Foreign and Domestic Commerce (File A6757) in re correspondence of Victor
H. Beckmn. Referred to Comnssioner Parry.
Commissioner Parry called the attention of the Commssion to the oral
complaint J'de by the Standard Compressed Yeast Co., of Baltimore, l,ld.,
at a conference had wi th the Cmrnission on March 24 , 1915, and moved that
the matter be referred to Commssioner Hurley for further investigaticn
as to the merits of the complaint. So ordered.

Report of Commssioner Barry in re Informal Complaint 1-139, re-
commnding reference of complaint to Office of Markets nd Rual Or-
ganization of the Department of AgicultUre, adopted. (file 1-139 -Kenneth MacRae VB. California Citrus Industry)
Chairman reported recommending that William S. Culbertson be ap-
pointed a Special Exner and designated as Special CaQsel , at $4, 000
per year, salary to talee effect upon his taking the oath of office and
entering upon duty, not later thBl November 27th. Report adopted.
Report of Commssioner Parry, as speci l commttee on foreign trade
schedules for (1) eA ort commission houses , etc. , (2) domestic merchants
exporters , etc. , (31 publicists, economists , etc., was adopted.
Commssioner Parry moved the adoption of a resoluti On directing re-
surption of investigation of resale price inte nce, under the super-
vision of a Commssioner to be appointed by the Commssion. Such inves-
tigation to be pressed to conclusion so the Conmssion might m1ke its
report to Congress as early as possible at the next session; and futherdirecting that the Chief Economist assign as may men to this work as
might be required. Upon mot ion of Commissioner Parry, seconded by com-
missioner Harris , it was ordered that the resolution lie on the table
to be considered in connection th the report which the Chief Economist
is directed to mae concerning the present statu of the resale price
maintenance investigation, an the probable cost of completing said in-vestigation.

Vice Chairman Hurley reported the completion of Chapter and
VI of the Report on Pipe Line Transportation of Petroleum. The
Secretary was instr cted to send copy of said cha ters to the Public
Printer.
ChairlT Davies reported orally regarding a conference which he
and Comrnissi Oller Haris ha vii th representatives of the Department of
Commerce concerning the draft of a tentative la"; on the subject of
dumping. lie futher reported that the draft of said proposed lawhad been prepared by the Solici tor for the Depi.tment of Commerce,
o.nd. th:.t both the Chairman am Commissioner Harris acquiesced in
the report. The report was approved , all Com issioners voting in
the affir ti ve except Commissioner Rublee.
Uron further consideration it was ordered that a copy of the
proposed law on the subject of duming, so prepared by the Solicitor
fQr the Depart!llent of Commerce , together with report .md recommcnda-
tions of attorneys of the Co ssion regarding such matter be re-
ferred to each Commssioner with the understanding that each Commis-
si oner would consider the draft of the proposed law aIm report his
vi ewe; thereon to the Comnission.
