Welcome to the 2016 Unemployment Insurance Integrity Symposium

The UI Integrity Center, operated by the National Association of State Workforce Agencies (NASWA), in collaboration and partnership with the U.S. Department of Labor and the New York State Department of Labor, is excited to welcome you to the second UI Integrity Symposium.

The Symposium provides an opportunity to hear about the significant strides the Integrity Center has made to develop valuable tools, products, and resources for your use and to hear from your state peers who will highlight successful program integrity strategies and technology solutions that support the prevention and detection of UI fraud and improper payments. We also welcome the vendors participating in the Exhibitor Showcase and encourage you to spend time learning more about the integrity tools and products available to states.

The Integrity Center has engaged states from leadership to front-line staff to gain a better understanding of the specific issues they face in detecting and combating UI improper payments and fraud. The plenary sessions and workshops you will attend over the next two days reflect much of the latest thinking and technology currently in use by states. We invite you to take time to share your challenges and integrity strategies with other attendees while you are here. Information sharing among states is a powerful way to advance state strategies to reduce UI overpayments and fraud. We are also very pleased to have a number of other federal agencies who are concerned with, and engaged in, fraud prevention and detection activities join us to share their good ideas and strategies.

We are particularly excited to showcase the efforts underway at the Integrity Center and the progress that has been made since the first Symposium in Washington D.C., last year. We will update you on state approaches related to UI fraud; provide updates on a variety of training modules designed to increase state capacity, including those that are in ready today; and update you on activities to bring new cross-match data sources to states. This work is being guided by the expanded Integrity Center Steering Committee and the input of staff from many states. We thank everyone who is engaged and helping make these resources a reality.

Your active participation in the Symposium is important and we thank you for being here. In addition to the great opportunity to network with your peers, we are confident that you will find both the content and the exhibitor showcase extremely valuable and that they will provide you with practical solutions and resources to use in your state. We hope you enjoy Baltimore – a great city with exciting sites, great food, and more.

Speaker BiographiesWalt W. Manning

Mr. Manning is the President of Investigations MD, a firm that conducts research related to future crimes and how investigations must evolve to meet the challenges created by the exponential growth of technology. The firm also coaches investigators about business or career strategic planning, business development, and marketing to position them for success in this new environment.

Mr. Manning has 36 years of experience in the fields of criminal justice, investigations, digital forensics, and e-discover. He retired after a 20-year career with the Dallas Police Department. After his career in law enforcement he continued to work in the digital

forensics and e-discover fields as a private consultant. Mr. Manning is also a Certified Fraud Examiner, and was a Founding Member of the Digital Forensics Certification Board.

Mr. Manning is a contributing author to the Fraud Examiners Manual, and is a member of the International Faculty of the Association of Certified Fraud Examiners. He is an internationally recognized speaker, and has published numerous articles related to technology crime and investigations.

Tyler Wotring

Tyler began his career at the West Virginia High Technology Consortium Foundation. While there, he served as a Research Assistant and Content Manager for the eCrimes Technology Support Center (eCTSC). In this position, he performed validation studies of Computer Forensics products, worked and assisted in the development of Government proposals, organized and updated online content, verified credentials of new members, completed due diligence on companies wishing to have their products and/or training promoted on eCTSC’s website, and represented the eCTSC at various conferences and summits.

As a Computer Crimes Specialist, Tyler provided thousands of hours of training to thousands of State, Local, and Federal Law Enforcement in data recovery and analysis. The topics range from basic seizing and identifying items of electronic evidence to the analysis of artifacts found in a variety of File Systems and Operating Systems in both a Windows and Mac environment. Tyler has provided technical assistance to law enforcement personnel on computer\cyber forensic topics, participated in curriculum development for NW3C classes by researching course topics, preparing presentations and class materials and developing hands-on projects, participated in the research and validation of software programs developed by NW3C as well as outside vendors, conducted original research on forensic topics relating to the application of computer forensic methods and produced white papers for NW3C and the law enforcement community on computer forensic topics, and presented a multiple National conferences. Tyler also served as the Team Lead for multiple NW3C courses.

As supervisor of the Computer Crime Section, Tyler is now responsible for overseeing and implementing activity that effectively support NW3C, its services, and its initiatives. Tyler oversees the planning, assigning, and directing of work; appraising complaints; provides Subject Matter Expertise and technical assistance in the field of Computer Crimes.

Tyler holds a Bachelor’s of Science degree majoring in Forensic and Investigative Sciences from West Virginia University and is a 2017 nominee for an Executive Masters in Business Administration from West Virginia University.
