjing that promotes technological innovation breakthroughs and rapid industrial development in the fields of intelligent manufacturing, future networks, VR and AI. And, in Chongqing, we set up a joint innovation center with Chongqing Economic and Technological Development Zone (CETZ) and ThunderSoft to promote and incubate innovation in IoT. In 2019, we continued these efforts with new joint innovation centers.

Qingdao Chip Valley — Qualcomm China — Goertek Joint Innovation Center

In March 2019, we worked with strategic partner Goertek to open a joint innovation center at Qingdao Chip Valley. We are combining our expertise and leading technologies with the R&D and industrial strengths of Goertek to expand the technological outlooks for both companies in IoT and related industries. Most importantly, the innovation center will provide entrepreneurs and local companies with the resources to become important innovators in this industry.

China Unicom and Qualcomm IoT Joint Innovation Center

In September 2019 we opened an IoT joint innovation center in Nanjing together with China Unicom. The IoT innovation center is an important part of our strategic cooperation in the field of IoT. It will initially focus on new retail and 5G IoT applications and will eventually expand into a wide range of fields such as smart energy, smart manufacturing and robotics.

The cooperation between Zongmu Technology and Qualcomm in AD and ADAS can be traced back to 2013, when Zongmu used the ADAS surround view system of Cambridge Silicon Radio (CSR) car chipsets. After CSR was acquired by Qualcomm in 2015, the two parties further strengthened their cooperation in the field of AD. At CES 2017, Zongmu and Qualcomm jointly demonstrated a unified deep neural network that was working real-time on a Snapdragon 820A platform that ran road semantic segmentation and multi-class object detection simultaneously. This is the first successful demonstration of a complex neural network algorithm running on an embedded platform. In the following two years, the two sides optimized the SNPE (Snapdragon Neural Process Engine) framework to process the neural network algorithms of Zongmu, successfully introducing the Snapdragon Compute Platform in the OEM ADAS and AD markets, ultimately acquiring mass-production projects.

QPrize China and Accelerator Program

In 2019 we held the 11th annual QPrize China competition & 2019 Qualcomm Ventures Sequoia China Intelligent Connectivity Startup Competition which attracted a total of 123 startup companies, with ten companies making the final stage. The advent of the 5G era has triggered a new round of revolutionary innovation. Many technologies on display at this competition reflect this trend. This year, the AI-enabled, high-end manufacturing, precise inspection project brought by Gantu AI stood out and was crowned champion

Extreme Vision is a professional computer vision algorithm platform and an algorithm store. The company is striving to fully connect algorithm developers and enterprise demand, providing a robust set of services from algorithm development to implementation. The development platform assists algorithm developers trying to find ways to improve efficiency. They also provide actual industry scenarios, through strong infrastructural services and tools for foundational-level development.
