Social enterprises’ impact in Italy
It is estimated that there are roughly 35,000 social enterprises in Italy that fully meet the criteria laid out by the EU operational definition, representing 0,8 per cent of the total business population.
Definition of social enterprise according to Italian law
Social enterprise are…
“innovative private initiatives established by volunteer groups
with the aim of delivering social services or facilitating the
integration of disadvantaged people in the labour market”.

In general, this type of organisation has the following features: private; non-profit; performs a socially useful economic activity (production or
exchange of goods and services); has purposes of general interest.
Italy is one of the few countries with a law on social cooperatives (legal form): Law no. 381/1991
…and a law on social enterprises (legal status): Law no. 155/2006
Law no. 381/1991with the Act on Social Cooperatives approved in 1991 these initiatives obtained their own distinct legal identity.
The law distinguishes between social cooperatives providing social, health and educational services (defined by law as type A social cooperatives) and social cooperatives integrating disadvantaged persons into jobs (type B social cooperatives).
Law no. 155/2006In order to promote pluralism in the production of social utility goods and services and a diversification of sectors of activity, a legal category of ‘social enterprise’ was introduced in 2006 with the adoption of the Law on Social Enterprises.
This law provides a legal definition of social enterprise and specifies the criteria that an organisation must comply with in order to be legally recognized as a social enterprise
Requirements necessary to become Social Enterprise
The requirements that you must meet in order to submit a formal application are:
the enterprise must be a private non-profit organization; the object of the company must cover the supply of goods or
services socially useful; the percentage of revenues derived from the main activity
shall not be less than 70%.
Networks and mutual support mechanisms
In Italy, social cooperatives often group together in local consortia to be effective in the market place.
The consortia are in turn linked together in national federative bodies.

The aim of COOSS MARCHE (source : COOSS Marche’s Statute)
The main aim that the cooperative pursues is “the general interest of the community to promote human and social integration of citizens, through the management of social and health services, care and education”, in accordance with art. 1 of Law no. 381/91.
The Cooperative also aims to provide employment continuity to the associated workers and to contribute to their economic, social, professional improvement through an associated management of the company.
Why COOSS Marche is a social enterprise?
We are a social cooperative which strives for care, assistance and promotion of the individual.

assistance, rehabilitation and educational services for disabled people, at home or within facilities;
assistance and care for people in specific psychic conditions, and for their families;
childhood services (nursery schools, kindergartens, childhood center, etc.);
services for addicted people, in collaboration with public bodies and the Regional Health Agency;

The qualifications are established by Marche Region and exploitable in the labor market.
