Problem
To determine the most efficient, complete and secure printer to purchase through CHESS, NLT 18 JUL, in order to consolidate all high volume reproduction activities in the battalion.
*CHESS: Computer Hardware Enterprise Software and Solutions

RecommendationThe Lexmark X748DE (Telos) printer is the best printer to purchase
LEXMARK X748DE
AGCCCUNCLASSIFIED
5
Background(1 of 2)
- Currently, the battalion has two highly inefficient black ink printers, one low resolution scanner and one very old medium volume copier; all of which are not CAC enabled and do not support duplex formatting.
- Information Assurance is a huge concern in the
battalion.
- Budget cuts limit our ability to continue buying high volumes of ink.
- Frequent equipment failures due to constant use over the last 5 years.
AGCCCUNCLASSIFIED
6
Background(2 of 2)
- Primarily, we need a new printer to improve workflow efficiency and reduce ink costs.
- S1 needs a scanner to upload supporting documents to iPERMS, and a high volume copier to reproduce finance documents
- S2 needs a color printer to print operational graphics
- S3 needs a high volume printer to reproduce orders
- S4 needs a high volume printer to reproduce hand receipts
- We desire a new printer that is secure (CAC enabled), prints in color, has duplex capability and 3-in-1 functionality, offers on-site service support, and is cost efficient.
AGCCCUNCLASSIFIED
7
- Very concerned about security; the printer must be CAC enabled.
- Very concerned with color capabilities; the printer must print in color.
- Very concerned with duplex capabilities; the printer must have the ability to print double-sided.
- Very concerned with the functions of the printer; it must be able to print, copy, and scan (3-in-1).
- Very concerned with onsite service support; printer must have onsite service support.
- Very concerned about cost; cost cannot exceed $3,000.
- Very concerned about cartridge yield (cost/page); cannot cost more than 2 cents per page.
- Concerned with the printing rate.- Concerned with the copying output rate.- Concerned with the scanning speed rate.- Somewhat concerned about memory capacity of the printer.
Facts
AGCCCUNCLASSIFIED
8
Assumptions(1 of 2)
- The cost of the printers researched will remain constant until our purchase.
- No additional funds will become available to buy a new printer that costs more than $3,000.
- No manufacturer recalls due to equipment defects. - Printing consumptions will remain constant.- Color cartridges will deplete uniformly.- Black and color printing will have an 80/20
demand.
AGCCCUNCLASSIFIED
9
Assumptions(2 of 2)
- Cost of replacement parts and depletion rate will remain equal, independent of the platform (lifecycle).
- Print/copy/scan rates will remain constant

Screening Criteria(1 of 2)
- Security: Printer must have CAC card capabilities.
- Capabilities: Must be able to print/copy/scan in duplex and color.
- Maintenance: Vendor must offer onsite customer support.
- Cost: Cost of the printer must not exceed $3,000.
AGCCCUNCLASSIFIED
15
Screening Criteria(2 of 2)
- Print Rate: Must be at least 30 ppm
- Copying Rate: Must be at least 25 pages per minute (ppm)
- Scanning Rate: Must be at least 30 ppm
- Ability to hold multiple jobs in queue: The memory must be at least 512MB
AGCCCUNCLASSIFIED
16
Evaluation Criteria(1 of 6)
- Short Title: Cost
- Definition: The maximum total cost of each printer
- Unit of Measure: US Dollars
- Benchmark: $2,500
- Formula: ≤ $2,500 is an advantage; > $2,500 is a disadvantage; less is better
AGCCCUNCLASSIFIED
17
Evaluation Criteria(2 of 6)
- Short Title: Cartridge Yield
- Definition: Printing demand, times the cost of the cartridge, divided by the reproduction capacity (price per page printed).
- Unit of Measure: US (cents)
- Benchmark: 1.3 cents
- Formula: ≤ 1.3 cents is an advantage; > 1.3 cents is a disadvantage; less is better
AGCCCUNCLASSIFIED
18
Evaluation Criteria(3 of 6)
- Short Title: Printing Rate
- Definition: Pages it can print per minute
- Unit of Measure: pages per minute (ppm)
- Benchmark: 32 ppm
- Formula: ≥ 32 ppm is an advantage; < 32 ppm is a disadvantage; more is better
AGCCCUNCLASSIFIED
19
Evaluation Criteria(4 of 6)
- Short Title: Copying Rate
- Definition: Pages it can copy per minute
- Unit of Measure: pages per minute (ppm)
- Benchmark: 28 ppm
- Formula: ≥ 28 ppm is an advantage; < 28 ppm is a disadvantage; more is better
AGCCCUNCLASSIFIED
20
Evaluation Criteria(5 of 6)
- Short Title: Scanning Rate
- Definition: Pages it can scan per minute
- Unit of Measure: pages per minute (ppm)
- Benchmark: 33 ppm
- Formula: ≥ 33 ppm is an advantage; < 33 ppm is a disadvantage; more is better
AGCCCUNCLASSIFIED
21
Evaluation Criteria(6 of 6)
- Short Title: Memory
- Definition: Number of jobs it can hold in queue
- Unit of Measure: Megabytes (MB)
- Benchmark: 680 MB
- Formula: ≥ 680 MB is an advantage; < 680 MB is a disadvantage; more is better

Screened Out COAs- Lexmark 40GT355: Fails the screening criteria because it
does not print in color.- Hewlett Packard M775DN: Fails screening criteria because
the cost is $3,860.- Lexmark X792DE CAC: Fails screening criteria because the
cost is $5,051.- Hewlett Packard CM4540 MFP: Fails screening criteria
because it does not offer onsite maintenance.- Dell Multifunction B2375DNF: Fails screening criteria
because is not CAC enabled and it does not print and scan in color.

ConclusionThe Lexmark X748DE (Telos) is the best printer to purchase to consolidate all reproduction operations in the battalion. This printer offers all of the security features and capabilities we are interested in. The Lexmark X748DE is the most expensive of the three (still under $3,000), but the most cost efficient (yield) of them all. This printer is also the most productive, ranking first for printing, copying, and scanning rate criteria.
